Mayawati urges quota for poor among FCs
New Delhi Bureau
NEW DELHI: Uttar Pradesh Chief Minister and Bahujan Samaj Party leader Mayawati told journalists here that the government should redefine the concept of creamy layer in view of the runaway prices so that the Other Backward Classes, who were socially and economically backward, were not denied the benefits of reservation.
She urged the government to bring in a constitutional amendment to extend reservation in Central educational institutions to the economically backward sections among the forward communities (FC) and the minorities. The BSP would support the government in Parliament, she promised.
PTI reports:
Terming the apex court judgment as “historic and important,” Ms. Mayawati demanded that the Centre ensure implementation of the quotas in higher education institutes.
States where such institutes cannot implement quotas should be provided help to do the same, she said.
“We will ensure full implementation of OBC reservation in U.P.”

BANGALORE: In a crackdown on illegal storage of goods kept for distribution during the election campaign, the State police have seized 165 boxes containing 3,000 wristwatches in Chickballapur, 1,100 saris in Ramanagara and lorry-loads of tiles in Mangalore. The police have registered criminal complaints against the accused for violation of the model code of conduct, State Chief Electoral Officer (CEO) M.N. Vidyashankar, told journalists here on Thursday.
The seizures were made on the directions of the electoral officers concerned. Several minor cases of violation of the model coded of conduct were reported from different places and action had been taken. All Returning Officers had been directed to strictly implement the model code to ensure free and fair elections, he said.
A statue of a leader was unveiled in the jurisdiction of the Hubli-Dharwad Municipal Corporation after the model code of conduct came into force. The matter had been reported to the Election Commission for suitable action against the people concerned, he said.
Curbs on liquor flow
To check the illegal inflow of liquor from neighbouring States, Mr. Vidyashankar said the State’s borders had been sealed from Wednesday, and the Deputy Commissioners concerned had been asked to step up vigilance to check the transportation of liquor. They had been instructed to take steps to prevent illegal inter-State and intra-State liquor transportation during the election campaign and on polling day. Generally, huge quantities of liquor were brought in from Goa on account of lower prices in that State, he said.
Superintendents of Police in the border districts would hold a meeting to strengthen vigilance and check the transportation of liquor. Similarly, the State’s Director-General and Inspector-General of Police would hold a meeting in Bangalore with his counterparts from neighbouring States. A high-level meeting of Home Secretaries of Karnataka and the neighbouring States would be held in New Delhi, said Mr. Vidyashankar and R. Ramaseshan, Officer on Special Duty in the Election Department.
To ensure security in each of the polling booths, 225 companies of Central police forces will be deployed for each phase of the Assembly elections. The elections will be held on May 10, 16 and 22.
Strict vigil
The Election Commission would also monitor the use of vehicles by political parties and their candidates and the use of posters, banners and buntings for campaigning to ensure compliance with the directions issued by the commission, he said.
Mahalakshmi Layout is a new Assembly constituency

BANGALORE: It is a new Assembly constituency created by carving six wards of Bruhat Bangalore Mahanagara Palike (BBMP), which were spread in Rajajinagar, Yelahanka and the erstwhile Uttarahalli constituencies after the delimitation.
Mahalakshmipuram (Ward 10), Nandini Layout (12), Geleyarabalaga (13), Nagapura (14), Kamalanagar (16) and Vrushabhavathinagar (Ward 17) are the BBMP wards included in this constituency.
Areas such as Kanteeravanagar, Krishnanandanagar Slum, Srikanteshwaranagar, Mahalakshmi Layout, Nandini Layout, Ganesha Block, AGB Layout, J.C. Nagar, and a few localities adjacent to West of Chord Road, Basaveshwaranagar, Kamalanagar, Rajajinagar 1st Block and 1st N Block, Kurubarahalli, parts of Kamakshipalya, Isckon temple and surrounding areas form part of this constituency. Voters can contact Electoral Registration Officer, BBMP office, Seshadripuram, near Bhashyam Park (ph: 22975632/9844196460) for any complaints.
Malleswaram
The electoral boundary of this old Assembly constituency of Bangalore has been redefined by inclusion of three different wards of the Bruhat Bangalore Mahanagara Palike (BBMP) while excluding two of the five wards which were part of this constituency prior to delimitation.
While Yeshwanthpur (ward 3) and Dattatreya Temple (6) have been excluded and added to Rajarajeshwari Nagar and Gandhinagar constituencies respectively, three other adjoining wards – Gayathrinagar (ward , Subramanyanagar (9) and Palace Guttahalli (99) have been incorporated in this constituency. Earlier, Gayathrinagar and Subramanyanagar wards were part of Rajajinagar constituency and parts of Palace Guttahalli were in Jayamahal constituency.
Malleswaram (ward 7), Mathikere (4) and Kodandaramapura (ward 5) have been retained in this constituency while a few parts of Mathikere ward that were earlier with Yelahanka constituency.
The prestigious Indian Institute of Science is one of the prominent land marks of this constituency.
Campaign material to be allowed only in earmarked spaces
Amount spent should be shown in election expenditure
BANGALORE: Based on the Karnataka Open Places (Prevention of Disfigurement) Act, 1981, the Election Commission (EC) has issued directions to political parties on writing on walls and putting up hoardings, buntings, posters and banners on public property. It has said that the amount spent on campaign material should be included in the candidates’ accounts on election expenditure.
In a three-page letter, Election Commission Secretary K.F. Wilfred, has asked State Chief Electoral Officer (CEO) M.N. Vidyashankar to take immediate action against any political party/association/candidate/person for defacement/disfigurement of any property in violation of the law. “Immediate action should be taken to prosecute the offender and also to get the illegal defacement removed.”
The commission directed the CEO to strictly enforce the directions impartially while granting permission to put up hoardings and posters. It said steps should be taken to ensure that display of election matter was permitted only in earmarked spaces and that there was no indiscriminate allotment of space for the same.
Photocopies
Under the Act, candidates or parties have been asked to submit photocopies of the written permission obtained by them from the competent authorities in each case to the Returning Officer or an officer designated by him for the purpose.
Candidates and parties should also give information about the village/locality/town where the advertisement is displayed, details about the extent of space consumed and the expenditure incurred or likely to be incurred for the purpose.
Candidates should furnish information to the Returning Officer or the authorised officer within three days of obtaining permission, for verification by the election authorities.
Political parties have been asked to display flags, banners or posters only two hours prior to a public meeting at the designated venue. All campaign material must be removed within an hour of the meeting.
With regard to vehicles, the Election Commission has allowed posters, flags or any other campaign material to be displayed only on vehicles used in the election campaign, for which a permit has been granted to the candidates.
The permit in original has to be displayed on the windshield of the vehicle.
The commission has asked the CEO to bring these directions to the notice of the District Election Officers, Returning Officers and all other election-related authorities, political parties and candidates.
Relief for anti-Sikh riot victims

LUCKNOW: The Uttar Pradesh government on Friday will begin distribution of relief to those affected during the 1984 anti-Sikh riots in Varanasi. A Home Department spokesman said here on Thursday that Special Secretary (Home) D.K. Gupta would preside over the function in Varanasi. On Saturday, he would hear the affected families.
Early this month, the government constituted a committee to expedite settlement of claims. The team would visit the districts where the riot claims had not been settled and assessment of property loss not made.
According to the latest data, over 6,000 claims have been settled in the State. Around Rs. 13 crore was distributed under the rehabilitation package.
About half a dozen cities in Uttar Pradesh witnessed rioting and arson following the assassination of the former Prime Minister Indira Gandhi on October 31, 1984. Kanpur was the worst-affected.
