Ajay Kumar Rawat, is a 30 years old
Scheduled caste from Unnao, he is a fellow of the Indian Institute of
Advanced Study and has been involved in SC/ST politics through his
student life. He thinks Mayawati has, through her resignation, decided
to shift the debate from Parliament and to people.
“If you look
at her political career, you’ll find that Mayawati has never taken time
to tender her resignation. Whether it was her alliance with the BJP or
with the SP. So this is not a surprise for us. On the other hand,
Mayawati speaking in the Parliament is a big thing for SC/STs across the
country. All of us listen when she speaks. So at a time when SC/STs
were killed in Saharanpur, when six SC/STs just died in Delhi’s sewers,
the fact that the biggest Sarvajan Samaj leader belonging to Scheduled
caste was allowed barely three minutes in Parliament is a shame,” he
says.
To those who argue that Mayawati, if she cared about
SC/STs, should have responded much earlier, say after the Una flogging
incident last year, Rawat poses a counter question.
“I asked them
what they did when SC/STs were being flogged in Una. And Mayawati only
wanted to speak, she hadn’t announced any revolution in the House that
would scare people and force them to silence her. Logon mein message
gaya hai ki Behenji maidan mein utarne waali hain [The message people
have got through her resignation is that she’s about to hit the
ground],” Allahabad University’s Dinesh Choudhary feels her resignation
is an attempt to mobilise her vote which seems to have run astray after a
string of defeats though it is not true. Her Sarvajan Samaj vote is in
tact and only the tampering of the fraud EVMs defeated her. Now it has
become more strong.
“Mayawati has given a signal – Raajneeti ab
Sansad mein nahi, sadak pe hogi, ise sadak pe aana padega. [Politics
will not remain bound inside the four walls of Parliament anymore but
will have to be played out on the streets now.] If the Parliament cannot
respect her voice and give her time to speak, she has made a wise
choice in stepping out of it. And her decision is not her private
decision. Others will follow suit.”
VK Rawat (40), convenor,
SC/ST Shoshan Mukti Manch, a Lucknow based SC/ST outfit, also thinks
that Mayawati’s resignation will trigger reaction in BSP’s core
constituency. He’s not very clear about how this will pan put in the
long run.
“Outside of the Parliament, it is very hard for SC/STs
to be heard. So millions of SC/STs must have been eagerly waiting for
Mayawati to speak and so it is unfortunate that she wasn’t allowed a
respectable time. After all she’s a national leader and president of a
national party. Naturally her core constituency will also react to it.
This is not a good sign for a democracy. We basically don’t know how her
supporters will react,” he said.
Rajneesh Ambedkar, a scholar at
Vardha University and convenor of Ambedkar Student’s Forum looks at
these development from a different prism.
“We’ve reached 21st
century and our leaders keep talking about beti padhao beti bachao, but
to not allow a female lawmaker to speak in the Parliament is silencing
not just SC/STs but women also. Everyone sitting in that hall had a duty
to listen to her. A lot of people from various parties said that she
was only there to deliver a political speech, so what are the others
present in the hall there for?” he asks.
All those agree on one
point that BSP supremo’s resignation has definitely hit a nerve which
may give a new direction to BSP politics if it is followed up with
electoral prudence.

