Virginia Moves Back to Paper Ballots for the Election
CHARLOTTESVILLE, VA (NEWSPLEX) —
Charlottesville resident Paul Jacob has been rocking the vote since he
was 18. He’s been voting for nearly 60 years now and he’s seen quite a
few changes.
“From marking X’s, to punching holes,” said Jacob. “To the computers.”
At Tuesday’s election, he’ll see one more.
The city registrars office is taking people back
to the future when it comes to voting. Touch screens are now a thing of
the past and paper is back in style.
One reason for the change is because of problems
with voting machines in previous years. Another reason is computer
hacking. Hacks have occurred across the United States, including
Washington, D.C.
To prevent that, Rick Sincere from the Electoral Board says the Commonwealth is steering away from computer voting statewide.
“The Virginia General Assembly, back in 2007,
wrote a law that said that from that point forward, we couldn’t replace
electronic voting machines with other electronic voting machines,” said
Sincere. “They want the entire state to go a paper based system.”
Sincere says voting systems have a lifespan of ten to 15 years, and at 12 years, their system was due for an upgrade.
“They’ll check you in and you’ll be given a paper
ballot,” said Sincere. “When you’re finished filling out the ballot,
you walk over to the scanning machine and you will put the ballot in the
machine by yourself.”
It’s like filling out a scantron test in school.
The ballots are scanned to tally the votes, those numbers are put onto a
USB and they are later totaled.
Sincere also says though this year filling out a
piece of paper may not have any effect on wait times because the
election doesn’t have many questions. It may cause a wait in the future.
“We may anticipate in future years where you’ve
got president, U.S. Senate, U.S. Congress, that it might take longer for
people to vote.” said Sincere.
Sincere also says he’s learned that voters prefer electronic ballots, and Jacob is one of those voters.
“I lived in Florida when we had the election with
President Bush, when we had the voting chad,” said Jacob. “I don’t
think paper ballots are the way to go, I’m used to doing it on a
computer, it’s very easy to do it on a computer.”
Despite the fear of hacking, he says computerized voting is safer.
“I think it will be more secure as far as our
votes are concerned, so I’m looking forward to going computerized,” said
Jacob. “Even though I’m old.”
In the city, the new voting system is made by the
same vendor they used for the old one, Hart Intercivic from Texas, and
the electoral board says it is extremely secure.
States have abandoned electronic voting machines in droves, ensuring
that most voters will be casting their ballots by hand on Election Day.
With
many electronic voting machines more than a decade old, and states
lacking the funding to repair or replace them, officials have opted to
return to the pencil-and-paper voting that the new technology was
supposed to replace.

Nearly
70 percent of voters will be casting ballots by hand on Tuesday,
according to Pamela Smith, president of election watchdog Verified
Voting.
“Paper, even though it sounds kind of old school, it actually has properties that serve the elections really well,” Smith said.
It’s
an outcome few would have predicted after the 2000 election, when the
battle over “hanging chads” in the Florida recount spurred a massive, $3
billion federal investment in electronic voting machines.
States
at the time ditched punch cards and levers in favor of touch screens and
ballot-scanners, with the perennial battleground state of Ohio spending
$115 million alone on upgrades.
Smith said the mid-2000s might go down as the “heyday” of electronic voting.
Since then, states have failed to maintain the machines, partly due to budget shortfalls.
“There
is simply no money to replace them,” said Michael Shamos, a computer
scientist at Carnegie Mellon University who has examined computerized
voting systems in six states.
The lack of spending on the machines
is a major problem because the electronic equipment wears out quickly.
Smith recalled sitting in a meeting with Missouri election officials in
2012 where they complained 25 percent of their equipment had
malfunctioned in preelection testing.
“You’re dealing with voting machines that are more than a decade old,” Smith said.
Roughly
half of the states that significantly adopted electronic voting
following the cash influx have started to move back toward paper.
The
Presidential Commission on Election Administration in January warned
that the deterioration of voting machines is an “impending crisis,” but
House Republicans say the issue should be left to the states.
Rep.
Candice Miller (R-Mich.), who chairs the house committee that oversees
federal elections and is a former Michigan secretary of State, said the
cash infusion to the states in the mid-2000s was “unprecedented.”
“State
and local election officials should not rely on the federal government
to replace voting machines that may be nearing the end of its useful
life. Therefore, state and local election officials should recognize
that they are responsible for upgrading their voting equipment as
needed, and hopefully they are budgeting accordingly,” Miller said in a
statement to The Hill.
Some voters might welcome the return to
punch voting, given that researchers have repeatedly proved the
fallibility of individual e-voting machines.
One group from
Princeton needed only seven minutes and simple hacking tools to install a
computer program on a voting machine that took votes for one candidate
and gave them to another.
More whimsically, two researchers showed
they could install Pac-Man onto a touch-screen voting machine, leaving
no detectable traces of their presence.
But concerns of widespread tampering are overblown, Shamos said.
“It’s
something you can demonstrate under lab conditions,” he said. To
translate it to an election-altering hack, “you would have to commit the
perfect crime.”
“There’s never been a proven case of manipulation of an electronic voting machine,” he said.
Voting machines are not connected to any network and not connected to each other, making them difficult to tamper with.
“These
machines are not hooked up or networked in any way that would make them
vulnerable to external access,” said Matt McClellan, press secretary
for the Ohio secretary of State. “We’re confident that process is secure
and the integrity is being maintained.”
“There’s no mechanism
whereby viruses can pass from one machine to another,” Shamos agreed.
Best-case scenario, “maybe I could fool a few people” and get several
hundred votes “for my guy.”
Bryan Whitener, director of
communications for the U.S. Election Assistance Commission, noted that
all electronic voting machines are tested and certified.
Many
states, like Colorado, keep their machines under video surveillance with
detailed records of when software is being installed.
When Ohio
made the $115 million statewide switch to e-voting, it passed a law that
all voting methods, including touch screens, must also generate a paper
trail.
“It’s not just solely an electronic vote,” McClellan said.
More
than 60 percent of states passed similar laws with the electronic
switch. Some states moved preemptively; others were reactionary.
An
electronic machine in North Carolina lost roughly 4,500 votes in a 2004
statewide race after it simply stopped recording votes. The race was
ultimately decided by fewer than 2,000 votes.
“Now what do you do?” Smith asked. “You can’t really do a recount. There’s nothing to count.”
Within a year, the state passed a law requiring a paper back-up.
Paper trails are simply “more resilient,” Smith said.
Shamos
said he expects the move back to paper ballots to continue, unless
there’s a high-profile crisis similar to the 2000 election.
Still, he predicted the drumbeat for Internet and mobile voting will grow.
“Eventually
[a generation is] going to have the thought that it’s idiotic for me
not to be able to vote using my cell phone,” Shamos said.
We can pay for Starbucks with our phones, but most
people walking into polling stations for the 2014 midterm elections
will cast their ballots using something far simpler than a digitized
machine or a mobile phone: Paper ballots remain commonplace in the U.S.,
filled out with a pen or pencil depending on the exact type of voting
machine.

