Verse 54. Fragrance of
Virtue Spreads Everywhere

The
fragrance of flowers drifts with the wind
as sandalwood, jasmine of lavender.
The fragrance of virtue o’ersweeps the wind,
all pervasive is virtue of the good.

Explanation:
The world knows, many a sweet smelling flower and fragrant object. But, the
fragrance of these moves only leeward. None of these, however strong their
fragrance may be, spread their sweet smell against the wind. But, in contrast,
the sweet smell of virtue of a spiritually evolved individual spreads in all
directions and is universally experienced.

Verse 55. Fragrance Of
Virtue Is The Sweetest Smell

Sandalwood
or lavender,
lotus or the jasmine great,
of these many fragrances
virtue’s fragrance is supreme.

Explanation:
Sandalwood, lavender, water-lily and the jasmine exude fragrance. Of all these
varieties of fragrances the sweet-smell of virtue is the most supreme. This is
because the fragrance of virtue is universally favoured. Besides, the fragrance
of virtue spreads in all directions, even against the wind.

Na
pupphagandho pativatameti
na candanam tagara mallika va
satanca gandho pativatameti
sabba disa sappuriso1pavayati.

Cadanam
tagaram vapi

uppalam atha vassiki
etesam gandhajatanam
silagandho anuttaro.

Verse
54: The scent of flowers cannot go against the wind; nor the scent of
sandalwood, nor of rhododendron (tagara), nor of jasmin (mallika)2;
only the reputation of good people can go against the wind. The reputation of
the virtuous ones (sappurisa) is wafted abroad in all directions.

Verse
55: There are the scents of sandalwood, rhododendron, lotus and jasmin (vassika)3;
but the scent of virtue surpasses all scents.


1. sappuriso/sappurisa:
good and pious people; virtuous persons. The virtuous are the Noble Ones (the ariyas)
and the virtuous worldlings (kalyana puthujjana).

2. mallika:
Arabian jasmin.

3. vassika:
Spanish jasmin.


The
Story of the Question Raised by the Venerable Ananda

While
residing at the Jetavana monastery, the Buddha uttered Verses (54) and (55) of
this book, with reference to a question raised by the Venerable Ananda.

While
the Venerable Ananda was sitting by himself one evening, the problem relating
to scents and perfumes came to his mind and he pondered: “The scent of
wood, the scent of flowers, and the scent of roots all spread with the current
of wind but not against it. Is there no scent which would spread with the
current of wind as well as against it? Is there no scent which would pervade
every part of the world?” Without answering the question himself, the
Venerable Ananda approached the Buddha and solicited an answer from him. The
Buddha said, “Ananda, supposing, there is one who takes refuge in the
Three Gems (the Buddha, the Dhamma, the Samgha), who observes the five moral
precepts, who is generous and not avaricious; such a man is truly virtuous and
truly worthy of praise. The reputation of that virtuous one would spread far
and wide, and bhikkhus, brahmins and laymen all alike would speak in praise of
him, wherever he lives.”

Then
the Buddha spoke in verse as follows:


Verse
54: The scent of flowers cannot go against the wind; nor the scent of
sandalwood, nor of rhododendron (tagara), nor of jasmin (mallika);
only the reputation of good people can go against the wind. The reputation of
the virtuous ones (sappurisa) is wafted abroad in all directions.

 

Verse
55: There are the scents of sandalwood, rhododendron, lotus and jasmin (vassika);
but the scent of virtue surpasses all scents.

Authorities insist wetland sale is ‘perfectly legal’

NOIDA: Stepping up its act following
reports of alleged “irregularities in the sale of the wetland in Dadri to
a private developer”, the Uttar Pradesh government sent a team of
officials led by the inspector general of forests, Uttar Pradesh, DC Khanduri
to visit the disputed area on Friday. This was done to “ensure the
legality of the sale of land around the Bil Akbarpur Lake in Dadri, Greater
Noida, to a private developer.” Dismissing all allegations of
irregularities, the officials maintain that the sale of approximately one lakh
square metre area around the wetland to the Ansals for developing a residential
township is “perfectly legal.”

