Tipitaka Chanting ceremony organized by the International Tipitaka
organization will have the chanting this time at the historic audience
hall of the Sri Dalada Maligawa, Kandy. Tipitaka chanting ceremony had
been held in India on several occasions and this chanting is held in Sri
lanka for the 3rd time.
Tipitaka chanting ceremony was held at
Anuradhapura at the premises of the Sacred Bo Tree in the year 2011 and
this chanting is performed in this time at the Audience hall of Sri
Dalada Maligawa for the 3rd time. Local and foreign Bikkus will
participate to chant 30 Nos. selected Sutta followed by a discussion at
the end of each Sutta.
With advice of and guidance of the Most
Venerable Nayaka Theros of Malwatta and Asgiriya chapters Honorable
Diyawadana Nilame has extended his assistance and corporation for
Tipitaka chanting. The Organizing Committee heartily welcomes all

After
It had been conclusively proved to the satisfaction of the Hon’ble
Supreme Court that our country’s EVMs ARE tamperable, the country’s
Hon’ble Supreme Court has directed the country’s Election Commission to
introduce a paper backup of votes cast through electronic voting
machines, but allowed the commission to introduce it in stages during
general elections next year.Election Commission agreed in principle to
voting machines with printouts.
Last year, the Supreme Court of this country, having been convinced
of an undeniable, edible possibility of EVMs getting tampered with and
that easily hacked — even from afar — had ordered the imbecilic Election
Commission and the indolent Government to provide about 1600 crore
(1600, 0000000) rupees — convert this into your respective
currency! — for manufacturing these VVPAT (Voter Verifiable Paper Audit
Trail) voting machines; which show a verifiable paper receipt to the
voter.
1) Mr.Sadasivam CJI, a brahmin who passed the order of putting
new VVAT voting machines in use in a “phased manner”, has unwittingly
shirked its duty & committed a grave error of judgment dealt a fatal
blow to the Country’s democracy who should have ordered, as a caution,
that till the time this newer set of about 1300000 voting machines is
manufactured in full and so deployed throughout the country, ballot
paper system would be brought in. No such precautionary measure was
decreed by the apex court.
2) Mr. Mohan Bagawath, a brahmin and a drop out who is not a
Constitutional expert says that there should not be any caste based
reservation which is against the Constitution that provides reservation
for SC/ST/OBCs.

As this is a nation where intelligence of the Militant Stealth

tamper-able “high school technology” based, obsolete EVMs (electronic
voting machines) in national elections, even now — in 2014?
More than 80 democracies in the world have simply done away with
them, dumping them in the trash, or simply declared the usage of this
simplistic voting system susceptible to fraud, and hence declaring the
same as illegal — as the Supreme Courts of Germany and Holland indeed
have done. Even Japan, from where EVMs originated, has long abandoned
its rogue babies, and is using paper ballot system since then. All the
advanced democracies in the West, except the most dull-headed ones, have
reverted to a voter verifiable system or the ballot paper. In Canada,
even at the ,most basic school level, ballot paper voting is in use.