Election Assistance Commission, pointed me towards a 2012 survey on
voting methods, since it’s the EAC’s most up-to-date information on how
we vote. “The most common single type of voting system was an optical or
digital scan booth,” the report reads.
In both optical and digital scan booths, people use a paper
ballot to vote, marking them with pen or pencil depending on the type,
and then their ballots are scanned.
While some voters will get a digital voting experience (including the approximately 3 million people eligible to vote online this election) most of us will be filling in our candidates by hand.
And if you’re envisioning a day when choosing a congressman is
as easy as updating your Facebook status, it’s going to take a while to
make online voting secure. Marc Rotenberg of the Electronic Privacy Information Center, told USA Today that online voting is “completely not ready for prime time.”
“The security and reliability issues are significant,” he said.
It was supposed to be the most modern election in Africa. Kenyan authorities, hoping to avoid the chaos of the 2007 election, decided that this time the country would use a tamper-proof, state-of-the-art electronic voting system where voter IDs would be checked on hand-held devices and results transmitted to Nairobi through text messages.
But everything that could go wrong
did. The biometric identification kits to scan people’s thumbs broke
down; a server meant to take in results from 33,400 voting centers sent
via SMS became overloaded; and some election operators forgot the
passwords and PIN numbers for the software. Polling centers went back to
hand counting ballots and results were delayed almost a week, until
March 9 when Uhuru Kenyatta’s win
was announced. And every day before that people feared a repeat of 2007
when results were delayed and violence erupted, killing 1,200 people.
Kenya’s troubled electronic voting experiment is part of a strange
dichotomy where electronic voting is on the way out in most Western
countries, but taking hold in emerging economies, possibly to their
detriment.

In the US and Western Europe, more states have been opting out of electronic voting systems and returning to paper out of worries over the number of glitches and, as we’ve reported before, the inability to verify that electronic votes or the software on machines have not been manipulated.
In the US 2012 election, 56% of voters
cast paper ballots that were optically scanned (pdf. p. 75) while only
39% used electronic voting machines. Similarly in Europe only two
countries–Belgium and France–use electronic ballots. Out of eight
European countries that have experimented with electronic voting, six reverted back to paper ballots.
In
contrast, developing countries in Latin America and Asia are embracing
e-voting. As in Kenya’s case, moving to electronic polls is seen as a
way of boosting democratic credentials, possibly increasing voter
engagement, and demonstrating technological progress. Following Brazil’s
lead, Venezuela, Paraguay, Panama, Costa Rica and Mexico have all implemented some form of e-voting (page in Spanish). India also uses electronic ballots across the country; and Pakistan is considering similar technology.
The problem is that these countries face the same issue of e-voting
transparency, but there’s little movement to fix the issue. In Brazil, a
law to require verification of votes at electronic polls by 2014 was revoked in 2011 (page in Portuguese). And in India, an audit trail for electronic ballots is not likely to be in place in time for the country’s general election next year.
The greatest danger, Democracy Reporting International notes, is that these governments see electronic voting as a silver bullet
(pdf, p.3) to fix all of their electoral problems. Governments then
divert public funds to expensive electronic voting experiments, instead
of on ways to eliminate ballot buying, voter intimidation, and
post-election violence–all of which can still happen in the context of
e-voting.
While Kenya’s elections were largely peaceful, at least 15 people were killed and the results have already been contested by the opposition. Perhaps some of the 11 billion Kenyan shillings
(about $130 million) the country took in to prepare for the race could
have been better spent on things other than those hand-held
ID-verification gadgets.

