BSP lambasts UPA’s finance policies
She accused the United Progressive Alliance (UPA) government of furthering
the interests of the corporate sector.
‘During the worst ever recession in
2008-2009 the central government doled out a subsidy package of Rs.4 lakh crore
to the corporate sector, which continued even in 2009-2010 when the country’s economic growth
registered an increase to 6.8 percent,’ Mayawati alleged.
‘Now, when the growth has further
gone up to 8 percent, the union government has made a provision of Rs.4.5 lakh
crore worth of subsidies to the corporate sector, which shows where the
interest of the people on power lies,’ she added.
The chief minister said: ‘If the
government had least concern for the common people, its leaders would have kept
a fraction of that whopping subsidy for petrol products to help lessen the
pressures on account of the petrol price hike.’
Mayawati also told her party men to
make it a point to apprise the people of the measures taken by her government
to cut down the state levies on petrol and petroleum products.
‘We exempted cooking gas from state
taxes, reduced VAT on diesel from 21 percent to 17 and brought down the VAT on
kerosene to an all time low of 5 percent’, Mayawati pointed out.
Blowing the bugle against
the Congress led UPA Bahujan Samaj Party (BSP) in Karnatakacomes out on the streets on Tuesday to mark
protest against the hike in petrol prices. Led by the state leaders, party
members will hold protests in all the districts of the state.
In Bangalore the protest will be in the Freedom Park.
UP Chief Minister
Mayawati said the Congress believes in anti common man and anti development
policies. She accused Congress of adopting a dual face towards the people
hailing from financially weak background. The CM said, “On one end, Congress
reflects sympathy for them but on ground reality it has done nothing to uplift
the living standards of people belonging to financially weak background.”
The leaders say “The
Centre is concerned about the financial deficits faced oil companies but it is
least bothered about the problems faced by the common man due to the repeated
hike in petrol prices. The UPA move reflects the flaws in the financial
policies of the Union Government.”
“The Centre failed to
check the skyrocketing inflation. It has increased the petrol price 12 times
since April, 2008.” As a result, the price of petrol has increased from Rs
48.30 in 2008 to Rs 71.46 per litre in 2011.
While, Uttar Pradesh
state government had made cooking gas as tax free in 2008. VAT on diesel has
been reduced by 5 per cent, added the BSP leader. Coming to the support of
people coming from financially weak background, the BSP government did not
increase tax on petrol, diesel and kerosene oil since 2009.
A large number of BSP supports from all
over the state will gather at Freedom
Park and shout slogans against the central government who are responsible for
increasing the prices of essential commodities in the country.
Karnataka state BSP leaders allege that the center government
is responsible for spiraling rate of essential commodities, petrol, diesel and
others in the country.
The hike in petrol
prices is an indication of the anti-people approach of UPA government.

The Hon’ble Chief Minister of Uttar Pradesh Ms.
Mayawati ji has strongly criticised the recent killing of an innocent girl in
Lakhimpur district. She has assured the family members of the deceased that her
killers would be brought to book and given tough punishment.
The Hon’ble Chief Minister ji was talking to media
representatives at her official residence here today. She said that her
Government had no objection if the family members of the deceased wanted to opt
for CBI or any other inquiry. She said that the Government feared that in
case of CBI inquiry, this case may also meet the
same fate as of Arushi murder case of Noida.
The Hon’ble Chief Minister ji also said that the
opposition parties
should rise above the party based politics and
take the inhuman
incidents happening with women seriously and help
in nabbing the real
culprits. She advised them not to indulge in petty
politics as was
visible in the case of U.P.
The Hon’ble Chief Minister ji said that all the
opposition parties
were responsible for the harassment of women which
had happened
during her regime. She said that the opposition
parties harboured
professional criminals, mafias and goondas for
their political and
economic gains during their regimes. For that,
they misused
Government system to a large extent and the system
became rotten
and inhuman. She said that the State Government
had inherited these
maladies which had now become chronic.
