[At
Naalandaa the village headman Asibandhakaputta asks the Buddha:] “Does
not the Blessed One dwell in compassion for all living beings?”
“Indeed,
headman, the Tathaagata does dwell in compassion for all living beings.”
“Well
then, Lord, does not the Blessed One teach Dhamma in full[1]
to some, but not so fully to others?”
“I
will reply to this question, headman, with another. Answer as seems proper to
you. What do you think? Suppose a peasant farmer has three fields, one
excellent, one middling, and one poor, sandy, salty, with bad soil. Tell me:
when the farmer wants to sow his seed, which field would he sow first: the
excellent one, the middling one or the poor one that is sandy, salty and with
bad soil?”
“Lord,
the farmer who wanted to sow his seed would sow the excellent field first.
Having done that, he would sow the middling field next, and the one that was
poor, sandy, salty, with bad soil he might or might not sow. Why? Well it might
do for cattle-food.”
“Well,
headman, that excellent field is like my monks and nuns. To them I teach the
Dhamma which is lovely in its beginning, lovely in its middle and lovely in its
ending, in spirit and in letter,[2]
I display to them the holy life, perfectly fulfilled and purified. Why? Because
these people adhere to me as their island, their shelter, their resort, their
refuge.
“The
middling field is like my male and female lay-followers. To these too I teach
the Dhamma which is lovely in its beginning, lovely in its middle and lovely in
its ending, in spirit and in letter, I display to them the holy life, perfectly
fulfilled and purified. Why? Because these people adhere to me as their island,
their shelter, their resort, their refuge.
“The
poor field that is sandy, salty and with bad soil is like my wandering recluses
and Brahmans of other sects.[3]
To them I also teach the Dhamma which is lovely in its beginning, lovely in its
middle and lovely in its ending, in spirit and in letter, I display to them the
holy life, perfectly fulfilled and purified. Why? Because if they only
understand a single phrase, it would long be for their profit.”
In protest of petrol price

She accused the United Progressive Alliance (UPA) government of furthering
the interests of the corporate sector.
‘During the worst ever recession in
2008-2009 the central government doled out a subsidy package of Rs.4 lakh crore
to the corporate sector, which continued even in 2009-2010 when the country’s economic growth
registered an increase to 6.8 percent,’ Mayawati alleged.
‘Now, when the growth has further
gone up to 8 percent, the union government has made a provision of Rs.4.5 lakh
crore worth of subsidies to the corporate sector, which shows where the
interest of the people on power lies,’ she added.
The chief minister said: ‘If the
government had least concern for the common people, its leaders would have kept
a fraction of that whopping subsidy for petrol products to help lessen the
pressures on account of the petrol price hike.’
Mayawati also told her party men to
make it a point to apprise the people of the measures taken by her government
to cut down the state levies on petrol and petroleum products.
‘We exempted cooking gas from state
taxes, reduced VAT on diesel from 21 percent to 17 and brought down the VAT on
kerosene to an all time low of 5 percent’, Mayawati pointed out.
Blowing the bugle against
the Congress led UPA Bahujan Samaj Party (BSP) in Karnataka comes out on the streets on Tuesday to mark
protest against the hike in petrol prices. Led by the state leaders, party
members will hold protests in all the districts of the state.
In Bangalore the protest will be in the Freedom Park.
UP Chief Minister
Mayawati said the Congress believes in anti common man and anti development
policies. She accused Congress of adopting a dual face towards the people
hailing from financially weak background. The CM said, “On one end, Congress
reflects sympathy for them but on ground reality it has done nothing to uplift
the living standards of people belonging to financially weak background.”
The leaders say “The
Centre is concerned about the financial deficits faced oil companies but it is
least bothered about the problems faced by the common man due to the repeated
hike in petrol prices. The UPA move reflects the flaws in the financial
policies of the Union Government.”
“The Centre failed to
check the skyrocketing inflation. It has increased the petrol price 12 times
since April, 2008.” As a result, the price of petrol has increased from Rs
48.30 in 2008 to Rs 71.46 per litre in 2011.
While, Uttar Pradesh
state government had made cooking gas as tax free in 2008. VAT on diesel has
been reduced by 5 per cent, added the BSP leader. Coming to the support of
people coming from financially weak background, the BSP government did not
increase tax on petrol, diesel and kerosene oil since 2009.
A large number of BSP supports from all
over the state will gather at Freedom
Park and shout slogans against the central government who are responsible for
increasing the prices of essential commodities in the country.
Karnataka state BSP leaders allege that the center government
is responsible for spiraling rate of essential commodities, petrol, diesel and
others in the country.
The hike in petrol
prices is an indication of the anti-people approach of UPA government.
They allege that the central government
is not concerned about the interest of common man of the country.
The central
government should immediately withdraw
its increased prices of petrol, diesel as it has huge impact on prices of all
other commodities and making lives of common people “even more
miserable”.

The Hon’ble Chief Minister of Uttar Pradesh Ms.
Mayawati ji has strongly criticised the recent killing of an innocent girl in
Lakhimpur district. She has assured the family members of the deceased that her
killers would be brought to book and given tough punishment.
The Hon’ble Chief Minister ji was talking to media
representatives at her official residence here today. She said that her
Government had no objection if the family members of the deceased wanted to opt
for CBI or any other inquiry. She said that the Government feared that in
case of CBI inquiry, this case may also meet the
same fate as of Arushi murder case of Noida.
The Hon’ble Chief Minister ji also said that the
opposition parties
should rise above the party based politics and
take the inhuman
incidents happening with women seriously and help
in nabbing the real
culprits. She advised them not to indulge in petty
politics as was
visible in the case of U.P.
