most underdeveloped and desolate areas in Arunachal Pradesh, Odisha,
Assam, Manipur and Nagaland, the stark reality that confronted me were
villages where basic health, electricity, schools and roads were
non-existent. I felt a sense of anguish when village children would
gather around me with sparks in their eyes listening to me about how
their future can be bright if they educated themselves. I did feel
helpless as I wondered where they would study and what kind of education
they would get. The only means of education in these remote villages
were state-run schools which were so broken that when the rains came —
and they came often — they could not function as the roofs were full of
holes. Mr. Obama’s emphasis on equality and empathy was therefore an
important reminder to the students sitting in the audience that day that
they have a mission to ensure that they not only shape the world but
also shape an India that offers equal opportunity and a level playing
field for all, no matter the background.
The fear of loss of identity, culture and land has created the reasons
for recurring conflicts in some of India’s peripheral zones. People grow
up with little hope of enjoying a level playing field, where equal
opportunity is available to, say, a child growing up in Lodi village of
Dima Hasao district, Assam, as it is to a child growing up in Guwahati,
the capital city. You see, Mahatma Gandhi, who has deeply inspired Mr.
Obama, placed people at the centre of politics. For him, words like
nationalism and patriotism sounded hollow if the territory one was
nationalistic or patriotic about tolerated poverty, hunger and disease.
For Gandhi, the individual mattered the most. Patriotism for him was
about wiping the tears from every eye, about providing individuals a
level playing field, where he or she can excel to the best of his or her
capabilities and develop critical faculty. Gandhi categorically stated
that institutions of the state, therefore, must never lose sight of the
fact that they exist to serve the people, and not some abstract idea of
India which tolerates inequalities and human injustices.
A better India
It is for these reasons that Mr. Obama’s final speech will be remembered
— for the lives it touched and for the sense of mission that it invoked
in us to create a better India. His emphasis on diversity is not new.
In his January 20 “State of the Union” address to the American people,
he called upon them to celebrate diversity, citing it as their greatest
strength. He did not shy away in the Siri Fort address to list some of
the gravest challenges that the U.S. had faced; slavery, discrimination,
racism, voting rights for all. I believe it is in the spirit of
democracy, mutual respect and our sense of diversity that we need to
view President Obama’s Siri Fort address as a celebration of Indian
diversity with a caution that if we fail to strengthen it, insecurity
and fear may limit its emancipating power.

NEW DELHI - US President Barack Obama warned on Tuesday it would not
succeed if it splintered along religious lines, sounding a note of
caution after two days of mostly upbeat talks with the country’s Hindu
nationalist leader.
Obama
told an audience of mostly young Indians
that everyone should be able to practice their faith without fear of
persecution, recalling that the mainly the country’s constitution
enshrined freedom of religion. “Nowhere is that more important than the
Country, nowhere is it going to be more necessary for that foundational
value to be upheld,” he said.
“The country will succeed so long as it is not splintered along lines of religious faith.”
This country is a secular country, but its history is marked with outbreaks of
religious violence, notably against its sizeable Muslim minority.
The
issue of religious freedom has become particularly contentious since
the election last year of Prime Minister Narendra Modi, a fervent Hindutva
nationalist.
The United
States blacklisted Modi following anti-Muslim
violence that left at least 1,000 people dead in Gujarat, where he was
state chief minister before winning last year’s election. Modi, leader
of the Bharatiya Janata Party (BJP), denies any wrongdoing and
theCountry’s courts have cleared him of all charges.But the failure of
his
administration to control the violence and his refusal to apologise have
left a legacy of distrust and suspicion.
Modi has also been heavily
criticised for failing to speak out against a BJP lawmaker who recently
called for hindutva women to have at least four children to “protect” their
religion and supported a recent spate of ‘re-conversions’ to hindutvaism.
In his address on Tuesday, Obama said the United States could be this country’s “best partner”.
The
US president reiterated that the relationship between Washington and
New Delhi “can be one of the defining partnerships of this century” but
warned the battle against climate change would be doomed unless the country
was fully on board.
The speech was the finale of a packed visit which
has seen a dramatic upturn in an often troubled relationship, including
the signing of a new “friendship” declaration between Obama and Prime
Minister Narendra Modi.
“This Country and the United States are not just
natural partners - I believe that America can be this Country’s best partner,”
said Obama after receiving a rapturous welcome from a group of around
1,500 people.
“Of course, only this country can decide this country’s role in the
world. But I’m here because I am absolutely convinced that both our
peoples will have more jobs and opportunity, our nations will be more
secure, and the world will be a safer and more just place when our two
democracies stand together.”
Obama’s speech was the final engagement
on his visit, the centre-piece of which was his attendance as chief
guest at Monday’s Republic Day parade - one of the biggest honours that country can bestow on a foreign leader.
Both Obama and Modi have been
at pains to demonstrate their personal rapport during the visit and
announced a breakthrough on a nuclear deal on Sunday that had stalled
under Country’s last government, although there have been few other
substantive policy announcements.
Obama has said the “stars are
aligned” to realise the ambitions he expressed when he last visited in
2010 for the two countries to become global partners.
The United
States is looking to reinvigorate alliances in the Asia-Pacific as part
of Obama’s “pivot” east, and has taken note of Modi’s more assertive
stance towards China than his predecessor.
Obama also said that
freedom of navigation must be upheld. “The United States welcomes a
greater role for the country in the Asia Pacific, where the freedom of
navigation must be upheld and disputes must be resolved peacefully,”
Obama said.
But Obama warned the world does not “stand a chance
against climate change” unless developing countries reduce dependence on
fossil fuels. “I know the argument made by some, that it’s unfair for
countries like the United States to ask developing nations and emerging
economies like this country to reduce your dependence on the same fossil fuels
that helped power our growth for more than a century,” Obama said. “But
here’s the truth: even if countries like the United States curb our
emissions, if growing countries like this country - with soaring energy needs -
don’t also embrace cleaner fuels, then we don’t stand a chance against
climate change.”
This country has balked at committing itself to major cuts
in carbon emissions ahead of a UN climate summit in December, arguing
that it will not set itself targets that undermine efforts to boost
living standards in a country where many of the 1.2 billion population
live in poverty.