The Hon’ble Chief Minister ji said that her
government had to
devote a lot of time and efforts to root out these
ills and it was now
yielding good results. It was the reason that the
crime graph was now
showing down trend, she pointed out. Specially,
the crimes against
women in U.P. had registered fall if compared to
other states of the
country.
The Hon’ble Chief Minister ji said that the data
issued by the
National Crime Record Bureau suggested that there
was a fall in the
crimes against women in U.P. if compared to other
states. The State
Government had taken tough measures to strictly
control crimes
against women. In U.P., the crime rate at a
population of one lakh
women stood at 11.9, while the same was 30.7 in
Andhra Pradesh,
13.9 in Gujrat, 21.9 in Haryana, 22.3 in M.P.,
13.8 in Maharashtra,
20.1 in Orissa, 26.2 in Rajasthan, 23.9 in Delhi
and in Union territories
the average crime rate was 22.1, while the all
India average was 17.4.
The rape rate on one lakh population was 0.9 in
Uttar Pradesh, while
the same was 1.4 in Andhra Pradesh, 5.3 in Assam,
4.3 in
Chhattisgarh, 4.2 in Madhya Pradesh, 1.6 in
Kerala, 2.5 in Haryana,
2.3 in Rajasthan, 2.5 in Orissa, 2.6 in Delhi and
2.6 in Chandigarh. In
all the 35 states/union territories of the country
the average crime rate
was 1.8.
The Hon’ble Chief Minister ji said that the main
aim of the
commissions sent by Central Government was not to
ensure justice for
the victims, instead they tried to take political
advantage of the
situation. She strongly criticised Central
Government for it and said
that the women of the country’s capital Delhi were
facing serious
crimes almost daily. She said that these
commissions should be sent
to those places of Delhi as they would not incur
many expenses
because their HQs were situated in Delhi. She said
that they were not
sent there because Delhi was ruled by Congress
Government. She
pointed out that many crimes against SC/STs took
place in various parts
of the country, but the Central Government did not
send its
commissions to those places.
The Hon’ble Chief Minister ji said that it was
clear that all the
commissions of the Union Government had been
politicised indirectly.
She has suggested to the Central Government and
all the opposition
parties to adopt the politics based on right
principles, so that
democracy could be strengthened.
Referring to false publicity of opposition parties
regarding land
acquisition, the Hon’ble Chief Minister ji said
that before putting such
allegations, opposition parties should look at
themselves. She said that
the farmers are doing agitations in Congress ruled
states Haryana,
Rajasthan, Delhi, Maharashtra and BJP ruled
Gujarat and Madhya
Pradesh on the issue of land acquisition, but
nobody is concerned
about farmers of these states, while the UP
Government had
implemented new land acquisition policy after
discussions with
representatives of farmers, which is the most
progressive and farmerfriendly policy of the country.
The Hon’ble Chief Minister ji said that the land
of farmers was
being acquired on cheaper rates. The rate of land
is Rs. 03 crore to 10
crore per acre in Delhi’s Kanjawala, Bawana and
Delhi Dehat, but
government of Delhi State is acquiring land at the
rate of Rs. 53 lakh
per acre. Similarly, farmers are agitated in the
districts of Congress
ruled Rajasthan – Jalaur, Badmer, Jaisalmer, Choru
and Chittaud on
the issue of land acquisition. Land is being
acquired from farmers in
Sanchaur tehsil of district Jalaur at the rate of
Rs. 06.80 per sq. mt.
The land of farmers had been taken in the
districts of Haryana –
Rohtak, Sonipat, Yamuna Nagar, Ambala and Palwal
at cheaper rates
and farmers felt betrayed. Similarly, farmers in
the district of Baitul in
BJP ruled Madhya Pradesh who were agitating for
their land which had
been taken for power plant were caned. Cases were
registered on 100
farmers of Anup Pur district in Madhya Pradesh for
their land agitation.
