PPS officers will get promotion in IPS cadre very soon : Chief Minister

Lucknow : November 27, 2007 The Uttar Pradesh Chief Minister Km. Mayawati has announced that efforts would be made to ensure promotion of those PPS officers whose promotion on IPS was due. She said that it had been decided to adjust 19 officers of the Inter-State Border Force (ISBF) on the post of Additional SP (Crime) and Additional SP (Traffic) by upgrading them in various pay scales after examining the demands of the association. The Chief Minister was addressing the annual convention of PPS Association held at the local Police Officers Mess here today. She said that the officers of the ISBF would be adjusted on the eight posts of Additional SPs of the STF and ATS. She said that directives had been issued to increase the per month special pay from Rs. 300 to Rs. 500 being paid to the ASPs working in the CB-CID, Intelligence, Anti-Corruption Organisation, EOW and Vigilance Establishment. She said that with the availability of these posts and opening in the IPS, a number of officers of this cadre would be promoted. She said that the demands of the association would be considered with sympathy and the government would take a decision in the interest of the officers of this cadre. Km. Mayawati expressed satisfaction that during her regime the entire state was peaceful and the PPS officers had played an important role in achieving it. She congratulated them for their efforts. She expressed the hope that the officers of the PPS Cadre would continue their efforts and take action against the criminals in future as well. The Chief Minister said that the officers of the PPS Cadre appointed in the STF had made significant contribution in eliminating Dadua and his gang members who had become synonym of terror for almost past two decades. Besides, the police had been successful in eliminating other notorious gangs and their heads. The team, which had gunned down Dadua, had been felicitated in a public function and rewarded aptly, she said. Besides, it has also been decided to give them out-of-turn promotions. Moreover, the officers, whose performance was excellent, have been given ‘Mukhya Mantri Utkrishta Sewa Padak’ for the first time to boost their morale. She expressed her happiness that not only the officers of the PPS cadre were playing an important role in crime control as COs and ASPs in the districts, but also they were making important contribution while posted at the non-district branches. Km. Mayawati lauded the role of this cadre in initiating effective action against active gangs, controlling crimes and cracking sensational crimes. She said that the officers should adopt sensitive approach towards the people so that they could express their grievances before them. Besides, their behaviour towards the people’s representatives should also be cordial. The C.M. said that with a view to saving people from the harassment of the professional criminals and mafias, U.P. Control of Organised Crime Act 2007 (U.P.C.O.C.A.) was being introduced in the State, under which the police would get extensive powers. She said that the organised crimes needed to be rooted out from the state by effectively using the various sections of this powerful law and also ensure that it was not misused. Km. Mayawati said that to deal with the challenges of terrorism the State Government has decided to strengthen the intelligence unit and also provided hi-tech gadgets. It has also been decided to create a separate intelligence cadre, which would be efficient and effective. Decision has also been taken to divide U.P. into east and west zones and set up two new STF units at these zones. Besides, Anti-Terrorist Squad (ATS) has also been created. An amount of Rs. 6.75 lakh has been sanctioned for the purchase of modern equipment. The Chief Minister congratulated the officers on the completion of 100 years of the PPS cadre. She said that the U.P. Police was not only one of the largest police organisation of the country, but also of the world and it was the biggest state police service organisation of the country. She said that the November 23 serial blasts at Lucknow, Faizabad, and Varanasi were a matter of grave concern. She directed the PPS officers to take the incident seriously and formulate such strategy, which could check the repetition of such incidents. Km. Mayawati said that the State Government had given top priority to the law and order. Besides, arrangement of organising thana diwas had been made for redress of people’s grievances. Directives had been issued to get the FIRs of those persons registered who could not get the same registered during the almost past three years. *******

