Why Mayawati is Likely to Return to Power in Uttar Pradesh

Muslim voters have more faith in Mayawati than in the Samajwadi Party
Six months prior to the 2017 assembly elections, the battle for
power in Uttar Pradesh was seen as a fight between the Bahujan Samaj
Party (BSP) led by Mayawati and the Bhartiya Janata Party (BJP), which
is presently ruling at the centre. The BJP’s chances had dwindled
slightly after its state vice president Daya Shankar Singh made some
inappropriate comments against Mayawati. At that point, the Samajwadi
Party, the party currently in power, was widely perceived to be out of
race.
All of a sudden, a series of melodramatic incidents within the SP’s
ruling family catapulted Akhilesh Yadav from the status of ‘half CM’ to
full chief minister and leader of the party. Earlier, he was often
taunted to be subordinate to the SP’s big four: his father Mulayam Singh
Yadav, uncle Shivpal Yadav, uncle Ram Gopal Yadav and senior leader
Azam Khan. The impression formed that since Mulayam Singh was publicly
taking the side of his brother Shivpal, party cadres would remain loyal
to Shivpal if it came to choosing between him and Akhilesh.
However,
Akhilesh proved everybody wrong and now is the undisputed claimant to
the chief ministership on behalf of the Samajwadi Party, with Shivpal
and even Mulayam having been marginalised. The state witnessed a silent
coup by a serving ruler who has been able to unshackle himself now.
There is a perception in the society that this was a drama masterly
scripted and directed by Mulayam Singh to end all challenges to his son
from within and outside the party and free him of the burden of
anti-incumbency as well. There is no doubt that Akhilesh has emerged as a
mature leader improving upon his ‘please all’ but weak image prior to
the drama. The way in which the media gave the family controversy full
coverage helped him compete with the hi-tech campaign of his opponents,
especially the BJP.
Akhilesh Yadav started making public pronouncements even while the
controversy was on that he would be able to win over 300 seats if he
were to have an alliance with the Congress party, the fourth contender
for power in the state. It is unusual for a bigger party to seek an
alliance with a smaller party. Whether it was the strategist Prashant
Kishore working behind the scenes or the understanding that an alliance
would make it easier for Muslims to choose between the BSP and their
alliance, Akhilesh Yadav and Rahul Gandhi finally joined hands and
immediately found themselves well placed in the race for power.
The BJP now found itself relegated to third place in the calculus of
most analysts and the question everyone was debating was who would
finish first – the BSP or the SP-Congress alliance? It seems to me that
the Muslims, on whom Rahul and Akhilesh were counting, have belied the
hopes of the SP-Congress combine and chosen the BSP as their preferred
instrument to decisively defeat BJP. Thanks to the divisions within the
SP and the uncertainty over its poll strategy, many Muslims had already
made up their mind to support BSP by the time the SP formed its alliance
with the Congress. Mayawati has not spared any efforts to get Muslims
to her side by reassuring them that she will not enter into an alliance
with BJP at any cost and would rather sit in the opposition than help
them form the government. In the event of the BSP falling short of a
majority by some seats, then, it is quite likely that the Congress will
break its alliance with the SP and offer support to it. Rahul Gandhi has
already indicated that he respects Mayawati as the leader of Dalits.
The reason the BSP has an edge over the SP-Congress is the belief
Muslims have that the SP did not do anything to prevent the 2013
communal riots in Muzaffarnagar. About 50,000 people, mostly Muslims,
were displaced from their villages, many of whom have not been able to
return.
Akhilesh Yadav failed to prevent communal and criminal incidents, some
of them involving his ministers, and thus rule of law did not always
prevail in his regime. He was, however, forthcoming in disbursement of
compensation after these incidents occurred, earning him the mantle of
‘compensation chief minister’. He overdid the act and also gave awards
to people who were openly flouting important laws like the Right to Free
and Compulsory Education of Children. The owner of the largest
commercial chain of schools in Lucknow, City Montessori School, received
honours from the state despite refusing admission to children from
disadvantaged Valmiki community of sanitation workers on an official
order. After 13 children from this community were admitted by a court
order in 2015, the school refused to again admit 58 students in 2016.
On its part, the BJP is suffering from the impact of demonetisation. UP
is not like the home state of the prime minister. In Gujarat, people may
not have an option and tolerate any inconvenience. But people in UP
were irritated by the ban on Rs. 500 and 1000 notes because of the
inconvenience it caused them. Long queues and repeated visits to banks
has been a humiliating experience for many. Moreover, the purpose of the
exercise doesn’t seem to have been fulfilled.
Because of the listless performance of Akhilesh Yadav in Lucknow and
Narendra Modi at the centre, it appears that voters in Uttar Pradesh are
not averse to giving another chance to Mayawati. She did, after all,
deal firmly with law and order and communal situations with a heavy hand
in the past – something which goes in her favour at this point.

KOLKATA: Claiming that the activists of the Rashtriya Swayamsevak Sangh
(RSS) have been indicted in at least 13 terror cases across India,
former Maharashtra inspector general of police S M Mushrif on Thursday
described the BJP’s ideological mentor as India’s number one terrorist
organisation.
“RSS activists have been chargesheeted in at least
13 cases of terror acts in which RDX has been used. If organisations
like Bajrang Dal are taken into the account, then the number of such
cases goes up to 17,” Mushrif said at an event in Kolkata.
“The
RSS is India’s number one terrorist organisation, there is no doubt on
this,” said Mushrif, referring to the 2007 Mecca Masjid bombing in
Hyderabad, the 2006 and 2008 Malegaon blasts in Maharashtra and the 2007
Samjhauta Express bombings among others.
During elections they
attempt to provoke violence by raking up issues such as Triple Talaq,
Removal of reservation, RSSIse Ram Temple, RSSised anti-reservationist
Sardar patel statue and RSSised Shivaji statue costing Rs 3000 crores
each.But not for replacing the entire EVMs which costs Rs 1600 crores
according to ex CEC Sampath because of which the ex CJI had committed a
grave error of judgement by ordering that the EVMs should be replaced in
a phased manner. Only 8 out of 543 lok Sabha 2014 were replaced. This
helped Murderer of democratic institutions (Modi) to gobble the Master

Issue of division of Uttar Pradesh back in focus
“If BSP forms government, it will not sit idle…it will divide UP into
four smaller states, including Purvanchal, as proposed by the previous
BSP government,” Mayawati had said at an election meeting in Gorakhpur.
Gorakhpur is the hub of eastern UP or Purvanchal, the area which is
considered to have lagged behind in development. Polling will take place
in this area in the sixth and penultimate phase on March 4.
Mayawati had passed a resolution in the UP Assembly towards the fag end
of her government in 2011 to carve out Harit Pradesh (western UP),
Poorvanchal (eastern UP), Bundelkhand and Awadh.
“Your
under-developed district can’t be developed till the creation of a
separate state. Efforts in this direction will be stepped up if the BSP
comes to power. This election, you need to punish the Congress, BJP and
SP, which have been opposing creation of Purvanchal,” Mayawati had said
on Sunday.
It was the BSP which had taken a concrete step in this direction by passing a resolution for division of UP.
Mayawati, who has been a strong supporter of the issue, had also used
it to corner the Samajwadi Party on development and law and order
issues, maintaining that smaller states could be governed better.
She had first raised the issue way back in 2007.
Sarva samaj icon Dr BR Ambedkar, the architect of the Constitution, by
whose name Mayawati swears, had recommended division of Uttar Pradesh
in his book “Bhashayi Rajya”.
Both BJP and Congress had supported
the resolution brought by Mayawati in the House. But, as Mayawati lost
power in 2012 since both Congress and BJP distorted EVM to win
elections, her demand lost steam and the issue surprisingly finds no
mention in manifestos of other parties or in speeches made by their
leaders this time.

The truth about Mayawati’s media blackout is far more inconvenient and
lies in the social and caste biases inherent in the structure of media.
Mayawati Untouchable For Media, Not For The Voters
Votes have been cast for more than half of the Assembly constituencies
in Uttar Pradesh. The million-dollar question that now stares in the
faces of political pundits is that who will form the UP government.
Scanning newspapers and news channels to unravel the mystery will give
you an answer that highly favours the saffron tide. The media pundits
have been harping on the failure of Samajwadi Party-Congress (SP-INC)
alliance, making Bharatiya Janata Party (BJP) appear as the clear
winner.
If our great TV anchors were to be believed, then BJP has either already
won the elections or is just on the verge of emerging victorious while
Akhilesh Yadav and Rahul Gandhi are conspiring to dethrone Prime
Minister Narendra Modi. This trend is more dominant in the Hindi and
vernacular media, which clearly have a saffron-tint in their reporting.
The spin-doctors are not even ready to acknowledge the fact that
Akhilesh Yadav has been chief minister for past five years, and it is
actually Narendra Modi and Amit Shah, who are trying to topple Yadav
from state’s top post. (Though, this is a perfectly justified poll
tactic and a legitimate democratic process.)
Narendra Modi has been playing a vital role in the UP elections, but the
onus of a BJP win does not lie with Modi. In case BJP loses, Modi will
not be touched, the media spin-doctors would conveniently place the
blame on Amit Shah alone.
The battle being portrayed is that of BJP versus SP-INC alliance. What
the media is blatantly and deliberately negating is the strong position
that the Bahujan Samaj Party (BSP) may have in the polls.
The media seems to have taken Modi’s joke about BSP suffering the most
due to demonetization, a bit too seriously. Since BSP had the biggest
coffers of black money after note-bandi, the BSP has no money to pay off
newspapers and television channels. Thus, the media has nothing to gain
by showing behenji in good light. But money is not the lone factor
responsible for Mayawati’s media blackout; the truth is far more
inconvenient and lies in the social and caste biases inherent in the
structure of media.
So deeply ingrained are these biases that they fail to acknowledge
statistics, hard hitting facts and numbers. Sample this: Mayawati has
been successfully elected as the UP CM for as many as four times. Before
Akhilesh Yadav, she was the only CM in UP to have successfully
completed a five-year tenure. Behenji has a formidable mass base, which
helped her garner 25.91 percent votes in the 2012 UP Assembly elections
and 19.6 percent in the 2014 Lok Sabha elections. When she became the
chief minister in 2007 by polling over 30 percent votes, her rival
Samajwadi Party got 25.43 percent, which brought 97 Assembly seats to
the party, making it the second largest party in the house.
So where was BJP all this while? In 2002, BJP got 16.5 percent of votes,
in 2007 it got 15 percent of votes; and in 2012, it got 16 percent of
votes. Thus, what can be the reason for projecting a party that has been
merely oscillating between 15 and 16 percent in the past 15 years,
while its contenders have always scored over 20?
Another question that arises: Is Akhilesh Yadav being given so much
importance (after BJP) because his party has entered into alliance with
the Congress?
The answers to these questions are more complicated than what it
appears. Let’s talk first about the importance being given to Akhilesh
Yadav. It will be quite correct to say that Akhilesh does not have any
charge of corruption against him in his tenure of past five years as
Chief Minister. It may also be more or less right to say that he has
turned out to be perfect on the yardstick of ‘development’ that all the
political parties swear by nowadays. A mere digging or building can be
termed as development now. Holistic and sustainable development is now
confined to textbooks.
Of all these factors, what stands out is how Akhilesh emerged victorious
in the Yadav family feud in the last phase of his rule in UP. This
indicates that the tasks he could not accomplish during his term,
because of family pressure, may well be taken forward once he wins.
Ignoring Mayawati so blatantly points to a well thought-out strategy by
the media and intellectual class. Among the leaders espousing the cause
of the underprivileged, Dalits and backward sections of the society in
North Indian politics, Mayawati’s is the lone voice. Lalu Yadav too was a
prominent voice, but after being convicted, his role in politics has
been restricted.
Meanwhile, other political leaders, like Mulayam Singh Yadav, who were
born out of the social justice movement, have compromised their style of
politics to lure their vote banks.
But Mayawati has been consistent with her brand of politics. She derives
strength from the voices of the Dalits. While her stand on communalism
has not been very clear. Thrice, in her four times as the chief
minister, Mayawati has formed the government with the support of BJP.
Yet she never gave BJP a chance to vitiate communal harmony in the state
–which has primarily been the saffron party’s agenda. She instead, used
the support in her favour to strengthen her vote bank and then very
opportunistically washed her hands off BJP.
Another fact that cannot be ignored is when RSS spokesman Manmohan
Vaidya pitched in for abolishing job reservations, she was the lone
leader, along with Lalu Yadav to oppose it. No one else, including
Akhilesh dared to speak up. And why would they? Staying silent on the
issue would probably get them the upper-caste votes, so why take the
risk?
Mulayam Singh Yadav –who boasted about being the son of the soil and
champion of secularism and social justice –has been sidelined by his
son. At the same time Akhilesh and Nitish Kumar too, are a league apart
from Mayawati’s brand of politics. They do not have a legacy behind them
and they find themselves twiddling their thumbs while dealing with
communalism. Though they belong to a backward caste, their appearance
and style appeal more to the upper middle class. They miss out terribly
on social justice scale. Thus, upper-caste dominated media does not have
the kind of hatred against Akhilesh and Nitish that it shows against
Mayawati and Lalu. And quite understandably, this is precisely why
Mayawati is being sidelined by the media, despite being one of the most
formidable contenders in UP.

The German Federal Constitutional Court decided on 3 March 2009 that
electronic voting used for the last 10 years, including for the 2005 general
elections, was unconstitutional and therefore not to be used for the next
elections in September 2009.
The court ruled that the use of the electronic machines contradicts the
public nature of elections and the equipment used in 2005 had some
shortcomings. However, as there has been no evidence of errors in the
past, the results of the previous elections remain valid.
The use of e-voting was challenged by political scientist Joachim Wiesner
and his son, physicist Ulrich Wiesner who complained that the system was not
transparent because the voter could not check what actually happened to his
vote, being actually asked to blindly trust the technology. The voting
machines which are manufactured by the Dutch firm Nedap, do not print out
receipts. In the plaintiffs’ opinion, the results could be manipulated.
A petition signed by over 45 000 people in 2005, trying to ban e-voting, had
been rejected by the German Government. Now, the court ruled that the
Federal Voting Machines Ordinance having introduced e-voting was
unconstitutional because it did not “ensure that only such voting machines
are permitted and used which meet the constitutional requirements of the
principle of the public nature of elections.”
Also the court considered that, differently from the traditional voting
system where manipulations and frauds are much more difficult involving a
high degree of effort and a high risk of detection, “programming errors in
the software or deliberate electoral fraud committed by manipulating the
software of electronic voting machines can be recognised only with
difficulty.” Also, in the court’s opinion, the electors should be able to
verify how their vote is recorded without having to possess detailed
computer knowledge. “If the election result is determined through
computer-controlled processing of the votes stored in an electronic memory,
it is not sufficient if merely the result of the calculation process carried
out in the voting machine can be taken note of by means of a summarising
printout or an electronic display.”
A campaign against electronic voting has been initiated by EDRi member Chaos
Computer Club together with the Dutch foundation Wij vertrouwen
stemcomputers niet (We don’t trust voting computers) because of the risk of
electronic errors and the potential for abuse.
After a group of hackers had succeeded in tampering with similar machines in
the Netherlands in 2006, the Dutch Government imposed a moratorium on the
use of electronic voting machines and Ireland also has banned electronic
voting.

The CEC and CJI must dissolve the Central and stat governments selected
by these fraud EVMs and go for fresh elections with Ballot papers as
followerd by 80 democracies of the world until the entire EVMs were

She accused the BJP of contesting the elections without any CM face.
BSP chief Mayawati Sunday accused Modi and BJP chief Amit Shah of
“dreaming of destroying UP”, saying the public is disenchanted due to
“wrong policies” of the Centre and the SP government in Uttar Pradesh.
“Following the wrong policies of the Centre and state government, there
is resentment and anger among 22 crore people of UP,” she said at an
election meeting in Ballia.
“Both Modi and BJP chief Amit Shah
are dreaming of destroying UP,” she said and urged the Muslim voters of
the state to cast a decisive mandate in favour of the BSP. “If you vote
for SP, then it will directly benefit the BJP. The SC/ST vote base of
Sarvajan Samaj including OBCs/Poor Upper castes BSP is intact, and when
the Muslim votes get combined with the Sarvajan Samaj votes, BJP will
face a tough time,” Mayawati said.
She accused the BJP of
contesting the elections without any CM face. “On the other hand, the
SP’s CM face is facing problems of poor law and order and spurt in
crime. As a result of which, the SP CM’s face has become tainted,” she
said. The BSP chief also took a jibe at SP patron Mulayam Singh Yadav,

son), and has even insulted his brother Shivpal”.
She said, “The
RSS and BJP want to end the reservation system in the country. If the

“They can make any promise they want like the ones made during the Lok Sabha polls, but people will not fall for it,” she said.

