The Reservation Policy provided by the Constitution of India has got a history of more than 100 years. It is a means to provide adequate representation in the national administration to the deprived sections such as Scheduled castes

The Reservation Policy, in fact, should have been redundant and irrevelent by now. Had there been a free and fair environment to acquire the education and employment of our choice to live with honour and dignity, nobody would have bothered to demand Reservation. The very purpose of providing Reservation was to cease the need for Reservation. But we are in a strange situation. The oponents of the Reservation Policy are urging to end the Reservation Policy without creating a favourable atmosphere to end the same!

There are more than 35,00 SC/ST employees’ associations and numerous Original Inhabitants of Jambudvipa that the Great Prabuddha organisations. We have been submitting appeals and applications to our senior officers and governments. We also filed cases in law courts. We held dharnas, satyagrahas, processions, etc. But the net result is zero! Why did we fail? What prevented us from getting the constitutional safeguards implemented?

The Reservation and other consttutional safeguards can be implemented only by the Government! We, the educated employees of SC/ST/OBC who are just 5% in number have neither the power to implement the Constitution nor do we have the strength to create a government of our choice! Whereas the  society in which  we have born has got the strength as well as the power to creat such a popular government! That is why Dr. Babasaheb Ambedkar, the Architect of Indian Constitution, said, “I have provide you the Consttution you wanted. But you the educated employees, should creat a government you wanted to implement it. In this direction prepare your people. You must contribute 5% of your earnings, time and talent towards the social transformation movement”.

We are duty-bound to follow the path shown by Babasaheb Ambedkar. And this the only way to solve all our job-relaed problems permanently.

Congress leads tally of tainted candidates in Gujarat

Ahmedabad, Dec 4 (IANS) The Congress party leads in fielding the highest number of candidates with criminal background in the first phase of the Gujarat assembly poll this month, according to an independent watchdog’s analysis.

In all, 117 out of the total 668 candidates for the first phase of Dec 11 face criminal charges, said the Association for Democratic Reforms (ADR)

As many as 28 out of 81 Congress candidates or 34.57 percent had criminal cases pending against them, Jagdeep Chhokar, an Indian Institute of Management professor and founder of the ADR, told reporters here Tuesday.

The types of cases against them included murder, attempt to murder, threats to kill, kidnapping and other crimes like dacoity, assault, rioting, arson, jailbreak and financial fraud.

For the ruling Bharatiya Janata party (BJP), the percentage was 18.4 percent as 16 out of its 87 had a criminal background.

Both the BJP and Congress have given the ticket to nine sitting legislators each with pending criminal cases.

The Janata Dal-United (JD-U) has six out of its 18 candidates with criminal past.

The analysis was based on facts disclosed by the candidates themselves in affidavits filed along with their nomination papers, Chhokar said.

It reveals that there are 51 millionaire candidates in the 87 constituencies going to poll in the first phase. However, five of them did not even have permanent account number (PAN).

Members of the Gujarat Initiative for Right to Information (GIRTI), a forum of organisations and activists, would fan out from Wednesday to the 87 constituencies to better inform the voters, Chhokar said.

Indian businessman on joke charge

Police in India have registered a criminal case against a leading businessman for allegedly circulating a joke insulting the Sikh community.

Anil Ambani was charged by the police in northern Uttar Pradesh state with β€œinsulting a religion or faith”.

Mr Ambani is one of India’s most powerful businessmen.

A statement released by his mobile telephone network, Reliance Communications, said that it was not responsible for text-messaged jokes.

β€œSMS jokes are provided by a third party vendor to the subscribers of telecom operators on a subscription basis,” a company spokesman said.

β€œThe vendor is responsible for the content provided. The vendor has already apologised to the subscribers as also to the company.”

β€˜Insulting’

A local Sikh leader filed a complaint against Mr Ambani after the joke first began to circulate.

Mr Rajendra Singh Bagga said in his complaint that the joke was being sent by text on Mr Ambani’s Reliance Communications mobile telephone network.

β€œWe are a martial race. We fought for defending Hinduism and this joke is very insulting,” Mr Bagga said.

A police official told the BBC that insulting a religion or faith could carry a punishment of three years in prison or a fine, if proved.

Earlier, members of the Sikh community in the city of Meerut held protests against the network allegedly circulating the joke.

Reports said that the joke had been sourced from a website well known for its collection of jokes around the Sikh community.

Community leaders say that Mr Ambani should apologise for circulating a β€œdisgusting” joke.

But many others say that the registration of a criminal case against the businessman could have a political dimension.

Anil Ambani is known to be close to the opposition Samajwadi Party in Uttar Pradesh, while the complainant Mr Bagga is known to be close to the ruling Bahujan Samaj Party (BSP) chief minister, Ms Mayawati.

