The discourses of Buddha are divided into 84,000, as to separate addresses. The division includes all that was spoken by Buddha.โI received from Buddha,โ said Ananda, โ82,000 Khandas, and from the priests 2000; these are 84,000 Khandas maintained by me.โ They are divided into 275,250, as to the stanzas of the original text, and into 361,550, as to the stanzas of the commentary. All the discourses including both those of Buddha and those of the commentator, are divided into 2,547 banawaras, containing 737,000 stanzas, and 29,368,000 separate letters.

Translator’s note: It might come as something of a surprise that the Buddha, in this discourse, seems to speak favorably of the lavish enjoyment of sensual pleasures. Taken in light of his teachings in AN 5.41, his remarks here are less surprising. There he points out that the enjoyment of pleasure is one of the legitimate rewards of wealth, although the proper enjoyment of wealth doesn’t end there. In this discourse, he speaks of a man who, because of his past kamma, couldn’t even enjoy sensual pleasures. This is a useful discourse for illustrating the point that the Buddha’s ultimate rejection of sensual pleasure is not that of a man who was too aversive or stingy to enjoy them. Rather, he rejects them because he was capable of enjoying them but realized that this sort of enjoyment was not the path to true happiness.
As for the moneylender mentioned in this discourse, even though his inability to enjoy his wealth can be traced to attitudes in the past, his unwillingness to make merit in this lifetime is not the fault of his past kamma. People are always free to choose to practice the Dhamma at any time. In his case, he chose not to. Thus he got no legitimate use out of his wealth at all.
At Savatthi. Then King Pasenadi Kosala went to the Blessed One in the middle of the day and, on arrival, having bowed down to the Blessed One, sat to one side. As he was sitting there the Blessed One said to him, “Well now, great king, where are you coming from in the middle of the day?”
“Just now, lord, a money-lending householder died in Savatthi. I have come from conveying his heirless fortune to the royal palace: ten million in silver, to say nothing of the gold. But even though he was a money-lending householder, his enjoyment of food was like this: he ate broken rice & pickle brine. His enjoyment of clothing was like this: he wore three lengths of hempen cloth. His enjoyment of a vehicle was like this: he rode in a dilapidated little cart with an awning of leaves.”
“That’s the way it is, great king. That’s the way it is. Once in the past that money-lending householder provided alms for the Private Buddha named Tagarasikhi. Saying [to his servant], ‘Give alms to the contemplative,’ he got up from his seat and left. After giving, though, he felt regret: ‘It would have been better if my slaves or servants had eaten those alms.’ And he also murdered his brother’s only heir for the sake of his fortune. Now, the result of his action in having provided alms for the Private Buddha named Tagarasikhi was that he appeared seven times in a good destination, the heavenly world. And through the remaining result of that action he acted as money-lender seven times in this very same Savatthi. But the result of his action in feeling regret after giving [those] alms โ ‘It would have been better if my slaves or servants had eaten those alms’ โ was that his mind didn’t lend itself to the lavish enjoyment of food, didn’t lend itself to the lavish enjoyment of clothing, didn’t lend itself to the lavish enjoyment of a vehicle, didn’t lend itself to the lavish enjoyment of the five strings of sensuality. The result of his action in having murdered his brother’s only heir for the sake of his fortune was that he boiled in hell for many years, many hundreds of years, many thousands of years, many hundred-thousands of years. And through the remaining result of that action he has left this seventh heirless fortune to the royal treasury.
“Now, because of the wasting away of that money-lending householder’s old merit and his non-accumulation of new merit, he is today boiling in the Great Roruva hell.”
“So he has reappeared in the Great Roruva hell, lord?”
“Yes, great king. He has reappeared in the Great Roruva hell.”
That is what the Blessed One said. Having said that, the One Well-Gone, the Teacher, said further:
Grain, wealth, silver, gold,
or whatever other belongings you have;
slaves, servants, errand-runners,
& any dependents:
you must go without taking
any of them;
you must leave
all of them
behind.
with body, speech, or mind:
that is yours;
taking
that you go;
that’s
your follower,
like a shadow
that never leaves.
Thus you should do what is fine
as a stash for the next life.
Acts of merit
are the support for beings
in their after-death world.