This is the Fundamental Right of a citizen of any democracy, as per
the laws laid down by the Constitution. Only 20, 000 such voting
machines have been provided for the entire country in this, 2014
election! The Country has 29 states now — with Telagana being the
latest. In most of them, depending upon their size etc., either about
400 VVPAT machines are being deployed, or some such similar ridiculous
number — more or less — has been made available in the length and
breadth of the country. It’s an asinine, bland, cruel, demeaning joke we
1.25 billion jokers have been “blessed” with by the powers that be.
As to how EVMs can be hacked into, tampered with, and results
favorably manipulated via software interference and other means — from
near and from far, far away — this can easily be found by anybody by
just going to Google etc. and filling “EVM HACKING, TAMPERING” or
something to this effect in the Search. And lo, behold! a plethora of
information will just overwhelm your overly chilled-out, lesser
employed, un-billed brains.
Quite a few unscrupulous politicians and every other most
“honorable” political party worthy of its “salt”, such as Militant
Stealth Hindutva Cult RSS’s BJP with the support of Supreme Court and
Chief Election Commission surely played this comic-tragic game of
hacking into and hijacking the votes of a billion people! Thus, one who
outsmarts the other such fine folks, armed with their hacking forks in
this merry-go-around, won.
The rest — this or that “tsunami” or wave in favor of one or the
other, poll forecasts and the “newbie”, the over enthused, seeming game
changers in the making — well, they may well fall flat on their dumb
faces.
Well, crib all you want. But don’t cry, my dear countrymen. After all,
the same model of EVMs is yet very much in use in South Africa, Bangla
Desh, Bhutan, Nepal, Nigeria, Venezuela etc. These poor folks of the
said “non-techy” countries — millions of them — too cannot figure out as
to what the hell had, yet is happening, in their dear short-circuited
“developed” democracies. Nor will you.
The process of elections is the most sacrosanct duty in a Republic
which ECI should carry out with utmost diligence. Caesar’s wife should
be above suspicion. Free and fair polls should not only be ensured but
APPEAR to be ensured to the satisfaction of the voters.
India first tested EVMs in a by-election in 1982, but the machines
were first deployed on a large scale of over 1 million in a general
election in 2004.
In 2010, security researcher Hari Prasad and his
associates released a video that they said demonstrated vulnerabilities
in the EVMs, after hacking an EVM that had already been used in an
election.
Prasad and his team replaced the display board of the machine with a
look-alike component that could be instructed through a Bluetooth
connection on a mobile phone to steal a percentage of the votes in favor
of a chosen candidate. The researchers also used a pocket-size device
that could be attached to the memory of the EVM to change the votes
stored in the machine during the period between the election and the
public counting session.

It’s been six years since the Florida
presidential fiasco launched a flurry of spending around the country to
replace antiquated punch-card and lever voting machines with expensive
new electronic touch-screen machines. Yet new controversies over the
security of e-voting machines continue to crop up, making it clear that
the new machines are just as problematic as the ones they replaced.
Why can’t the voting machine companies get it right?
With election
season upon us, Wired News spoke with two of the top computer scientists
in the field, UC Berkeley’s David Wagner and Princeton’s Ed Felten, and
came up with a wish list of features we would include in a voting
machine, if we were asked to create one.
These recommendations can’t guarantee clean results on their own. Voting
machines, no matter how secure, are no remedy for poor election
procedures and ill-conceived election laws. So our system would include
thorough auditing and verification capabilities and require faithful
adherence to good election practices, as wells as topnotch usability and
security features.
Here, then, is our nomination for the best voting machine for 2008. Use

look.
Hardware
Combine the best features of touch-screen and
optical-scan machines in a single device. Touch-screens are easy to use
and are flexible enough to accommodate disabled voters and multiple
languages. Optical-scan devices provide reliable paper trails.

The AutoMARK Voter Assist Terminal (VAT) is an optical scan ballot marker designed for use
by people who are unable to personally mark an optical scan ballot due to physical impairments
or language barriers. Originally patented by Eugene Cummings in 2003 and developed by
Vogue Election Systems, the AutoMARK ballot marking device received certification to the 2002
VSS in 2005 and later changed its name to AutoMARK Technical Systems. ES&S announced
its purchase of AutoMARK Technical Systems on January 28, 2008. While the AutoMARK is
most often used in configuration with optical scanners manufactured by ES&S, it is also used
together with scanners from Sequoia and Premier/Diebold in some jurisdictions.
The AutoMARK is a hybrid of several devices: a scanner, printer, touch screen display, and
input device. The data for a given election is stored on a compact flash card. Using the system
software, an election official is able to convert election data created for use in the AutoMARK.
During this process it is also possible to customize the election data, including adding
translations or phonetic pronunciation of difficult names for use with the synthesized speech.
Once the flash card has been programmed, it is inserted and locked into the AutoMARK.

