Mayawati, born on January 15, 1956, is the chief minister of Uttar
Pradesh and the first Scheduled Caste woman to hold the post in any
state. Influenced by Bahujan samaj leader Kanshiram, Mayawati joined
active politics when the Bahujan Samaj Party (BSP) was formed in 1984.
She first won a Lok Sabha seat contesting from Bijnor constituency in
1989. After three short tenures between 1995 and 2003, this is her

The CEC has said
that only in 2019 entire EVMs will be replaced which will enable Ms
Mayawti to become the PM for Prabuddha Bhartath.

conditions of Sarvajan Samaj in the country and how they were forced to

Demonetisation: On Nov 7, it was Murderer of democratic institutions
(Modi) ‘advised’ RBI to ‘consider’ note ban, got RBI nod next day

That’s what RBI says in 7-page note to House panel; agrees with Modi’s rationale to counter ‘FICN menace’.

SO far, Modi has suggested that the decision to withdraw 500-rupee and
1,000-rupee notes came from the Reserve Bank of India. But in its
submission to a Parliamentary panel late last month, the RBI, agreeing
with the Modi’s rationale behind the move, has made it clear that it was
the Government which “advised” it to do so.

“Modi, on 7th
November, 2016, advised the Reserve Bank that to mitigate the triple
problems of counterfeiting, terrorist financing and black money, the
Central Board of the Reserve Bank may consider withdrawal of the legal
tender status of the notes in high denominations of Rs 500 and Rs
1,000,” said the RBI in a seven-page note submitted on December 22 to
the Parliament’s Department Related Committee of Finance headed by
Congress leader M Veerappa Moily.

“It was advised in that letter that cash has been a facilitator of
black money,” the note went on to state, “elimination of black money
will eliminate the long shadow of the ghost economy and will be positive
for India’s growth outlook. They also observed that in the last five
years, there has been an increase in circulation of Rs 500 and Rs 1,000
notes with an increasing incidence of counterfeiting of these notes.

There have been widespread reports of the usage of Fake Indian Currency
Notes (FICN) for financing of terrorism and drug financing.

The
FICN have their origin in neighbouring country and pose a grievous
threat to the security and integrity of the country. Hence the
Government has recommended that the withdrawal of the legal tender
character of these notes is apposite. GoI advised the Bank to place
these matters of immediacy before the Directors of the Central Board of
the Reserve Bank of India for consideration…” the note said.

According to RBI’s note, accessed by The Indian Express, the RBI Central
Board met the very next day to “consider the Government’s advice,” and
after “deliberations,” decided to recommend to Central Government that
the legal tender status of the banknotes in the high denominations of Rs
500 and Rs 1000 be withdrawn.” The Government “considered the
recommendations” and decided to withdraw the notes. That same evening,
Prime Minister Narendra Modi addressed the nation and announced the
decision to withdraw the notes effective midnight November 8.

Eight days later, during a debate on demonetisation in the Rajya Sabha,
Union Minister for Power, Coal, New and Renewable Energy Piyush Goyal
said that the decision to demonetise was taken by the RBI Board.

“Reserve Bank ke Board ne yah nirnay liya. Isko Sarkar ke paas bheja aur
sarkar ne is nirnay ki sarahna karte hue, cabinet ne ise manjoori di ki
paanch sau or hazar ke purane noton ko radd kiya jaaye, naye notes aaye
(The Board of Reserve Bank took this decision, sent it before the
government and with the government endorsing it, Cabinet gave its nod to
it to demonetise the old currency notes of Rs 500 and Rs 1000 and bring
new notes),” Goyal had said.

In its note, the RBI, under the
heading “Background” and “Preparations,” said: “It occurred to
Government of India and the Reserve Bank that the introduction of new
series of notes could provide a very rare and profound opportunity to
tackle all the three problems of counterfeiting, terrorist financing and
black money by demonetising the banknotes in high denominations of Rs
500 and Rs 1000 or by withdrawing legal tender status of such
banknotes…Though no firm decision was taken initially, whether to
demonetise or not, preparations still went on for introduction of new
series notes, as that was needed in any case.”

The RBI recalled
that as early as October 7, 2014, it had suggested to the Government the
need for introduction of higher denomination notes of value Rs 5,000
and Rs 10,000, keeping in view inflation and the need for “facilitating
payments and managing the currency logistics.”

The Government
considered the same and after deliberations, advised on May 18, 2016
their “in-principle decision” to introduce Rs 2000-notes.

Accordingly, the RBI, on May 27, 2016, recommended to Government that a
new series of bank notes with new designs, sizes, colours and themes
including notes in the new Rs 2,000 denomination be introduced. The
Government gave their final approval on June 7, 2016 and, accordingly,
the presses were advised in June 2016 to initiate production of new
series notes.