The Honโble Chief Minister of Uttar Pradesh Ms. Mayawati ji
today visited Raj Bhawan to extend her warm New Yearโs greetings
to Governor Mr. B.L. Joshi.
Several prominent persons, belonging to all walks of life, visited
5-Kalidas Marg to greet Honโble Chief Minister ji on the occasion of
New Year.
Accepting their New Year greetings, the Honโble Chief Minister ji
said that the State Government was committed to deliver the
benefits of development to the poor and weaker sections of Sarva
Samaj on priority basis. She called upon all the officers associated
with welfare programmes to perform their duties with honesty and
dedication and achieve the work targets as per the intentions of the
Government. She reiterated that all of us would have to work with
enthusiasm for the uplift of poor and weaker sections of Sarva Samaj
of the society.
Members of the State Council of Ministers, senior officers of

Chairman of State Advisory Council, Chief Secretary and Additional Cabinet Secretary reviewed progress of various development projects in Agra on directives of Hon

The Hon
โble Chief Minister of Uttar Pradesh Ms. Mayawati ji has directedthe officers to complete the works of various development schemes being carried
out for the all-round development of Agra within fixed time limit. She said that
stringent action would be taken against the concerning officers in case of delay in
announced projects. She has also directed the officers to ensure the supply of
drinking water by March 2011 for buildings allotted under Manyawar Sri
Kanshiram ji Shahri Vikas Yojana and arrangement of Primary Schools, medical
facility, fair price shops and other facilities.
The Honโble Chief Minister has directed to bring down the rates of
allotments of shops being provided by Agra Development Authority to the
allottees of shoe mandi. It may be recalled that Honโble Chief Minister had
announced and laid the foundation stone of 31 projects, out of which 16 projects
had been completed. The Honโble Chief Minister ji had directed the officers to
complete the works of remaining 15 projects ensuring the quality within
scheduled time limit. She said that these schemes should be implemented in
such a way, so that people could not face any difficulty in traffic.
The Honโble Chief Minister gave these directives when Chairman of State
Advisory Council Mr. Satish Chandra Mishra, Chief Secretary Mr. Atul Kumar
Gupta, Additional Cabinet Secretary Mr. Raveendra Singh and Principal Secretary
to Chief Minister Mr. Raj Pratap Singh apprised her of the conclusions of the
review meeting and spot verification of various development projects. These
officers had visited the Agra yesterday on the directives of the Honโble Chief
Minister. The Honโble Chief Minister had authorised Mr. Mishra to review the
progress and inspection of various development projects on 27 November 2010.
Mr. Mishra, Chief Secretary and Additional Cabinet Secretary inspected
Ambedkar park beautification works, construction of Ambedkar bridge near
strachy bridge, construction of shoe mandi, drinking water scheme in Shubhash
park, construction of railway over bridge between collectorate road and Railway
temple, Shilpgram, construction of 608 buildings in Taj Nagari phase-2 and
construction of tourism police station building.
During the review meeting the officers were informed that 16 works out of
31 works had been completed, which had been announced and foundation stone
laid by the Honโble Chief Minister ji. The officers were told that work of laying
sewer lines in Bhim Nagari Agra has been completed and sewer treatment plant
became functional.