More than 200 new electronic voting
machines in Nassau County jammed on Election Day, forcing voters to cast
some 20,000 paper ballots and delaying final tabulations in some close
races, election officials said. About 4 percent of the 463,000 Nassau
voters who went to the polls Tuesday
“This level of failure is unacceptable,” Biamonte said. “Going
forward, we are going to have to take a second look at this contract.”
Nassau’s vendor acknowledged the problems, but said a small percentage of jams were not uncommon during high turnout elections.
“We are working now to determine the exact nature, extent and cause of
these reports and will work with our customer to correct any identified
issues,” said Kathy Rogers, spokeswoman for Election Systems &
Software of Omaha, Neb. “We are confident that every voter was able to
correctly and accurately cast their ballot and that each of those
ballots will be counted.”

Tennessee: Davidson County election chief says ES&S is reason for ballot problems | The Tennessean

Davidson County voting machines that defaulted to Republican ballots during the Aug. 2
primary elections had been programmed like those used in a
closed-primary system, which Tennessee doesn’t have, an election
official said this week. Election Commissioner Steve Abernathy, who has
defended the county’s use of the machines, known as “electronic poll
books,” confirmed that vendor ES&S programmed them like the ones
used in Maryland, where voters generally must be registered members of a
party to vote in its primary. In Tennessee, the system is open, meaning
voters don’t register as party members, and they can cast ballots in
either primary. But the machines in 60 of Davidson County’s 160
precincts didn’t always work that way last month. Some voters, including
Sheriff Daron Hall, an elected Democrat, have said the electronic poll
books gave them Republican ballots if poll workers didn’t ask them which
primary they wanted to vote in. The problem has drawn howls of outrage
from Democrats, including Metro Council members and U.S. Rep. Jim
Cooper. Close
Abernathy, one of three Republicans on the five-member Election
Commission, said the machines weren’t supposed to work that way. “We had
specified in the information we gave (the vendor) to set it up where
the precinct registrar had to make a selection in order for them to be
able to print the application for a ballot,” he said. “So it was
supposed to be impossible for it to do what it did.”
Told of the closed-primary model, Metro Councilman Bo Mitchell, who is
running as a Democrat for a state House seat, said the situation arose
from one of two scenarios, neither of them good. He said ES&S’s
success as a business depends on making Democrats and Republicans feel
comfortable with the mechanics of voting, so he thinks the company was
instructed to program the default to the party in power in Tennessee
right now. “Someone had to tell them how to program those machines in
that fashion,” Mitchell said. “We’re still waiting for the Election
Commission to tell us who. They’re not going to alienate potentially
half of their business by favoring one party or the other.” But if
ES&S was at fault, “I don’t know why we’re doing business with
them,” he added. Election Administrator Albert Tieche said ES&S has
said publicly that it was at fault. He said he’s not happy with the
company.

directly recording the votes digitally onto a memory card, the machine
prints the votes onto a full-size paper ballot. Voters or election
officials then place the completed ballots onto an optical-scan reader
(.pdf), where the votes are recorded digitally.
This system provides the same level of accessibility to disabled voters
as touch-screen machines, while producing digital votes that can be
counted quickly.
The full-size paper ballot serves as a
voter-verified paper audit trail that’s far superior to the paper record
currently produced by touch-screen machines outfitted with printers.
That’s because most touch-screen printers use thermal paper — the kind
used in many cash registers — which produces poor-quality records that
tend to curl and tear easily. The printers also jam and can run out of
paper, forcing poll workers to replace them in mid-election — problems
that are absent with ballot-marking systems.
Eliminate removable memory cards. Removable memory cards pose an
unacceptable security risk for voting machines and we should do away
with them, advises UC Berkeley’s Wagner.
Current systems require
election staff or poll workers to install memory cards into a slot in
the voting machine to record the votes. To prevent someone from
tampering with the cards, workers are supposed to place tamper-evident
tape over the memory-card compartment. But workers often forget to
install the tape or take proper action when they discover that the tape
over a compartment has been broken.
Recently, Princeton’s Felten showed how it’s possible to open locks on
some voting machines using a standard issue hotel minibar key.
Eliminating removable memory cards and compartments would help minimize
risks from physical break-ins.
Barring that, Wagner is also looking at viable ways to store election
data on a voting machine memory card so it can’t be deleted or changed
once it’s written to the card.
