Mayawati calls for trifurcation of Uttar Pradesh

Lucknow : Uttar Pradesh Chief Minister Tuesday advocated trifurcation of the state but put the onus of initiating the move on the ruling Congress-led United Progressive Alliance (UPA).
“I am all for the division of Uttar Pradesh into three parts and would heartily support the creation of a separate Bundelkhand as a first step, provided the move is initiated by the Congress-ruled centre,†Mayawati said at a press conference on the occasion of her 52nd birthday celebrations at her official residence here.
Her support for carving out an independent state of Bundelkhand in southern Uttar Pradesh, a Purvanchal in the east and another province in the west comes a day before Congress general secretary Rahul Gandhi visits Jhansi, the heart of the Bundelkhand region.
While attributing the backwardness and poverty in Bundelkhand to perennial drought, she said: “That problem has been there for decades; past state and central governments did not care to do anything about it.â€
Mayawati added that the previous Mulayam Singh Yadav government had “made a mockery of drought affected farmers of Bundelkhand by offering them cheques of Rs.10 and Rs.20 as reliefâ€.
However, her government has “enhanced the minimum agriculture subsidy from Rs.250 to Rs.1,000 and a sum of Rs.135 crore (Rs.1.35 billion) has been distributed to those who have suffered losses of more than 50 percent of their ‘kharif’ cropâ€, she said.
She talked about a Rs.16 billion action plan for eradication of drought from the region as well as setting up a 4,000 MW thermal power project in collaboration with the National Thermal Power Corporation (NTPC). Both were amongst the list of projects scheduled be launched by her on her birthday.
Rahul Gandhi is likely to demand more funds from New Delhi for Bundelkhand. Mayawati’s demand for Rs.800 billion for the development of Bundelkhand and Purvanchal regions was already pending before the Manmohan Singh government.
The demand for a separate state of Bundelkhand, of which some areas fall in Madhya Pradesh, appears to be becoming a new divisive issue. Besides the Congress and Mayawati’s Bahujan Samaj Party (BSP), the Bharatiya Janata Party (BJP) is also planning to focus on the region.