Joining the controversy regarding the reliablity of Electronic
Voting Machines (EVMs) which have been questioned by political
parties, the RSS today asked the Election Commission (EC) to revert
back to tried and tested paper ballots and subject EVMs to public
scrutiny whether these gadgets are tamper proof. In an editorial
titled ‘Can we trust our EVMs?’, The Organiser, the RSS mouthpiece,
noted it was a fact that till date an absolutely tamper-proof machine
had not been invented and credibility of any system depends on
‘transparency, verifiability and trustworthiness’ than on blind and
atavistic faith in its infallibility. The issue is not a ‘private
affair’ and it involves the future of India. Even if the EVMs were
genuine, there was no reason for the EC to be touchy about it, the
paper commented. The Government and the EC can’t impose EVMs as a fait
accompli on Indian democracy as the only option before the voter.
There were flaws like booth capturing, rigging, bogus voting,
tampering and ballot paper snatching in the ballot paper system of
polling leading the country to switch over to the EVMs and all these
problems were relevant in EVMs too. Rigging was possible even at the
counting stage. What made the ballot papers voter-friendly was that
all aberrations were taking place before the public eye and hence open
for corrections whereas the manipulations in the EVMs is entirely in
the hands of powers that be and the political appointees manning the
sytem, the paper commented. The EVM has only one advantage —
’speed’ but that advantage has been undermined by the staggered polls
at times spread over three to four months. ‘’This has already killed
the fun of the election process,'’ the paper noted. Of the dozen
General Elections held in the country, only two were through the EVMs
and instead of rationally addressing the doubts aired by reputed
institutions and experts the Government has resorted to silence its
critics by ‘intimidation and arrests on false charges’, the paper
observed, recalling the arrest of Hyederabad-based technocrat Hari
Prasad by the Mumbai Police. Prasad’s research has proved that the
EVMs were ‘vulnerable to fraud’. The authorities want to send a
message that anybody who challenges the EC runs the risk of
persecution and harassment, the RSS observed. Most countries
around the world looked at the EVMs with suspicion and countries like
the Netherlands, Italy, Germany and Ireland had all reverted back to
paper ballots shunning EVMs because they were ‘easy to falsify, risked
eavesdropping and lacked transparency’. Democracy is too precious
to be handed over to whims or an opaque establishment and network of
unsafe gizmos. ‘’For the health of Indian democracy it is better to
return to tried and tested methods or else elections in future can
turn out to be a farce,'’ the editorial said.

ready to accept defeat in Uttar Pradesh, BSP chief mayawati accused the
BJP of tampering with the EVMs and demanded fresh poll with the use of
ballot paper. The BJP is likely to secure a landlisde victory in the
state, according to the latest trend. But Mayawati alleged that the
voting was fudged and accused the BJP and its workers of tampering with
the electronic voting machines. She said that she will write to the
Election Commission to conduct a fresh poll in the state.

results in UP and Uttarakhand are surprising and not palatable to

not allowed to speak on the issue of violence against SC/STs,

with the Sarvajan Samaj community, as her argument is not in sync with economic
realities and aspirations of SC/STs.
There is no denying that Mayawati is a big
fort of Sarvajan Samaj i.e., all societies identity. She has aligned it with new Sarvajan Samaj including, SC/STs/OBCs/Religious Minorities and the poor Brahmins and Baniyas
aspirations, RSS will lose the game to the Sarvajan Samaj as she is
in clear confrontation with the Sangh that is remotely controlling the BJP.
Changes have taken place in the
Sarvajan Samaj community due to economic crisis and caste and religious hatred of Sanghis and now they are facing problems in
communicating with a section of their own brahmin community because of their support only to the chitpavan brahmins that is empowered.
Brahmins today are not a homogenous group. The inflow of wealth only to the chitpavan brahmins and the rich capitalists and the PRESSTITUTE media has made this community a heterogeneous one.
If we look at the chitpavan brahmin caste, which gobbled the Master Key by tampering the fraud EVMs, the wealthy
ones are moving towards a chitpavan brahmin-hindutva cult identity. Add to that, wealth has
also not earned them respect in society. But that is not enough. The SC/STRs/OBCs/Religious Minorities and the poor Brahmins and Baniyas want
full respect and total equality. For this, one needs religion. While the RSS
is working on the ground to bring people closer to hindutva cult identity
through rituals 99% of rthe sarvajan Samaj do not find respect in following these rituals and
there is a feel bad factor because of the discrimination in the manuvad. Now, coming to the invisible caste,
those who are illiterate their struggle is about development, and most
importantly social respect, which comes with techno-politico-socio-religious Transformation and Economic Emancipation Movement integration
in the society.
Their need for dignity and respect is being heard by Ms mayawati, and speaking in a language that offers them techno-politico-socio-religious of Awakened One with Awareness respect.

Delhi: After her resignation from Parliament last week, BSP Chief
Mayawati has decided to hit the road. Every month, starting this
September, BSP will hold review meetings in each division of Uttar
Pradesh. The meetings chaired by BSP President would be held on 18th of
every month to remind her voters of her resignation from Parliament on
the eighteenth day of July, 2017.
The party will start this
organisational churning from its stronghold in western UP. A joint
convention of Meerut and Saharanpur Mandal is being planned for 18th
September at Meerut.
Revival plan was announced by Mayawati after
a closed door interaction with her party MLAs, MPs and senior office
bearers at BSP headquarters in Delhi.
“BJP has become a casteist,
communal and capitalist party, and it does not respect the
Constitution,” BSP President said after the meeting.
Mayawati had
stormed out of the Rajya Sabha last week, on the first day of the
Monsoon session, accusing the treasury benches of gagging her when she
wanted to speak on SC/ST atrocities. She thereafter tendered her
resignation from the Upper House. Her six year Rajya Sabha term was to
end in April next year.