Such types of agitations had been launched in the
districts of Katni,
Satna, Singrauli, Damoh and Tikamgarh on the issue
of land acquisition.
Referring to the sale of sugar mills of the state,
the Hon’ble Chief
Minister ji termed the allegations as baseless and
said that efforts
were being made by the earlier governments of
opposition parties
regarding the sale of sugar mills running in
continuous losses from the
year of 1993. She said that budgetary financial
assistance to the tune
of Rs. 2285 crore had been made for subsidy to
sugar corporation. She
said that her government had followed the
directive principles of Union
Government in the sale of sugar mills in
transparent manner.
Therefore, the allegation of corruption in selling
of sugar mills is
baseless.
The Hon’ble Chief Minister ji said that BJP had
published a book
based on false data putting allegation of
corruption on her government
which is far from the facts.
The Hon’ble Chief Minister ji suggested the office
bearers of Civil
Society that they should bring the matter
regarding Lokpal Bill among
the people. She said that Lok Sabha Elections
would be held in 2014,
for which the office bearers of Civil Society
should do efforts for
electing more and more MPs, instead of struggling
to get this bill
passed on their conditions.
The Hon’ble Chief Minister ji said that this bill
would not be
passed according to intentions of Civil Society.
In the condition of
differences, this bill would be handed over to
Parliamentary
Committee, where it will be put in cold storage.

body breaks, all measure and concept he has transcended.

On one
occasion Ven. Ananda was staying near Vesali at Veluvagamaka. Now on that occasion Dasama the householder from Atthakanagarahad arrived at Pataliputta
on some business. Then he went to a certain monk at Kukkata
Monastery and on arrival said to him, “Where is Ven. Ananda staying
now? I’d like to see him.”
“Householder,
the Ven. Ananda is staying near Vesali at Veluvagamaka.”
Then
Dasama the householder from Atthakanagara, on completing his business at
Pataliputta, went to Ven. Ananda at Veluvagamaka near Vesali. On arrival,
having bowed down to him, he sat to one side. As he was sitting there, he said
to Ven. Ananda: “Venerable sir, is there a single quality declared by the
Blessed One — the one who knows, the one who sees, worthy & rightly
self-awakened — where the unreleased mind of a monk who dwells there heedful,
ardent, & resolute becomes released, or his unended fermentations go to
their total ending, or he attains the unexcelled security from the yoke that he
had not attained before?”
“Yes,
householder, there is…”
“And
what is that one quality, venerable sir…?”
“There
is the case, householder, where a monk, withdrawn from sensuality, withdrawn
from unskillful qualities, enters & remains in the first jhana: rapture
& pleasure born from withdrawal, accompanied by directed thought &
evaluation. He reflects on this and discerns, ‘This first jhana is fabricated
& intended. Now whatever is fabricated & intended is inconstant &
subject to cessation.’ Staying right there, he reaches the ending of the mental
fermentations. Or, if not, then — through this very Dhamma-passion, this
Dhamma-delight, and from the total wasting away of the first five Fetters[1]
— he is due to be reborn [in the Pure Abodes], there to be totally unbound,
never again to return from that world.
“This,
householder, is a single quality declared by the Blessed One — the one who
knows, the one who sees, worthy & rightly self-awakened — where the
unreleased mind of a monk who dwells there heedful, ardent, & resolute
becomes released, or his unended fermentations go to their total ending, or he

direction[2]
with an awareness imbued with good will, likewise the second, likewise the
third, likewise the fourth. Thus above, below, & all around, everywhere, in
its entirety, he keeps pervading the all-encompassing cosmos with an awareness
imbued with good will — abundant, expansive, immeasurable, without hostility,
without ill will. He reflects on this and discerns, ‘This awareness-release
through good will is fabricated & intended. Now whatever is fabricated
& intended is inconstant & subject to cessation.’ Staying right there,
he reaches the ending of the mental fermentations. Or, if not, then — through
this very Dhamma-passion, this Dhamma-delight, and from the total wasting away
of the first five Fetters — he is due to be reborn [in the Pure Abodes], there
to be totally unbound, never again to return from that world.
