Government blamed for the delay in holding BBMP elections
Registration of voters to be done till the last day of filing of nominations
BANGALORE: Elections to the Bruhat Bangalore Mahanagara Palike are
expected to be further delayed with the State Election Commission on
Monday seeking eight weeks’ time from the Karnataka High Court to hold
the elections to this newly constituted civic body.
The Election Commission has filed an application before the court in
this regard on Monday seeking eight weeks’ time from the day of
notifying delimitation of wards by the government on July 15. Earlier,
the Court had directed both the State Government and the Election
Commission to conduct the BBMP elections before July-end.
Addressing a press conference in Bangalore on Monday, State Election
Commissioner C.R. Chickmath said the Commission could hold elections
soon after eight weeks only if the government completed the reservation
roster for the BBMP wards by then.
Mr. Chickmath blamed the government for the delay in holding BBMP
elections. “The Government has to answer for the delay in holding
elections as it is caused owing to the delay in issue of notification
on delimitation of wards.”
He said the commission has to now undertake re-organisation of
voters and preparation of voters’ list as per the delimitation of wards
which would require about eight weeks time. The Commission had prepared
a time-chart of 12 different exercises to be undertaken before the
holding of elections such as mapping of electoral parts in all the
wards, preparation of GIS maps of parts of wards, training of BBMP
field staff on splitting of voters among re-organised wards etc. This
process is expected to go on till August 31. Sources said that the
commission has given itself a few days’ extra time as reserve time for
any unexpected eventuality.
Voter registration
Mr. Chickmath made it clear that the registration of voters would be
carried out till the last day of filing of nominations by candidates
for the elections and such newly enrolled voters can also exercise
their franchise. Voters’ facilitation centres would be set up in each
of the Assembly constituencies coming under the BBMP jurisdiction to
provide information to voters on the re-organisation of wards. Voters
can also submit applications at these facilitation centres regarding
inclusion and deletion of their names from the voters’ list.
The BBMP Commissioner and Bangalore Urban Deputy Commissioner had
been told to set up Voters’ helplines in the offices of BBMP, joint
commissioner and Bangalore Urban DC regarding the voters’ list after
the updating of electoral rolls.
The maps regarding the newly drawn boundaries of wards had also been
put on the BBMP website to create awareness among voters about the new
status of wards. A door-to-door visit would be undertaken by the BBMP
officials regarding the process of division of electoral rolls as per
the re-organisation of wards.
He said the BBMP would have an estimated 65 lakh voters. The number
of polling stations would also increase from the earlier 5,800 to
8,000.
As Electronic Voting Machines are being used for the BBMP polls, the
commission had held consultations with the Bharat Electronics Limited
for getting 9,500 EVMs by August 17.