UP chief minister Mayawati,
accused the Centre of focusing on NRHM bunglings on assembly polls eve with a
“malicious” design. At a rally in Roorkee on Monday, she said:
“The Congress-headed UPA is misusing the CBI in the name of the NRHM scam
probe. The raids just before the assembly elections are politically motivated
to malign my image and take mileage in the polls.”

Mayawati is constantly in
touch with the BSP district secretaries.

Mayawati’s four years tenure - was
maintenance of law and order. In 2007, Mayawati was able to get such a
landslide because Mulayam’s reign had become synonymous with β€œgoonda raj”.
 

Mayawati
has the image of being a much tougher leader in fighting goonda
elements. She almost demolished Raja Bhaiya. So along with social engineering,
it was her image as a strong leader who could fight goondas that brought
her to power.”

There
are those who are willing to play the devil’s advocate and say that under the
five-year BSP rule, development has indeed taken place. Seated in his office in
Bapu Bhavan in Lucknow, I quiz a senior IAS officer who has held important
positions in both Mulayam and Mayawati governments. He is considered
pro-Mulayam but points out that
under Mayawati’s reign, UP has seen a lot of development.
He points out that on the power front the Mayawati government has begun
half-a-dozen big projects; and when that work is completed, power generation in
the State will go up to nearly 15,000 MW. β€œShe is right when she says the
Centre and the Congress have neglected UP for long years. No new power station
had been added in UP for three or four decades. The State was neglected by the
Congress for political reasons, and any Congress chief minister who became too
popular was removed.”

β€œAlso, agriculture has done good under Mayawati’s regime,”

Says
another IAS officer: β€œLand reforms have taken place here, and you’ll find in
rural areas an absence of land-grabbing. People are very aware, and even a
small infringement is taken seriously. And despite what the rest of India
thinks, some systems work here. Take, for instance, the huge network of roads
that UP has.”

He
argues that law and order situation has improved too; compared to some of the
districts in States like Bihar, Andhra Pradesh and Jharkhand, β€œwhere nothing
works without the writ of Naxalites, UP doesn’t have this problem except for
some border areas. I would say UP has avoided the Naxal problem because land
issues have been sorted out here.”

He
adds that compared to some parts of Western Bihar, where one cannot move
without β€œhordes of police, UP is comparatively safe. Of course, here too there
are road hold-ups, but it’s nothing like the organised gangs of Bihar”.

Electoral benefits for BSP

Because
of development issues, early trends indicate the BSP  will get 303 seats, with the Congress the BJP,
which have not benefited because corruption, has shot itself in the foot by not
passing Lokpal Bill. There is consensus that neither Congress nor BJP will
benefit, since they lost their deposites in the bi-elections. The Congress, cannot
do better; anyway, it has a terribly low denominator β€” only 22 seats in 2007 β€”
to contend with. SC/STs/OBCs, Minorities and poorer Upper Castes votes will go
to BSP for its Sarvajan Hithay Sarvajan Sukhay i.e., for Welfare and Happiness
of the Entire People Policy.

Muslims
will never move away from the BSP. As Shia leader points out, in five years the
BSP has done lot for their welfare, β€œbe it education or employment or promoting
Urdu language”. The community thanks Mayawati for improving the plight of
impoverished female Chikan and zardosi workers of Lucknow.

β€œSo
the UP Muslim is today not hesitant about giving its support to BSP.”

Lucknow’s Muslims have no problem with Mayawati. They feel that by the
expansion and beautification of the Dr Ambedkar Park, she added beauty to the
topography of Lucknow. β€œHistorically, the city of Lucknow is known for its
monuments like the Imambara and the Rumi Gate. Along with that now she is recreating
history by making the Ambedkar Park a huge icon of the city.