“This
too, householder, is a single quality declared by the Blessed One — the one who

resistance, and not heeding perceptions of diversity, [perceiving,] ‘Infinite
space’ — enters & remains in the dimension of the infinitude of space. He
reflects on this and discerns, ‘This attainment of the infinitude of space is
fabricated & intended. Now whatever is fabricated & intended is
inconstant & subject to cessation.’ Staying right there, he reaches the
ending of the mental fermentations. Or, if not, then — through this very
Dhamma-passion, this Dhamma-delight, and from the total wasting away of the
first five Fetters — he is due to be reborn [in the Pure Abodes], there to be
totally unbound, never again to return from that world.

When this
was said, Dasama the householder from Atthakanagara said to Ven. Ananda,
“Venerable Ananda, just as if a man
seeking a single opening onto treasure were all at once to come upon eleven
openings onto treasure, in the same way I — seeking a single doorway to the
Deathless — have all at once come to hear of eleven doorways to the Deathless.
And just as if a man whose house had eleven doors could take himself to safety
by means of any one of those doors, in the same way I can take myself to safety
by means of any one of these eleven doors to the Deathless. Venerable sir, when
sectarians search for a teacher’s fee for their teachers, why shouldn’t I pay
homage to Ven. Ananda?”
So Dasama
the householder from Atthakanagara, having assembled the community of monks
from Vesali and Pataliputta, with his own hands served & satisfied them
with refined staple & non-staple foods. He presented a pair of cloths to
each monk, and a triple robe to Ven. Ananda. And, for Ven. Ananda, he had a
dwelling built worth five hundred [kahapanas].
Jhana Sutta: Mental Absorption
“I
tell you, the ending of the mental fermentations depends on the first jhana…
the second jhana… the third… the fourth… the dimension of the infinitude
of space… the dimension of the infinitude of consciousness… the dimension
of nothingness. I tell you, the ending of the mental fermentations depends on
the dimension of neither perception nor non-perception.
“‘I
tell you, the ending of the mental fermentations depends on the first jhana.’
Thus it has been said. In reference to what was it said? There is the case
where a monk, secluded from sensuality, secluded from unskillful qualities,
enters & remains in the first jhana: rapture & pleasure born of
seclusion, accompanied by directed thought & evaluation. He regards
whatever phenomena there that are connected with form, feeling, perception,
fabrications, & consciousness, as inconstant, stressful, a disease, a
cancer, an arrow, painful, an affliction, alien, a disintegration, an
emptiness, not-self. He turns his mind away from those phenomena, and having
done so, inclines his mind to the property of deathlessness: ‘This is peace,
this is exquisite — the resolution of all fabrications; the relinquishment of
all acquisitions; the ending of craving; dispassion; cessation; Unbinding.’
“Suppose that an archer or archer’s apprentice were to
practice on a straw man or mound of clay, so that after a while he would become
able to shoot long distances, to fire accurate shots in rapid succession, and
to pierce great masses. In the same way, there is the case where a monk…
enters & remains in the first jhana: rapture & pleasure born of

whatever phenomena there that are connected with form, feeling, perception,

goes. As for these two spheres — the attainment of the dimension of neither
perception nor non-perception & the attainment of the cessation of feeling
& perception — I tell you that they are to be rightly explained by those
monks who are meditators, skilled in attaining, skilled in attaining &
emerging, who have attained & emerged in dependence on them.”
Samadhi Sutta: Concentration
Then Ven.
Ananda went to the Blessed One and, on arrival, having bowed down to him, sat
to one side. As he was sitting there, he said to the Blessed One, “Lord,
could a monk have an attainment of concentration such that he would neither be
percipient of earth with regard to earth, nor of water with regard to water,
nor of fire… wind… the dimension of the infinitude of space… the
dimension of the infinitude of consciousness… the dimension of nothingness…
the dimension of neither perception nor non-perception… this world… nor of
the next world with regard to the next world, and yet he would still be
percipient?”