Friday has demanded the government to revert-back to the old system of
“Secret Ballot Paper” in the forthcoming MDC elections slated next year. At
the same time, the NPP has also termed the proposed move for the
delimitation of constituencies at the Autonomous District Councils in
the state as ‘politically motivated’. The demand is part of the
12-point resolutions adopted by the state executive committee meet of
the party which was held here on Friday and attended by their national
president P A Sangma.
Briefing reporters after the meeting, NPP spokesperson James K
Sangma said, “We demand the state government to revert back to the use
of secret ballot paper system in the upcoming Autonomous District
Council elections in the state.” He said like any other political
parties the NPP is also batting for same and the issue against the using
of Electronic Voting Machines (EVMs) is now pending in the Supreme
Court for hearing. “As a political party, it is important for us too
to send our message to the concerned authority including government,
Election Commission, Supreme court that we also feel that there is need
to revert back to the old system considering the loss of confidence in
the EVMs,” he said while refereeing that in developed countries like
Germany the use EVMs are banned adding that even high tech country like
Japan is still using ballot paper system in the elections. Also
strongly opposing against the delimitation of constituencies, James
said, “We see the move to delimit the constituencies as politically
motivated as it has been done in a unilateral manner without
consultations with the stakeholders – traditional institutions and
NGOs.” Recently, the KHADC passed the amendment Bill of the KHADC
Autonomous District (Constitution of District Councils) Rules, 2013,
seeking delimitation of MDC constituencies amidst strong protest from
leaders and traditional bodies of the affected constituencies. The bill
is however awaited for the Governor’s assent. The other resolutions include: Assam-Meghalaya Boundary dispute:
“The state government should resolve this long pending boundary dispute
at the earliest. The chief minister cannot give the same sorry excuses
that the government is seized with the problem, steps are taken and
solution cannot happen overnight as enough time has been given for past
42 years,” James said adding “there is no sign of resolution on the
issue despite of both the states Assam and Meghalaya and the Centre are
from the same political party.” It’ is high time the government pulls its socks, he said, “We do not want talks, we want action.” Law and order situation:
The NPP condemned the inability and failure of the state government in
maintaining the law and order situation in Garo hills region which is
deteriorating day by day. “Government is demanded to take steps to
bring back normalcy in the region and invite the different groups to the
negotiating table,” he said. Formation of four new districts:
“We found that the creation of the four new districts by the government
last year is only in paper since there is no visibility of concrete
infrastructural in term of offices and buildings. The only development
is only the appointment of the deputy commissioners and superintendents
of police, other than this there is nothing in these new districts
despite of high expectation and optimism from the people,” he said while
demanding the state government to live up to its promises. Dam construction:
The NPP expressed strong opposition on the move to construct a dam over
Simsang River in Daribokgre village in East Garo hills district,
keeping in view the recent man-made calamity at Uttarakhand. Therefore,
the party has proposed that catchment areas along the river banks need
to be protected and preserved. Price Rise: The party
appealed and urged the state government that check and measures be put
in place to arrest the price rise of commodities in the state while
stating that the food security ordinance passed by the Centre will not
be commensurate with the frequent price rise in commodities. Corruption:
Expressing concern over the rampant corruption in the functioning of
the different departments, the NPP urged the government to walk the talk
regarding its stand on transparency and accountability. It has also
pointed that the recent bridge collapse crushing a junior engineer to
death in East Garo hills district is due to sub standard material used
for the construction work. Meanwhile, state executive committee of
the NPP has been revamped in view of forthcoming MP and MDC elections
slated for next year.

(ಬಿಎಸ್ಪಿ), ಕಾಗದದ ಮತಪತ್ರಗಳನ್ನು ಮೂಲಕ ನಡೆಸಲಾಗುತ್ತದೆ ಪಂಚಾಯತ್ ಚುನಾವಣೆಗಳಲ್ಲಿ

ಬಂಡವಾಳದಾರರ ಮತ್ತು ಕೈಗಾರಿಕೋದ್ಯಮಿಗಳು ಕೇವಲ ಒಂದು “ಬೆರಳೆಣಿಕೆಯಷ್ಟು” ಗಾಗಿ
ಲಾಭ ಗಳನ್ನು ಭರವಸೆಯಲ್ಲಿ ಮೇಲೆಯೇ ಹಲವಾರು.