The Government has formulated a liberal and comprehensive policy for rehabilitation of families affected by acquisition of land for Ganga Expressway Project. So far, compensation was given, only for land and property situated there on, to the affected families. But bow provision has been paid to provide several other facilities, in addition to payment of compensation.
REHABILITATION POLICY
* Minimum land of the farmers will be acquires and acquisition of land will be on the basis of mutual agreement, Maximum usar and barren land and land unsuitable for farming will be acquired.
* In cases if land acqusition for main Expressway, besides compensation, minimum exgratia of 20,000 will be made to the affected families.
* As a result of land acqusition for Expressway, if any land owner becomes landless, marginal and small farmers, or in exceptional cases the house of any person is acquired, such person will be provided same additional facilities as will be provided to the persons whose land will be acquired for works other than the main Expressway.
* The families whose houses are acquired will be alloted residential plots upto a limit of actual area. Residential land alloted will be 250 sq.metre in rural areas and 150 sq.metres in urban areas.
* 15% of the plots, developed for allotment, will be reserved for allotment by sale to the affected persons by separate lottery system.
* One person of a single family, affected by land acqusition will be provided employment subject to suitability for job and availability of vacancy in Bhoomi Arjankari Nikay Pariyojana.
* Employment oriented training will be sponsored for every such member of family who is suitable for employment for which the developer or his associates will set up I.T.I. and technical training centre.
* Affected families, which are unable to get employment in the cases of land acqusition will be given rehabilitation subsidy which will be equal to agriculture labour wages of 750 days and affected families will be given monthly subsistance allowance equal to the wages of 25 days of agriculture labour for a period of one yearfrom the date of displacement.
* Minimum financial assistance of Rs.25,000 will be provided for construction of shops to self-employed persons.
* Financial assistance of Rs. 10000 will be given to the affected families for house construction material and for transfer of their belongings, besides this, additional assistance of Rs.5000 will be given to the families having cattle.
* Basic infrastructure facilities, such as roads, drinking water, power, school etc. will be developed by the develper in populated area. Free residential plot will be made available to the affected family in the area adjecent to populated area.
BENEFITS OF BALLIA TO NOIDA GANGA EXPRESSWAY
* With the construction of ganga Expressway the journey time between eastern Uttar Pradesh and Delhi will be reduced to 10 hours. Through this Expressway, from Delhi one can reach to Baduan in 1.5 hrs. Farrukhabad in 3 hrs., Kanpur in 4 hrs. Allahabad in 6 hrs. and Varanasi in 7 hrs. The agricultural products of the industries set-up in the districts adjacent to the Expressway will reach the freah, benefiting the farmers directly.
* “Delhi-Mumbai dedicated Frieght Corridor†is being constructed by Government of India. On the completion of this corridor the goods from Dadri could reach to Gujratand Mumbai Port is within 24 hours. Ganga Express will link Frieght Corridor in Dadri. As a result of this the export-import for entrepreneurs of Uttar Pradesh will be facililtated.
* Cent percent capital investment will be made by private Developer for construction of Expressway. The Developer, for the return of his capital, will develop investment Region near the Expressway. the profit accruing from the investment Region will compensate the expenditure incurred on the construction of Expressway.Therefore, the Developer will ensure for his profit by the setting up of industries.
* With the setting up of industries in investement region the employment opportunities will be generated and face of the area will go asea change.
* Industries in an area of about 10,000 acres will be set up with the development of Investment Region. With the setting up of of about 500 large scale industries & 6-7 thousand medium and small industries, about three lakh persons will get direct as well as indirect employment.
* With the aim of providing more and more employment opportunities to the local people, several type of technical/vocationa l institutions will be set up each in an area of 1.5 acres. with the opening of 35 I.T.Is, 20 politechnic level institutions, 10 engineering colleges, 5 medical colleges and different paramedical schools as many as 20 thousand students will benefit. These institutions will also provide employment to about 20,000 people.
* About 500 large and small units will be agro-based which will directly benefit farmers.
* About 7-8 lakh people will work or live in these developmeny areas in the next 10 years. Commercial establishments, shops, hotels, truck and bus terminus and taxies will also operate to provide services. This will also provide avenues of employment to 1-2 lakh people.
* Expressway is being constructed on the left bank of river Ganga. This area is affected by floods. This project will provide relief to flood affected area. Farmers will get opportunity to grow two crops.
* As many as 36 tehsils of 19 districts in the vicinity of Ganga Expressway will get direct benefit of the development. About 5 lakh persons will mget employment and children will get world level opportunity of technical/vocationa l education.
* There will be no toll tax on service road of Ganga Expressway.
Novel Action Plan for making 9 districts of Bundelkhand & Vindhyachal region drought-proof
* Kisan Benefit Scheme, efficient water management, R.I.D.F. National Watershed and Flood Prone River valley Scheme to be run at a cost of Rs.96 crore.
* Setting up of nurseries, new horticulture plantation, bio-farming, farmers training, arrangement of management after plucking and marketing and protected farming to be developed at a cost of Rs.52 crore.
* Construction of watershed management, minor irregation, check dam and bunds and bundies at a cost of Rs.98 crore.
* Fodder development, compressed fodder block, setting up of veternary hospitals, and disease eradication lab. by spending a sum of Rs.60 crore.
* Afforestation in drought hit areas, land and water conservation, and plantation of fodder plants at a cost of Rs.25 crore.
* Construction of new tubewells, reboring of failed govt.tubewells, modernisation of functional tubewells and construction of small canals at a cost of Rs.90 crore.
* Rural drinking water scheme, installation of hand pumps, repair and reboring of hand pumps, deep boring of hand pumps, construction of model water resvoirs in each gram panchayat at a cost of Rs.1000 crore.
* Drought-proof scheme costing Rs.152 crore.
* Survey work, water quality, rain water harvesting, and exploratory tubewell at acost of Rs.22 crore.
Health Insurance Scheme for the families Below Poverty Line (B.P.L.)
* Facility of free treatment upto a limit of Rs.30,000 per annum will be provided in case of admission in government and private hospitals for treatment of all the ailments.
* Computerised smart card will be made available to each beneficiary family for providing cashless medical facility. All the details of beneficiary family and information of balance amount after taking medical treatment will be available in the card.
* The facility for delivery and treatment of newly born babies has also been included.
* Annual registration fee of Rs.30 will be charged from each poor family.
Establishment of multi speciality hospital and national level inter college at Noida & Greater Noida
* Decision to upgrade Government District Hospital to 200 bed by NOIDA at a cost of Rs.120 crore and setting up a 200 bed higher level multi-speciality dr.Ambedkar Hospital by Greater NOIDA at a cost of Rs.150 crore.
* Facility of specialised medical facility will be made available at cheaper rates to the poor people in these hospitals.
* Decision to set up national level Mahamaya Inter Colleges for boys and girls with fully residential facilities each at NOIDA and Greater NOIDA at a cost of Rs.300 crore.
* Boys and girls of any part of Uttar Pradesh can get admission in these colleges. As many as 20 percent seats for scheduled castes, 20 percent for other backward castes, 10 percent for boys and girls of such families of other castes subsisting below the povert will be reserved.
Lucknow turns blue on Mayawati’s birthday