“Yes,
Ananda, he could…”
“But
how, lord, could a monk have an attainment of concentration such that he would
neither be percipient of earth with regard to earth… nor of the next world
with regard to the next world, and yet he would still be percipient?”
“There
is the case, Ananda, where the monk would be percipient in this way: ‘This is
peace, this is exquisite — the resolution of all fabrications; the
relinquishment of all acquisitions; the ending of craving; dispassion;
cessation; Unbinding.’ It’s in this way that a monk could have an attainment of
concentration such that he would neither be percipient of earth with regard to
earth, nor of water with regard to water, nor of fire… wind… the dimension
of the infinitude of space… the dimension of the infinitude of
consciousness… the dimension of nothingness… the dimension of neither
perception nor non-perception… this world… nor of the next world with
regard to the next world, and yet he would still be percipient.”
Sariputta Sutta: With Sariputta
Then Ven.
Ananda went to Ven. Sariputta and, on
arrival, exchanged courteous greetings with him. After an exchange of friendly
greetings & courtesies, he sat to one side. As he was sitting there, he
said to Ven. Sariputta, “Friend Sariputta, could a monk have an attainment
of concentration such that he would neither be percipient of earth with regard
to earth, nor of water with regard to water, nor of fire… wind… the
dimension of the infinitude of space… the dimension of the infinitude of
consciousness… the dimension of nothingness… the dimension of neither
perception nor non-perception… this world… nor of the next world with
regard to the next world, and yet he would still be percipient?”
“Yes,
friend Ananda, he could…”
“But
how, friend Sariputta, could a monk have an attainment of concentration such he
would neither be percipient of earth with regard to earth… nor of the next
world with regard to the next world, and yet he would still be
percipient?”
“Once,
friend Ananda, when I was staying right here in Savatthi in the Blind Man’s
Grove, I reached concentration in such a way that I was neither percipient of
earth with regard to earth… nor of the next world with regard to the next
world, and yet I was still percipient.”
“But
what, friend Sariputta, were you percipient of at that time?”
“‘The
cessation of becoming — Unbinding — the cessation of becoming — Unbinding’: One
perception arose in me, friend Ananda, as another perception ceased. Just as in
a blazing woodchip fire, one flame arises as another flame ceases, even so,
‘The cessation of becoming — Unbinding — the cessation of becoming —
Unbinding’: One perception arose in me as another one ceased. I was percipient
at that time of ‘The cessation of becoming — Unbinding.’”

Hon’ble Chief Minister writes letter to Hon’ble
Prime Minister
Hon’ble C.M. requests to Hon’ble P.M. to implement
provisions of New Land Acquisition Policy of State in different enterprises/institutions
of Union Government

The Hon’ble Chief Minister of Uttar Pradesh, Ms.
Mayawati Ji has written a letter to the Prime Minister Dr. Manmohan Singh requesting
him to implement the provisions of New Land Acquisition Policy in Public sector
institutions/enterprises of Union Government.
This land acquisition policy had been implemented
by the State
Government on 2nd June 2011.
Ms. Mayawati ji has requested to the Prime
Minister to make arrangements regarding implementation of this Land Acquisition
Policy in the Public sector
institutions/enterprises of Union
Government in the State at present like-Railways,
National
Highways Authority of India (NHAI), Gas Authority
of India Limited,
NTPC etc. so that uniformity could be maintained
in connection of
land acquisition in the State.
The Hon’ble Chief Minister while enclosing G.O. of
New Land
Acquisition Policy with her letter has stated to
the Prime Minister
that under this New Land Policy, for the first
time provisions have
been made to acquire land on the basis of mutual
consent and
benefit the farmers from the developed land.
Besides, arrangement
has also been made to give compensation to
landless labourers.
New Policy would be beneficial for farmers and
land acquiring
agency both.