Every party seems to have a control room in this increasingly
hard-to-predict election; each staffed with supposed geniuses, skilled
in the dark arts of psephology.
But the Bahujan Samaj Party (BSP) has something no one has – the
boundless enthusiasm of Avadesh Kumar Verma and the wide network of the
Arakshan Bachao Sangharsh Samiti, an organisation to protect public
sector reservations for scheduled castes.
“Our people are everywhere,” said Verma, the ABSS convener, “Our
teachers are on election duty, our policemen are on security duty. They
secretly Whatsapp us – at such and such poll booth, SC/STs are being
intimidated; at this spot goons are standing near the poll booth.”
Verma collates the information and then passes it on to his contacts on
the ground.
Public sector employees have long played a crucial role in SC/ST
politics. Those with government jobs contribute generously to SC/ST
causes, and wield considerable influence within the community.
Prior to setting up the BSP, founder Kanshiram began the All India
Backward and Minority Communities Employees Federation, or BAMCEF –
which, as its name suggests, agitated for the rights of government
employees.
The ABSS is not formally allied with the BSP as government employees are
not allowed to support any particular political party, Verma said, “But
we are free to oppose anyone”.
In this election, the ABSS is opposed to everyone except for the BSP for
reasons of existential importance to its members: promotions in
reserved jobs.
In 2001, the Atal Bihari Vajpayee-led government passed the 88th
constitutional amendment that amended Article 16(4A) to allow states to
create laws that allowed for reservations in the matter of promotion of
government servants.
“Our people would get entry into government jobs, but would be promoted
much slower than others due to caste discrimination,” Verma said.
The constitutional amendment aimed to fix that, but the amendment was
challenged, and after a protracted legal tussle, the promotion laws in
Uttar Pradesh, and several other states, were held to be ultra vires.
“Other governments stalled, challenged the courts, and asked for more
time, but in Uttar Pradesh, Akhilesh Yadav demoted lakhs of government
employees after they came to power in 2012,” said Verma, “Many SC/STs
didn’t vote BSP in 2012, but after the promotion issue, they realized
their mistake.”
The official term for the process was “reversion” – in which almost
16,000 SC/ST government servants were demoted to lower posts, while
about two lakh more were dropped down on their respective seniority
lists – extending time it would take before they were eligible for
promotions.
“In September 2015, I received an order that I had been reverted to head
constable from sub-inspector,” said Hari Prasad Ahirwar. Ahirwar’s
single epaulette star was taken, service revolver turned in, and he was
discharged from his post at Hazartganj and told to report to police
lines with immediate effect.
“I felt humiliated. I was promoted through an open competitive exam, not
reservation,” Ahirwar said, “But the government just assumed that every SC/ST must have come through reservation.”
At the police lines, Ahirwar and his fellow SC/STs were constantly
taunted by their upper caste colleagues. He challenged his reversion
order, won, and was reinstated a year later.
“But by then the damage was done.” Ahirwar said, “My colleagues look at
me differently now.”
In 2013, the ABSS launched its “Mission 2017” outreach programme.
“We focused on 35 districts where the SC/ST vote is above 25%,
and on the 85 reserved seats,” said Dr Ram Shabdh Jaiswara, an ABSS
member, “Our members campaigned extensively: everywhere our message was
the same: stay united and vote for a government that supports
reservations.”

Modi blamed Pakistan for Kanpur train tragedy when NIA was silent
While the investigators have been cautious in blaming Pakistan or its
intelligence agency ISI for Kanpur train tragedy, PM Modi told an
election rally at Gonda in UP that the derailment was a conspiracy
hatched across the border.
Modi stated that the Kanpur train
derailment was a conspiracy hatched across the border. He said that the
people of the city need to elect those who were full of patriotism.He
wants votes by telling others are not patriots.
The Kanpur train
derailment case is being investigated by multiple agencies including
the National Investigation Agency. The investigators involved with the
case have, however, stayed away from naming ISI or confirming a foreign
hand behind the derailment.
An informed source, privy to probe details, said, “The investigation is in nascent stage.”
Modi was addressing a poll rally at Gonda, which will go to poll in the
fifth phase of elections in Uttar Pradesh. Gonda is close to the
Indo-Nepal border and he expressed concerns about its safety.
If such people, who will get elected from here, will Gonda be safe? Will nation be safe then,” asked Modi.
Modi’s comment is in sharp contradiction to investigations so far by UP
police, central railway board and even National Investigation Agency
(NIA). These agencies are yet to draw any conclusion on a Pakistan link
to Kanpur train derailment. A senior officer of the NIA refused to
comment on the issue.
The probe conducted by three agencies did
not pick any forensic evidence of explosives. The recovery of technical
evidence in the form of audio clips is still being examined. A team of
NIA has gone to Nepal to make further probe. But no strong leads have
emerged so far.

In her view, her government ‘could have done wonders’
had the central government extended cooperation in adequately sharing
the cost of various development programmes. She acused it of depriving
the state of Rs.17,000 crore, ‘the state’s legitimate share towards
various schemes already carried out over the past three years’.
Focussing on the Congress-led government’s
‘conspiracy’ against her regime, Mayawati recalled how New Delhi had not
paid any attention to her repeated demand for a special economic
package of Rs.80,000 crore for the uplift of Bundelkhand and Purvanchal.

Achievements of
the BSP Government in Uttar Pradesh, during the last 3 years, have been
remarkable, particularly on law and Order and Development fronts. If the
Central Government had paid, in time, Uttar Pradesh’s due share of over
Rs.17,000 crore, the results could have been much better. Not only
this, State’s Hon’ble Chief Minister, Ms. Mayawati Ji, by according
priority to host of ambitious schemes of Public Welfare and Development,
had spent almost 99% of the total available Budget amount on them and
only less than 1% was spent on the construction of “Memorials, Museums,
Statues, Parks”, etc.,in honour of ‘Saints’, ‘Seers’ (Gurus) and Great
Men born in the SC/St and Other Backward Classes.
1. Home Department :
Total expenditure
of Rs 16,105 crore (sixteen thousand fifteen crore Rupees) in the last
three years on activities relating to the Home Department with
significant achievements as follows:
·
Establishing
the rule of Law by creating in all spheres, a development-oriented
environment free from injustice, crime, fear and corruption
· Lawlessness
and Jungle-Raj during the last Government led to victimization of the
people, specially the poor and the weak and not a single FIR was
registered. Orders issued to launch a drive and have FIRs registered in
all such cases.
· Large
–Scale improvement in the law and order situation in the State and fall
in all kinds of crime. As a result Gunda-raj came to an end .
· To dispose of public complaints, an effective system of regular “Thana Divas” introduced.
· Introduction of “Tahasil Divas” to ensure justice to the poor on-the-spot.
· A SIT (Special Investigation Team) constituted for independent investigation of serious economic offences.
· To tackle terrorism, ATS (Anti-Terrorism Squad) constituted.
· Training of 2,000 commandos from the Police Force on the NSG pattern, in process.
· Creation
of more than 2.40 lakh posts in the Police Force, increasing
Police-People ration from 83 to 150 per lakh. Action taken on
recruitment of 35.0000 Police Constables.
· Medal allowances to Medal Awardees doubled.
· Lucknow District Jail, Model Jail and ‘Nari Bandi Niketan’ shifted to new premises on /Mohanlalganj-Gosaiganj Road.
· The
daily district allowance of Homeguard volunteers increased fro Rs.126
to Rs.140 and daily duty allowance of PRD Jawans from Rs.75 to Rs.126.
· Settlement
of 37,494 cases of personal disputes /enimity out of total 1,94,106
cases registered in police stations between 13 May ,207 and 15, March
2010.
· Possession of leased land given to a total od 3,11,841 land allotees with police help.
· Fall in crimes against women such as murder, rape, eve teasing, persecution, dowery-killing, chain snatching etc.
· Fast-track
courts established and as a result of concerted efforts by the
Government, an appreciable decline registered in cases under the SC/ST
Prevention of Atrocities Ac.
· 30 new Fire-Fighting Centres established.
· Elemination of Dacoits who had become symbol of terror.
· Decision
to recruit ex-servicemen to constitute a Special Zone Protection Force
to safeguard Memorials, Museums, Statues, Parks, etc., constructed to
honour Noble Saints, Seers and Great Men born. From time to time, in the
SC/ST and Other Backward Classes.
2. Social Security :
Total
expenditure of Rs. 40,147 crore (Forty Thousand One Hundred and Forty
Seven Crore Rupees) in the last three years on social security
activities with significan achievements as follows:
· Introduction
of direct payment of pension od Rs.30 per month under Uttar Pradesh
Mukhyamantri Mahamaya Garib Aarthik Madad Yagana” to poor families left
out of Antyodaya Yojana and BPL list
· Outstanding
S/C debts amounting to Rs.120.28 crore granted by “Uttar Pradesh
Anusoochit Jati Vitta Evam Vikas Yojana” during 1985-1997 written off ,
benefiting about 7.58 lakh S/C families.
· Ownership certificates (leases) issued to 9,431 memebers of Scheduled Tribes and other traditional forest-dwellers (vanvasis).
· Computerisation
of schorarships payable to all pre and post-class-X students (girls and
boys). Distribution of cent-per-cent scholarship to boy and girl
students above class IX. Number beneficiaries exceeding 1.50 crore.
· First-time
cent-per-cent computerization of old age monthly pension amount
increased from Rs.150 to Rs.30 to be credited directly to the
beneficiaries account.
· The amount of grant increased from Rs.10,000 to Rs.20,000 for the marriage of daughters of SC/ST in Budelkhand region.
· The
amount of financial assistance, under the scheme for marriage and
medical treatment, hiked from Rs.2,000 to Rs.5,000 per head.
· Upgradation of 54 Ashram style schools in the State from class-V to intermediate level, ensuring education for 25,000 students.
· Sanction accorded to the construction of 10 new government Ashram style schools and 21 hostels for SC/ST.
· For IAS and PCS coaching of SC/ST, an institute established at Bhagidhari Bhavan, lucknow as well as Agra, Aligar ans Bareeilly.
· Provision of 21.21% expenditure for the welfare of SC/ST under SC/ST sub plan.
Backward Classes Welfare·
Distribution of Rs.814.62 crore as scholarship among 196.17 lakh Backward class students (girls and boys) during 2007 -2008
· As many as 207.21 lakh Backward students benefited with the expenditure of Rs.920.29 crore during 2008-2009.
· During 2009-2010 Rs.900.82 crore earmarke for scholarships, benefiting about 217.80 lakh students.
· As many as 11.45 lakh students benefited reimbursing Rs.218.21 crore.
· With
grants of Rs.10,000 for the marriage of daughters and Rs.5,000 for
medical treatment of Backward destitute, poor and BPL persons,
altogether 82,417 people benefited.
· Construction of 34 hostels for students belonging to Other Backward-Classes completed and work on another 12 hostels started.
Welfare of the Physically Handicapped :
Sanction of Pension at the rate of Rs.300 per month todicapped (physically challenged), numbering 7,06,296.
· Amount of grant for artificial limbs/ancilliary equipments for the physically challenged increased from Rs.3,500 to Rs.6,000.
· Provision for an additional amount of Rs.2 crore by way of incentive for the marriage of the physically challenged.
· Subsistence allowance for the physically challenged, studying / receiving training, increased from Rs.550 to Rs.850 per month.
· Free travel facility available, in all categories of Uttar Pradesh State Transport buses, to the physically challenged.
· Relaxation upto maximum of 15 years in age limit, to the physically challenged in recruitment to government services.
· 3% reservation for the physically challengedin the allotment of fair price shops.
· Establishment
of Uttar Pradesh Dr.Shakuntala Misra Rehabilitaion University to
provide higher education to handicapped students. 50% seats reserved
exclusively for the physically challenged.
· Construction
of hostels at < ?xml:namespace prefix = st1 ns =
“urn:schemas-microsoft-com:office:smarttags” />Meerut , Alhabad,
Lucknow and Gorakpur for visually impaired students.
· Work
in progress on the setting up of an inter college each at Gorakpur and
Meerut for visually impaired boys and girls respectively.