C.M. reviews development works and law and order

Lucknow : November 27, 2007 The Uttar Pradesh Chief Minister Km. Mayawati, while reviewing the law and order and development works here today, has directed to all district magistrates and SSPs / SPs of the state for taking effective steps to curb the crimes. She directed to senior police officers to launch a special drive to arrest the hardcore criminals, mafias, professional criminals having reward on them by making a list. The working and activities of the police force should give a message to the people that government would not spare any criminal indulging in disturbing the law and order situation of the state, she added. The Chief Minister was addressing a high level meeting of all district magistrates and SSPs / SPs of the state at Tilak Hall in Vidhan Bhawan here today. She said that the law and order and development are the top priorities of the state government. The officers should prove themselves by their behaviour and work culture according to the expectations of the people. She said that after the formation she had told about the priorities of the government. But after the review meetings at division level, it was found that the progress of development works and law and order situation was not improved remarkably, for which this meeting had been called. Any laxity would not be tolerated in this regard. The police administration should do the efforts for preventing the petty incidents turning into big one by way of mutual talks and compromise. Km. Mayawati said that immediate action should be taken on the incidents of harassment on SC/ST and the poor people belonging to religious minorities and upper castes, besides the harassment and possession of land by the mafias on the poor people of Sarva Samaj. FIR should be lodged immediately in these cases. If the number of FIR increases on the cases of weaker sections, SC/ST, women, religious minorities, then there should not be any worry. The FIR must be lodged in these cases, she said adding that the review would be made not on the number of FIRs, but the action being taken in these cases. The Chief Minister said though the incidents of kidnapping had decreased, but more could be done on this front. Security of religious places, bus stations, railway stations, public places and statues of the State should be tightened. The police station officers should ensure the communal harmony and peace in their areas and identify the communal elements. Terming the bomb explosions on November 23 at Lucknow, Faizabad and Varanasi as terrorist conspiracy, the Chief Minister said that the aim behind these bomb blasts was to create terror in the State. Taking it seriously, the government had taken effective steps and directives had been issued to the police officers, besides constituting an Anti-Terrorist Squad (ATS). U.P. COCA 2007 had been made for improving the law and order of the State, she added. Km. Mayawati directed that the public complaints regarding rural and urban development and civic amenities should be disposed of at priority basis. The people should feel that government was sensitive towards solving their problems. Last six months report regarding the works of priorities was not satisfactory. The progress and quality of development works of three districts was not found satisfactory during the surprise inspection. The poor people were not getting their due facilities. The administration had failed in checking power theft. She directed for special emphasis on providing medicines to poor people in hospitals, potable water, mid-day-meal scheme and employment generation. The Chief Minister said that development works regarding Dr. Ambedkar Gramin Samagra Vikas Yojna should be completed with full honesty. She said that no compromise should be made regarding the timely completion and quality of Manyawar Shri Kanshiramji Shahri Vikas Yojna for the development of cities, metros and towns. The responsibility lied on the D.M.s regarding the implementation of this scheme. She said adding that the beneficiaries should get their land removing the illegal possession by the powerful people. Scholarships and food grains distribution should be made timely. BPL families should get the government facilities and D.M.s must cooperate for the arrears payment of sugarcane farmers. Km. Mayawati said that the distribution of fertilizers and seeds should be ensured to the farmers. Besides, she warned that D.M.s would be held directly responsible for the incidents of suicides of farmers. The cases of deaths due to hunger should be prevented. She said that shortcomings were found in development works and disposal of people’s problems during the surprise inspection on November 13 last. She said that the district magistrate and commissioner were responsible for all development works on district and division level respectively. With a view to strengthen the control on district and division level officers the powers of district magistrate and commissioner had been increased. Now, they would have the powers of providing ACRs to district and division level officers. A Government order had also been issued in this regard. The Chief Minister said that the D.M.s, SSPs and other officers should remain in their offices compulsorily from 10 a.m. to 12 noon for solving people problems. Any time surprise inspection could be made in this regard. Km. Mayawati said that the D.M. and SSP would do the review at district level and the commissioner, DIG/IG at division level regularly. The senior officers should do spot visit for verification regarding the reality of development works and law and order on the basis of reports. With a view to making more effective the review works, the arrangements are being changed. Earlier the 70 districts were divided in four zones, out of which the review of three zones had been completed. The review of remaining zone would be made in the first week of next month. According to the new arrangement five districts would be selected among 70 districts for review. These five districts would be selected by the Chief Minister. The senior officers would do the spot verification regarding the progress of five districts on the basis of reports. The Chief Minister would make surprise visit to know the reality of progress of these five districts after the visit of senior officers. If any laxity was found in development works, then the concerning officer would be suspended, demoted or get adverse entry on the spot. This new arrangement would be implemented from January next. She directed for taking stern action against criminal elements creating obstacles in development works. The Chief Minister also directed to the officers for behaving in polite manner with public representatives of any political party saying that their proper works should be done. Stern action would be taken against concerning officers, if the complaints regarding over looking the MPs, MLAs were found. If any public representative pressurize for any wrong, then the complaints should be sent to the Principle Secretaries to C.M. Mr. Shailesh Krishna and Kunwar Fateh Bahadur, she said. The Cabinet Secretary Mr. Shashank Shekhar Singh, Chief Secretary Mr. Prashant Kumar Mishra, Principle Secretaries to C.M. Mr. V.K. Sindhia hits out at BJP

HASSAN: The former Minister P.G.R. Sindhia on Wednesday dubbed the BJP’s β€œDharma Yatra” as β€œkurchi yatra” and alleged that the party had no commitment to improve the lot of the poor. He was addressing the district level Bahujan Samaj Party workers’ meeting here on Wednesday.

Mr. Sindhia said there was no caste issue in the BSP. He regretted that dynastic politics was being seen in all political parties. Now, the Congress was grooming Rahul Gandhi for key posts. As for as Janata Dal (S) was concerned, H.D. Deve Gowda’s son had held the post of Chief Minister.

Coalitions

Mr. Sindhia said the coalition era in the country would continue for 10 more years. This was due to national leadership not being able to meet aspirations of the States. Regional parties would continue to hold the key, he said. Speaking to presspersons, Mr. Sindhia acknowledged the contribution of H.D. Deve Gowda for the development of Hassan district, but at the same he said the Janata Dal (S) president was also responsible for splitting the party.