It may be mentioned that some Departments,
Enterprises and
Authorities of Union Government had made their
respective acts for
land acquisition under which land is acquired from
the farmers. In
these acts of Union Government, there are no
provisions of mutual
consent and contract with the farmers and safeguarding
the
interests of landless labourers, owing to which
sometimes the
problem of law and order arises. Besides, the
farmers affected from
land acquisition and their families get entangled
in the litigations for
several years, owing to which projects’ work also
get affected.
Under the New Land Acquisition Policy which has
been announced by the U.P. Government, large scale provisions have been made
for safeguarding the interests of farmers and labourers.
This policy is the most progressive and farmer-friendly
policy of the
Country. The provisions of New Policy are
beneficial for projects and
farmers and labourers affected from land
acquisition. It may be recalled that the Hon’ble Chief Minister ji participated
in Kisan Panchayat on 2nd June 2011 in Lucknow with a view to solving the problems
pertaining to land acquisition and farmers, in which farmers representatives
came from different parts of the State also took part. The Hon’ble Chief
Minister had announced a new progressive land acquisition policy keeping in
view the suggestions made by the farmers after discussions with them in this
Panchayat. She demanded from the Union Government that like the New Policy of
the State Government, the Centre should also
implement it, in the entire Country.

Practice a Sutta a Day
Daruka-khandha Sutta: The Log
On one
occasion the Blessed One was staying at Ajjheya
on the bank of the river Ganges. He saw a large
log being carried along by the current near the bank of the river Ganges, and
on seeing it said to the monks: “Monks, do you see that large log being
carried along by the current of the river Ganges?”
“Yes,
lord.”
“Monks, if that log doesn’t veer
toward the near shore, doesn’t veer toward the far shore, doesn’t sink in the
middle, doesn’t get washed up on high ground, doesn’t get snared by human
beings, doesn’t get snared by non-human beings, doesn’t get snared in a
whirlpool, and doesn’t become rotten inside, it will tend to the ocean, tilt to
the ocean, incline to the ocean. Why is that? Because the current of the river
Ganges tends to the ocean, tilts to the ocean, inclines to the ocean.
“In
the same way, monks, if you don’t veer toward the near shore, don’t veer toward
the far shore, don’t sink in the middle, don’t get washed up on high ground,
don’t get snared by human beings, don’t get snared by non-human beings, don’t
get snared in a whirlpool, and don’t become rotten inside, you will tend to
Unbinding, tilt to Unbinding, incline to Unbinding. Why is that? Because right
view tends to Unbinding, tilts to Unbinding, inclines to Unbinding.”
When this
was said, a certain monk addressed the Blessed One: “What, lord, is the
near shore? What is the far shore? What is sinking in the middle? What is being
washed up on high ground? What is being snared by human beings? What is being
snared by non-human beings? What is being snared by a whirlpool? What is
becoming rotten inside?”
“‘The
near shore,’ monks, stands for the six internal sense media. ‘The far shore’
stands for the six external sense media. ‘Sinking in the middle’ stands for
passion & delight. ‘Being washed up on high ground’ stands for the conceit,
‘I am.’
“And
what, monks, is being snared by human beings? There is the case where a monk
lives entangled with householders, delighting with them and sorrowing with
them, happy when they are happy, pained when they are in pain, taking on their
affairs as his own duty. This is called being snared by human beings.
“And
what, monks, is being snared by non-human beings? There is the case where a
certain monk lives the holy life in hopes of a certain company of devas,
[thinking,] ‘By means of this virtue or practice or austerity or holy life I
will become one sort of deva or another.’ This is called being snared by
non-human beings.
“‘Being
snared by a whirlpool’ stands for the five strings of sensuality.
”
And what, monks, is becoming rotten inside? There is the case where a certain
monk is unprincipled, evil, unclean and suspect in his undertakings, hidden in
his actions, not a contemplative though claiming to be one, not leading the
holy life though claiming to do so, inwardly rotten, oozing with desire, filthy
by nature. This is called becoming rotten inside.”