in progress for establishing a Shelter Home cum Training Centre each at
Bareilly, Meerut and Gorakpur for the mentally retarded.
Minority Welfare and Waqf :
Decision to include 10 new Arabic-Persian Madrasas in the grants-in-aid list.
· Distribution of Rs.34,276.71 lakh to 91.64 lakh, pre and post-class-X students as scholarships.
· Honororium amounting to Rs.9,377.19 lakh for 6,782 teachers in 2587 Madarasas.
· Income celling of poor guardians of wards, eligible for scholarship, increased to Rs.1 lakh.
· Aid amount to Rs.2544.50 lakh, provided for the marriage of 25,445 daughters from minority BPL families.
· Reimbursement of school fees, amounting to Rs.1,490.15 lakh to 31,229 students studying in post-X-classes.
· Provision
of Rs.440 lakh for construction of Haj House at < ?xml:namespace
prefix = st1 ns = “urn:schemas-microsoft-com:office:smarttags” />Ghaziabad and Lucknow.
· Direct air flight for Haj travelers from Varanas to Jeddah. Arrangement to send off Haj travelers from Haj House in Luaknow.
· The condition of police verification for appointment of Mutavallis abolished.
· “Manyavar Shri Kanshiram Ji Alpankhyak Swarozgar Yojana” being implemented in urban areas.
· Construction
of Uttar Pradesh Sunni and Shia Central Waqf Boards with strict
instructions to both the Waqf Boards to persive all Waqf properties with
the grants made available to them.
· Grant of Uttar Pradesh Urdu Academy more than doubled and raised to Rs.3 crore.
· Adequate provision to reimburse the admission fees of students pursuing medical/engineering /MBA and other University courses.
Women’s Welfare, Child Development and Nutrition :
Monthly pension of destitute women increased from Rs.150 to Rs.300. 15.80 lakh being benefited.
· Provision of payment of Rs.10,000, in one single installment for the marriage of daughters of destitute (BPL women).
· Provision of lump-sum payment of Rs.11,000 to the new couple, when a woman re-marries after the death of her husband.
· Mahamaya
Garib Balika Ashirwad Yajana introduced for girls born in BPL families
on 15 January, 209 or thereafter to put a stop to foetus-killing, arrest
declining ratio between boys and girls and to enable girls to live a
life of self respect.
· On
the birth of a girl child, an amount will be deposited in her name for a
fixed period of 18 years, which on maturity will be around Rs.1 lakh
and be payable to the girl if she atayed unmarried till then.
· So far 1,01,705 girls benefited.
As
many as 97.20lakh children being served everyday with hot cooked food
by 1,51,469 Aanganwadi centres functioning under 897 integrated child
development projects in the State.
· Increase of Rs.500 in the honorarium of Anganvwadi workers and Rs.250 in the case of lady assistants.
· 258.62 lakh beneficiaries getting supplementary nutrition.
3. Agriculture :
Total
expenditure of Rs.12,527 crore (Twelve Thousand Five Hundred and Twenty
Seven Crore Rupees) in the last three years on activities undertaken of
the Agriculture Department with significant achievements as follows :
·
A total of 48.19 lakh quintal of approved seads distributed
· 79.27 lakh tones fertilizers distributed.
· Distribution of seasonal loans to farmers amounting Rs.11,991 crore.
· 45.94 lakh Kissan Credit Cards distributed.
· Stribution of 8093.16 Kl/tones agricultural chemical under the plant protection programme.
· ‘Drip
and Sprinkler Irrigation Method’ introduced under rain water storage
and irrigation sckeme in Bundelkhand region. 13,652 sprinkler sets
distributed.
· Implements
available , free of charge to all SC/ST and poor and marginal farmers.
75% grant admissible to other categories of farmers.
· Comprehensive strategy planned to double the income of farmers from agriculture production in the next two years.
· Provision of storage of fertilizer in advance.
· Wheat production during the rabi season 2009-10 estimated to be 290.04 lakh m.t., the highest in the last few years.
· Food grain production estimated to be 313.36 lakh tones during rabi 2009-10, which is the highest as compared to previous years.
· Production of 107 lakh tones of rice and 135 lakh tones food grains during kharif 2009-10 in spite of draught.
· Short-term loans amounting to Rs.6,651.61 crore distributed, at reduced interest rates, among small and marginal farmers.
· Linking of 350 S/C hamlets with 3,638 Km. long pukka roads by Mandi Parishad..
Cane Development and Sugar Industry :
· Record and historic payment of cane price amounting to Rs.28,911.26 crore, including arrears.
· Unprecedented
increase of Rs.25 per quintal in the State Advisory Price of canr for
the crushing season, 2009-10. Never before has there been such an
increase in a single crushing season.
· For
the first time, payment of additioan incentive money to cane farmers
ensured with mutual agreement between sugar mills and the farmers.
· The
farmers got full for their produce due to restrictions imposed on the
import of raw sugar in the State until the lifting of the cane crop from
the fields.
· Efforts made to increase sugar production and productivity by developing five new sugar varieties.
· Two new sugar mills (Hata and Baghauli) started.
· Rules amended to provide more representation to SC/ST, Other Backward Classes and women in cane development councils.
4. Irrigation :
Total
expenditure of Rs.16,505 crore(sixteen thousand fivr hundred and five
crore) in the last three years on activities of the Irrigation
Department with significant achievements as follows:
· By
means of 33,215 Km. of embarkments and other flood protection measures,
19.47 lakh hectares of land protected against floods so far.
· With 73,637 Km. long canals in the State, better facilities of irrigation made available.
· The policy of ‘no-irrigation – no irrigation tax’ enforced in the interest of the farmers after doing away with the ‘barha qanoon’.
· Inspite
of draught in 63 out of 71 districtsin the State in 2009-10 , an area
of 1,744 thousand hectares irrigated by feeding 8,368 tails during the
Kharif 1,477 season. To deal with the rigour of draught and to make
drinking water available for cattle, 30,689 tanks / ponds were filled
with water and an area of 2,135.35 thousan hectares irrigated during the
curresnt rabi season upto March, 2010.
· SC/ST groups of farmers provided cent-per-cent grant
(Maximum being Rs.4.28 lakh per tubewell) under ‘Dr. Bhimrao Ambedkar
Nalkoop Yojana). Construction of 304 tublewells completed. Another 300
tubewells under construction during 2009-10.
· Under
Dr.Ambedkar Samoohik Nalkoop Yojana’ grant admissible to the extent of
50% (Maximum being Rs.2.41 lakh per tubewell). Construction of 213
tubewells completed. Another 200 being constructed.
5. Rural Development :
Total
expenditure of Rs.7,609 crore (Seven Thousand Six Hundred and Nine
Crore Rupees) in the last three years on activities under Rural
Develeopent with significant achievements as follows :
With an expenditure of Rs.11,420 crore under MNREGA, as many as 7.454 lakh man days of employment generated.
· 4,998 ‘Bastis’ linked with 19,302 Km. long Pukka roads at an expenditure Rs.6,10.90 crore under P.M.G..S.Y.
· Housing facilities made available to 10.30 lakh homeless rural families at a cost of Rs.3,316 crore under Indira Aavas Yojna.
· Free houses to 3.06 lakh SC/ST families at a cost of Rs.949 crore under ‘Mahamaya Aavas Yojna’.
· Houses
for non-SC/ST and homeless BPL families numbering 0.50 lakh at a cost
of Rs.180 crore under ‘Mahamaya Sarvajan Aavas Yojna’.
6. Revenue :
Instructions
issued not to evict SC/STpeople from Gram Panchayat lands occupied by
them on 13 May,2007 or before and to treat them as owners of the land.
· Provision for unmarried daughter also for succession to agriculture land.
· Uttar Pradesh Money lending Regulatory Act-2008 enforced to protect farmers from economic exploitation.
· An amount of Rs.49.76 crore distributed as compensation against 8,580 claims from farmers under ‘Krishak Durghatana Bima Yojna’.
· Altogether, 4,89,989 hectares of agricultural land allotted to 2,28,261 landless people.
· Residential plots of 100 to 250 sq.mt. allotted to 3,11,868 homeless families.
· In the process of realization of loans, restrictions imposed on the auction of lands of farmers owning less than 3.123 acres.
· Under General Public Insurance Scheme, insurance premium of landless families borne at the rate of fifty-fifty by the central and state government. Two children of the concerned family to be given a monthly scholarship of Rs.10 also.
· Allotment of an acre of 25,240 hectares to 30,410 fishermen families for pisciculture.
7. Panchayati Raj :
Total
expenditure of Rs.5,574 crore (Five Thousan Five Hundred and Seventy
Four Crore Rupees) in the last three years under Panchayati Raj with
Significant achievements as follows :
·
As
many as 1,322 Dr.Ambedkar villages selected during 2007-08 under
Dr.Ambedkar Gram Sabha Vikas Yojna, saturated with kharanjas and drains
at a cost of Rs.320.81 crore.
· During
2008-09, as amny as 1,438 Dr Ambedkar Gram Sabhas saturated with CC
9Cement-Concrete)roads KC drains at a cost of Rs.875 crore.
· Construction of CC (Cement-Concrete) roads and KC drains completed in 2,175 Dr.Ambedkar villages at a cost of Rs.875 crore during 2009-10.
· Approval for installation od sodium lights in 10,000 S/C Bastis in Dr.Ambedkar villages.
· Construction
of 2,000 Dr.Ambedkar Multipurpose Community Centres in S/C Bastis of
Dr.Ambedkar villages. Process of construction of community centres for
the next year started.
· Under
Total Cleanliness Drive during the last three years, as many as
21,99,811 BPL private toilets, 1,525 women toilet complexes , 1,75,613
school toilets and 64,761 Aanganbadi toilets constructed at a cost of
Rs.1,08,010 crore.
· 5,250 Panchayat Buildings constructed at a cost of Rs.149.31 crore during the last 3 years.
· For
environmental cleanliness in the rural areas, a historic decision was
taken, for the first time, by this popular government to creat as many
as 1,08,848 posts of Arogya Rakhakas (Health Protectors of all Beings)
in the State in March 2008.
· An amount of Rs.1,101 .34 crore sanctioned under
the Backward Area Grant-in-aid fund Scheme. Work in progress in 34
districts of the State on the construction of 4,872 Gram Sachiwalayas.
431resource centres, 475 aanganbadi centres, 195 boundary walls
, 76 tubewells, 2,708 tube lights, 291 culverts, 85 drinking water
systems, 185 solid waste management units and 1,570 roads.
· To provide public facilities under the recommendations of the 12th
finance commission, panchayati Rai institutions made supporting by
allocating them a total of Rs.1,758.48 crore from 2007-08 till date.
· An expenditureof Rs.4,077.53 crore incurred on the maintenance of properties and assets of Panchayati Raj instutions.
8. Energy :
Total expenditure
of Rs.23,673 crore (Twenty Three Thousand Six Hundred and Seventy Three
Crore Rupees) in the last three years on activities under Energy
Department with significant achievements as follows:
· Foundation stones of power projects worth Rs.6,168 crore laid.
· To make the State self-sufficient in Power Sector, decisions taken to generate 25.000 MW of additional power . Towards this end , a total investment of Rs.1.25,000 crore proposed.
· To
separate agricultural feeders from domestic feeders in the rural areas,
Rs.2,600 crore Dr.Ambedkar Urja Krishi Sudhar Yojna introduced.
· Setting up of 41 new132 KV power sub-stations with a capacity of 1200 MVA.
· Construction of new sub-stations of 22KV with a capacity of 1440KVA.
· Construction of 132/220/400 KV lines – 1240 circuit Km.
· Expansion of capacity of 88 sub-stations from 132 KV to 1993 MVA.
· Expansion of capacity 38 sub-stations from 220KV to 1890 MVA.
· Expansions of 2 sub-stations from 400 KV to 120 MVA.
· Electrification 9,739 Ambedkar villages. 3,590 general villages, 3,487 SC/ST bastis and 3,590 hamlets.
· Establishing 369 new power sub-stations of 33KV with a capacity of 2,095 MVA.
· Increase in the capacity of 376 sub0-stations of 1,426 MVA.
· Construction of 1,378 circuit Km lines of 33 KV.
· 2
x 250 – MW capacity Harduganj thermal power extension project approved.
Synchronisation of the first unit likely on 31 October 2010 and that of
the second unit by 30 november next.
· The second phase of 1 x 660 MW capacity Harduaganj thermal power extension project is being sanctioned.
· Operational work in unit number 7 of Harduaganj thermal power house, from 110 MW to 120MW approved.
· Power
generation commenced in the first 300 MW unit of 2 x 300 MW Roza
thermal power project (private sector). The second unitexpected to be
commissioned shortly.
· A
joint venture of M/s Nyveli Lignite Corporation and Uttar Pradesh Rajya
Vidut Utpadan Nigam to produce 2,000 MW of thermal power approved.
· Sanction accorded to 1 x 150 MW capacity Panki thermal power extension project.
· Refurbishing of the units of 2 x 250 MW capacity Obra (A) thermal power station completed and units in production mode.
· Proposed installation of 2 x 660 MW capacity Obra (C) thermal project.
· Proposal to install 2 x 660 MW capacity Anpara (E) thermal power project.
· Under Parichha extension thermal power project, 2 units of 210 MW set up.
· BTG work of 3 x 250MW Parichha extension thermal power project in progress. Units 1 and 2 expected to go into production soon.
· Target to achieve additional power generation capacity of 10,000 MW by 2012.
· Transfer of Anpara (C) thermal power project to the private sector.
· To achieve increase in production of electricity, new 3,000 MW capacity thermal power projects proposed which would increase generationof capacity from the present 4,000 MW to 7,000 MW.
· Supply of electricity to 7,500 villages ensured.
· To
install a 1,320 MW power generation unit in Meja (< ?xml:namespace
prefix = st1 ns = “urn:schemas-microsoft-com:office:smarttags”
/>Allahabad) a memorandum of Understanding signed between Uttar
Pradesh Rajya Utpadan Nigam and NTPC. Construction work is in progress.
· A new scheme of energising private tubewells started. The amount of grant increased from Rs.55,000 to 68.000.
9. PWD :
Total expenditure of Rs.22,296 crore(Twenty Two
Thousand and Ninny Six Crore Rupees) in the last three years on
activities under Public Works Development with significant achievements
as follows :
· For economic amelioration of persons belonging to SC/ST, a system of reservation of reservation in
government contracts, upto a value of Rs.25 lakh, introduced for the
first time. So far, contract jobs worth Rs.525.35 crore allocated.
· Construction of a
total 168 major bridges and 5 Railway over-bridges completed. 38
over-bridges under construction. Rs.521 crore sanctioned for
construction of 28over-bridges.
· Of
the Ambedkar villages selected during 1995-96, 1997-98 and 2002-03 and
left unattended, as many as 2,109 villages saturated with 3,264 km, long
roads built at a cost of Rs.597 crore under the scheme to construct new
roads.
· Repair
work and reconstruction of previously built roads in Ambedkar villages,
selected during 1995-96, 1997-98 and 202-03 was undertaken in 2007-08.
As many as 13,210 Dr.Ambedkar villages saturated with 29,867 km long improve roads at a cost of Rs.1,140.96 crore.
· Under
Nav Nirman Yojna, 2,203 km long new roads constructed in 1,219 selected
Ambedkar Gram Sabhas during the first phase (2007-08) at a cost of
Rs.486 crore.
· During
the second phase (2008-09) of Nav Nirman Yojna, 4,035 km long roads
constructed in 2,307 Ambedkar Gram Sabhas at a cost of Rs. 873.55 crore.
· To
link up all 2,709 hamlets with roads in Ambedkar villagesselected in
1995-96 and 1997-98 together with 2,195 villages re-adopted in 2009-10,
construction started on 2,350 km long roads under Nav Nirman Yojna. So
far 2,290 hamlets linked.
· Under
Manyavar Shri Kanshiram Ji Shahri Samagra Vikas Yojna, started for the
first time by the present government in 2007-08, 740 km. of cement
concrete drains constructed at a cost of Rs.289.54 crore.
· Manyavar Shri Kanshiram Ji Shahri Gharib Avas Yojna introduced in 2008-09.
· Renovation of 32,228 Km.long roads in progress at a cost of Rs.1,129.98 crore.
· Construction of 266 bridges completed at a cost of Rs.1,390 crore.
· Widening and strengthening of 8395 kn long roads at a cost of Rs.4,930 crore.
· 34,846km.long rural roads constructed at accost of Rs.5,90 crore.
· Linking of one hamlet with the other started in selected Ambedkar villages
· Construction

Industrial Development
Process for building an industrial corridor, equipped with global-standard facilities started by LIDA on Kanpur-Lucknow national highway.

become Special Economic Zone (SEZ) generating employment for as many as
2.5 lakh persons.

a capital investment of Rs.3,888 crore for establishing 33,595 small
scale industrial ventures, as many as 1.74 lakh jobs generated.
· Introduction
of a single window system for time-bound disposal of complaints for
entrepreneurs regarding applications at the district level, which has
benefited 51,565 entrepreneurs so far.
· Development of a sports city of international standards at Noida at a cost of Rs.2,050 crore.
· Private
capital investment of Rs.544.48 crore in three Special Economic Zone
(SEZ)in Noida / Greater Noida. Entrepreneurial units functional.,
providing direct employment to 40,096 persons.
· As many as 546 letters of intent okayed with an investment proposal of Rs.36,180.84 crore and employment for 3,11,457 persons.
11. Education :
Total
expenditure of Rs.45,948 crore (Forty Five Thousand Nine Hundred and
Forty Eight Crore Rupees) in the last three years on activities onder