Lucknow: City of Nawabs has turned blue , the official colour of the ruling Bahujan Samaj Party (BSP), on the occasion of the 52nd birthday of Utar Pradesh Chief Minister Mayawati.
The BSP supremo, who will celebrate her birthday tomorrow in a simple way, has asked party workers to help the needy, particulary people from the Sarva Samaj, on the day.
A symbolic cake would be cut in all the 403 assembly constituencies where BSP workers would inform people about the achievements of the Mayawati government. Cassettes and CDs of the achievements of the government would also be distributed free of cost.
A 52-kg cake would be cut in the Lucknow (east) constituency followed by a community feast. However, entire Lucknow has been decorated with each and every important place of the party including Prerna Kendra, Ambedkar Memorial, Chief Minister’s residence and BSP office.
Most of the roundabouts in the state capital were lighted with colourful decorative lights. BSP’s blue flag with party’s symbol elephant engrossed were seen everywhere in the city.
Blue gates have been erected across the state capital. Mayawati, asking the party workers to make the occasion as simple as possible, said unlike previous occasions, this time there would be no big function. But she said the workers financial donation to strengthen the party and helping the needy would still be the main attraction of the day.
According to the programme, the four-time Chief Minister of UP, who will turn 52 on that day, will launch several developmental programmes in the state including laying of the foundation stone of the ambitious 1000 km Ganga Expressway in the state capital.
Mayawati in the evening will also release a book Mere Sangharsh Ki Kahani: BSP ka Safarnama (third edition) written by her at a function in New Delhi.

Mayawati also holds the credit of first Dalit women to become the Chief Minister of any state of India. She was also chief minister of UP for three times earlier with the support of BJP but this time she is CM without any external support. Mayawati to acquire new aircraft for personal use
Lucknow, December 8: Uttar Pradesh Chief Minister Mayawati has decided to buy a brand new aircraft for her personal travel and sent off senior officials in her government to the United States to negotiate the deal.
Senior officials, including Principal Secretary to the Chief Minister Shailesh Krishna, have flown to the US Friday to shop for the latest aircraft to add to the fleet.
Official sources told IANS that the plane was being bought for the state government, but the aircraft will be for her personal use. Mayawati already has two planes of the state government at her disposal.
Just recently the Bahujan Samaj Party (BSP) chief flew in a chopper from her official residence in Lucknow to the Ramabai Rally Sthal, to address a mammoth rally on the occasion of BSP leader Kanshi Ram’s death anniversary, much to the delight of her supporters.

India to buy 3 Boeings for VVIPs

Close on the heels of acquiring Embraer executive planes, the government on Tuesday cleared the purchase of three wide-bodied Boeing 737-700 business executive jets, equipped with missile deflecting security suits, for dedicated long-distance travel by VVIPs.
To be bought at a cost of over Rs 1,000 crore (Rs 10 billion), these jets will replace the two ageing Boeing 737-200 aircraft purchased in 1983 for VVIP travel, Defence Minister Pranab Mukherjee said after a meeting of the Cabinet Committee on Security in New Delhi presided over by Prime Minister Manmohan Singh.
These executive jets will be delivered by January 2009 and will be fitted with missile deflecting security suits at a cost of $44.6 million (Rs 200 crore). The three planes will cost $169.90 million (about Rs 800 crore).
According to officials of Boeing, a US firm, the planes can fly 12 hours non-stop and are configured to carry 20 to 25 persons. They said it was up to the Indian Air Force to decide on the capacity of the aircraft.
The aircraft have a specialised communication chamber, a bed area, a security chamber and certain specialized facilities.
The Boeing company has sold 80 of these exclusive executive jets worldwide including three in India. One of these planes is being flown by Sahara for its top executives.
The decision to purchase the aircraft comes close on the heels of delivery of three of the five Embraer Legacy Jets. Five of these jets have been purchased at a cost of about Rs 780 crore (Rs 7.80 billion).
While the four Embraer planes will flown by the Communications Squadrons of the Air Force for VVIP domestic travel, one would be assigned to the Union home ministry to be operated by the Border Security Force aviation unit.
While three of these jets have already arrived in India, the remaining two are expected to be delivered in the next 12 months. These jets, like the new Boeings, are also fitted with US-built missile deflecting security systems.