After coming to power this summer, Ms Mayawati’s government swiftly cast doubt over the future of a special economic zone Anil Ambani is planning in the state.

Five live bombs found in UP’s Rae Bareli

Five live bombs were found in the court premises at Rae Bareily in Uttar Pradesh on Thursday.

The bombs were found in front of the main gate of the district court. They had been placed in a bag that was tied to a bicycle.

Raja Ram, the person in whose possession these bombs were found has been detained by and is being questioned.

Police, however, maintain that it does not seem to be an attempt to carry out a terror attack, but is only security breach.

The breach comes when security had already been beefed up across Uttar Pradesh with heightened concerns in the wake of the November 23 serial blasts in courts and intelligence inputs about the temple towns becoming possible terror targets on December 6.

Some Hindu groups had declared December 06 as ‘Victory day’ while Muslim organisations are observing it as ‘Ibadat’ (prayer) and ‘Black day’, due to which security forces are on high alert.

CMs to meet on internal security
 

Against the backdrop of the serial blasts that ripped through three cities in Uttar Pradesh last month, the government is convening a chief ministers’ conference later this month to discuss ways to shore up the country’s internal security machinery.

‘’We are planning to have it (meeting) in the third week of this month and Home Minister Shivraj Patil will give a detailed picture of the challenges we face at home,'’ said a home ministry official.

In the past two years, at least 434 people have died in terror bombings in India.

The multiple attacks that ripped through civil court premises of three cities in the country’s most populous state, Uttar Pradesh, was the sixth major attack this year.

Six blasts went off in the cities of Lucknow, Faizabad and Varanasi within five minutes of one another, killing at least 13 people.

States affected by Maoist violence are expected to apprise the central leadership about the growing violence and the steps being initiated to contain the threat.

Prime Minister Manmohan Singh has on several occasions called for superior intelligence capabilities that could prove as timely alerts to impending threats.

In fact, during the annual meeting of Directors General of Police and Inspectors General of Police in October, Manmohan Singh pointed to the global face of terrorism and how police forces needed to go far beyond conventional responses in facing terrorist threats.

Detailing the brazenness of terror attacks in recent months, including the twin blasts in Hyderabad that killed over 40 people in August, violent acts in Assam and the rise in Maoist violence, Singh reiterated that such incidents should not only prove as a wake-up call but strengthen the resolve to improve the internal security machinery.

Following the Uttar Pradesh blasts, Patil, too, had maintained in parliament the imperative need for the state governments to beef up their special branches, fill up vacancies in their respective police forces to improve policing and boost intelligence sharing mechanisms.

Opposition ruled states, including Madhya Pradesh and Rajasthan, are expected again to press for Prevention of Terrorism Act (POTA) like anti-terror law, which the Bharatiya Janata Party insists is the best remedy to deal with terrorist activities in India.

But the government has already rejected this move.

India Sugar Output May Miss Forecast, Boosting Prices (Update2)

Dec. 6 (Bloomberg) — India, the world’s second-biggest sugar producer, may make less of the sweetener than forecast by traders and millers because of delays in crushing cane, easing a glut that has slashed global prices.

Output may be a record 28.3 million metric tons in the year to Sept. 30, 2008, from 28 million tons last year, Vinay Kumar, managing director of the National Federation of Cooperative Sugar Factories Ltd., said. That’s less than the 30 million tons the group predicted in July.

Refined sugar prices have dropped 35 percent in 18 months, making the sweetener the worst-performing agricultural commodity over that period. World output may exceed demand by 11.1 million tons this year, led by output of 33 million tons in India, the International Sugar Organization has said.

“A delay in crushing in Maharashtra and Uttar Pradesh has caused production to drop 30 percent in the two months'’ ended November, Kumar said. “Production is unlikely to be higher than last year. We may see sugar prices moving up from June.'’

Cane harvests in Maharashtra, India’s biggest sugar- producing state, were delayed two weeks by rainfall and mills in Uttar Pradesh refused to process the crop because of a price dispute with a provincial government.

Uttar Pradesh in October ordered sugar makers in the state to purchase sugar cane at above-market prices. The state asked millers including Bajaj Hindusthan Ltd. and Balrampur Chini Mills Ltd., the nation’s biggest, to pay growers as much as 130 rupees ($3.30) for 100 kilograms. The price was reduced to 110 rupees by a court in the state after mills challenged the order.

`Huge Stocks’

Balrampur Chini, the nation’s second-largest producer, last month said it expects to lose 3.5 rupees on every kilogram of sugar output in the state because of the directive. The company reported its second quarterly loss for the three months ended Sept. 30. Bajaj, which posted a loss in the June quarter, is yet to announce earnings for the most recent period.