Faulty EVM ‘ocassionally’ casts vote for BJP in Buldhana: Report

An
Electronic Voting Machine (EVM) used during the Zilla Parishad elections
in the month of February in Maharashtra reportedly recorded votes in
favour of a BJP candidate when they were cast for an independent
candidate.
According to a report in DNA, independent candidate
Ashatai Arun Zore filed a complaint after an EVM in Buldhana district of
Vidarbha votes polled in her favour “occasionally” went to the rival
candidate from BJP. The complaint was forwarded to Buldhana district
collectorate by RTI activist Anil Galgali who sought information
regarding the complaint.

The report says that on February 16th, the day of polling, Zore and her
representatives filed a complaint at around 10 am after they objected
to the LED light flashing for BJP candidate when votes were cast in her
favour at a polling booth in Sultanpur. The inquiry report was earlier
found to be “without substance” by centre in-charge Ramnarayan Sawant
and election officer Manikrao Bazad. Similar complaints were made again
at 1:30 PM, which were then found to be true, the report added.
The complaint was brought to the notice of the Assistant Returning
Officer prompting officials to seal the machine and restart the polling.
Re-polling took place a few days after the incident at booth 57/6, the
report stated. The Buldhana district collector, in his letter to the
State Election Commission, admitted that Zore’s complaint turned out to
be true.
The reason for the malfunction remains unclear but the
officials denied that it was a case of EVM tampering. “This could be a
technical fault. On an average, there are 60 seats in a Zilla Parishad.
The problem occurred on one machine in one centre in a particular
constituency. If there was deliberate tampering, similar complaints
could have been reported from more machines in other centres,” a
Buldhana district official told DNA.