Basic Education :
· To make up for shortfalls of teachers, 88,000 teachers appointed.
· 12,244sikshamitras appointed, on honorarium basis, in primary schools to improve the teachers-taught ratio.
· Provision of Scholarships at double the rate for children of families engaged in Arogya Rakshak(Health Protectors of all beings) work.
· Teaching of English to start from class-I itself instead of class-III.
· In unserved villages, 4,635 new primary schools and 11,031 new senior senior primary schools opened.
· Construction of 57,459 additional classrooms in Parishad-run schools.
· 454 Kasturba Gandhi Balika Vidyalayas being run for girls from poorer sections in development blocks located in backward areas.
· Appointment of 6,573 Urdu teachers in Parishad-run schools.
· Electrification works completed in 57,772 schools.
· Computer aided education programme operational in upper primary schools.
· Free distribution of uniforms to 72 lakh girl students in primary schools.
· School bags distributed to 16.50 lakh girl students of upper primary schools.
· Under
the school readiness programme, pre-primary classes started, for the
first time, during 2009-10 in 14,200 primary schools in the State.
Secondary Education :
For BPL girl students, Savitri Bai Phule Balika Siksha Madad Yojna started. So far 2.56 lakh students benefited.
· National secondary education campaign launched.
· 254 government high schools upgraded to intermediate level.
· 54
government higher secondary schools with no buildings of their own
earlier , constructed. 97 higher secondary schools, having having their
own buildings, provided with additional classrooms and laborotories.
· In 70 co-ed schools in rural areas, toilets and a common room constructed for girls.
· Government
for government district libraries constructed in Mahoba, Maharajganj,
Sonbhadra, Firozabad, Bhadohi, Kannuj, JP Nagar nad Mahamaya Nagar.
· A
secondary Sanscrit s education board constituted to exercise
administrative control over prathma, Madhyama and upper Madhyama system
of education.
· Establishment of Mahamaya inter colleges for boys and girls each in Noida and Greater Noidaalong with hostel facility.
· Many revolutionary changes introduced in the interest of UP Board examinees. No mention of division in
the mark sheet any more; only subject-wise marks to be shown. Grade to
replace division in the mark sheet. An examinee clearing any five out of
the offered six subjects will be cleared pass. Only one question paper
for one subject.
Higher Education :
· In
the newly created Gautham Buddha Nagar district, close to Delhi,
Gautham Buddha University of international standards established over a
sprawling area of 511 acres. The university provides facility for higher
education abroad at government expense to students belonging to SC/ST,
other backward classes, religious minorities and brilliant BPL students
in the general category.
· Total ban on ragging in all educational institutions.
· Manyavar Shri Kanshiram Ji Chair for research established in six universities.
· Centres
for excellence opened in universities. Augumentation of twenty five
percent seats in theuniversities to get over the problem of admission.
· Under laid-down parameters, seven private universities set up.
· Rs.12.40
crore sanctioned to promote education in science, arts, commerse as
well as women’seducation and co-education in unserved development
blocks.
· Action by home department on SIT reports to investigate all maters relating to fake universities and other similar institutions.
· Instructions to all universities to complete all tests and examinations by May 2010.
· Decision to set up an internal quality assurance cell in Uttar Pradesh State Higher Education Board Lucknow.
· Uttar Pradesh Urdu, Arabic-Persian University established at Lucknow.
· Government
Degree Colleges established in the districts of Jaunpur, Ghaziabad,
Kanshiram Nagar, Kushinagar, Bijnur, Mannauj, Farrukhabad, Mainpuri and
shravasti which has no such colleges before. Government women’s degree
collegesopened in Mohna (Lucknow), Dhanpur, - Hadia (Allahabad), Bangar
(Kannauj).
· Of
the offices of regional higher education officer functioning in 8
divisions of the state, 5 offices to have their own permanent buildings
at Lucknow, Bareilly, Meerut, Kanpur and Jhansi.
· Construction of Savitri Bai Phule women’s hostel in Chhatrapati Sahu Ji Maharaj University, Kanpur completed.
· Instructions
issued to hold student union elections in the universities in
accordance with Lyngdoh Committee recommendations. Efforts on to improve
the academic atmosphere.
Vocational Education :
Addition of 32 seats for vocations like offset machine grinder and litho offset and plate maker in government industrial training institute, Aliganj, Lucknow.
· Construction of the building of state staff training and research centre and vocational training board in Lucknow.
· Provision
of proper equipment and machines for government industrial institutes
at Godlamau (Sitapur), Atrauli (Hardoi), Chandan Chowki (Lakhimpur
Kheri) and Kannauj.
· Provision of equipment and machines for 50 industrial training institutes under the SC/ST sub-plan.
· Establishment of industrial training centres in unserved development blocks under the public-private-partnership (PPP) scheme.
· Decesion to set up a state insdustrial training institute at Bansgaon (Gorakhpur).
· To
provide employment and opportunities of self-employment to the youth in
the vocational field, a separate vocational training department
constituted, after bifurcation of the department of vocational and
technical education.
· Provision
of giving bicycle and Rs.25,000 for girls from BPL families, seeking
admission to government industrial institutes under the new ‘Savitri Bai
Phule Balika Shiksha Madad Yojna’.
Technical Education :
· Facility
of free –ship, on admission to government-aided polytechnics, for
children of guardians withan annual income of less than Rs.1 lakh.
· Savitri
Bai Phule Balika Kalyan Yojna made applicable to technical education as
well, after the same pattern as in secondary education.
· 5 new politechnica opened in Bundelkhand.
· Establishment
of Mahamaya Politechnic of Information Technology at Chandauli,
Gorakhpur, JP Nagar and Mahamaya Nagar (Hathras) under the SC/ST
sub-plan.
· Decision to open 4 engineering colleges, one each at Banda, Bijnur, Azamgarh and Ambedkar nagar. Establishment of engineering colleges at Banda and Bijnur , in process.
· ‘[Manyavar Shri Kanshiram Ji Institute of Technology’ to be opened at Lucknow.
· Opening of new polytechnics in 41 districts.
· Establishment
of Manyavar Shri Kanshiram Ji engineering college of information
technology at Azxamgarh and Ambedkar Nagar besides Dr.Bhimrao Ambedkar
engineering college of information technology at Banda and Bijnor
approved.
· A
second technical university, named Mahamaya Technical University,
established for westwern UP in Gautam Buddha Nasgar district.
12. Urban Development :
Total
expenditure of Rs.6,091 crore (Six Thousan and Ninety One Crore Rupees)
in the laste three years on activites of Urban Development with
significant achievements a follows :
· Approval of Rs.1,076.98 crore plan to provide clean drinking water projects and another Rs.575.27 crore for twelve sewerage projects at Lucknow, Kanpur, agra, Allahabad, Varanasi,Meerut and Mathura.
· Provision of 1,310 buses in 7 mission townsof the state.
· As against a totalof 41 projects costing Rs.5,910.54 crore for selected cities, provision made for Rs.1,781.55 crore.
· 8 projects for Lucknow city worth Rs.1,743.79 crore sanctioned.
· Drinking water schemes, worth Rs.311.31 crore, implemented in 37 small and medium towns.
13. Housing and Urban Planning :
Total
Expenditure of Rs.3,666 crore (Three Thousand Six Hundred and Sity Six
Crore Rupees) in the last three years on activities of Housing and Urban
Planning with significant achievements as follows :
· Of
1.01 lakh houses to be constructed under Manyavar Shri Kanshiram Ji
Shahri Garib Avas Yojna, for free allotment of accommodation todestitute
widows, the physically challenged and BPL city dwellers, as many as
96,418 housing units completed.
· ‘Sarvajan
Hitay Shahri Garib Avas (slum area)Malikana Haq Yojna’ introduced to
confer ownership rights on BPL families living in unauthorisedly
occupied premesis in urban.
14. Transport :
· To encourage public transportation services, city buses exempted exempted fully from additional taxes.
· 50% tax exemption for buses hired on contract by schools and factories.
· Following agreement signed with the states of NCR, cent-per-cent exemption from tax allowed to CNR operated taxies.
· For
the facilities of passengers, low-floor air-conditioned buses and
general buses inoperation under metropolitan city transport service.
15. Medical and Health :
Total
expenditure of Rs.14,899 crore (Fourteen Thousand Eight Hundred and
Ninety nine Crore Rupees) in the last three years on Medical and Health
activites with significant achievements as follows :
· Attracted
by quality health services during the last 3 years, the number of
indoor patients in government hospitals increased from 11 lakh to 48
lakh and that of outdoor patients from 3.60 crore to 6 crore.
· For treatment of encephalitis patients, a special ward in the Gorakhpur Medical College together with a virology lab.
· Free inoculation of 3.06 crore children for prevention of encephalitis.
· Free
treatment of 25% BPL patients, including 10% belonging to SC/ST made
compulsory in hospitals established with PPP
(Public-Private-Partnership).
· Free medical treatment facility for red-card holders issued under ‘Antyodaya An Yojna’.
· Work
progressing fast under construction of Manyavar Shi Kanshiram Ji
Multi-speciality Hospital at Lucknow, where the poor will be treated
free.
· Construction of a 30 0- bed ultra special hospital, at Faizabad and Mirzapur progressing. A 100-bed paediatric hospital established at Lucknow.
· 25% BPL families including 10% SC/ST to be treated free, compulsorily, in three hospitals.
· Decision
to increase the number of beds in district hospitalsfor
men-120(Moradabad), 100 (Faizabad), 200 (Banda), 150 (Mirzapur) and
100(Gonda).
· Provision of Rs.70 crore for a 100-bed combined hospital each at Saint Kabir Nagar, Sant Ravidas Nagar, Auraiya, Shravasti, Balrampur and Kanpur.
· Approval for setting up trauma centres at Saharanpur, Ghaziaba, Lucknow, Kanpur Nagar and Varanasi.
· ‘Aasha Yojna’ enforced throught the state.
· Announcement
of a health insurance scheme by Chief minister, on her birthday , for
BPL families with access to free medical treatment in government
hospitals for all kinds of diseases involving expenditure upto
Rs.30,000.
· Upgradation
of Noida district hospital and establishment of two 200-bed high-level
Dr.Ambedkar multi-speciality hospitals by the Greater Noida Authority.
· 51,494 village health communities constituted in 52,002 gram panchayats in the state.
· Introduction of ‘Saubhagayawati Surakshit Matriva Yojna’ for expectant mothers of BPL families.
· ‘Janani Surakhsa Yojna’ benefits 18.63 lakh women.
Medical Education :
· Construction
of new governmentallopathic medical colleges in Orai, Kannouj and
Azamgarh completed. OPD services start functioning. Ambedkar-Nagar,
Banda and Saharanpur to have similar colleges.
· Manyavar Shri Kanshram Ji para-medical training college established.
16. Employment Generation :
· Employment provided to 74,492 persons in the silk industry, including 36,203 S/C, 3,240 S/T and 19,924 women.
· Self employment for 9.52 lakh families with the help of a grant of Rs.1,240 crore under ‘Swarna Jayanti Gram Swarozgar Yojna’.
· Employment provided to 1,51,654 persons under ‘Chief Minsiter Gram Udyog Rozgar Yojna’.
· With
a capital investment of Rs.68567.89 lakh under village employment
generation programme (margin money scheme) and Prime Minister employment
generation programme, as many as 26,655 units established , providing
employment to 2,52,966 persons.
· Wages for agricultural and ancillary jobs fixed at Rs.100 daily and Rs.2,600 monthly.
· Long-standing ban on the recruitment to government services in general category lifted.
· Efforts to fill up backlog of SC/ST quota through a regular drive.
17. Food and Drugs Administration :
· To
prevent the manufacture and sale of adultrated food-stuff and fake
labeling of medicines, a separate food and drugs administration
department created.
· With
strict enforcement, 70,475 samples collected, 7,726 cases filed and 655
persons penalized. Fines, totaling Rs.17,74,400 slapped.
18. Public Distribution System :
· To
bring about qualitative improvement in PDS, strict enforecement carried
out leading to 25,931 raids, arrest ofr 93 persons, suspension of 7,443
licences and cancellation of allotment of 2,546shops.
· As many as 4,28,844 unauthorised BPL / Antyodaya Ration Cards cancelled and reissued to genuine families.
19. Less
than even 1%of the total budget ed expenditure in the State incurred on
the construction of Memorials, Museums, Statues and Parks to Honour
Baba Saheb Dr.Bhimrao Ambedkar and Manyavar Shri Kanshiram Ji and other
Saints, Seers (Gurus) and Great Men born, from time to time in SC/ST and
Other Backward Classes.
20. Other Major Achievements :
· Record increase in the realization of commercial taxes amounting to Rs.6,553.64 crore.
· Facility of online ‘Bahti’ transit declaration form).
· Accident insurance scheme for 4 lakh registered traders.
· Despite
limited financial resources and an additional burden of Rs.21,000 crore
on government exchequer, this is the first state government to
implement the recommendations of the sixth pay commission, benefitting
state government employees, teachers, those serving in local bodies,
junior doctors, corporation employees etc., thus providing them major
relief from deamness.
21. P.P.P. (Public-Private-Partnership) for Development of Infrastructural Facilities :
· To
tap all possible money-resources for the state exchequer in order to
plough them back into public welfare programmes, encouragement given to
the private sector for capital investment rather than spending from
government’s own coffers, for creating infrastructural facilities
essential for public good.
· Construction of Rs.30,000 crore, 1,047 km. long 8-lane, entry controlled Ganga Express way in progress.
· Construction of 165 km. long Yamuna Express-way from Noida to Agra costing Rs.9,935 crore in final stages.
· Work
in progress on the 8-lanr, entry controlled, 212 km.long Express-way at
a cost of Rs.7,500 crore, on the right bank of the upper Ganga canal.
· Speedy action on establishing 6 it is.
· International airport at Kushinagar at a cost of Rs.829 crore to develop the Buddhist circuit.
· Expansion of Dr.Bhimrao Ambedkar international airport, Meerut.
· Work in progress on the construction of Taj international airport and aviation hub at Jevar in Gautam Buddha Nagar.
· Construction
work started for generation of 5,000 MW of additional power at Bara and
Karchhana in Allahabad with private investment of Rs.25,000 crore.
· Contracty
signed to generate 4,50 MW of additional power with private investment
of Rs.22,000 crore at fatepur, Anpara and Lalitpur.
· 8 politechnics to be opened on PPP model. 74 politechnics established by the private sector in the state.
· Ultra-modern
super speciality hospitals, equipped with all facilities, to be opened
in Lucnow, Agra, Jalaun, Nijnor, Azamgarh, Ambedkar Nagar and Saharanpur
with co-operation of the private sector.In thesehospitals , with
500-beds and costing around Rs.140-150 crore each, those living below
the poverty line will have access to free medical treatment.
· Processing of tenders for installing a 1,320 MW capacity unit for generation of additional power at Jawaharpur (Etah).
· Scheme3s to build 2 sub-stations of 765 KV and 400 KV with connecting transmission lines with private investment of Rs.7,717 crore.
· Distribution of electricity in Agra handed over to Input-Based Urban Franchisee, a private sector company.
It
is evident from the above-mentioned facts that by following the path
shown by Saints, Seers (Gurus) and Great Men born, from time to time, in
Scheduled Caste /Scheduled Tribe and Other Backward Classes, especially
‘Mahatma Jyotiba Phule, Chhatrapati Shahu Ji Maharaj, Naraina Guru,
Baba Saheb Dr.Bhimrao Ambedkarand Manyavar Shri.Kanshiram Ji’, the state
BSP Government, under the dynamic leadership of Hon’ble Chief Minister
Ms.Mayawati, is pursuing the policy of ‘Sarvajan Hitay and Sarvajan
Sukhay’. At the same time, , the Hon’ble Chief Minister is of the view
that, had the Central Government not adopted a “step-motherly and
partisan attitude” as mentioned earlier , towards Uttar Pradesh, the
State BSP Government could have shown much better results in respect of
public welfare and development.

and a formidable ground game in UP assembly polls

The big elephant
The predominantly Mayawati-focused imagery inside – as many as eight
huge carvings depicting Behenji or her family – was one of the marquee
creations of her last stint as chief minister (2007-2012). This time,
though, Mayawati has responded to barbs that she only made “haathis” in
power by announcing that she won’t make “any more statues” because “that
work is finished”.
It is a message she keeps repeating in rally after rally. Behenji seems
to have learnt the lessons from her 2012 rout and 2014 Lok Sabha polls,
when BSP could only manage 9 leads in UP’s 403 assembly segments.
BSP has always operated differently: which is also why it is often
underestimated. Unlike Lucknow’s other party offices bustling with poll
activity, BSP’s state party office is as deserted as the Dalit Smarak.
Appearances can often be deceptive and so it is with BSP.
It was the first party in UP to get off the blocks, appointing vidhan
sabha prabharis just after its 2014 Lok Sabha poll debacle. By mid-2016,
BSP finished its first round of bhaichara sammelans to reach out to
upper castes. Mayawati’s fortunes looked on the downswing for a while
after a string of high-profile defections to BJP. But that didn’t deter
her from launching her first set of public rallies as early as August
2016 and finishing her candidate lists first, with minimal bickering.
These tactically astute moves must be seen alongside a fundamental
rejigging of what Mayawati is offering as part of what we can call BSP
3.0. The party’s first phase under Kanshiram and his anti-upper caste
rhetoric through the 1980s and 1990s constituted BSP 1.0. Mayawati’s
Brahmin-SC/ST alliance of 2007 rebooted the party into BSP 2.0. Now,
fighting for political survival in 2017, Mayawati’s new makeover is her
last throw of the dice.
Her primary electoral gambit of a Dalit-Muslim alliance in a state with
20.5% Dalits (including her core base of 11.3% Jatavs) and 19% Muslims
is key to BSP’s chances. A TOI analysis of electoral data shows that
there are 72 assembly seats in UP where in 2012, BSP bagged at least 25%
of votes polled and where Dalits and Muslims together constitute
roughly 70% of voters listed in electoral rolls. These seats lie at the
heart of BSP’s new strategy: 27 in western UP, 41 in east UP and 4 in
Bundelkhand. SP won 36 of these seats in 2012, BJP won 4.
Mayawati, with 99 Muslim candidates, is trying to replace Mulayam Singh
Yadav’s old Muslim-Yadav formula with her own Muslim-Dalit combo and
looking to wrest these seats. Major Muslim organisations and Shia
clerics like Kalbe Jawad have openly backed the BSP supremo. The
Rashtriya Ulema Council withdrew 84 of its candidates in her favour.
Mayawati also risked undermining her law and order plank by inducting
mafia don Mukhtar Ansari’s outfit Qaumi Ekta Dal into BSP, giving a
fillip to her chances in some eastern UP seats.
In an election where the Muslim vote is pivotal, the biggest danger for
Mayawati is the prospect of it getting split between BSP and
SP-Congress. So, she repeats a simple message at every rally: “Every
vote that goes to SP, is a vote wasted.” She also moved swiftly on
social media speculation about a possible post-poll BJP-BSP alliance to
emphatically state that “this will never happen. We are ready to sit in
opposition but will not form a government with help of BJP.”

Bahujan Samaj Party (BSP) chief Mayawati on Thursday
hit back at BJP president Amit Shah calling him the “country’s biggest
Kasab” or a terrorist.
A day after Shah coined the acronym “Kasab” to denote the Congress, the
Samajwadi Party and the Bahujan Samaj Party – comparing it with the name
of the executed 26/11 attacker Ajmal Kasab, Mayawati said the remarks
were reflective of the BJP’s “filthy mindset”.
“The way Amit shah has dubbed the opposition as Kasab, not just is
highly condemnable but also reflects their filthy mindset,” Mayawati
said while addressing a rally in Ambedkar Nagar of poll-bound Uttar
Pradesh.
“In the country today, there can be no bigger Kasab than Amit Shah, the
biggest terrorist,” added the former Chief Minister.
Shah had said on Wednesday in Uttar Pradesh, “Until Uttar Pradesh gets
rid of K-A-S-A-B, there will be no development in the state. Ka (in
Hindi) is for Congress, Sa for Samajwadi Party and Ba for BSP.

“Gadha Matha” . The moment you read this you are going to get angry
with me and may even think whether I have gone out of senses. No it is
going to be future Matha replacing Holy Cow in Hinduism.
Donkey’s are most ridiculed animal in all societies of the world . When
you want to give lower category abuse in Indian sense, to vent your
anger, you say “Gadha” Hindu scriptures also say that if you do bad
deeds in the present birth, you may be cursed to take birth as donkey in
the next birth.
There are 44 million donkeys on planet earth
today. It is called a Beast of Burden and used to move burden over long
distances. Gujarath state uses extensively donkey for this job.Its
Nutrional requirement is less than that of cow. It can digest even
hardest fiber unfit for other animals due to its good Gastro Intestional
tract system. Its protein requirements are much less.
Donkeys
have notorious reputation due to its Stubborness, and it is attributed
to its much stronger sense of “Self Preservation” than that attributed
to other animals.
What is the glory of Donkeys. Recent research
has proved that Donkeys Milk is far superior than Cow’s Milk. It has
very high levels of omega 3 fatty acids,less protein, rich in calcium.
Continuous intake of donkey’s milk will prevent Atherocelerosis, a fat
which is present in cow’s milk, getting settled in arteries leading to
Heart attacks. Also donkey’s milk intake, does not create Obesity and
keep body in shape. It is very close to Human Milk. What else you want .
Immediately switch over to Donkeys Milk.
The only problem is
the milk out put . It produces only one litre per day, as against 10
times more for cow. No problem, by further research, output can be

Mayawati will win all the seats in U P as she won 80% seats in UP Panchayat elections plus notorious DEMONetisation.
Six months prior to the 2017 assembly elections, the battle for power
in Uttar Pradesh was seen as a fight between the Bahujan Samaj Party
(BSP) led by Mayawati and the Bhartiya Janata Party (BJP).The BJP’s
chances had dwindled slightly after its state vice president Daya
Shankar Singh made some inappropriate comments against Mayawati. At that
point, the Samajwadi Party, the party currently in power, was widely
perceived to be out of race.
All of a sudden, a series of
melodramatic incidents within the SP’s ruling family catapulted Akhilesh
Yadav from the status of ‘half CM’ to full chief minister and leader of
the party. Earlier, he was often taunted to be subordinate to the SP’s
big four: his father Mulayam Singh Yadav, uncle Shivpal Yadav, uncle Ram
Gopal Yadav and senior leader Azam Khan. The impression formed that
since Mulayam Singh was publicly taking the side of his brother Shivpal,
party cadres would remain loyal to Shivpal if it came to choosing
between him and Akhilesh. However, Akhilesh proved everybody wrong and
now is the undisputed claimant to the chief ministership on behalf of
the Samajwadi Party, with Shivpal and even Mulayam having been
marginalised. The state witnessed a silent coup by a serving ruler who
has been able to unshackle himself now.
There is a perception in
the society that this was a drama masterly scripted and directed by
Mulayam Singh to end all challenges to his son from within and outside
the party and free him of the burden of anti-incumbency as well. There
is no doubt that Akhilesh has emerged as a mature leader improving upon
his ‘please all’ but weak image prior to the drama. The way in which the
media gave the family controversy full coverage helped him compete with
the hi-tech campaign of his opponents, especially the BJP.
Akhilesh Yadav started making public pronouncements even while the
controversy was on that he would be able to win over 300 seats if he
were to have an alliance with the Congress party, the fourth contender
for power in the state. It is unusual for a bigger party to seek an
alliance with a smaller party. Whether it was the strategist Prashant
Kishore working behind the scenes or the understanding that an alliance
would make it easier for Muslims to choose between the BSP and their
alliance, Akhilesh Yadav and Rahul Gandhi finally joined hands and
immediately found themselves well placed in the race for power.
The BJP now found itself relegated to third place in the calculus of
most analysts and the question everyone was debating was who would
finish first – the BSP or the SP-Congress alliance? It seems to me that
the Muslims, on whom Rahul and Akhilesh were counting, have belied the
hopes of the SP-Congress combine and chosen the BSP as their preferred
instrument to decisively defeat BJP. Thanks to the divisions within the
SP and the uncertainty over its poll strategy, many Muslims had already
made up their mind to support BSP by the time the SP formed its alliance
with the Congress. Mayawati has not spared any efforts to get Muslims
to her side by reassuring them that she will not enter into an alliance
with BJP at any cost and would rather sit in the opposition than help
them form the government. In the event of the BSP falling short of a
majority by some seats, then, it is quite likely that the Congress will
break its alliance with the SP and offer support to it. Rahul Gandhi has
already indicated that he respects Mayawati as the leader of Dalits.
The reason the BSP has an edge over the SP-Congress is the belief
Muslims have that the SP did not do anything to prevent the 2013
communal riots in Muzaffarnagar. About 50,000 people, mostly Muslims,
were displaced from their villages, many of whom have not been able to
return.
Akhilesh Yadav failed to prevent communal and criminal
incidents, some of them involving his ministers, and thus rule of law
did not always prevail in his regime. He was, however, forthcoming in
disbursement of compensation after these incidents occurred, earning him
the mantle of ‘compensation chief minister’. He overdid the act and
also gave awards to people who were openly flouting important laws like
the Right to Free and Compulsory Education of Children. The owner of the
largest commercial chain of schools in Lucknow, City Montessori School,
received honours from the state despite refusing admission to children
from disadvantaged Valmiki community of sanitation workers on an
official order. After 13 children from this community were admitted by a
court order in 2015, the school refused to again admit 58 students in
2016.
On its part, the BJP is suffering from the impact of
DEMONetisation. UP is not like the home state of the prime minister. In
Gujarat, people may not have an option and tolerate any inconvenience.
But people in UP were irritated by the ban on Rs. 500 and 1000 notes
because of the inconvenience it caused them. Long queues and repeated
visits to banks has been a humiliating experience for many. Moreover,
the purpose of the exercise doesn’t seem to have been fulfilled.
Because of the listless performance of Akhilesh Yadav in Lucknow and
Narendra Modi at the centre, it appears that voters in Uttar Pradesh are
not averse to giving another chance to Mayawati. She did, after all,
deal firmly with law and order and communal situations with a heavy hand
in the past – something which goes in her favour at this point.

electorate” by making tall promises they never meet.

farm loans up to Rs 1 lakh; payment of all dues of farmers; a special
drive to register FIRs for those who were turned away from the police
stations during SP rule; allotment of government land to poor SC/STs and
setting up a commission to look into the issues of traders.
At
her recent rallies, she has said that her government will provide
financial help to students, not laptops or smart phones like the SP
government has done or has promised. She has added that she will ensure
“private and government jobs for the youth, not give out the
unemployment allowance”.
At her rally in Banda, she promised to
improve the quality of food in schools. “Our government will not provide
cheap food in schools the way SP government does. The food in schools
will include milk, cake, biscuits, gram, eggs and fruits,” she said.
Claiming that she will ensure the removal of all encroachments on land
provided to SC/STs, she said that those guilty won’t go unpunished.
“Inko is baar sookha nahin chhoda jayega(they will not be left dry this
time),” she said after a pause, to underscore that her government will
be hard on criminals. The audience, largely Sarvajan Samaj, responded
with loud applause.

