NEW DELHI: The government has for the past several weeks maintained it
cannot disclose the financial break-up of the Rs 59,000 crore (7.87
billion Euro) contract for 36 Rafale fighters due to a secrecy pact with
France, but it had disclosed the cost per aircraft not long after the
deal was signed in September 2016.

To a specific question on the
cost per aircraft in the deal in Rajya Sabha on Monday, defence minister
Nirmala Sitharaman in a written reply said, “As per ‘Article-10′ of the
Inter-Governmental Agreement (IGA) between Government of India and
Government of France on the purchase of Rafale aircraft, the protection
of the classified information and material exchanged under IGA is
governed by the provisions of the Security Agreement signed between the
two nations in 2008.”

But junior minister for defence Subhash
Bhamre, in a written reply to a question in Lok Sabha on November 18,
2016, had stated, “IGA with the Government of France has been signed on
September 23, 2016, for purchase of 36 Rafale aircraft along with
requisite equipment, services and weapons. The cost of each Rafale
aircraft is approximately Rs 670 crore and all the aircraft will be
delivered by April 2022.”

Though each jet may come for Rs 670
crore, the per unit cost zooms to almost Rs 1,640 crore if the overall
deal is taken into account, which includes a deadly weapons package, all
spares and costs for 75% fleet availability and performance-based
logistics support for five years, among other things, as reported by TOI
earlier.

The Congress has alleged since late last year that the
“non-transparent” deal was vastly overpriced and violated defence
procurement procedures, while also favouring the Anil Ambani-promoted
Reliance Defence.

Reliance Defence has tied up with
Rafale-manufacturer Dassault Aviation for a joint venture in India to
execute the 50% offsets mandated under the mega fighter contract.
Both the government and Reliance have strongly denied the allegations.


Sitharaman in Parliament has stated that her government ensured “a
better price” for the jets as compared to the 126-fighter project that
was being negotiated by the previous UPA regime. But she also admitted
the two deals “cannot be directly compared” because the “deliverables”
are significantly different in them.

Under the MMRCA (medium multi-role combat aircraft) project which was
being negotiated by the UPA, 18 Rafales were to come in flyaway
condition, with the rest 108 being licensed produced in India with
transfer of technology (ToT).

But the negotiations remained
hopelessly deadlocked, leading the NDA government to finally scrap the
entire process in June 2015. The government subsequently went in for
direct acquisition of 36 Rafales, without any transfer of technology, to
meet the “critical operational necessity” of the IAF, which was down to
just 33 fighter squadrons when at least 42 are required to take on the
“collusive threat” from China and Pakistan.

The defence minister has now refused to give the price of the Rafale aircraft to Parliament, saying it is ‘confidential.

On Monday, Defence Minister Nirmala Sitharaman told Parliament that she
could not reveal the price India will be paying for the 36 Rafale
fighter jets being purchased from France because it is “classified
information.” The non-response has only added to the controversy over
the cost of the aircraft, which the Congress has alleged are being
bought at an exorbitant price compared to a deal it had negotiated in
the United Progressive Alliance years.

Rajeev Gowda, a Congress
Member of Parliament in the Rajya Sabha, had submitted a question to
Sitharaman asking her to state “the cost per aircraft under the
Inter-Governmental Agreement for 36 Rafale aircraft.”

In her reply, Sitharaman said:

“As per ‘Article-10’ of the Inter-Governmental Agreement (IGA) between
Government of India and Government of France on the purchase of Rafale
aircraft, the protection of the classified information and material
exchanged under IGA is governed by the provisions of the Security
Agreement signed between the two nations signed in 2008.”

In
other words, even details about the price – and effectively how much
taxpayer money Parliament is apportioning for the appropriation of the
aircraft – comes under this classified tag that Sitharaman claims
prevents her from informing the Rajya Sabha about the details.

This is a remarkable turnaround from a press conference that the
minister addressed in 2017, when the Congress was alleging that the
government was overpaying for the aircraft. At the time, Sitharaman had
insisted that the difference between the Congress-run UPA government and
the Bharatiya Janata Party-run National Democratic Alliance was
tranparency.

“There is nothing that is going to stick on this
government because everything is being done transparently and as per
procedure,” Sitharaman had said. “There is just no comparison between
the ways in which UPA took decisions and the way in which NDA takes
decisions, because we have made both simpler, smoother, faster and above
all transparent.”

Indeed, in the press conference,
Sitharaman got even more specific, saying she would reveal all details
about the pricing because it involved public money. “I’m not running
away from giving you specific numbers,” she said, at around 14:17 in the
above video of her press conference. “We will give you… I don’t mind
about the cost and the amount which is being paid, agreed to be paid,
because those are public money.”

