‘Sarvajan Hitay, Sarvajan Sukhay’ rally will be held in Saharanpur on September 11

Former
state Chief Minister and Bahujan Samaj Party (BSP) supremo Mayawati on
Sunday led a massive rally here kicking off the party’s campaign for the
2017 Assembly elections for 68 assembly constituencies falling under
Allahabad, Varanasi and Mirzapur mandals where it was trying to regain
the hold under the theme ” Sarvajan Hitay Sarvajan Sukhaya”.

Sarvajan
Hitay- Sarvajan Sukhaya rally after eyeing at 68 assembly seats of
Eastern UP belt especially 15 of Allahabad, three of Kaushambi, and five
each of Gazipur, Fatehpur, Pratapgarh, Varanasi and Mirzapur districts.
In Allahabad and neighbouring Kaushambi district that remained the key
hold for party during 2007 assembly elections, BSP currently had only
five out of 18 assembly seats including City North, Karchana and Koraon
of Allahabad and Manjhanpur and Chail of Kaushambi district under its
belt.

BSP
leadership now aims to regain its hold at maximum of the assembly seats
of duo districts and for that it has already stuck to its formula of
social engineering. District president, BSP, Harish Chandra says “the
impressive crowd at the parade rally has aptly proved that people were
still intact with party”. He further added “majority of crowd who
attended the rally were from Allahabad and neighbouring Kaushambi
districts”. The large number of BSP supporters and sympathizers had
covered long distances to attend the rally”.

BSP
has already left all of its rivals far from speculations and would
prove its worth in next assembly polls. The calculations of all rival
camps would be fallen flat, he claimed. All the three seats of Kaushambi
- Chail, Manjhanpur and Sirathu have always been fruitful for party due
to strong presence of SC/ST voters. Similarly, party had a strong base
in trans Ganga and Yamuna belt of Allahabad and is making sincere
efforts to get its voters intact in view of 2017 assembly elections.

Mayawati Eyes

If
the current political equations are to be believed, Bahujan Samaj Party
supremo Mayawati has become a major player in national politics.

MAYAWATI
WOULD BE emboldened to know that she would be able to form the
government, considering the present political alignment. She seems to be
aware of this and is gearing up to exploit the situation to her
advantage.

Mayawati,
the former Chief Minister of Uttar Pradesh has now set her eyes on
Delhi. Addressing a massive rally two days ago, she spelt her intention
in no uncertain terms. Considering the strained relationship between the
Left parties and the Congress, she has started fine tuning her
strategy. In her first salvo she has threatened to pull out from the
United Progressive Alliance if her demand for a special package for U.P
worth 80,000 crores is not met immediately.

Advantage BSP, says opinion poll – Triple Gem Study Circle

The BSP will come within a whisker of a majority if snap polls are held for the Lok Sabha, according to an opinion poll conducted in 23 States by the Triple Gem Study Circle.

The poll conducted over two weeks suggested a tally of 267 seats for the BSP.100 seats for UPA. NDA’s tally  at 97

The opinion poll showed the BJP’s allies loosing hold in their States (Orissa, Bihar and Punjab). In contrast, the BJP seemed on a decline in the States where it was in power. In Rajasthan, Madhya Pradesh and Chhattisgarh, the BJP’s tally of 56 seats looked set to drop to a mere 21 “if elections are held today.” In Narendra Modi-ruled Gujarat, public opinion is not favour of the incumbent with 56 per cent of the respondents preferring BSP to Mr. Modi and the Congress.

A majority believed that inflation and the condition of farmers were the real issues before the people. The poll indicated unhappiness among the people over the UPA’s handling of corruption and inflation with 56 per cent feeling inflation had worsened under the current regime. The poll said UPA supporters preferred Mayawati over Manmohan Singh for Prime Minister.

This finding with the observation that the ruling UPA appeared to be losing ground as compared to January 2007. The drop of 33 seats indicated the beginning of anti-incumbency for the UPA. The poll also indicated a decline for the Left Front in its bastions of West Bengal, Kerala and Tripura — from 55 seats currently to a projected 43.

Since implementation of the Lyngdoh committee recommendations initiated by the country’s apex court has ensured major curbs on lawlessness.

This is the fourth time since independence that curbs have been clamped on students’ unions in the state. The first time in 1967, it was then chief minister Charan Singh who made membership of students’ unions optional, leading to virtual desertion of students’ unions. Its impact continued until about 1972 when the old system was restored by a Congress government.

Once again in 1977, the then Janata Party government rendered the students’ unions dysfunctional.

Thereafter in 2000, then education minister Om Prakash Singh in the Bharatiya Janata Party-BSP coalition regime introduced certain reforms whereby an upper age limit of 25 years was fixed for all contestants, thereby curbing the entry of undesirable elements in these unions.

However, when Mulayam Singh Yadav took over the reins of the state in August 2003 he lifted all curbs on unions. What followed was the return of lawlessness on campuses. At least 12 students, including three in Lucknow University, lost their lives in the violence that rocked different universities in the state between 2003 and 2006.

Subsequently, the Supreme Court constituted a committee under former chief election commissioner J.M. Lyngdoh to look into the issue. It was amid much opposition that Lucknow University vice chancellor R.P. Singh managed to implement the Lyngdoh recommendations in December last year - helping to restore some semblance of order on the university campus. Elections were not held in the last academic session as almost all contestants were among students expelled or suspended.

C.M. directs officers to take stringent action against rioters

Lucknow : September 09, 2007 The Uttar Pradesh Chief Minister, Km. Mayawati has directed all the officers related with the maintenance of law and order to take stringent action against those indulging in rioting and arson and trying to damage public and private property. Km. Mayawati said that the Government was committed to improve the academic atmosphere in all the universities and degree colleges of the State. The colleges and universities were the holy centres of education and their sanctity should be maintained at all the costs, she emphasised. The ban on the elections of the student unions had been imposed with a view to improving the academic atmosphere at the universities and degree colleges of the State and also to regularise the academic session, she pointed out. Colleges and universities would not be allowed to become a cosy shelter for outlaws indulging in their petty politics, she said. The Chief Minister said that the law and order would not be compromised at any cost and strict action would be taken against those who tried to aggravate the situation. The Government would not allow the goonda elements and criminals to damage the public property and play havoc with security and peace, she added. Those trying to indulge in arson, rioting and violence and trying to damage public and private properties would be dealt with severely, she warned. *******

Justifying the order, Mayawati had said in a press statement: ‘Union elections are not only vitiating the atmosphere on the campuses but also often create law and order problems and cause innumerable miseries for common people.’

In Lucknow, university students launched a support-building exercise with fellow students. A heavy police force was deployed at Lucknow University and the degree colleges to prevent violence.

Security was beefed up elsewhere in the State soon after the BSP government’s decision to ban union elections was announced on Friday.

Police lathicharged those who tried to forcibly close shops.

BJP State unit president Ramapati Ram Tripathi said the Samajwadi Party was incapable of facing the Mayawati Government.

Division in the party

Mr. Tripathi agreed that the top State party leaders such as Kalyan Singh, Kalraj Mishra, Lalji Tandon and Surya Pratap Shahi had not welcomed his nomination as the UP BJP president. He claimed that there were  divisions in the party.  At his press conference, his first after taking over the new responsibility, these leaders were conspicuous by their absence.

Even his predecessor, Kesari Nath Tripathi, was absent.

Divisions in the party were evident when Mr. Tripathi came to Lucknow from Delhi to assume his charge on Wednesday. None of the senior leaders was present to welcome him.