“Indian producers are still grappling with huge stocks and rising cost of production,'’ said Vikram Suryavanshi, an analyst at Karvy Stock Broking Ltd. “It will be another 18 months before things turn around for them.'’

Shares of Bajaj Hindusthan have risen 1 percent this year, lagging behind the 45 percent advance in India’s benchmark Sensitive stock index. Balrampur Chini has climbed 20 percent in the period, according to Bloomberg data.

Wheat, Oilseeds

Refined sugar traded on London’s Euronext.liffe has slumped since reaching a peak $497 a ton in May last year as the world’s biggest producers raised output and widened a global glut. White sugar futures for March delivery rose 0.8 percent to $290.30 a ton yesterday in London. Raw sugar futures for March delivery rose 1.1 percent to 9.85 cents a pound yesterday on ICE Futures U.S., formerly known as the New York Board of Trade.

India’s sugar production may decline to 22 million tons in the year to September 2009 as farmers switch to more profitable crops such as wheat and oilseeds, National Federation’s Kumar said. The forecast echoes that of Narendra Murkumbi, managing director of Shree Renuka Sugars Ltd., India’s biggest refiner. About a fifth of the country’s sugar cane acres may be planted to wheat in the year starting October 2008, he said Oct. 23.

Domestic sugar prices have declined 25 percent in the past year and wheat rose to a record in September.

A record harvest may lead to a doubling in overseas sales to 3 million tons this year, Federation’s Kumar said.

“Some people are talking of as much as 4 million but lack of port related infrastructure will affect shipments,'’ he said. “Three million tons is a certainty.'’

The Indian Sugar Exim Corp., an industry-funded trader, has already won contracts to export 700,000 tons of raw sugar, while private mills in southern India were also shipping the commodity, he said.

LUCKNOW: Lucknow University authorities on Wednesday issued showcause notices to four students, who were suspended on Tuesday after an FIR was lodged against them for their alleged involvement in a ragging incident. The students have been given three days time to reply the showcause.

The Uttar Pradesh government had on Monday decided to bring a Bill making ragging a cognizable offence, punishable with maximum two years of imprisonment and a fine up to Rs 10,000.

Proctor A N Singh identified the four suspended students as Mani Singh, Mritunjay Singh, Prem Singh and Bhanu Pratap of BA-IInd year. First year students β€” Jai Prakash, Sunit, Shrawan and Avinash Verma β€” had alleged that the four harassed them in the name of ragging.

One of the victims told TOI that the seniors threatened them that if they did not do their work they would for forced to urinate on heaters or singed with cigarette butts. “Juniors are beaten up and humiliated if they dare to disobey the seniors’ orders,” he said.

The accused as well as the complainants are residents of Acharya Narendra Dev hostel. The alleged ragging sessions used to take place in room Nos. 110 and 125 of the hostel. LU authorities are verifying the complains.

The proctor told TOI, “As per the directions of the SC, we have lodged an FIR and suspended the students against whom charges of ragging have been levelled. But we are also verifying the charges to ensure that innocents do not get punished.” If found guilty, the students will be expelled from the university, he added. Meanwhile, the university proctorial board members took rounds of various hostels and asked junior students to report any incident of ragging.

 

Move to set up food & drug dept
 

LUCKNOW: After Maharashtra, now is the turn of Uttar Pradesh to separate ‘food and drug’ from the health department. This move is directed towards putting an effective curb on spurious drugs and adulterated food which of late had assumed alarming proportion.

After thoroughly going through the Maharashtra model and keeping the needs of the state in mind, the state health department prepared a detailed draft to carve out ‘food and drug’ from the parent department. “This has become an absolute necessity as the state especially the far-flung areas are flooded with spurious drug and there isn’t any effective checks and balances on food adulterations too,” said a senior official of the health department.

He said that after creation of separate food and health administration in Maharashtra, there had been a considerable drop in the cases related to spurious drugs and food adulteration in the that state. “Keeping this in mind, the proposed draft has been prepared and is highly influenced by the Maharashtra model,” said the official.

As per the draft sent to the government by the health department for clearance, the new directorate of ‘food and drug’ would be headed by a commissioner who would be an IAS officer of the rank of principal secretary. The administrative structure proposed in the draft would comprise of five joint commissioners, one each for food, drug, legal, prosecution and personnel and shall directly function under the commissioner food and drug for speedy disposal of cases at the headquarters level. Similarly, at the divisional level there would be a deputy commissioner under whom would function two assistant commissioners, separate drug and food inspectors and a few support staff.