And earlier in the press
conference, Sitharaman said she could prove that the prices were better.
“Even on price, we have obtained the deal for the 36 which is far
better than what they would have obtained per aircraft,” she said,
saying the Congress was wrong to ask questions about it.. “I think to
bicker on the cost, which I can anytime prove that we’ve obtained a
better price, but to bicker on that as though they’ve served the
interest of the preparedness and we are not doing it is, I’m sorry to
use sharp words, shameful.”

Sitharaman’s U-turn has led to plenty of reactions from the Congress and others online.

Major controversy over the cost of the deal prompted questions in
Parliament, but defence minister says pricing cannot be shared.

New Delhi: Details of the Rafale fighter jet deal cannot be revealed in
Parliament due to a secrecy pact with France, the government has said
after several questions were raised on the pricing of the combat
aircraft.

Defence minister Nirmala Sitharaman told the Rajya
Sabha that details like the per-aircraft cost cannot be shared, as India
has a secrecy pact that applies to the deal.

“As per
‘Article-10’ of the Inter-Governmental Agreement (IGA) between
Government of India and Government of France on the purchase of Rafale
aircraft, the protection of the classified information and material
exchanged under IGA is governed by the provisions of the Security
Agreement signed between the two nations in 2008,” the minister said in
reply to a question raised in Rajya Sabha.

Raging controversy
The Rafale deal courted controversy after the Congress raised
allegations that it was overpriced, and that Reliance Defence, owned by
Anil Ambani, was favoured by the government. These allegations have been
strongly denied by both the BJP and Reliance Defence.

As
reported by ThePrint, months before it signed the deal to buy 36 Rafale
fighter jets from France in 2016, the NDA government passed over another
European offer that promised deliveries of the Eurofighter Typhoon
combat aircraft, which was €59 million per unit cheaper than the French
planes.

The offer – made at the top level of the Indian
government – involved diverting deliveries of Eurofighter Typhoon jets
from Britain, Italy and Germany to meet urgent Indian requirements.

The Eurofighter Typhoon had been offered at a total cost of €17.5
billion for 126 fighters, or €138 million per plane. The Rafale deal
cost India €7.1 billion for 36 jets, which translates to €197 million
per jet.

Even if the €353 million performance-based logistics
cost – the money to maintain and fly the fighters for five years – is
deducted, the Rafale jets cost India €187 million per fighter.

India is due to get 36 Rafale jets by the end of 2019 – a much needed
addition to the Air Force that is desperate for cutting edge fighters.
The Air Force is also keen to add to this fleet with more orders, given
the unreliability of the existing Russian fleet and delays in inducting
the indigenous Tejas.

Rahul Gandhi spearheaded the Congress attack against the government on
the fighter jet deal since aircraft manufacturer Dassault Aviation went
for a joint venture with Reliance Defence Limited in 2016 under Prime
Minister Narendra Modi’s Make In India scheme.

Today, he
questioned why PM Modi is silent on the issue. “Why does Modi never say
anything on Rafale deal? What is the price that the Prime Minister has
spent on Rafale?”

The fresh Congress assault comes as Defence
Minister Nirmala Sitharaman, who promised earlier to share the financial
details of the deal, told parliament yesterday that it cannot be done.
The information, she told parliament, is “classified”. In an earlier
tweet, Rahul Gandhi had earlier said Ms Sitharaman’s “boss” was
“silencing her”.

NDTV has earlier reported that a confidentiality
clause in the government-to-government deal meant neither India nor
France can release these details unless ordered to do so by a court in
the event of a disagreement between both parties. Similar clauses
existed in all the deals signed by the UPA government.

The
Congress alleges irregularities in the deal for buying 36 Rafale fighter
jets off-shelf from France, which was finalised in September 2016
during PM Modi’s visit to France.

The party says under the deal,
India will pay three times more than what it would have paid under a
deal negotiated by the UPA government in 2012. The government has
rubbished the Congress stand, arguing that the UPA had been unable to
close the cheaper deal. It also said the new agreement includes a
superior weapons package and logistical support, which had been absent
in the previous one.

Bengaluru: A few minutes before Prime Minister Narendra Modi’s special
plane touched down at Bengaluru, Karnataka Chief Minister Siddaramaiah
took a jibe at the PM in a tweet welcoming him to the state. That tweet
drew BJP’s CM face B S Yeddyurappa’s ire. Siddaramaiah once again hit
back at him in another tweet. The second half of Sunday was
action-packed in poll-bound Karnataka.