Sindhia opposes SEZs on agro land, demands debate

Mangalore, november 27, 2007: People opposing the Special Economic Zone in the district got a boost when former home minister and MLA P G R Sindhia declared his support for the cause. Addressing Bahujan Samaj Party workers at the party workers’ convention at Government Employees’ Hall on Monday, Sindhia said that BSP opposed the setting up of SEZs. Industries should be set up but not by using any agricultural land. The Union government is approving a large number of SEZs in each state, he said.

The employees will not have any security as the owners are exempted from all the laws. β€œI cannot make out the difference between British rule and SEZ policy,” he said, and demanded a discussion on SEZs in the country.

He said that though the government had declared a waiver on loans, the number of farmers committing suicide had not stopped. A solution to this has to be found, for which a proper economic scheme for rural people has to be brought out, he said.

The disparity between the poor and rich is increasing, which will finally lead to a revolution and may affect the people, he said.

BSP is working for a society which is free of caste and religion. The party believes in brotherhood and in a society free from any problem and harassment. It is the only party which asks to shed differences in caste and religion, unlike others which base their politics on religion and caste. BSP has a bright future in the state, he said.

Earlier, speaking to reporters, Sindhia said he had welcomed the rebellion in the Janata Dal (S) led by former minister M P Prakash, but denied that he would attend the meeting convened by Prakash on November 28.

He said the JD(S) does not have any future in the state, and that it would be better if the rebel faction joined the BSP. He blamed the JD(S) and BJP for corruption in the administration over the last 20 months. All this will be revealed by the JD(S) and BJP leaders themselves during their blame game, he said.

He held Deve Gowda responsible for converting the party into a family party. He has no principles and wants power to remain only in and around his house, he added.

Former BSP chief expelled from party in Jammu

Jammu, Nov 27 (UNI) Former Bahujan Samaj Party (BSP) state president Satpal Bhagat was expelled last evening from the party, sources today said.

Mr Bhagat, also Assembly co-ordinator and Block president of bordering Vijaypur constituency, was expelled by the senior leaders at a meeting chaired by National General Secretary and in-charge Jammu and Kashmir affairs, Narinder Kashyap, sources told UNI.

‘’The former president failed to implement the party policies and also remained unsuccessful in bringing the party to limelight despite holding top designations within the party,'’ sources said.

‘’The high command decided to relieve him of his duties. Jarnail Singh will replace him as the new block president of Vijaypur constituency.'’ The BSP is gearing itself up for the forthcoming Assembly polls scheduled to be held in 2008 and party leaders have decided to pacify the ongoing rift among the senior leaders for the betterment of the party, sources added.

‘’BSP National President Mayawati had visited the state to woo voters of all castes and religions. She also discussed party policies and strategy for the BSP ahead of Assembly polls 2008,'’ sources said.

BSP is expecting atleast 15 seats in the Assembly elections as the party has a strong reputation in the rural belts of Jammu province.

Kozhikode: The Bahujan Samaj Party today accused the Congress, CPI(M) and BJP of politicising the problems arising out of stay of Bangladeshi writer Taslima Nasreen’s in India.

“The Congress, heading the UPA at the Centre and the Left Front Government in West Bengal are enacting a political game in the name of Taslima.

Both parties now stand exposed on the issue,” BSP national General Secretary, Suresh Mane told a press conference here. He said the BJP was also trying to capitalise on the situation by offering to accommodate her in Gujarat.

Declining to spell out his party s stand on the issue, he said it was not necessary to raise “such a hue and cry” over the writer’s stay. There was no need for the BSP to adopt any particular stand as it was for the Centre to take a decision on it, he said, replying to a question.

Mane claimed that the BSP had been receiving overwhelming response from all sections of society from across India after the party’s landslide victory in the last assembly elections in Uttar Pradesh.

“In Kerala too, despite the polarised politics between the LDF and UDF, the BSP has been receiving tremendous support from different political parties to its policies in the matter of land reforms, Special Economic Zone, protection to farmers and opposition to Corporate culture”, he said.

Mane said the party was all set to broaden its base in Kerala, with party supremo Mayawati scheduled to address a meeting in Thiruvnanthapuram on December 31.

The BSP would contest the elections to all 20 Lok Sabha seats from the state without any alliance or support from any political party, he added.

With merger of a faction of Congress (S) led by Paithal Padanakkandi and another by a splinter group of the Janata Dal (S) led by former state Minister Neelalohitadas Nadar, the BSP had grown in strength in the state, Mane claimed.

“Two to three political parties have evinced interest in joining us next month,” he said, but refused to name them.

Like in Uttar Pradesh, the BSP would take up the cause of all sections of society including Dalits, tribals, minorities Backward Classes and upper caste people in Kerala, he said.

The margin of victory for both the fronts after every election in the state was narrowing and soon the BSP would pose a serious challenge to them by emerging as a powerful political force, he said.

“Even if we can manage to gain five per cent of the total votes, we will be able to make a difference in next polls”, he said.

Mane urged the CPI (M), heading the ruling LDF, to rehabilitate the tribals by offering them land. The state government, he said, should also refrain from adopting a “demoralising mindset” towards Christians.