Mayawati reiterated her allegation that a BJP government will end reservation.
BSP CHIEF Mayawati on Tuesday said that Modi is trying to give a
“casteist and communal colour” to the election campaign in UP because
Modi has “realised” after three phases of polling that the party will
not form the next government in Lucknow. “In last three to four days,
the Modi has given wrong statements, including caste and religious
angles…because BJP know their party is not doing well,” she said in a
statement.
Referring to Modi’s remark that if burial grounds are
being built, then crematoriums should also be constructed, Mayawati
said, “First, they should build crematoriums for Hindus living in
villages of BJP-ruled states, then talk about it in UP.”
A day
after calling Modi “Negative Dalit Man” Mayawati on Tuesday labelled him
and the BJP “anti-SC/STs” at a rally in Gonda. She said SC/ST, tribal
and backward communities face “atrocities under the BJP’s ideology”.
“The case of Rohith Vemula is an example,” she said. Vemula, a SC PhD
scholar in Hyderabad, had committed suicide last year alleging
discrimination.

KOLKATA: Claiming that the activists of the Rashtriya Swayamsevak Sangh
(RSS) have been indicted in at least 13 terror cases across India,
former Maharashtra inspector general of police S M Mushrif on Thursday
described the BJP’s ideological mentor as India’s number one terrorist
organisation.
“RSS activists have been chargesheeted in at least
13 cases of terror acts in which RDX has been used. If organisations
like Bajrang Dal are taken into the account, then the number of such
cases goes up to 17,” Mushrif said at an event in Kolkata.
“The
RSS is India’s number one terrorist organisation, there is no doubt on
this,” said Mushrif, referring to the 2007 Mecca Masjid bombing in
Hyderabad, the 2006 and 2008 Malegaon blasts in Maharashtra and the 2007
Samjhauta Express bombings among others.

attempt to provoke violence by raking up issues such as Triple Talaq,

BSP supremo Mayawati attacked RSS chief Mohan Bhagwat’s statement
on review of quota regime and threatened a nationwide protest against
Modi if it “toed” the line of the Sangh leader. “If the Modi tries to

provision of reservation as enshrined in the Constitution, then BSP will
launch a nation-wide mass agitation which will prove costly to Modi”

The former Uttar Pradesh Chief Minister said the RSS

the same during the rule of Atal Bihari Vajpayee government when it
tried to end reservation in the garb of Constitution review. The then
government was forced to withdraw its agenda,” she said. She said BSP is
concerned on the issue of review of the reservation policy as the reins
of the Modi are in the hands of the RSS. “Modi can any time definitely
do something in one way or the other to tamper with the arrangement of
reservation.
Therefore, we will keep a vigil on the issue,” she
said. Dubbing BJP and Congress as “extremely casteist”, Mayawati said
the two have done little to improve the condition of the SC/STs and the
backwards in the last several years.The former UP Chief Minister alleged
that while reservation in promotion system has virtually come to an
end, there are several vacancies in government jobs meant for SCs and

perturb them.” Bhagwat had remarked that as reservation has been used as
a political tool, there was a need to review the reservation policy.
Bhagwat’s remarks came amid the continuing Patel quota stir in Gujarat.
He said though “interest groups” do get formed in democracy, aspirations
of one section should not be met at the cost of others. In an interview
to Sangh organs ‘Organiser’ and ‘Panchjanya’, the RSS chief had pitched
for constitution of a committee with representatives from the civil
society to go into the issue.
Mohan Bagawat is a dropout and not a
Constitutional expert. He wants all the top administrative posts in
service sector under brahmins to continue. Reservation in promotions

there must be a collegate system in the top administrative posts such

they have stooped to politics of lies,” she said, adding the BJP has
lowered the level of politics which is not good for democracy.

is wrong,” Ms. Mayawati said, also citing the Rohith Vemula case.
She said the BJP has not given ticket to even a single Muslim candidate
in U.P. which has some 18 to 20% population of the community.
The BSP on the other hand has given representation to all castes and
religions in ticket allocation without discrimination, unlike the BJP
and Modi, she claimed.
The BJP, and especially Modi, are
“frustrated” and have stooped to “petty” politics, she said, adding this
indicates they are far from coming to power.
Stressing that her
party is poised for a full majority in the elections, she said the BJP
and the Samajwadi Party-Congress alliance are fighting for second and
third spots.

Joining
the controversy regarding the reliablity of Electronic Voting Machines
(EVMs) which have been questioned by political parties, the RSS today
asked the Election Commission (EC) to revert back to tried and tested
paper ballots and subject EVMs to public scrutiny whether these gadgets
are tamper proof. In an editorial titled ‘Can we trust our EVMs?’, The
Organiser, the RSS mouthpiece, noted it was a fact that till date an
absolutely tamper-proof machine had not been invented and credibility of
any system depends on ‘transparency, verifiability and trustworthiness’
than on blind and atavistic faith in its infallibility. The issue is
not a ‘private affair’ and it involves the future of India. Even if the
EVMs were genuine, there was no reason for the EC to be touchy about it,
the paper commented. The Government and the EC can’t impose EVMs as a
fait accompli on Indian democracy as the only option before the voter.
There were flaws like booth capturing, rigging, bogus voting, tampering
and ballot paper snatching in the ballot paper system of polling leading
the country to switch over to the EVMs and all these problems were
relevant in EVMs too. Rigging was possible even at the counting stage.
What made the ballot papers voter-friendly was that all aberrations were
taking place before the public eye and hence open for corrections
whereas the manipulations in the EVMs is entirely in the hands of powers
that be and the political appointees manning the sytem, the paper
commented. The EVM has only one advantage — ’speed’ but that advantage
has been undermined by the staggered polls at times spread over three to
four months. ‘’This has already killed the fun of the election
process,’’ the paper noted. Of the dozen General Elections held in the
country, only two were through the EVMs and instead of rationally
addressing the doubts aired by reputed institutions and experts the
Government has resorted to silence its critics by ‘intimidation and
arrests on false charges’, the paper observed, recalling the arrest of
Hyederabad-based technocrat Hari Prasad by the Mumbai Police. Prasad’s
research has proved that the EVMs were ‘vulnerable to fraud’. The
authorities want to send a message that anybody who challenges the EC
runs the risk of persecution and harassment, the RSS observed. Most
countries around the world looked at the EVMs with suspicion and
countries like the Netherlands, Italy, Germany and Ireland had all
reverted back to paper ballots shunning EVMs because they were ‘easy to
falsify, risked eavesdropping and lacked transparency’. Democracy is too
precious to be handed over to whims or an opaque establishment and
network of unsafe gizmos. ‘’For the health of Indian democracy it is
better to return to tried and tested methods or else elections in future

KOLKATA: Claiming that the activists of the Rashtriya Swayamsevak Sangh
(RSS) have been indicted in at least 13 terror cases across India,
former Maharashtra inspector general of police S M Mushrif on Thursday
described the BJP’s ideological mentor as India’s number one terrorist
organisation.
“RSS activists have been chargesheeted in at least
13 cases of terror acts in which RDX has been used. If organisations
like Bajrang Dal are taken into the account, then the number of such
cases goes up to 17,” Mushrif said at an event in Kolkata.
“The
RSS is India’s number one terrorist organisation, there is no doubt on
this,” said Mushrif, referring to the 2007 Mecca Masjid bombing in
Hyderabad, the 2006 and 2008 Malegaon blasts in Maharashtra and the 2007

Critical Analysis on Reservation Policy in India
Introduction & Research Methodology
The provisions available in the Constitution
of India, based on which orders relating to reservations in services
for Scheduled Castes (SCs), Scheduled Tribes (STs) and other Backward
Classes (OBCs) have been issued by Department of Personnel &
Training and Ministries of Social Justice of Government of India. The
provisions made in the Articles 16, 335, 338, 340, 341 & 342 of the Constitution
relate to reservation, protection and safeguards, in public employment
in respect of the persons belonging to the SCs/STs and other backward
classes.
Article
16 enables the ‘State’ to make provisions for reservation of
appointments or posts in favour of SCs, STs and OBCs. However, the
detailed provisions regarding the quantum and the applicability of
reservation in appointment or posts are governed by the orders issued
from time to time by the Department of Personnel &Training,
Ministry of Personnel, Public Grievances and Pension, Government of
India. The applicability of reservation orders is dependent on the
method of recruitment. Not only the percentage of reservation but also
the procedure of the application of reservation will depend and vary
according to the method of recruitment
However the job
reservation policy has three important flaws. First, it has a
“discriminatory bias against Muslims who do not benefit from such
policies”. Second, it emphasises caste or tribe rather then income or
wealth:
The goal of reservation in India has been to bring
about an improvement in the welfare who, historically, have been
economically and socially depressed. But, in arriving at this judgement
about who should be eligible for reservation, the criterion has been a
person’s caste rather than his income or wealth. Consequently, groups
belonging to what Article 115 of the Indian Constitution
calls “socially and educationally backward classes” have benefited
from reservation even though, in practice, many of these groups could
not be regarded as “backward”. This has meant that many of the benefits
of reservation have been captured by well-off groups from the
depressed classes (for example, chamars from the SC) while poorer
groups from the depressed (for example, bhangis from the SC) have
failed to benefit.

The objective of this project is:
Ø To study the implementation of reservation policy.
Ø To find out the actual need of the reservation policy.
Hypothesis
The researcher has made certain assumption in the beginning of the
research project which are going to be tested during the project, they
are the following.
Ø The reservation policy for jobs for SC & ST should be changed. As there is vast change in today’s condition.
Ø The reservation policy should be based on the economical basis not on
the class or caste basis. If it caste based then we are only creating
discrimination with them.
Scope Of The Study
The research is a doctrinal research. The researcher here would like to
study only the judicial viewpoints in the appointment of SC & ST
in various jobs in public and private sector. The researcher has tried
to analysis the topic by studying various authors, experts, cases of
The Indian Apex Court and High courts, articles, etc. The researcher
has strictly followed the boundary and has studied only with reference
to Indian authors, experts, cases, etc.
Welfare Schemes
Information is also collected in respect of benefits accruing under
different central/state sponsored schemes to Scheduled Tribe Workers
and their families. The concepts of sub-plan approach for tribal
development are being formulated and implemented in the state since the
beginning of the 5th plan. The blocks having 50 per cent tribal
concentration are brought under the umbrella of the tribal Sub-Plans.
The tribal Sub-Plan envisages the integrated development of the Tribal
area in which all programmes irrespective of their source of funding
operate in unison to achieve a common goal or bringing the area at par
with the rest of the state and to improve the quality of life of
Tribals. Integrated Tribal Development Agencies were formed to
co-ordinate implementation of various Schemes.
There are some
other social welfare schemes in vogue in the state viz. Old Age
Pension/WP, National Old Age Pension Scheme, Gujarat Disability Pension
Scheme, National Family Benefit Scheme, Personal Accident Insurance
Social Security Scheme, Supply of Special Aids and Appliances to
Handicapped persons and scholarships to disabled students. It has been
reported that Scheduled Tribe families were benefited by these schemes
in Schedule Tribe belt area. Gujarat Scheduled Castes and Scheduled
Tribe Development Finance Corporation was providing economic assistance
to SC/ST families living below the poverty line by way of arranging
institutional credit under the Margin Money Loan Programme (MMLP) for
various income generating schemes. Apart from the above schemes,
Scheduled Tribe students were given scholarships, books, boarding and
lodging facilities to the eligible students in order to promote
literacy and education amongst Scheduled Tribes.
Two types of
schemes were run by the Labour Welfare Organization in Gujarat, one for
the direct benefit for workers and the other for managements. The
schemes for direct benefit of Schedule Tribe workers pertain to health,
housing and education. Under health sector there are schemes for the
benefits of T.B. patients, Leprosy patients, Mental Patients, schemes
for supply of free spectacles, scheme for Cancer patients, schemes for
reimbursement of expenditure as financial assistance to S. T Workers
suffering form heart disease, kidney transplantation etc and fatal and
serious accidents benefits scheme. Under these schemes different type
of benefits like free treatment, medicines, subsistence allowance,
traveling allowance, diet charges, reimbursement of expenditure,
financial aid etc. are given to the Scheduled Tribe workers. Under
housing sector assistance upto Rs.40,000/- is provided to Scheduled
Tribes to construct a new house or repair of the old house with some
conditions. In additions to the above welfare schemes, the following
schemes run by the office of Vigilance Officer for the Tribal
development for the development of the Scheduled Tribe are in four
parts (1) Education (2) Economic development (3) Health and housing (4)
Administration, Directions etc.
Education Scheme
Examination Fee: The students in SSC and equivalent standard appearing
in the SSC board examination are provided with examination fee ranging
from Rs 170/- to Rs. 200/- Scholarship: Students with 38 per cent
results in Govt. Schools, Govt. recognized schools and with 45 per cent
result in Private Schools were given yearly scholarship of Rs.125/- to
Rs.200/- per year. Tuition fee of Rs.250/- p.m. paid to the students
whose parents/guardian income was less than Rs.24000 p.a. Scholarship
were also sanctioned to girl students whose family income exceeds
between Rs.50,920 p.a. Engineering medical & B. Sc(Agri) Diploma
courses are given Rs.510 to Rs.740/- for Residential hostel, while for
the day scholars it is Rs.330/ p.m. In addition to the above narrated
schemes the following schemes are also in vogue (i) free uniform (ii)
food assistance scheme (iii) free Bicycle scheme (iv) financial
assistance to medical and engineering students to purchase educational
equipments upto Rs 1000/- (v) cash payment scheme to S. T. college
students and (vi) Balwadi scheme in which 90 per cent to 100 per cent
Grant-in-aid was provided. Under the housing sector, assistance upto
Rs.40,000 is provided to Scheduled Tribes to construct or purchase a new
house or repair of the old house.
Some of the other welfare
schemes are also functioning like Social education camps are arranged
to educate the S.T people to take out from backwardness and to give
information about these schemes and for these camp Rs.5000/- has been
sanctioned. The Public cell Scheduled Tribe Atrocities Assistance also
provides atrocity assistance. Kunwar bair Noo Mameroo assistance and
Saat Phere Samooh Lagna scheme were also in vogue and Rs.1000 to
Rs.5000 are given.
Reservation In Service For Sc & ST
In this Unit we shall discuss the provisions available in the Constitution
of India, based on which orders relating to reservations in services
for Scheduled Castes (SCs), Scheduled Tribes (STs) and other Backward
Classes (OBCs) have been issued by Department of Personnel &
Training and Ministries of Social Justice of Government of India. The
provisions made in the Articles 16, 335, 338, 340, 341 & 342 of the Constitution
relate to reservation, protection and safeguards, in public employment
in respect of the persons belonging to the SCs/STs and other backward
classes.
3.1 Constitutional Provisions
Every Constitution has philosophy of its own. The Preamble of our Constitution
proclaims the resolution of PEOPLE OF INDIA to constitute India into a
SOVEREIGN, SOCIALIST, SECULAR AND DEMOCRATIC REPUBLIC and to secure to
all its citizens:
JUSTICE, social, economic and political;
LIBERTY of thought, expression, belief, faith and worship; EQUALITY of
status and opportunity; and to promote among them all ; FRATERNITY
assuring the dignity of the individual and the unity and integrity of
the Nation. The ward ’social justice’ in the Preamble implies
recognition of greater good to a larger number without deprivation of
legal rights of anybody.
The concept of equality, enshrined in the Preamble has also found expression as a fundamental right in Article 14 to 16, which we shall discuss in the next section.
3.1.1 Right To Equality-Article 14
The Article 14 of the Constitution is one of the fundamental rights of the Constitution of India. Let us now know about this Article. Article 14 of the Constitution
reads: “The state shall not deny to any person equality before the law
or the equal protection of the laws within the territory of India” What
do the two phrases in this Article
namely “equality before the law” and “equal protection of law” mean?
On the face of it the two phrases may seem to be identical, but in
fact, they mean different things.
While “Equality before the
law” is negative concept; “equal protection of laws” is a positive one.
The former declares that everyone is equal before law, that no one can
claim privileges and that all classes are equally subject to the
ordinary law of the land. “Equal protection of Law”, on the other hand
means, that among equals, the law should be equal and equally
administered. That like should be treated as like. Or in other words,
persons differently circumstanced need not be treated in the same
manner. For example ‘Equal protection of Law’ does not mean that every
persons shall be taxed equally, but that persons under the same
category should be taxed by the same standard. The guarantee of “equal
protection” thus is a guarantee of equal treatment of persons in “equal
circumstances” permitting differentiation in different circumstances.
If there were a reasonable basis for classification, the legislature
would be entitled to make different treatment. Thus, the legislature
may (i) exempt certain classes of property from taxation at all, such
as charities, libraries etc; (ii) impose different specific taxes upon
different trades and profession.