Now at that time Nanda the cowherd was standing not far
from the Blessed One. Then he said to the Blessed One, “Lord, I don’t veer
toward the near shore, I don’t veer toward the far shore, I won’t sink in the
middle, I won’t get washed up on high ground, I won’t get snared by human
beings, I won’t get snared by non-human beings, I won’t get snared in a
whirlpool, and I won’t become rotten inside. It would be good, lord, if I could
obtain the Going-forth, if I could obtain the Full Acceptance (as a monk).
“In
that case, Nanda, lead the cows back to their owners.”
“The
cows will go back, lord, out of attachment for their calves.”
“Lead
the cows back to their owners, Nanda.”
Then,
having led the cows back to their owners, Nanda the cowherd went to the Blessed
One and, on arrival, told him, “The cows, lord, have been led back to
their owners. Let me obtain the Going-forth in the Blessed One’s presence! Let
me obtain the Full Acceptance!”
So Nanda the cowherd obtained the Going-forth in the
Blessed One’s presence, he obtained the Full Acceptance. And not long after his
Acceptance — dwelling alone, secluded, heedful, ardent, & resolute — he in
no long time reached & remained in the supreme goal of the holy life, for
which clansmen rightly go forth from home into homelessness, knowing &
realizing it for himself in the here & now. He knew: “Birth is ended,
the holy life fulfilled, the task done. There is nothing further for the sake
of this world.” And thus Ven. Nanda became another one of the arahants.
This was
said by the Lord…
“Suppose,
bhikkhus, a man was being borne along by the current of a river that seemed
pleasant and agreeable. But upon seeing him, a keen-sighted man standing on the
bank would call out to him: ‘Hey, good man! Although you are being borne along
by the current of a river that seems pleasant and agreeable, lower down there
is a pool with turbulent waves and swirling eddies, with monsters and demons.
On reaching that pool you will die or suffer close to death.’ Then, bhikkhus,
upon hearing the words of that person, that man would struggle against the
current with hands and feet.
“I
have made use of this simile, bhikkhus, to illustrate the meaning. And this is
the meaning here: ‘The current of the river’ is a synonym for craving. ‘Seeming
pleasant and agreeable’ is a synonym for the six internal sense-bases. ‘The
pool lower down’ is a synonym for the five lower fetters. ‘Turbulent waves’ is
a synonym for anger and frustration. ‘Swirling eddies’ is a synonym for the
five strands of sensual pleasure. ‘Monsters and demons’ is a synonym for
womenfolk. ‘Against the current’ is a synonym for renunciation. ‘Struggling
with hands and feet’ is a synonym for instigating energy. ‘The keen-sighted man
standing on the bank’ is a synonym for the Tathagata, the Arahant, the Fully
Enlightened One.”
Desiring future security from bondage One should abandon
sensual desire However painful this may be. Rightly comprehending with wisdom,
Possessing a mind that is well released, One may reach freedom step by step.
One who is a master of knowledge, Who has lived the holy life, Is called one
gone to the world’s end, One who has reached the further shore.
Dasadhamma Sutta: Discourse on The Ten Dhammas
Thus have
I heard:
On one
occasion the Blessed One was living near Savatthi at Jetavana at the monastery
of Anathapindika.
Then the
Blessed One addressed the monks, saying: “Monks.” — “Venerable
Sir,” they said by way of reply. The Blessed One then spoke as follows:
“These
ten essentials[1]
must be reflected upon again and again by one who has gone forth (to live the
holy life). What are these ten?
1.
“‘I am now changed into a different mode of life (from that of a layman).’
This must be reflected upon again and again by one who has gone forth.
2.
“‘My life depends on others.’ This must be reflected upon again and again
by one who has gone forth.
3.
“‘I must now behave in a different manner.’ This must be reflected upon
again and again by one who has gone forth.
4.