The RBI said that when the stock of new notes
printed was reaching a “critical minimum,” the decision to withdraw the
legal tender could be made. However, the RBI’s own data in the note
shows that as of November 8, 2016 — when the PM announced the decision —
the stock of Rs 2000 notes at the RBI and currency chests was only Rs
94,660 crore, barely six per cent of the total value of Rs 15 lakh crore
withdrawn with the demonetisation decision.

Yet, the RBI records
in its note that the proposal couldn’t have “come at a more opportune
time than coinciding with the introduction of the new series of notes.”

Justifying its Board’s decision to agree with the Government, the RBI
note says that over the last few years, in consultation with the
Government, the central bank has been working on introduction of new
series of banknotes. It included improving existing security features,
adding new design features to “secure our banknotes against
counterfeiting.” In parallel, the note said, the Government of India had
been taking several steps to curb black money and combat terrorism.

The panel headed by Moily meets again on January 18 when RBI Governor
Urjit Patel, representatives of the Ministry of Finance, Department of
Economic Affairs, Financial Services and Revenue and representatives of
Indian Banks Association (IBA), State Bank of India (SBI), Punjab
National Bank (PNB) and Oriental Bank of Commerce (OBC) have been called
to depose for a briefing on the subject “Demonetisation of Indian
Currency notes of Rs 500 and Rs 1000 and the impact thereof”.

In
the note to the panel, the RBI also said that it was considered that
action as proposed by Government would “result in non-availability of
these denominations” for the public for transaction and store of value
purposes and it “might not immediately be possible to replace these
notes fully in terms of both value and volume” on one to one basis,
within a specific time.

The RBI, however, claimed that the stock
of Rs-2000 notes were arriving in RBI offices and were being despatched
to currency chests across the country and that “could enable” meeting a
significant “critical portion” of the physical demand therefrom in value
terms.

“Besides, electronic means of transaction were expected
to take another part of the transaction load hitherto met from physical
currency.

Further, the available stock of other denominations at
RBI and currency chests would also help meet demand. Further, Rs 500
banknotes in…(New)Series was also being introduced. With these measures
in place, it was considered that the transition from old series to new
series in the context of withdrawal of legal tender character of Rs 500
and Rs 1000 could be managed.”

Initially Demonetisation was
stated to be a surgical operation or strike against Black Money,
Corruption, Counterfeit Currency & weed out terror & drug
financing later it converted to promote cashless transactions further
added to make the country a less cash economy. All these changed based
on the people’s perception on the move. The depositing of Rs 15lakhs in
all citizens accounts is just a bluff.

To know how ‘Demonetisation’ or the ‘Cashless dream Land of India’ is
faring, at least from the experience of an educated urban senior
citizen, I quote a Facebook Post from Nirjhari Sinha.

“I had a
deposit in Monthly Income Scheme in the Post Office with a due date of
8th December 2016. Since I did not want to continue the deposit with
them, I had asked them to hand over the principal amount in form of a
cheque and the accumulated interest of
the last few months in the form of cash. After calling them numerous
times and visiting them twice, I finally managed to get the cheque after
one whole month. One month for a cashless transaction - an issuance of a
cheque! The cheque issued was of SBI main branch, Ahmedabad.

Once I got hold of the cheque, I went to deposit the cheque in the SBI
bank near my residance which is where my account resides. The bank
authorities there informed me that the clearing of the cheque will take
atleast 10-15 days and if I wish to expedite the process then I would
have to go to the main SBI branch in Ahmedabad! Imagine that, again this
is a cashless transaction, a SBI cheque which gets deposited in my SBI
account, yet I am told that it’ll take atleast 10-15 days. The banking
system is bursting at its seams and what was once becoming quite an
efficient system now needs a week or two for a cheque clearing. Also, 62
days after #demonetisation

,
the bank was still over-flowing with people and I could barely deposit a
cheque and walked out due to suffocation without finishing the other
tasks that I needed to.

Meanwhile the post office had informed me
this morning that the accumulated interested of the last few months
which I was to receive in form of cash will be available at 4 p.m.
today. However, just shy of 4 p.m. I got a call from the post office and
was informed that they won’t be able to pay me today as SBI hasn’t sent
any cash to them! I was asked to visit them tomorrow morning..

At 64, I’m still reasonably mobile even after having gone through breast
cancer and 2 knee replacements. I can still manage to do this running
around. I have been an independent woman all my life. While I do feel
upset about having to run around for my own money, I feel extremely
angry thinking about all the senior citizens who have had to struggle to
get their money, who are older than me and probably not as mobile!

And it is not just that the banking system has gone for a toss, but the
entire system. Because while the banking system has been crippled by
the actions of the Govt, rest of the systems in place to safeguard this
democracy like the Judiciary etc have not taken a single action and are
busy sending notices to the Govt as to how the disabled should honour
the National Anthem during a movie. I really did feel at my wits end
today. And yet .. many people continue to live in their own
disillusioned bubble.”