3.1.2 Safeguards for public employment(Art-16)
In the previous section we learnt about Article 14 and the doctrine of equality”. In this Unit we will learn in detail about Article 16, which is regarding equality of opportunity in the matter of employment under State Article
16 of the constitution provides for equality of opportunity for all
citizens in matters relating to employment or appointment to any office
under the state. Article 16 reads as under:
Clause(1):There shall be equality of opportunity for all citizens in
matters relating to employment or appointment to any office under the
State.
Clause(2):No citizen shall on grounds only of religion,
race, caste sex, descent, place of birth, residence or any of them, be
ineligible for, or discriminated against in respect of any employment
of office under the State.
Clause (3): Nothing in this article
shall prevent Parliament from making any law prescribing, in regard to a
class or classes of employment or appointment to an office under the
Government of or any local or other authority within, a State or Union
Territory, any requirement as to residence within that State or Union
Territory prior to such employment or appointment.
Clause (4)- Nothing in this Article
shall prevent the State from making any provision for the reservation
of appointments or posts in favour of any backward class of citizens
which in the opinion of the State, is not adequately represented in the
services under the state”.
Clause (4-A): Nothing in this
article shall prevent the State from making provision for reservation
in matters of promotion to any class or classes of posts in the
services under the State in favour of the Scheduled Castes and the
Scheduled Tribes, which in the opinion of the State are not adequately
represented in the service of the State.
Clause (4-B): Nothing
in this article shall prevent the State from considering any unfilled
vacancies of a year which are reserved for being filled up in that year
in accordance with any provision for reservation made under clause (4)
or Clause (4-A) as a separate class of vacancies to be filled up in any
succeeding year or years and such class of vacancies shall not be
considered together with the vacancies of the year in which they are
being filled up for determining the ceiling of fifty percent
reservation on total number of vacancies of that year (Constitution 81stAmendment Act, 2000).
3.1.3 Limitations of the Safeguard-Article 335
Article 335 of the Constitution
originally read as under:- “ The claim of the members of the Scheduled
castes and the Scheduled Tribes shall be taken in to consideration,
consistently with the maintenance of efficiency of administration, in
the making of appointments to services and posts in connection with the
affairs of the Union or of the State.”
The Hon’ble Supreme Court has held in a number of cases, that Article 335 operates as a limitation to the provision contained in Article 16(4) though Article 16(4) does not specifically refer to Article
335 or raise any question of maintenance of efficiency of the
administration. Thus, reservation for the backward class will be struck
down as violative of Article
14 and 16(1), if it is unreasonably excessive. While forming an
opinion for making reservations the State shall also take cognisance of
the limitation set out in Art.335 i.e. whether making reservation is
consistent with the maintenance of efficiency of administration. 82nd
Amendment Act, 2000, amended the Article
335. The background for the amendment was that the Hon’ble Supreme
Court in the case of S.Vinod Kumar Vs. U.O.I had held that the various
instructions of Government providing for lower qualifying marks/lesser
standard of evaluation in matter of promotion for candidates belonging
to SC/ST are not permissible in view of the provisions contained in Article
335. In view of this decision the various orders regarding lower
qualifying marks/standard of evaluation for SC/ST in the matter of
promotion were withdrawn by the Government w.e.f. 22.7.97. However, the
Parliament decided to once again restore the relaxations and concession
in promotion and the following proviso to Art.335 were added:-
“Provided that nothing in this Article
shall prevent in making of any provisions in favour of the members of
the Scheduled Castes and Scheduled Tribes for relaxation in qualifying
marks in any examination or lowering the standards of evaluation, for
reservation in maters of promotion to any class or classes of services
or posts in connection with the affairs of the Union or of a State”
3.2 Percentage of reservation
The percentage of reservation for each category viz. SC, ST and OBC in
Promotion and Direct Recruitment as these are the only two methods of
recruitment to which the orders on reservation are applicable. In
general of SC it is 15%, for ST it is 7.5% & for OBC it is 27%
3.3 Reservation In Direct Recruitment
In the previous Unit, we learnt about the three categories of direct
recruitment viz. (i) All India basis by open competition (ii) All India
basis otherwise than open competition and (iii) recruitment to Group
‘C’ and ‘D’ posts normally attracting candidates from a locality or
region. Until September 1993, in the method of ‘Direct recruitment’,
reservations of posts were only for SCs and STs. From September 1993
reservation for OBCs has also been provided in the case of direct
recruitment. The percentage of reservation for SC, ST and OBC is
different in each of the three types of direct recruitment and is shown
in
the table-1 below: -

Open Competition In the previous section we learnt about the percentage
of reservation in the three types of direct recruitment. So far as
recruitment by Staff Selection commission is concerned, the percentage
of reservation is further governed by the OPT’s O.M.No
.36011/9/82-Estt.(SCT) dated 8.2.83.
The examination conducted by SSC involves a mixture of following two kinds of nomination: -
1. On the basis of a single common All India list and;
2. On the basis of zone-wise lists
(the whole country having been divided into a number of zones where
each zone corresponds more or less to a State/U.T) drawn up in
accordance with the centre-linked-zonal scheme under which candidates
are eligible to be considered for appointment to posts in offices
located in the Zone in which the centre of examination opted by the
candidates falls, though the examination is common . where they have
taken the examination. In view of this the percentage of reservation
applicable in case the recruitment is through SSC can be put in tabular
form as under:-

The percentage of reservation for SC, ST and OBC in respect of each
State and Union Territory has been prescribed by the Department of
Personnel & Training and is available in the ‘Brochure on
Reservation in Service’ (8th Edition) at P.P 494-502)
For

3.4 Percentage of reservation in promotion
In the previous section we learnt that the percentage of reservation in
the case of direct recruitment varied according to the various types
of direct recruitment. However, the percentage of reservation in
promotion is uniform i.e. 15% for SC and 7.5% for ST, irrespective of
the mode of promotion.
We had seen in the case of direct
recruitment that reservation is applicable to all level of posts. Is
the position same in the case of promotion also? The answer is ‘NO’.
In seniority-cum-fitness mode, reservation in promotion is applicable
to all level of posts i.e. in Groups C & D, Group C to Group B,
within Group B, from Group B to Group A and within Group A. But in
selection mode, reservation is NOT applicable in promotion within Group
‘A’. Promotion “Within Group A “ means, that the lower post (feeder
post) and the higher post to which promotion is taking place, both
belong to Group ‘A’.
The applicability of reservation in various modes of promotion can be indicated in the table-3 below: -

In the table-3 you can see that reservation in “Selection” mode is
applicable upto the lowest rung of Group ‘A’. The lowest rung of Group A
can either be the scale of Rs.8000-13500 (pre-revised 2200-4000) or
could be 10000-15200 (pre-revised 3000-4500) , depending on whether the
promotion in the particular service takes place from group ‘B’ to
8000- 13500 or directly to 10000-15200 For example in the Central
Secretariat Service, Section Officers (Rs.6500- 10500, Gp.’B’) with 8
years of service are eligible for promotion to the post of Under
Secretary ( Rs.10000-15200, Gp.’A’) and there is no intermediate scale
of pay of Rs.8000-13500. Thus in the CSS, the lowest rung of group A
will be 10000-15200 and reservation is applicable in the promotion from
Section Officer to Under Secretary8.
3.4.1 Concession In Promotion
In the previous section we have learnt that in promotion reservation is
not applicable in only one situation i.e. if the mode of promotion is
by selection and promotion is taking place within group ‘A’. Although
there is no reservation in such cases and, therefore, no posts are
reserved for SC or ST but a ‘concession’ is available to SC/ST
employees. In the next paragraph we will learn what is this
‘concession’. But it is important to understand that the ‘concession’
is available only in promotion by selection within group ‘A’ which
carry an ultimate salary of Rs.5700 (pre-revised scale) or less p.m.
The concession available to the SC/ST Officers is, that those SC and ST
Officers who are senior enough in the Z.O.C so as to be within the
number of vacancies for which the select list has to be drawn, would be
included in that list provided they are not considered unfit for
promotion.
Critical View on Reservation policy and Conclusion
Now we have seen that government had kept various welfare schemes for
the SC and ST in india. If we take few examples than reservations in
educational systems, land allotments for residents( free of cost),
agricultural land allotted free of cost for farming etc.
I
believe that there should be reservation in the educational system of
india. Due to which they can also get good and higher education, but at
the time of the jobs/ public service there should be n reservation. A
person has got almost 22 to 25 years benefit of reservation policy and
had completed his studies. Now he should stand on his own feets and
should face the competition in the market. They have got all the things
which a person born in other cast has got by now.
If
government still wants to keep reservation policy then now it should not
be based on caste or class, it should be based on the annual income of
the person. If the person is earning less than he requires more money
for his family and children and this thing he can get only by a job or
in public service.By this means only such persons can provide good
education to their children.
Judiciary has played great role in
the reservation policy. The great example of this N Nagrajan’s case,
Ashok Kumar Thakor, and Indira Shawnay’s case. In this cases , supreme
court has given passing reference to the reservation on the SC & ST
in jobs. But Supreme court has said that reservation should not
increase then 50% in any condition but in most of North Eastern state
this reservation is increased to 85% and still they have started a move
to increase it to the 95% and court is not taking any steps against
it. By this way we can see that judiciary is also palying a role in
increase of reservation for SC & ST.
Now days politicians
are playing a major role in reservation policy.The reservation policy
was only for 10 years afer the independence, for upiftment of SC and ST
but till now it is continue and no one has taken any step to amend it
or revise it or to change it. The reason behind this is the population
of SC and ST in country. Nearly 33% voting is done by SC and ST so now
if they make any change in the reservation policy against the SC and ST
then they have to suffer a lot for the same. So they are not taking
any steps against the reservation policy.
Now if you consider
the theory of john rawles of justice then he has clearly said that
“starting line should be / must be the same for all the Persons.” By
providing reservation in the educational systems we are giving the same
line to all the persons. He further also said that by providing
equality in education they are providing equal chance to start to all
the persons and further there is no need of reservation in service
also.
I am totally agreed with the viewpoint of john rawles on
reservation. Policy and there is clear need of revising the present
reservation policy.

Uttar Pradesh polls: Mayawati targets Samajwadi Party, vows to remove ‘Jangal Raj’
Jalaun, (Uttar Pradesh) [India] Feb. 19: Dubbing the Samajwadi
Party-Congress alliance as ‘corrupt’, Bahujan Samaj Party (BSP) supremo
Mayawati on Sunday said people were aware of the misdoings of the
Akhilesh Yadav-led government and hence, must strive to remove
‘Jangalraj’ from the state.
“Under
the Samajwadi Party Government, only corruption could be seen. People
have suffered a lot. The party will now face the consequences in these
elections. The ‘Jangalraj’ will be removed,” Mayawati said, while
addressing a rally in Jalaun. She further said that incumbent Chief
Minister Akhilesh Yadav was the face of corruption and crime in the
state and by joining hands with the Congress, he has reinforced the
‘Jangalraj’ in the state.
“We are definitely going to win all the
seats in the elections. The BSP will form the government in Uttar
Pradesh with majority,” she added. Mayawati further said that the
opposition parties, especially the Samajwadi Party and the Bharatiya
Janata Party (BJP), were aware of their reputation in the state and
hence, were scared to disclose the chief ministerial candidate.
A
total of 61.16 percent voter turnout was recorded as voting ended in
the third phase of the ongoing assembly polls in Uttar Pradesh on
Sunday. With over 826 candidates from 105 political parties contesting
for 69 seats, polling began on Sunday morning for the crucial third

The Bilhaur constituency on the outskirts of Kanpur is reserved — but

Thousands of blue-hatted supporters of the Bahujan Samaj
Party (BSP) sat in orderly rows, and blue and white flags fluttered in
the breeze, as Mayawati stood on a podium and urged voters to support
Kamlesh Diwakar, the BSP’s candidate for Bilhaur — one of 85 seats
earmarked for candidates from the historically oppressed Scheduled
Caste, community in Uttar Pradesh.
Yet much of Mayawati’s speech
was directed at UP’s Muslim minority, whose fear of a Bharatiya Janata
Party (BJP) government inspired by Hindutva, she hoped, would push them
to vote BSP.
Infighting in the Samajwadi Party had divided their
core Yadav vote, said Mayawati. “So the minority community must give
their one-sided vote… only to the Bahujan Samaj Party, which has a
united SC/ST base vote and is best placed to defeat the BJP.” She added,
“Votes for the Samajwadi Party will not only be completely useless but
will end up favouring the BJP.”
SC/STs comprise the BSP’s most
ardent supporters, suggesting the party should do well in reserved seats
such as Bilhaur, but BSP supporters say that such seats are often the
hardest to win.
UP’s reserved seats show no decisive swing in
favour of the BSP, as per Election Commission data from 1996 to 2012. On
the contrary, in 2012, the BSP had a higher win rate in the general
constituencies. It won 20%, or 65 of 318, of the general seats, but 17%,
15 of 85, of the reserved seats.
“The irony is that in reserved
seats, the SC/ST vote is divided between candidates, so general castes
become the king-makers,” said Desh Raj Katihar, a BSP supporter from
Bilhaur. “No one can win UP with the support of just one community.”
BSP founder Kanshi Ram perceived a flaw in this system intended to
increase SC/ST political representation, contrasting it with the
provisions under the Communal Award of 1932 which granted separate
electorates for all sections of society – including SC/STs.
In
his book ‘The Age of the Chamchas: An Era of Stooges’, Kanshi Ram wrote,
“When the real leadership of the depressed classes become powerful… The
High Caste Hindus felt the necessity of setting chamchas against the
real leaders of the depressed classes.”
In 2007, Mayawati fought off
her supposed chamcha opposition by stitching together an unlikely
coalition of SC/STs and Brahmins to outfox the SP’s OBC vote base. But
in 2012, a 3% swing in the vote share brought the SP back to power. Now
the BJP has sought to make inroads into sections of the SC/ST base,
which pushed her to speak of the atrocities committed on SC/STs by the
BJP’s upper caste base.
“The BJP is oppressing people in the name
of love jihad, cow-protection and nationalism,” she said. “When I saw
the Una flogging, I felt as if the blows were falling on my back.”
At her rally, Mayawati spoke with the steady assurance of a school
mistress, often repeating the same sentence several times to ensure her
message got through.
Kali Devi, a young woman pressed up against
the barricades erected in front of the stage, said, “The BJP broke our
backs, the SPs criminals harassed our women. Behenji (Mayawati) will
bring order; she will save us from these goons.”
In the crowd,
far from the stage, Ram Chandra Bharati contemplated his personal
political journey from a mosque-demolishing kar sevak to a local BSP
organiser. “The Babri Masjid fell before my eyes. Now, I believe that
the Muslims who stayed back in India deserve our love.”
Also
present was Bal Krishna Yadav, a farmer who joined the BSP in 2010.

UP polls: People will send back ‘outsider’ and reinstall ‘UP ki beti’, says Mayawati
Bahujan Samaj Party (BSP) chief Mayawati on Friday hit back at Prime
Minister Narendra Modi, saying people of Uttar Pradesh have made up
their mind to send back the “outsider” and “adopted son from Gujarat”,
and reinstall the “UP ki beti” as chief minister.
Addressing a public meeting at Mewa Lal Ayodhya Prasad Gupta Memorial
College ground at Soraon in Allahabad, Mayawati urged people not to be
misled by the BJP and Modi’s tall promises.
A total of 19
assembly constituencies in Allahabad and Pratapgarh will go to the polls
on February 23, in the fourth of the seven-phase Uttar Pradesh assembly
election.
“Modi is saying that when the BJP comes to power, it
will waive loans of farmers in 14 days. I want to ask the PM, why loans
haven’t been waived in BJP-ruled states, particularly in Maharashtra,
where farmer suicides are the highest?” she asked.
Hitting out at
the Akhilesh Yadav-led Samajwadi Party government, she said “jungle
raj” has prevailed during the SP rule in the state.
“Whatever
development works have been carried out were actually initiated by the
BSP. The SP just changed the names of BSP schemes. Take the example of
the Samajwadi Pension Yojna which was (earlier) Mahamaya Pension Yojna,”
she claimed.
Mayawati promised cakes, milk and fruits in primary
schools instead of poor quality pre-cooked food as part of the mid-day
meal scheme. She also promised strict quality control.
Announcing
a plan to set up a commission for redressing grievances of traders if
voted to power, Mayawati also promised an inquiry in all government
recruitments during SP rule.
She also promised land pattas (lease) for the poor and said land grabbers will be sent to jail.
She claimed that the SP government’s performance was contrary to the
ruling party’s slogan of “Kaam bolta hai” (work speaks). It’s actually
“kaam kam apradh bolta hain” (work speaks less, crimes reveal more), she
said.
Mayawati said innocent people, who were jailed over issues
related to caste and religion, will be released and farmers will get
their pending payments.
She said that under her government,
youths will be given financial assistance and jobs instead of laptops
and smartphones. She also promised to waive farmer loans of up to Rs 1
lakh when in power.