The Indian Air Force is slated to begin testing in 2008 for its first $60 million Boeing Business Jet after it is equipped with a system designed to protect the aircraft from attack by ground or air based threats. The aircraft’s intended duties will include transport of India’s “VVIPs†— its prime minister and top cabinet officials — and otherwise serve as India’s version of Air Force 1. The aircraft is expected to fulfill its role as part of a modernization plan that would allow dignitaries increased overseas range of 6,000 nautical miles, plus increased comfort, and an entourage of up to 49 people. It is only the first of three such aircraft on order with the IAF and is expected to enter service in April of 2008 after its defense systems have been successfully tested.
IAF planning to procure advanced choppers
NEW DELHI, June 19: Indian Air Force is planning to procure eight advanced helicopters, equipped with special systems to ward off missile attacks, to ferry the President, the Vice-President, the Prime Minister and other VVIPs.
“The new VVIP helicopters will have advanced avionics, protection, electronic counter-measures, night visions as well as advanced communication,†top Defence Ministry officials said.
“These helicopters will have features like those recently chosen to transport the US President,†they said.
The Government has floated tenders for the aquisition of special choppers with leading companies like Augusts Westland EH101, Eurocopter Cougar, Sikrosky SH-62, Bell Helicopters and Kazan M-172 choppers.
The new VVIP helicopters will replace the IAF old warhorse Mi-8 helicopters inducted in 1982.
The IAF is seeking a three-engined helicopter with flying ceiling higher than 17,000 feet to enable them to transport VVIPs to remote areas.
The air force, at present, has about 400 helicopters most of which are ageing Mi-8 version which do not have night flying capability.
The force also has a large number of twin-seater Cheetah and Chetak Mi-24 and 35 gunships as well as modern Mi-17s of Russian make.
With the force on the verge of acquiring first of the five advanced embraer passenger jets from Brazil for ferrying VVIPs in the country, IAF officials said the VVIP squadron would be expanded soon by infusion of more technical personnel as well as advanced repair and overhaul facilities.
The first of legacy jets ENB135PJ is scheduled to be delivered in August this year and two more by year-end. India has signed a deal with Brazil for the supply of five jets to replace the VVIP squadron’s ageing Boeing 737.
IAF sources said these jets before delivery would be flown to boeing facilities in the United States to equip them with special protection and advanced electronic measures. Washington after initial reluctance had recently cleared the proposal for equipping the aircraft with special systems.
The expansion of the VVIP squadron has to be undertaken due to induction of these new VVIP jets as well as advanced helicopters, the sources said.
India is also considering plans to acquire two wide bodied jets for foreign tours of VVIPs. The President, Vice-President and the Prime Minister currently use air India’s wide-bodied jumbo for foreign tour. (PTI)

Assocham regrets Mayawati’s decision on quota
NEW DELHI: The Associated Chambers of Commerce and Industry of India (Assocham) has strongly opposed the decision of the Mayawati government in Uttar Pradesh for imposing reservation on Indian Inc. that intend to work with the State government by obtaining contracts from it.
Wide debate urged
In a statement issued here, D.S. Rawat, secretary-general, Assocham, said the issue should be widely debated across the country and the Centre should accordingly come out with a national policy that could be complied with.
He expressed the fear that with U.P. coming out with this kind of reservation policy, the productivity of Indian Inc. would be eroded to a large extent and its repercussions would be so cascading that other States might follow it.
Therefore, such decisions should be opposed tooth and nail as they were not in the national interest, said Mr. Rawat.

Social impact of the 40,000 crore project under study
LUCKNOW: Infrastructure giants Jaiprakash Associates have bagged the prestigious Rs.40,000-crore Ganga Expressway project, beating a consortium led by Anil Ambani’s Reliance Energy, Unitech India and others.
The Uttar Pradesh Cabinet at its meeting here on Thursday approved the name of JP Associates as the developers for the 1,047-km expressway, which would link Noida to Ballia, passing through 19 districts along the banks of the Ganga, State’s Industrial Development Commissioner Atul Kumar Gupta told reporters.
Earlier, an empowered committee headed by State Chief Secretary P. K. Mishra had recommended the proposal of JP Associates for the project, he said.
The price proposals of five companies — Gammon India, Unitech India, Zoom Developers Consortium, Reliance Energy consortium and JP Associates — which had made bids for the project were referred to the empowered committee after a scrutiny by the bid evaluation committee, Mr. Gupta said.
According to Mr. Gupta, JP Associates had sought the “lowest development rights” and hence were awarded the project.
He said JP had sought 30,000 acres of land valued at Rs. 293 crore, which is the minimum.
The 1,047 km expressway, which promises to reduce travel time from Ballia to Noida to about ten hours, is aimed at developing regions in the State by opening up ten major economic and development zones of 4-5 thousand acres each alongside the way.
Mr. Gupta said the whole project was divided into four parts and bids were invited for each of them separately as well combining them all.
Mr. Gupta said that the State Government had not received any “formal objection” from the NHAI on the expressway project. He said the social impact of the project was under study, but rejected an assertion that it would cause floods.PTI