Losing the middle Murderer of democratic institutions
(Modi)’s BJP (Bahuth Jiyadha Psychopaths)may be alienating the vyapari as it courts Big Capital and the underclass
But under Narendra Modi, the BJP has probably metamorphosed into a
party more favourably disposed towards Big Capital in general. While
many have sought to project Modi’s proximity to particular business
houses, there is no evidence so far, of his government bestowing special
favours to the suspected groups.
I recently got a Whatsapp
forward from a pulses trader in Gulbarga titled Hamari Bhool, Kamal Ka
Phool. Circulating within a large group of which he was part, it alluded
to the mistake (bhool) they committed voting for the kamal (lotus, the
Bharatiya Janata Party’s election symbol) and making Narendra Modi the
Prime Minister. “Socha tha baniyan ke upar shirt aa jaayegi, kya pata
tha baad mein patloon bhi utar jayegi (We thought we might get a shirt
over our vest, only to realise later that our pants, too, would be taken
off)”, read the message. The same Whatsapp group — of people also from
Latur, Akola, Indore, Bundi, Ajmer and other mandi centres — had another
revealing post. This one was addressed to the Dukhi Vyapari (sad
trader): “The hammal (mandi labourer) scares you. The farmer scares you.
The sales tax, income tax and mandi tax officials scare you. And now
GST will not just scare, but finish you. Where will you go from here, oh
vyapari?”
The above trader-as-victim narrative is currently
being played out not just within my Gulbarga friend’s active Whatsapp
circles. We are seeing it in Surat, where textile merchants and
powerloom owners — those weaving synthetic fabric that go for making
saris and dress material as cheap as Rs 200 — have been opposing the
implementation of the goods and services tax (GST). It is visible in
other textile hubs, too, be it Ludhiana, Bhiwandi, Ichalkaranji, Erode
or Karur. There are two strands to these protests.
The first, of
course, has to do with the GST. In textiles, only yarn or fibre was
being taxed until now. With the GST, the entire chain at every stage of
manufacture/job work and sale — from yarn to grey/dyed/printed fabric
and finished dress material/saris — would be liable for taxation. True,
the GST allows manufacturers/traders to set off the tax on their
product/services against the tax paid on purchased inputs. Thus, a
powerloom owner can claim credit for the tax paid on yarn/fibre. The
effective tax on his product (fabric) post set-off could actually be
lower than what he is already suffering.
But then, it’s not the
extent of tax as the very prospect of coming into the tax net that is
driving the current trader discontent. The opposition to the GST is
about losing the freedom to do business without leaving a paper trail,
thereby risking retribution from the authorities.
The second
aspect to the unrest concerns the relationship of the trading community
with the BJP, which right from the time of its progenitor, Jana Sangh,
was derisively referred to as a Bania Jain Party. The trading class —
the so-called bhagidari sector comprising proprietary and partnership
firms, as opposed to large corporates — was to it what the trade unions
were to the Communists. The party, on the other hand, had few backers
among big industrialists — barring the odd Viren J. Shah of Mukand
Steel.
That changed somewhat when the first BJP-led government of
Atal Bihari Vajpayee came to power in the late 1990s. Some of its
ministers, particularly Pramod Mahajan, were known to have close
connections with select corporate groups.
But under Narendra
Modi, the BJP has probably metamorphosed into a party more favourably
disposed towards Big Capital in general. While many have sought to
project Modi’s proximity to particular business houses, there is no
evidence so far, of his government bestowing special favours to the
suspected groups. One industry that may have received special treatment
from this government — through minimum import price and anti-dumping
duty protection measures — is steel. But the beneficiaries here aren’t
really the names usually thrown around.
A more accurate
description of the BJP under Modi — he is, indeed, both the party and
the government today — would be that it has grown beyond being merely a
representative of the bhagidari class. The GST and demonetisation
together have dealt a body blow to businesses whose operations were
mostly cash-based and non-tax paying. The Sensex’s rise in recent
months, even in a not-so-booming economy, could plausibly be linked to
the perception of big listed companies gaining in the long run from the
marginalisation of micro, small and medium-sized enterprises.
In
an insightful piece (‘Business Line’, July 6), Aarati Krishnan has shown
how in a host of industries — soaps, detergents, toothpastes, cars,
two-wheelers, cement, steel, telecom, airlines, etc — the top 2-3
players already command over 50 per cent domestic market share. This
trend towards consolidation and increased pricing power of large listed
firms will only intensify post-demonetisation and the GST.
It
raises the question: What will happen to the vyapari who constituted the
BJP’s original support base? This is where one must factor in an
additional transformation that Modi has seemingly brought about in a
traditionally right-of-Centre and Hindu upper caste-dominated party. By
portraying demonetisation and the GST as measures for unearthing black
money and checking tax evasion — besides implementing schemes to provide
universal banking access (Jan Dhan), LPG connections (Ujjwala) and
housing (Pradhan Mantri Awas Yojana) — Modi has sought to convert the
BJP into much more than just a Bania Jain Party.
In this process
of simultaneous courting of Big Capital and the underclass, the one
section that might well end up being alienated is the vyapari: A common
refrain amongst the members of our Whatsapp group was how “every
shopkeeper is a thief in the eyes of this government” and “they only
want the votes of the poor”.
One can draw parallels here with the
Congress. In 1931, Mahatma Gandhi described the Congress as
“essentially a peasant organisation”. Truth be told, the Congress, till
at least the first decade after Independence, was a party with the
widest cross-sectional and class appeal. The urban trader, middle
peasantry and the rising provincial elite were the first to desert it.
As these sections found refuge in the Jana Sangh and the various
socialist and regional formations, the Congress found itself reduced to a
party that only big industry and the poor could identify with.
The BJP, by contrast, started off as party of the bhagidari class. As
the party is now working towards expanding its base to both above and
below — Modi has definitely succeeding in doing that — it faces a
similar possibility of desertion from the “middle”. But given the scale
of past emotional attachment, the question can be thrown back to the
vyapari: Is there any other party you can go to?

The only solution is to revert back to Paper ballots. Order for dissolving the Central and State governments selected by these fraud EVMs and go for fresh polls with paper ballots. And the people must not recognise these governments till the fresh polls using paper ballots. All intellectuals must e-file in Supreme Court and take up this issue in all supportive media, Facebook, WhatsApp, and large number of emails, SMSes till the goal is achieved.