In Uttar Pradesh, Mayawati’s foot soldiers spread her message
The policemen accompanying Mayawati wielded Kalashikovs, but at her
rally on the outskirts of Kanpur, the Bahujan Samajwadi Party supremo
was surrounded by her own security cordon overseen by a private tutor
for mathematics, a teenaged college student in a pink overcoat, and a
phalanx of construction workers, rickshaw pullers, cleaning ladies, and
farm labourers.
The Bahujan Volunteer Force (BVF) comprises
thousands of BSP cadres across Uttar Pradesh who are tasked with
ensuring security at the party’s public programmes. They come from all
walks of life, and are ready – at a moment’s notice – to slip on a blue
and white uniform and report for duty. Their work, as the BVF’s name
suggests, is voluntary.
“When the BSP went from village to
village in the 1980s, party meetings were often attacked by upper
castes,” said Dr Ajay Kumar, who wrote his PhD on the BSP, “The BVF was
set up to protect party workers during campaigning.” BSP workers were
also wary of UP police, which is drawn predominantly from dominant
castes.
Since then, the BVF has gradually acquired the
bureaucratic trappings of any force: BVF district commanders wear three
stars on their shirt epaulettes, Vidhan Sabha commanders wear two stars,
while their juniors wear one.
At Shivarajpur, 750 BVF personnel
fanned out across the rally grounds to direct crowds, cordon off a
separate arena for woman, and ensure that the crowd of several thousand
dispersed in an orderly fashion.
“The police speak harshly to our
people. We are here to reassure our people while also providing
security, ” said Sobran Singh, CO Kanpur for the BVF, “Everyone in the
party wants to be close to Behenji, but we actually get to accompany
her.”
On days when he isn’t on duty, 48-year-old Singh works as a
private tutor for high school mathematics and accounts, while his
deputy, 20-year-old Saurabh Gautam, is still in college. “In our spare
time, we also canvas for the party,” Gautam said, “Our work never
stops.”
The organisation has also become a way for young Dalit
women to escape the confines of their homes and forge new lives and
friendships.
“As a child I was always scared of stepping out of
my door,” said Kumari Savitri, an 18-year-old college student who joined
the BVF last year, “But the BVF has given me confidence. If Behenji
could go from village to village like a young girl, then why can’t I?”
Personal safety, Savitri said, was the single most important issue for
UP’s women. “My dream is for a UP without fear,” she said.
BSP
campaigns have long been distinguished by their seemingly low-key
nature. The rallies are meant as a show of strength to convince
dithering voters of the party’s electability and broad-based support,
but most the work occurs through BSP affiliates like the BVF.
“We
assign 15 workers to each booth,” said a senior BSP functionary, “and
give each worker a target of bringing in 20 votes from friends and
family, which makes it 300 votes per booth.”
The average Vidhan
Sabha has 300 to 400 booths, which means a target of 90,000 to 1,20,000
votes per constituency from the cadre. “We tell the candidate – you get
10,000 votes, we’ll get you the rest,” the organizer said.
The BVF’s cadres are drawn from diverse backgrounds, making it ideally placed to influence followers.
BVF members, Virendra Kumar Gautam and Ram Chandra Gautam work as
construction worker in Kanpur, but devote a few hours of his week to
attend BVF meetings. They said their distinctive uniforms make their
fellow workers curious about the BSP.
“It is a matter of pride to
wear this uniform,” Virendra said, “People ask us about it, so we tell
about the work done by the party.”
“I wash dirty vessels for a
living,” said a BVF volunteer who declined to give her name, “But my
personal life doesn’t matter. What matters is that I wear this uniform,
and work for my community.”

Launching a personal attack on the
prime minister, Mayawati said, “Unlike him I have not got married…he
had got married and later left his wife, which is another thing….and I
have only worked for the deprived sections of society.”
“It is
because of this dedication that people among the weaker sections do not
consider me only as a leader but a big ’sampatti’ (asset) for the
movement,” Mayawati said.
“He is giving a wrong definition of
BSP…he does not know that deprived and weaker sections consider me as a
big wealth of bahujan samaj who has given up her entire life for their
progress,” she said.
“This SC ke beti does not lack in anything and if he defined the BSP wrongfully, she is two steps ahead of him,” she said.
Explaining the money deposited in her party’s bank account, the BSP
supremo said, “Three months ago, a membership drive was run in the
country when there was no ban on Rs 500 and Rs 1,000 notes. Party men
converted small donations into big notes for bringing it to Delhi for
depositing in banks. It was that money which was deposited in the bank.”
“BJP did not know that Rs 100 crore collected from all over the country
was deposited and suddenly their eyes popped out and they asked from
where it has come. Had it been black money, why would it have been
deposited in banks?” she asked.
“They (BJP) do not like that BSP
is fighting the elections with the help of small donations. They do not
like that SC ke beti campaigns in helicopter. Their intention was to
make BSP turn bankrupt,” Mayawati said.
“You consider me as your leader, devi, bhagwan, asset… there is no difference between devi and asset,” she said.
“In Orai, what Modi said was very sad. He said that there is Rs 100
crore in BSP account. But, before saying so, they should introspect as
to how much money was deposited in their accounts earlier, before
pointing fingers at others,” she said.
“But, Mr SC/ST Negative Man is not ready to do so,” she said.
“I have given the definition of Modi of my country taking into consideration his work, behaviour and policy,” Mayawati said.
She said that the polling of three phases have made Modi so nervous
that he was making all sorts of allegations against the political
opponents.

KOLKATA: Claiming that the activists of the Rashtriya Swayamsevak Sangh
(RSS) have been indicted in at least 13 terror cases across India,
former Maharashtra inspector general of police S M Mushrif on Thursday
described the BJP’s ideological mentor as India’s number one terrorist
organisation.
“RSS activists have been chargesheeted in at least
13 cases of terror acts in which RDX has been used. If organisations
like Bajrang Dal are taken into the account, then the number of such
cases goes up to 17,” Mushrif said at an event in Kolkata.
“The
RSS is India’s number one terrorist organisation, there is no doubt on
this,” said Mushrif, referring to the 2007 Mecca Masjid bombing in
Hyderabad, the 2006 and 2008 Malegaon blasts in Maharashtra and the 2007
Samjhauta Express bombings among others.
During elections they
attempt to provoke violence by raking up issues such as Triple Talaq,
Removal of reservation, RSSIse Ram Temple, RSSised anti-reservationist
Sardar patel statue and RSSised Shivaji statue costing Rs 3000 crores
each.But not for replacing the entire EVMs which costs Rs 1600 crores

Jyotirao
Phule was a prominent social reformer and thinker of the nineteenth
century. He led the movement against the prevailing caste-restrictions.
He revolted against the domination of the Brahmins and struggled for the
rights of peasants and other downtrodden people. Mahatma Jyotiba Phule
was also a pioneer for women education and fought for education of girls
throughout his life. He is believed to be the first Hindu to start an
orphanage for the unfortunate children.
Childhood & Early Life
Jyotirao Govindrao Phule was born in Satara district of Maharastra in
1827. His father, Govindrao was a vegetable-vendor at Poona. Jyotirao’s
family belonged to ‘mali’ caste and their original title was ‘Gorhay’.
Malis were considered as an inferior caste by the Brahmins and were
shunned socially. Jyotirao’s father and uncles served as florists, so
the family came to be known as `Phule’. Jyotirao’s mother passed away
when he was just nine months old.
Jyotirao was an intelligent boy but due to the poor financial condition
at home, he had to stop his studies at an early age. He started helping
his father by working on the family’s farm. Recognising the talent of
the child prodigy, a neighbour persuaded his father to send him to
school. In 1841, Jyotirao got admission in the Scottish Mission’s High
School, Poona, and completed his education in 1847. There, he met
Sadashiv Ballal Govande, a Brahmin, who remained his close friend
throughout his life. At the age of just thirteen years, Jyotirao was
married to Savitribai.
Social Movements
In 1848, an incident sparked off Jyotiba’s quest against the social
injustice of caste discrimination and incited a social revolution in the
Indian society. Jyotirao was invited to attend the wedding of one of
his friends who belonged to an upper cast Brahmin family. But at the
wedding the relatives of the bridegroom insulted and abused Jyotiba when
they came to know about his origins. Jyotirao left the ceremony and
made up his mind to challenge the prevailing caste-system and social
restrictions. He made it his life’s work to hammer away tirelessly at
the helms of social majoritarian domination and aimed at emancipation of
all human beings that were subjected to this social deprivation.
After reading Thomas Paine’s famous book ‘The Rights of Man’, Jyotirao
was greatly influenced by his ideas. He believed that awakenment of the
women and lower caste people was the only solution to combat the social
evils.
Efforts Towards Women Education
Jyotiba’s quest for providing women and girls with right to education
was supported by his wife Savitribai Phule. One of the few literate
women of the time, Savitribai was taught to read and write by her
husband Jyotirao.
In 1851, Jyotiba established a girls’ school and asked his wife to teach
the girls in the school. Later, he opened two more schools for the
girls and an indigenous school for the lower castes, especially for the
Mahars and Mangs.
Jyotiba realised the pathetic conditions of widows and established an
ashram for young widows and eventually became advocate of the idea of
Widow Remarriage.
Around his time, society was a patriarchal and the position of women was
especially abysmal. Female infanticide was a common
He occurrence and so was child marriage, with children sometimes being
married to men much older. These women often became widows before they
even hit puberty and were left without any family support. Jyotiba was
pained by their plight and established an orphanage in 1854 to shelter
these unfortunate souls from perishing at the society’s cruel hands.
Efforts
Towards Elimination of Caste Discrimination
Jyotirao attacked the orthodox Brahmins and other upper castes and
termed them as “hypocrites”. He campaigned against the authoritarianism
of the upper caste people and urged the “peasants” and “proletariat” to
defy the restrictions imposed upon them.
He opened his home to people from all castes and backgrounds. He was a
believer in gender equality and he exemplified his beliefs by involving
his wife in all his social reform activities. He believed that religious
icons like Rama are implemented by the Brahmin as a means for
subjugating the lower caste.
The orthodox Brahmins of the society were furious at the activities of
Jyotirao. They blamed him for vitiating the norms and regulations of the
society. Many accused him of acting on behalf of the Christian
Missionaries. But Jyotirao was firm and decided to continue the
movement. Interestingly, Jyotirao was supported by some Brahmin friends
who extended their support to make the movement successful.
Satya Shodhak Samaj
In 1873, Jyotiba Phule formed the Satya Shodhak Samaj (Society of
Seekers of Truth). He undertook a systematic deconstruction of existing
beliefs and history, only to reconstruct an equality promoting version.
Jyotirao vehemently condemned the Vedas, the ancient holy scriptures of
the Hindus. He traced the history of Brahmanism through several other
ancient texts and held the Brahmins responsible for framing the
exploitative and inhuman laws in order to maintain their social
superiority by suppressing the “shudras” and “atishudras” in the
society. The purpose of the Satya Shodhak Samaj was to decontaminate the
society from caste discrimination and liberate the oppressed
lower-caste people from the stigmas inflicted by the Brahmins. Jyotirao
Phule was the first person to coin the term ‘SC/STs’ to apply to all
people considered lower caste and untouchables by the Brahmins.
Membership to the Samaj was open to all irrespective of caste and class.
Some written records suggest that they even welcomed participation of
Jews as members of the Samaj and by 1876 the ‘Satya Shodhak Samaj’
boasted of 316 members. In 1868, Jyotirao decided to construct a common
bathing tank outside his house to exhibit his embracing attitude towards
all human beings and wished to dine with everyone, regardless of their
caste.
Death
Jyotiba Phule devoted his entire life for the liberation of untouchables
from the exploitation of Brahmins. Apart from being a social activist
and reformer, he was also a businessman. He was also a cultivator and
contractor for the Municipal Corporation. He served as Commissioner of
the Poona Municipality between 1876 and 1883.
Jyotiba suffered a stroke in 1888 and was rendered paralyzed. On 28
November, 1890, the great social reformer, Mahatma Jyotirao Phule,
passed away.
Legacy
Perhaps the biggest legacy of Mahatma Jyotirao Phule is the thought
behind his perpetual fight against social stigma that are enormously
relevant still. In the nineteenth century, people were used to accepting
these discriminatory practices as social norm that needed to be
enforced without question but Jyotiba sought to change this
discrimination based on caste, class and colour. He was the harbinger of
unheard ideas for social reforms. He started awareness campaigns that
ultimately inspired the likes of Dr. B.R. Ambedkar and Mahatma Gandhi,
stalwarts who undertook major initiatives against caste discrimination
later.
Commemoration
A biography of Jyotiba was penned by Dhananjay Keer in 1974 titled,
‘Mahatma Jyotibha Phule: Father of Our Social Revolution’. The Mahatma
Phule Museum in Pune was set-up in honour of the great reformer. The
Government of Maharashtra introduced the Mahatma Jyotiba Phule
Jeevandayeeni Yojana which is a cashless treatment scheme for poor. A
number of statues of the Mahatma have been erected as well as several
street names and educational institutes have been rechristened with his
name – eg. Crawford Market in Mumbai is rechristened as Mahatma Jyotiba
Phule Mandai and the Maharashtra Krishi Vidyapeeth at Rahuri, Maharshtra
was renamed Mahatma Phule Krishi Vidyapeeth.

At a time when people hardly identified the grievances of women in
India, Savitribai Phule along with her husband stood up to fight the
injustice against women.
Savitribai Jyotirao Phule, born on 3 January 1831, was a social reformer
and poet. She played an important role in fighting for women’s rights
in India during British rule and is described as “one of the
first-generation modern Indian feminists”.
Phule along with her husband founded the first women’s school at Bhide
Wada in Pune in 1848.
The child bride who stood up against discrimination
Born into a family of farmers in Naigaon, Maharashtra, she was married
to 12-year-old Jyotirao Phule at the age of nine.
The practice of child marriage was prevalent in the 19th century and
since the mortality rate was high at the time, many young girls often
became widows even before attaining puberty.
Such widows used to shave their heads, wear a simple red sari and live a
life of austerity. It was Savitribai who decided to stand up against
this practice and organized a strike against the barbers in order to
persuade them to stop shaving the heads of the widow.
She noticed the plight of women who after falling prey to sexual
exploitation, and becoming pregnant, either committed suicide or killed
the newborn due to fear of banishment by the society. To cater to such
women she opened a care center for pregnant rape victims and helped
deliver their children.
The care center was called “Balhatya Pratibandhak Griha” (Infanticide
prohibition house).
Challenging the casteist patriarchy
Phule also worked to abolish discrimination and unfair treatment of
people based on caste and gender.
She found the treatment of the untouchables problematic and opened a
well in her house in 1868 so that, people who were refused drinking
water by the upper caste can use it.
She died while taking care of the patients suffering during the
worldwide Third Pandemic of the bubonic (bacterial infection) plague.

BSP led by Mayawati has a strong foot hold among the
SC/STs/OBCs/Religious Minorities and the poor Upper castes is more
influential among all sections.

One can discern a different BSP in the party’s campaign strategies in
the ongoing UP election.Now, Mayawati has been briefing the
press regularly and has also been organising frequent press
conferences.
The party is using social media as a campaign
vehicle. Slogans such as “Behenji ko aane do” are common on the party’s
social media platforms and BSP representatives are active on Twitter.
The party is also trying to woo voters through videos on YouTube and has
roped in Bollywood singers. The BSP’s social media campaign has been
projecting Mayawati as a leader who will improve UP’s law and order
situation and expand education and employment opportunities in the
state.
The term “public perception” has become part of election
discourse. Analysts believe that “perception” influences voting
behaviour significantly — much more than ground realities. The BSP could
not respond to the politics of perception that was perfected by the BJP
under Narendra Modi during the general elections in 2014. It is trying
to make amends in the current elections.
The BSP would never
publish its election manifesto earlier. It has not done so during the
current elections as well. But a manifesto of sorts does emerge through
Maywati’s election speeches. She has promised to bring in the rule of
law and emphasised development issues. She has promised that there would
be no communal riots in Uttar Pradesh if her party forms a government
in the state. Mayawati has also been trying to address the specific,
local requirements of the different regions of the state.
Like other parties contesting the UP elections, the BSP’s strategy of
giving tickets is based on caste calculations. The party has given
tickets to almost all important castes in the state. The BSP’s political
arithmetic is based on the calculation that candidates would bring a
large percentage of votes of their respective castes and social
communities. Along with these votes, the party is counting on its
traditional support base, the Dalits. The party had declared its
candidates a year ago and they have had substantial time for
door-to-door campaigns and small meetings in villages.
Social
engineering has been a major element in the BSP’s electoral strategies
since the last decade or so. In the 2007 elections, the party drew on a
Dalit-Brahmin alliance that had the support of a few OBC castes. In the
current Vidhan Sabha elections, the BSP’s strategy revolves around a
Dalit-Muslim coalition. The party has given tickets to 97 Muslim
candidates, much more than any other political party. Eighty seven Dalit
candidates, 113 candidates belonging to upper castes and 106 OBCs
testify to the BSP’s social engineering strategy, called the “politics
of sarvajan” by its cadres.
By focusing on reservation, the party
is trying to counter the BJP which has, of late, been weaning away
Dalits and OBCs from the BSP. In her speeches, Mayawati has highlighted
the statement by M.G. Vaidya during the Jaipur Literature Festival in
January where the RSS ideologue reportedly opposed reservation