Tweets and counter-tweets
have heightened the poll pitch. On Monday, after coming out of the last
joint session of his government, Siddaramaiah attacked PM Modi in a
press meet. His actions have proved that he is now making it a
Siddaramaiah versus Modi election. TBJP’s CM face B S Yeddyurappa has
now been relegated to second place.

Never in the recent history
of Karnataka, has the Congress depended so much on its CM to retain
power at any cost. The election leadership has shifted from New Delhi to
the state.

At the same time, the exact opposite is happening
the BJP. The state BJP is looking at Modi to win the Assembly polls.
Till recently, Yeddyurappa was the supreme leader of the party in
Karnataka and the high command did not have much influence in the state.
Changing circumstances mean that it is now a Siddaramaiah versus Modi
fight in which state BJP leaders play the second fiddle.

It seems
Siddaramaiah has also accepted the challenge and positioned himself as
the topmost leader of the party in the state. On the other side,
Yeddyurappa has reluctantly accepted the changing realities.

In
2013, the ruling BJP was split into three. Yeddyurappa had floated his
own party Karnataka Janatha Party (KJP) and Bellary MP Sri Ramulu formed
the BSR Congress. The Congress was facing infighting and was not ready
to name Siddaramaiah as the CM face. Its government at the Centre was
counting its last days and the new leader, Narendra Modi, was on the
rise. Yet the leaderless Congress won the elections convincingly and the
BJP had to bite the dust. Siddaramaiah became the first “non-Congress”
Congress Chief Minister of Karnataka.

Left with no other choice,
the BJP has made Yeddyurappa its CM face once again. Officially the
fight is between him and Siddaramaiah. But in reality, it has gone
beyond. To counter Siddaramaiah, the BJP high command had sent Amit Shah
and UP CM Yogi Adityanath to Karnataka. But by all likelihood, Modi
will himself lead the charge and address several public meetings across
the state.

Both the state and national BJP have been making
countless allegations against the Siddaramaiah government. To their
dismay, nothing is sticking. The shrewd CM is setting the agenda forcing
the BJP to react.

According to former journalist and scholar,
Narayana A, who teaches at the prestigious Azim Premji University in
Bengaluru, before he became CM Siddaramaiah was known for his
administrative skills and not for political maneuvering. “Strangely
after five years, there has been nothing much to prove his
administrative capabilities. It is ironic that Siddaramaiah is now known
for political shrewdness,” Narayana wrote in a leading Kannada daily
“Prajavani”.

IAS officer DK Ravi’s death, DySP MK Ganapathi’s
death, steel flyover issue, corruption charges against top ministers
like KJ George to H C Mahadevappa, allegations of favouritism to
crumbling infrastructure in Bengaluru, I-T raids on several top Congress
leaders, the BJP seems to have failed to put Siddaramaiah government on
the mat on any of these issues.

On the other hand, Siddaramaiah
has played his cards well by tacitly backing the Lingayats’ demand for a
separate religion tag, turning the tables on the BJP on the Mahadayi
and the Cauvery river disputes, Hindi imposition by the Centre and the
“step-motherly treatment” meted out to the state by the Centre.

The moment the BJP raises an issue, Siddaramaiah diverts the attention
by raising some other issue or directly wading into it. With Modi taking
charge of the elections, Siddaramaiah is now targeting him on a daily
basis demanding answers on various state issues starting from Mahadayi
to Cauvery, central assistance to job creations, Hindi imposition to
Hindutva.

Like the Prime Minister, Siddaramaiah is also from a
backward caste. He too is from a humble background and a self-made
leader. Because of this, Modi’s OBC and humble background cards may not
work much in Karnataka. Even the corruption charges are unlikely to have
a big impact as the BJP’s own rule between 2008 and 2013 was considered
the most corrupt in the history of Karnataka. Perhaps, the only option
left with the saffron party is communal polarisation.

Hindutva
mascot Yogi Adityanath has already set the tone for the elections by
raising the communal bogey. Minister of State in the Modi government
Anantkumar Hegde has also emerged as a star campaigner of the party
solely on the basis of his rabble-rouser image. And Yeddyurappa is not
fitting in anywhere in the new scheme of things.

Congress
president Rahul Gandhi may have led a spirited campaign in Gujarat but
in Karnataka it will be Siddaramaiah who will do that. If he wins, his
stature will grow much bigger and beyond the borders of Karnataka. If he
is defeated, Siddaramaiah has nothing much to lose personally.