At present there is one state level analysis laboratory and three regional laboratories situated in Varanasi, Meerut and Agra. Keeping in mind the number of drug and food samples collected per annum, three new laboratories have been proposed at Jhansi, Bareilly and Gorakhpur. It is mandatory for the drug inspectors to collect 20,000 samples per annum and similarly a target of 60,000 food samples has been fixed for yearly collection, said the official who added that once three new lab were functional, analysis reports would not get delayed.

Barley output seen up 20% in FY08

Unprecedented overseas demand for barley during the last season, which saw prices climb to an all time high, is expected to push barley output by around 15-20 per cent in 2007-08.
 
According to initial market estimates, barley acreage in Rajasthan, the leading producer, will go up by 25 per cent followed by Uttar Pradesh, Punjab and Haryana. Marketmen have attributed the rising acreage to higher prices that the commodity fetched last season.
 
If weather conditions remain favourable, the crop size may reach 1.6 million tonnes against last year’s output of 1.34 million tonnes, marking the third consecutive year of rise in barley production in the country.
 
The sowing for the new crop, which is expected to reach the markets in mid-March next year, is in full swing and will be completed over the next fortnight in all major producing regions. The recent rainfall in the northern region, sources said, would help the crop.
 

β€œSowing is on the rise and a better crop is on the cards. Rains, two days back, have resulted in good moisture content for the crop,” said Krishna Kumar Choudhary, a Srimadhopur-based trader. Uttar Pradesh and Punjab are also witnessing the same progress in sowing.

Babri case trial begins

ASI deposes as first witness and verifies FIR lodged by him

Watchful: Rapid Action Force personnel on alert in Ayodhya on the eve of the anniversary of demolition of Babri Masjid on Wednesday.

Rae Bareli: A day before the 15th anniversary of the demolition of Babri Masjid at Ayodhya, a designated CBI court here on Wednesday commenced the trial in the case in which senior BJP leader L. K. Advani and seven Sangh parivar leaders are accused.

Hanuman Prasad, an Assistant Sub-inspector with the Uttar Pradesh Police, deposed as the first witness before Special Judge Vansraj Singh and verified the FIR lodged by him against Mr. Advani and others for allegedly giving provocative slogans, two years after the court had framed charges against them.

Mr. Prasad said: β€œHe prepared the FIR on the basis of the complaint of Ganga Prasad Tiwary, the then Chowki incharge of the Police Station Ram Janam Bhoomi, Ayodhya, on December 6, 1992”.

Mr. Prasad, who was then posted as Munshi (clerk) at the police station, verified that he had written the FIR, the day the medieval structure was razed down.

Besides Mr. Advani, senior BJP leaders Murli Manohar Joshi and Vinay Katiyar, Bharatiya Janshakti Party chief Uma Bharti and VHP leaders Ashok Singhal, Giriraj Kishore, Vishnu Hari Dalmia and Sadhvi Rithambra are the accused in the case.

The court did not grant time to counsel for the accused to cross-examine Mr. Prasad.

The second witness, R. K. Swamy, the then Deputy Commandant of CRPF, will record his testimony on December 16.

All the accused have been charged under various sections of IPC for causing provocation with intention to cause riot and promoting enmity between two religions to harm national integration.

The much-awaited trial began, two years after the charges were framed in the case, the FIR of which was lodged on the day of demolition and whose investigation shifted from the State police to its CB-CID branch and finally to the CBI, which filed the chargesheet on October 5, 1993.

Initially, a composite chargesheet was filed in a Lucknow court making 40 persons including Mr. Advani and seven others as accused. Later, eight more person were added as an accused in the supplementary chargesheet.

The charge of conspiracy and abetment to destroy the structure was dropped against Mr.Advani by the Lucknow court in 2001 before it was shifted to Rae Bareli on the directions of the Supreme Court in 2005.

CBI court begins trial in Babri case

Rae Bareli: A day before the 15th anniversary of the demolition of the Babri Masjid at Ayodhya, a designated CBI court here on Wednesday commenced the trial in the case in which senior BJP leader L.K. Advani and seven Sangh parivar leaders are accused.

Hanuman Prasad, an Assistant Sub-inspector with the Uttar Pradesh Police, deposed as the first witness before Special Judge Vansraj Singh and verified the FIR lodged by him againt Mr. Advani and others for allegedly giving provocative slogans, two years after the court had framed charges against them. Mr. Prasad said β€œhe prepared the FIR on the basis of the complaint of Ganga Prasad Tiwary, the then Chowki incharge of the Police Station Ram Janam Bhoomi, Ayodhya, on December 6, 1992.” β€” PTI