The Hon’ble Chief Minister ji said that all the
opposition parties
were responsible for the harassment of women which
had happened
during her regime. She said that the opposition
parties harboured
professional criminals, mafias and goondas for
their political and
economic gains during their regimes. For that,
they misused
Government system to a large extent and the system
became rotten
and inhuman. She said that the State Government
had inherited these
maladies which had now become chronic.
The Hon’ble Chief Minister ji said that her
government had to
devote a lot of time and efforts to root out these
ills and it was now
yielding good results. It was the reason that the
crime graph was now
showing down trend, she pointed out. Specially,
the crimes against
women in U.P. had registered fall if compared to
other states of the
country.
The Hon’ble Chief Minister ji said that the data
issued by the
National Crime Record Bureau suggested that there
was a fall in the
crimes against women in U.P. if compared to other
states. The State
Government had taken tough measures to strictly
control crimes
against women. In U.P., the crime rate at a
population of one lakh
women stood at 11.9, while the same was 30.7 in
Andhra Pradesh,
13.9 in Gujrat, 21.9 in Haryana, 22.3 in M.P.,
13.8 in Maharashtra,
20.1 in Orissa, 26.2 in Rajasthan, 23.9 in Delhi
and in Union territories
the average crime rate was 22.1, while the all
India average was 17.4.
The rape rate on one lakh population was 0.9 in
Uttar Pradesh, while
the same was 1.4 in Andhra Pradesh, 5.3 in Assam,
4.3 in
Chhattisgarh, 4.2 in Madhya Pradesh, 1.6 in
Kerala, 2.5 in Haryana,
2.3 in Rajasthan, 2.5 in Orissa, 2.6 in Delhi and
2.6 in Chandigarh. In
all the 35 states/union territories of the country
the average crime rate
was 1.8.
The Hon’ble Chief Minister ji said that the main
aim of the
commissions sent by Central Government was not to
ensure justice for
the victims, instead they tried to take political
advantage of the
situation. She strongly criticised Central
Government for it and said
that the women of the country’s capital Delhi were
facing serious
crimes almost daily. She said that these
commissions should be sent
to those places of Delhi as they would not incur
many expenses
because their HQs were situated in Delhi. She said
that they were not
sent there because Delhi was ruled by Congress
Government. She
pointed out that many crimes against SC/STs took
place in various parts
of the country, but the Central Government did not
send its
commissions to those places.
The Hon’ble Chief Minister ji said that it was
clear that all the
commissions of the Union Government had been
politicised indirectly.
She has suggested to the Central Government and
all the opposition
parties to adopt the politics based on right
principles, so that
democracy could be strengthened.
Referring to false publicity of opposition parties
regarding land
acquisition, the Hon’ble Chief Minister ji said
that before putting such
allegations, opposition parties should look at
themselves. She said that
the farmers are doing agitations in Congress ruled
states Haryana,
Rajasthan, Delhi, Maharashtra and BJP ruled
Gujarat and Madhya
Pradesh on the issue of land acquisition, but
nobody is concerned
about farmers of these states, while the UP
Government had
implemented new land acquisition policy after
discussions with
representatives of farmers, which is the most
progressive and farmerfriendly policy of the country.
The Hon’ble Chief Minister ji said that the land
of farmers was
being acquired on cheaper rates. The rate of land
is Rs. 03 crore to 10
crore per acre in Delhi’s Kanjawala, Bawana and
Delhi Dehat, but
government of Delhi State is acquiring land at the
rate of Rs. 53 lakh
per acre. Similarly, farmers are agitated in the
districts of Congress
ruled Rajasthan – Jalaur, Badmer, Jaisalmer, Choru
and Chittaud on
the issue of land acquisition. Land is being
acquired from farmers in
Sanchaur tehsil of district Jalaur at the rate of
Rs. 06.80 per sq. mt.
The land of farmers had been taken in the
districts of Haryana –
Rohtak, Sonipat, Yamuna Nagar, Ambala and Palwal
at cheaper rates
and farmers felt betrayed. Similarly, farmers in
the district of Baitul in
BJP ruled Madhya Pradesh who were agitating for
their land which had
been taken for power plant were caned. Cases were
registered on 100
farmers of Anup Pur district in Madhya Pradesh for
their land agitation.
Such types of agitations had been launched in the
districts of Katni,
Satna, Singrauli, Damoh and Tikamgarh on the issue
of land acquisition.
Referring to the sale of sugar mills of the state,
the Hon’ble Chief
Minister ji termed the allegations as baseless and
said that efforts
were being made by the earlier governments of
opposition parties
regarding the sale of sugar mills running in
continuous losses from the
year of 1993. She said that budgetary financial
assistance to the tune
of Rs. 2285 crore had been made for subsidy to
sugar corporation. She
said that her government had followed the
directive principles of Union
Government in the sale of sugar mills in
transparent manner.
Therefore, the allegation of corruption in selling
of sugar mills is
baseless.
The Hon’ble Chief Minister ji said that BJP had
published a book
based on false data putting allegation of
corruption on her government
which is far from the facts.
The Hon’ble Chief Minister ji suggested the office
bearers of Civil
Society that they should bring the matter
regarding Lokpal Bill among
the people. She said that Lok Sabha Elections
would be held in 2014,
for which the office bearers of Civil Society
should do efforts for
electing more and more MPs, instead of struggling
to get this bill
passed on their conditions.
The Hon’ble Chief Minister ji said that this bill
would not be
passed according to intentions of Civil Society.
In the condition of
differences, this bill would be handed over to
Parliamentary
Committee, where it will be put in cold storage.