Funds meant for welfare of SCs, STs underutilised

Bangalore: Even as the Bharatiya Janata Party (BJP) government claims that it has implemented several programmes for the welfare of the Scheduled Castes and Scheduled Tribes, several departments have not used funds released for the schemes for the benefit of poor families in the current fiscal.
The performance of 15 government departments in utilisation of the released funds for the welfare of the Scheduled Castes and Scheduled Tribes has been below average and they incurred expenditure less than 30 per cent of the allocated outlay as on November 10, 2010.
According to the officials in the Social Welfare Department, several departments including agriculture, animal husbandry, fisheries, rural development, health, forests, cooperation, tourism, housing, labour, commerce and industries, public works, major irrigation, minor irrigation, and planning and statistics had spent very little of the released funds under the Scheduled Caste Sub-Plan (SCSP) in the first eight months of the current fiscal year.
A sum of Rs. 3,142.28 crore had been allocated under the SCSP for initiating welfare measures by 25 departments. But only a few departments such as Revenue (65 p.c. funds spent), Urban Development (66.24 p.c.), Social Welfare (50.52 p.c. spent), Higher Education (50.44 p.c.), Primary and Secondary Education (68.30 p.c.) and Energy Department (100 p.c.) have spent more than 50 per cent of the funds released.
The Labour Department spent 8.82 per cent of the allocated amount of Rs. 65.31 crore. The percentage utilisation of the amount by other departments is: Agriculture โ 21.05, Fisheries โ 0.46, Rural Development and Panchayat Raj โ 26.39, Forests โ 25.77, Cooperation โ 19.31, Tourism โ 21.98, Housing โ 20.08, Commerce and Industries โ 19.34, Public Works โ 24.33, Major Irrigation โ 16, Minor Irrigation โ 24.44, Health โ 28.03, and Planning and Statistics โ 0.38.
The Planning Commission has issued guidelines to the Government suggesting it to allocate 16.2 per cent and 6.55 per cent of the total State plan outlay for the implementation of programmes for the benefit of SCs and STs from the next financial year (2011-12).
The Social Welfare Department officials said a majority of the departments have also failed to utilise the amount sanctioned under the Scheduled Tribes Sub-Plan (STSP) in the current fiscal. Out of the allocated Rs. 1,283.34 crore, only Rs. 415.43 crore had been spent as on November 10, 2010, which accounts to 32.37 per cent of the total outlay.
The departments that have spent less than 25 per cent of the total outlay are Horticulture Department (20.24 p.c. funds spent), Fisheries (0.44 p.c.), Forests (22.91 p.c.), Housing (6.86 p.c.), Commerce and Industries (11.95 p.c.), PWD (10.89 p.c.).
Interestingly, the Planning and Statistics Department has not spent a single rupee out of the net allocated sum of Rs. 28.45 crore. Chief Minister B.S. Yeddyurappa has expressed dissatisfaction over the low utilisation of funds by various departments. He has sought explanation from the Ministers concerned.
From the margins, SC/ST tycoons take centrestage
NEW DELHI: SC/ST entrepreneurs will make a historic journey to Delhi
next week for a pre-budget meeting with Planning Commission deputy
chairman Montek Singh Ahluwalia. This is the first time that business
leaders from the country’s most marginalized communities will be
included in the government’s budget consultation process.
The meeting is scheduled for Monday afternoon with 40 entrepreneurs
from different parts of the country expected to attend. It marks the
emergence of a nascent trend in India of enterprising dalits choosing
to create independent businesses instead of depending on quotas in
government jobs to get ahead.
Some of them have built impressive empires like Kalpana Saroj who
heads Kamani Tubes with an estimated turnover of Rs 500 crore and
Ratibhai Makwana whose Rs 300-crore Gujarat Pickers is one of the
country’s largest polymer distributors. The delegation will be led by
Milind Kamble who has taken the initiative of grouping SC/ST
entrepreneurs into a SC/ST Indian Chamber of Commerce and Industry.
Kamble saw the invitation from the Plan panel as an acknowledgement
that SC/ST entrepreneurs are making their presence felt in Indian
business circles. “It’s a great day for us that the government wants
to hear our expectations from the union budget,” he said. “We want the
government to formulate a policy to help SC/ST businesses to grow so
that we get out of the reservation trap.”
But there’s more to the Delhi visit than a meeting with Montek. The
presence of such a large group of SC/ST business leaders in the
Capital will also be an occasion to do some image re-engineering by
presenting the changing face of these communities. On Sunday evening,
delegation members will hold an open dialogue with intelligentsia
representatives on their plans for 2011 and their dreams and
ambitions.
“Somebody will announce his plans to buy a private jet, another will
be purchasing a helicopter,” said Chandrabhan Prasad, a SC/ST writer
and intellectual who is organizing the dialogue. “The idea is to tell
everybody that SC/STs have arrived and have the same social and
economic capacity as business leaders from other communities.”