Sitting on a charpoy in the Muzaffarabad village near Akbarpur bazaar,
Farooq Qureshi and Sangapriya talk about the “new parties” they will
vote for on Sunday.
A driver, Sangapriya is a Chamar and he voted
for Narendra Modi in 2014. “He spoke the truth. It was for the
country,” Sangapriya says. But this time, he is returning to the party
he says is his own, the Mayawati-led Bahujan Samaj Party. “This time, it
is about making Behenji CM. There is anarchy under the SP; officials do
not work,” he told HT on Saturday, the eve of the third phase of
polling in Uttar Pradesh.
The return of Jatavs to the BSP is now
apparent across the state. But what is striking is that Qureshi adds his
voice to that of his Dalit neighbour.
“I voted for SP in 2014, I
have voted cycle for 15 years. But the government has not done much for
us; this time, I am voting for Mayawati. She should get a chance.” The
BSP’s decision to field 100 Muslims has increased his faith in the
party, he says.
Both Sangapriya and Qureshi are voters in Kanpur Dehat’s Rania constituency, one of the 69 seats going to the polls on Sunday.
UP 2017 is not one election, but as a journalist put it, 403 elections, for all seats have their own dynamics.
Yet, Rania is representative of the challenges the ruling Samajwadi Party faces in retaining seats in its stronghold.
It is representative of the shift of Muslims to the BSP in seats where
local arithmetic does not favour the SP. It also points to the fact that
the BSP is making inroads in the areas where it has not been
traditionally strong.
Rania also offers a glimpse into the mechanics of the “Muslim vote” and what motivates them.
Local arithmetic
In Akbarpur Chowk, Mohammad Ibrahim says he likes chief minister and SP leader Akhilesh Yadav but “law and order” is a concern.
How will the people vote? “Is baar haathi lagta hai (it seems like
elephant’s turn this time). Mayawati will come back, at least in this
seat,” he says. Elephant is the poll symbol of the BSP.
Sitting
next to him, Ejaz explains the local dynamics. Rania voted SP’s Ram
Swaroop Singh Gaur in the last election. This time, a relative, Niraj
Gaur, is in the running. Gaur is a Thakur.
“There is another
Thakur candidate, who will cut Gaur’s votes. And there is also a rebel
Yadav candidate. Yadavs don’t want to vote for Gaur even if he is from
the SP. And that is why the SP candidate is weak here,” Ejaz says.
Wherever the SP is weak, Muslims have shifted to the BSP to defeat the BJP, which, Ibrahim says, is their prime objective.
Why?
“We don’t have any problems with the BJP candidate, Anil Shukla. He
even believes in a Sufi saint and so do I. In fact, if he were from any
other party, I would have voted for him. But how can we vote for a party
that says so many bad things about us?”
Seeds of doubt
Satish Yadav, a tempo driver, joins in. He tells Ibrahim, “You are
making a mistake. Mayawati won’t be able to make a government on her
own. She will go with the BJP. What will you do then?”
Ibrahim
acknowledges there is confusion among Muslims — Mayawati has in the
past joined hands with the BJP and may do it again despite her
assurances, and that is why he wants Akhilesh as the CM.
“We will talk at night, through Whatsapp and phone calls and try to ask all Muslims to vote for one side.”
But, Ibrahim says, votes may still get divided. And if that happens,
the BJP may win. “We want Akhilesh but in this seat, SP won’t win. Out
best hope is that Muslims vote for the elephant so that at least the MLA
is not from the BJP.”
In towns and villages across central UP,
these debates and conversations were playing out ahead of Sunday’s vote.
Their impact will only be known on March 11, when the votes are counted

JHANSI: Bahujan Samaj Party (BSP) boss lady Mayawati on Saturday waded
into the debate between ‘adopted son’ Narendra Modi and ‘UP ke ladke’
Akhilesh Yadav and Rahul Gandhi, and offered voters the choice of
electing their ‘own daughter’ instead.
As UP prepared to vote in
the third phase of this long-winded election on Sunday, Behenji was in
Bundelkhand working up support for her brand of change. As was evident
from the inclusion of many Muslims in her candidates list, her spiel was
aimed at weaning away as many non-BJP voters, particularly Muslims,
from the Samajwadi Party fold as possible.
Striking a fine
balance in attacking the BJP and the SP alike, she held Modi responsible
for the problems caused by demonetization and Akhilesh Yadav
responsible for the poor state of law and order in UP.
The people
of UP — as also the rest of the country — were “fed up” with the
three years of the Modi, she said and accused him of “burdening the
population in the name of the fight against black money”.
With
the BSP on the uptake as far as social media is concerned, a flavour of
Behenji’s campaign can also be had at her rallies. On Saturday it was
Bundelkhand she barnstormed. In Jhansi, an atmosphere enveloped the
Pradarshani Maidan as BSP supporters poured in, wearing blue scarves
around their necks and waving the elephant flag almost four hours before
the lady arrived. Until then, chota-mota leaders took turns to keep the
crowd entertained by targeting Modi and Akhilesh.
It was
Mayawati’s first major public meeting in Bundelkhand, which goes to
polls on February 23. The turnout of lakhs - and the energy of the crowd
— at the Prdarshani Maidan in Jhansi is likely to make her political
rivals take notice.
Surprisingly for a rally, the BSP supremo
speaks meant to take the sting out of the UP ke ladke strategy of
Akhilesh-Rahul and pitch of Modi. She vows to send to jail all those
‘’SP criminals'’ who are presently roaming free, and reels off a litany
of ‘BJP-fomented aggressions’ against SC/STs and Muslims around the
country: Rohith Vemula, Una, Dadri and so on.
She does pause to promise a change — in herself. This time I will only focus on working for the people she says.
There is an organization to Mayawati’s meetings. They are hassle-free
both for the administration and the police. Ensuring this are hundreds
of blue-and-white-clad men and women of the Bahujan Volunteer Force
(BVF), a wing of the BSP.
‘’All our public events, be it major
meeting or at the village level, are always smooth. We don’t allow
crowds to climb trees, poles or become unruly. This is like a festival
for us. Right from the start of the event till the end, our workers
maintain decorum and that is a rule in BSP events,'’ said Rohit, a BVF
member.
She does pause to promise a change — in herself. This time I will only focus on working for the people she says.
Akhilesh has two uncles: one is Modi and the other Amit Shah. They have
often saved Akhilesh and his family from all sorts of trouble. Akhilesh
also has an aunty, Sonia Gandhi who used to save him earlier. But now
his time is up.

UP election: FIR against Azam Khan’s son for ‘attacking’ BSP supporters
Rampur police have initiated investigation against Abdullah Azam Khan,
son of senior Samajwadi Party leader Azam Khan, and his supporters for
allegedly attacking and causing hurt to supporters of Bahujan Samaj
Party on the day of polling. Polling in the constituency was held on
February 15.
Abdullah is contesting from Suar constituency of Rampur on SP ticket against Kazim Ali Khan of BSP.
The FIR was lodged on the basis of complaint filed by Haider Ali Khan,
son of Kazim Ali, in Suar police station on Thursday. According to the
complainant, Abdullah and over 200 supporters of Samajwadi Party
manhandled Haider Ali and his supporters near polling booth.
“They used abusive language against me and my supporters and charged on
me. I somehow managed to save my life or they would have killed me,”
reads the complaint lodged by Haider Ali.
Based on his complaint,
the police lodged an FIR under section 307 (attempt to murder) of
Indian Penal code (IPC) against Abdullah and his 200 supporters. “A
police team under the station house officer of Suar police station is
investigating into the matter,” said Rampur SP KK Chaudhary.

Attacking Modi, Mayawati said that the his “drama” is not going to win him any favours with the people of the state.
Bahujan Samaj Party (BSP) supremo Mayawati, during an election rally in
poll-bound Uttar Pradesh, declared that her party does not agree with
interference in the Centre’s stance on the Triple Talaq issue as well as
the Uniform Civil Code. Attacking Modi and his sweeping statements made
during the election campaign for the BJP in the state, Mayawati said in
Fatehpur that the prime minister’s “drama” is not going to win him any
favours. “People won’t bless BJP, no matter how much drama Modi does by
calling himself an adopted son of UP,” the BSP chief said.
The BJP has so far not projected any chief ministerial candidate in the state.
“People are angry with Modi due to his wrong policies, in such
situation BJP have not yet dared to project a CM face in UP,” Mayawati
said, attacking the chink in BJP’s armour.
Targeting rival
Mulayam Singh Yadav, Mayawati said that his brother Shivpal Yadav can
prove to be detrimental to the health of Samajwadi Party’s chief
ministerial candidate Akhilesh Yadav and his fraction. “The way Mulayam
Singh Yadav has insulted his brother Shivpal Yadav everywhere, Shivpal
and his team will surely harm Akhilesh and his team,” she said.
The BSP up in the state. The state, which is currently voting in seven
phases, will see counting of results on March 11. While three phases of
the state, mostly the western and central parts, have already voted,
there are four more phases yet to vote. Varanasi, Modi’s parliamentary
constituency, and Etawah, the Yadav familywadi’s hometown, are yet to go
to polls.

party, calling media organisations chitpawan brahmanical.

Samaj Party (BSP) leader Mayawati, the main opposition leader in
poll-bound Uttar Pradesh has alleged that ‘the media is being managed’
to influence polls. Addressing a rally in Saharanpur on February 11, she
said, “The opposition parties are using opinion polls and paid surveys
to influence the voters. These opinion polls suggest a poor BSP
performance. In 2007, something similar was done when both the media and
opinion polls placed the BSP on third and fourth position but their
lies were exposed when the results came out.”
At her rallies,
Mayawati has repeatedly accused the media of discriminating against her
party and constantly showing its performance in poor light. A survey
allegedly conducted in October 2016 had given the BJP a clear majority
in UP even before the notification for the polls was issued. Mayawati
slammed the survey alleging that the media, controlled by capitalists
was showing such skewed survey results to demoralise the BSP workers.
Addressing a meeting of senior party leaders, Mayawati said, “All the
newspapers and TV channels are owned by capitalists and
multi-millionaires. The agencies conducting the poll surveys are also
controlled by them. These capitalists are using the media and survey
agencies to create a conducive political environment for parties like
the Congress and BJP because they run the government keeping in mind the
profits and losses of their corporate allies. In the forthcoming polls,
such surveys will be used to demoralise the BSP workers. The voters
must beware of them.”
On February
M8, Mayawati reiterated the
allegation while addressing rallies in Badaun and Shahjahanpur. “The
media may undermine the strength of the BSP but the party will form
government in UP on its own.”
Mayawati has repeatedly accused
the media, which she labels Manuwadi and chitpawan brahmanical, of
ignoring the BSP and not giving it proper coverage despite it being a
leading party in UP. In the ongoing assembly polls, the scathing attacks
have continued.
A chitpawan brahmanical media?
“Mayawati
is right,” says sociologist Badrinarayan. “She has been pushed to the
margins. People are talking about her now when she entered the fray.
Somebody claimed that the BSP will get 24 out of 50 seats. As a matter
of fact, the media does not understand the BSP. Due to this, it only
focusses on the political strategies of other parties. If you don’t
visit the villages, how can you present the true picture? Opinions
formed at tea stalls are different from those formed in cities. A
complete picture emerges only when opinions are collected at all
levels.”
“Mayawati is right,” says Abhay Kumar Dubey, member of the Centre for the Study of Developing Society.
However, JNU professor Vivek Kumar agrees with Mayawati. “Look at the
facts,” he says. “All the opinion polls show BSP in a negative light.
What she is saying is true. It is well known that her voters are not in
cities. How deep inside the villages do the pollsters go? They never
say. Even in cities, do they go to slum areas? The survey sample is not
representative, which is why the results are skewed. Secondly, a debate
around perception is built by showing speeches of several BJP leaders
but only Mayawati for BSP. It appears to be a well-thought out strategy
of the media.”
Dilip Mandal, a journalist working on SC/ST
issues, says, “It is true that none of the opinion polls have so far
shown Mayawati. in the lead. Usually opinion polls and surveys lean
towards specific political parties. The rising forces in politics or the

surveys are honest and the voters of these parties are not as vocal. But
if it continues this way, it only seems like a pattern. Why is it
happening? Those conducting surveys must seriously think about it. In a
diverse society like India, if the sampling is not done correctly, a
fair survey cannot be conducted. Secondly, there is a pressure on the
voter to speak in favour of a particular party, owing to the distrust
media faces today.”
“The media has an upper middle class
character,” says Badrinarayan. “People in media do not want to work
hard. They form opinions based on information easily obtained and run
the news. Besides, it is a political game to keep the BSP and Mayawati
on the margins.”

Whether or not Mayawati
and her party are victims of caste discrimination cannot be clearly
said. “Mayawati’s support base is not vocal,” says Dubey. “It is
possible that poll surveys do not include their opinions completely. As a
result, Mayawati’s political strength in UP is often underestimated.
But election results show her in the lead. The difference in estimate
and reality is based on context and conditions. The better and more
scientific a survey is, the closer it is to reality.”
Opinion
polls have suffered a massive setback in all previous elections,
including the past three general elections. The latest examples are
assembly elections of Delhi and Bihar.
Kumar says, “Caste bias is
characteristic of the media. Surveys across the world show the vote
percent but in India it is broken down seat by seat although it cannot
be done merely based on objective and scientific assessment. It happened
in all the previous elections.”
“Perhaps, it is characteristic
of the media to work against parties like the BSP,” says Mandal. “But
more than that I believe that the dominant political powers are capable
of capturing the media’s attention. There is no one to challenge it. It
is not necessarily a conspiracy. That the BJP remains in the spotlight
may not be intentional. Also, the BJP may not even perform as it is
predicted. It may all just be general behaviour.”
Insufficient engagement?
However, Ashish Mishra, a journalist based in Lucknow, believes that
there is truth behind Mayawati’s claims. “She has a point because her
party’s media relations are the worst. She maintains a distance from the
media. Her party makes no effort to approach the media. No party leader
or spokesperson is available to us for comment. No official statements
are made. We need content for news. Who will provide it? When we do not
have their side of the story we often leave it. In her rallies, there is
no information about the organisers, managers and the strategy.
Akhilesh Yadav, on the other hand, regularly speaks to us.”
Another senior journalist, on the condition of anonymity, says,
“Mayawati’s allegations are wrong. I cover the BSP. But the BSP is
different from other parties. Its leaders do not give statements like
others. We are only allowed to publish what Mayawati says. If a reporter
publishes a story based on information from another source, she calls a
press conference the next day, condemns it and declares the reporter
‘Manuwadi’. If the BSP is getting lesser coverage in the media, it is a
result of Mayawati’s own strategy. If it is not so, why is no BSP leader
ready to give an interview to any newspaper even when leaders from
other parties are regularly giving interviews during the ongoing polls?
If a BSP leader is approached for comment on any issue, he says ‘Behen
ji will respond to it’. But Behen ji is never available to the media.”
The BSP’s strategy of distancing itself from the media has been in
place from the very beginning. Speaking to BBC, senior journalist and
writer of Mayawati’s biography, Ajay Bose said, “Kanshi Ram [the founder
of BSP] used to be in constant touch with the media when he was
consolidating the All India Backward and Minority Community Employees
Federation (BAMCEF). But once he formed the party he grew distant.
Actually, the mainstream media did not portray Kanshi Ram’s politics
correctly. So, both were mutually distant. Mayawati continued the
tradition.”
Questioning the limits of survey techniques, Dubey
says, “Every survey has its limitations because it is dominated by
urban, educated and upper caste people. Yet we try to include as many
marginalised voices as possible. It is true that the upper caste casts a
lot of influence in the media but it does not mean they negatively
portray Mayawati intentionally in the surveys because nobody wants to be
blamed. If the BSP performs well in the results, and the surveys are
proved wrong, we will need to reexamine our survey techniques.”
Several journalists in UP believe that Mayawati does not need the media.
Her voters are mostly illiterate and do not get influenced by the
media. The statements against the media she makes in her rallies are to
urge her voters not to trust the news or the propaganda against her.
Nevertheless, the question remains – is the media untouched by such
allegations of casteism, discrimination, strategising electoral coverage
and party bias?
Mayawati has now changed her tone with the
journalists and responds to their questions, something she never did in
her press conferences earlier. Once attributed to the BSP, the socially
engineered slogan ’tilak, tarazu, aur talwar; inko maaro joote chaar‘
(Thrash Brahmin, Baniya and Thakur with shoes) has now been given up.
Even the media is no longer as Manuwadi for her. In the ongoing
elections, her media contact has definitely seen a historic rise. But
journalists still eagerly await a call for Mayawati’s interview.

Mayawati happy with phase II poll trend, says BSP to get majority
LUCKNOW: BSP chief Mayawati expressed satisfaction over the polling
trend in the second phase of the Uttar Pradesh Assembly polls on
Wednesday, saying it indicated that her party was surging towards
getting a majority.
“Just like the first phase, the second phase
of polling in 67 seats which took place on February 15 is a good
indication that BSP is coming to power in UP with full majority,” she
said in a statement.
Congratulating her party workers and leaders
besides the people of the state, Mayawati said there were reports that
polling in the remaining five phases of the crucial state polls will be
equally encouraging for her party.
People only have faith on
‘tried and tested’ BSP leadership as they know she (Mayawati) believes
in saying and doing the same thing and will fulfil the promise on ending
‘Jungleraj’ and bringing rule of law after coming to power,” she added.

A golf-cap covers his head. Dressed in neat white shirt and black half
jacket, Tanveer Khan, a prominent doctor, is lost in the crowd of
supporters, as he walks through the inside lanes of the Kanshi Ram
colony — a cluster of bright green buildings built by the government to
house the poor on the outskirts on Rampur.
While Mr. Tanveer Khan goes door-to-door, listening to grievances of locals, mostly Dalits and pasmanda
Muslims, his supporters distribute a four-page pamphlet. Three out of
the four pages of the appeal — printed in the BSP’s blue — are spattered
with graphic images of hapless women and children looking on as the
administration bulldozes their shanties; the remains of a graveyard (in
the compound of a prominent local madrasa) demolished by the State;
visuals of human bones that were brought up to the surface by the
demolition; damaged shrines and pictures of Mr. Tanveer Khan being
arrested and facing a lathi charge for his campaign against the
administration’s anti-encroachment drive.
The target of his emotive appeal is none other than the incumbent MLA,
Urban Development Minister Mohammad Mr. Azam Khan. The task is daunting,
as Mr. Azam Khan has ruled over Rampur for much of the last four
decades. But Mr. Tanveer Khan puts up a brave front. “Azam Khan is
fighting me, I am not fighting him,” comes his quick reply when asked
about his prospects.
Mr. Tanveer Khan’s appeal to voters is
hinged on two planks: the emotional, as illustrated in the pamphlet and
development and livelihood. If Mr. Tanveer Khan says that Mr. Azam Khan,
who has won from Rampur eight times, behaves like a dictator,
unleashing vendetta on those opposed to him, in the same breath he
accuses the Minister of ruining the economy of Rampur and favouring only
those in his coterie.
“Our fight is against the zulm
(oppression) and terror of Azam Khan. Forty colonies of poor people were
destroyed by him, poor vendors and shopkeepers forcefully evicted.
People are fed up of his dictatorial style,” he says.
He blames
Mr. Azam Khan for the decay of Rampur’s once-lucrative small scale
industries, shutting down of the sugarcane mills and exit of popular fan
manufacturing companies from the city.