Demonetisation is Modi’s Napoleon moment: Amartya Sen to India Today


“Demonetisation is a gigantic mistake, both in terms of its objective
of dealing with corruption as well as the objective of one rapid jump of
getting into a cashless economy,” said Amartya Sen.


Two months after Modi’s demonetisation move, world renowned economist
and Nobel laureate Amartya Sen spoke to India Today’s Karan Thapar about
the aims and achievements of the move and its consequences.

“It
is a gigantic mistake, both in terms of its objective of dealing with
corruption as well as the objective of one rapid jump of getting into a
cashless economy,” Sen said while talking about note ban Amartya Sen.


The Nobel Prize winner asked if it was fair to demonetise 86 per cent
of all currency to tackle black money. “These statistics were known to
everyone and it must have been known to Modi as well. So if there is
only 6 to 7 per cent of black money in cash, how do you expect to have a
major victory? It is puzzling to me,” said Amartya Sen.

POLICY AFFECTED LARGE SECTION OF PEOPLE

The economist feels that the policy has affected a large section of people in the country as it was taken unilaterally by Modi.


“It was indeed Modi. So the biggest question here, with the State
Assembly elections approaching, is there an issue of federalism that
needs to be addressed?,” Sen asked.

But this is Modi’s Napoleon moment who said that he can face two battalions but not two scribes.

The present CEC says that only in 2019 the entire EVMs will be replaced.


The ex CJI had committed a grave error of judgement by ordering that
the EVMs will be replaced in a phased manner as suggested by the ex CEC
Sampath because of the cost of Rs 1600 crores involved in the entire
replacement. It was proved in the Supreme Court that the EVMs could be
tampered.

But none of the above ever ordered for paper ballots as
followed in 80 democracies to be used until the entire EVMs were
replaced.

Ms Mayawti’s BSP won majority of the seats in UP
panchayat elections conducted with paper ballots while it lost all the
seats in 2014 Lok Sabha elections due to these fraud EVMs.

Hence
the present CJI must dissolve central and state governments selected by
these fraud EVMs and go for fresh polls with paper ballots until the
entire EVMs were replaced.

The media must have powerful scribes
as thought by Napolean and not PRESSTITUES as mentioned by BJP even if
their scribes are raided by the IT department. Modi plays double game.
On one hand he bribes them for his personal publicity and if they did

ca·paraṃ, bhikkhave, bhikkhu seyyathāpi passeyya sarīraṃ sivathikāya
chaḍḍitaṃ aṭṭhikāni setāni saṅkha·vaṇṇa·paṭibhāgāni, so imam·eva kāyaṃ
upasaṃharati: ‘ayaṃ pi kho kāyo evaṃ·dhammo evaṃ·bhāvī evaṃ·an·atīto’
ti.

Furthermore, bhikkhus, a bhikkhu, just as if he was
seeing a dead body, cast away in a charnel ground, the bones whitened
like a seashell, he considers this very kāya: “This kāya also is of such
a nature, it is going to become like this, and is not free from such a
condition.” 

Iti ajjhattaṃ vā kāye kāyānupassī viharati, bahiddhā vā
kāye kāyānupassī viharati, ajjhatta-bahiddhā vā kāye kāyānupassī
viharati; samudaya-dhamm·ānupassī vā kāyasmiṃ viharati,
vaya-dhamm·ānupassī vā kāyasmiṃ viharati, samudaya-vaya-dhamm·ānupassī
vā kāyasmiṃ viharati; ‘atthi kāyo’ ti vā pan·assa sati paccupaṭṭhitā
hoti, yāvadeva ñāṇa·mattāya paṭissati·mattāya, a·nissito ca viharati, na
ca kiñci loke upādiyati. Evam·pi kho, bhikkhave, bhikkhu kāye
kāyānupassī viharati. 



Thus he dwells observing kāya in kāya
internally, or he dwells observing kāya in kāya externally, or he dwells
observing kāya in kāya internally and externally; he dwells observing
the samudaya of phenomena in kāya, or he dwells observing the passing
away of phenomena in kāya, or he dwells observing the samudaya and
passing away of phenomena in kāya; or else, [realizing:] “this is kāya!”
sati is present in him, just to the extent of mere ñāṇa and mere
paṭissati, he dwells detached, and does not cling to anything in the
world. Thus, bhikkhus, a bhikkhu dwells observing kāya in kāya.

எழுச்சி கண்காணி வாசம் செய்கிரார், மற்றும் புலன்களால் உணரத்தக்கதை
கடந்துசெல்லுவதை கண்காணித்து வாசம் செய்கிரார்; இல்லாவிடில்
எச்சரிக்கையாயிருக்கிற உணர் உடனிருக்கிறதை,சும்மா வெறும் ஓர்அளவு ஞானம்
மற்றும் ஓர்அளவு paṭissati என எண்ணி பற்றறு வாசம் செய்கிரார்.