“‘Does my mind upbraid me regarding the state of my virtue?’[2]
This must be reflected upon again and again by one who has gone forth.
5.
“‘Do my discerning fellow-monks having tested me, reproach me regarding
the state of my virtue?’ This must be reflected upon again and again by one who
has gone forth.
6.
“‘There will be a parting (some day) from all those who are dear and
loving to me. Death brings this separation to me.’ This must be reflected upon
again and again by one who has gone forth.
7.
“‘Of kamma[3]
I am constituted. Kamma is my inheritance; kamma is the matrix; kamma is my
kinsman; kamma is my refuge. Whatever kamma I perform, be it good or bad, to
that I shall be heir.’ This must be reflected upon again and again by one who
has gone forth.
8.
“‘How do I spend my nights and days?’ This must be reflected upon again
and again by one who has gone forth.
9.
“‘Do I take delight in solitude?’ This must be reflected upon again and
again by one who has gone forth.
10.
“‘Have I gained superhuman faculties? Have I gained that higher wisdom so
that when I am questioned (on this point) by fellow-monks at the last moment
(when death is approaching) I will have no occasion to be depressed and
downcast?’ This must be reflected upon again and again by one who has gone
forth.
“These,
monks, are the essentials that should be reflected again and again by one who
has gone forth (to live the holy life).”
So spoke
the Blessed One. Those monks rejoiced at the words of the Blessed One.

Dantabhumi Sutta: The Discourse on the ‘Tamed Stage’
Thus have
I heard: At one time the Lord was staying near Rajagaha
in the Bamboo Grove at the squirrels’ feeding place. Now at that time the
novice Aciravata was staying in the Forest
Hut.[1]
Then prince Jayasena,[2]
who was always pacing up and down, always roaming about on foot, approached the
novice Aciravata; having approached he exchanged greetings with the novice
Aciravata; having exchanged greetings of friendliness and courtesy, he sat down
at a respectful distance. While he was sitting down at a respectful distance,
Prince Jayasena spoke thus to the novice Aciravata:
“I
have heard, good Aggivessana, that if a monk is abiding here diligent, ardent,
self-resolute, he may attain one-pointedness of mind.”
“That
is so, prince; that is so, prince. A monk abiding here diligent, ardent,
self-resolute, may attain one-pointedness of mind.”
“It
were good if the reverend Aggivessana were to teach me dhamma as he has
heard it, as he has mastered it.”
“I,
prince, am not able to teach you dhamma as I have heard it, as I have
mastered it. Now, if I were to teach you dhamma as I have heard it, as I
have mastered it, and if you could not understand the meaning of what I said,
that would be weariness to me, that would be a vexation to me.”
“Let
the reverend Aggivessana teach me dhamma as he has heard it, as he has
mastered it. Perhaps I could understand the meaning of what the good
Aggivessana says.”
“If
I were to teach you dhamma, prince, as I have heard it, as I have mastered
it, and if you were to understand the meaning of what I say, that would be
good; if you should not understand the meaning of what I say, you must remain
as you are: you must not question me further on the matter.”
“Let
the reverend Aggivessana teach me dhamma as he has heard it, as he has
mastered it. If I understand the meaning of what the good Aggivessana says,
that will be good; if I do not understand the meaning of what the good
Aggivessana says, I will remain as I am; I will not question the reverend
Aggivessana further on this matter.”
Then the
novice Aciravata taught dhamma to Prince Jayasena as he had heard it, as
he had mastered it. When this had been said, Prince Jayasena spoke thus to the
novice Aciravata:
“This
is impossible, good Aggivessana, it cannot come to pass that a monk abiding
diligent, ardent, self-resolute, should attain one-pointedness of mind.”
Then Prince Jayasena, having declared to the novice Aciravata that this was
impossible and could not come to pass, rising from his seat, departed.
And soon
after Prince Jayasena had departed, the novice Aciravata approached the Lord;
having approached and greeted the Lord, he sat down at a respectful distance.
As he was sitting down at a respectful distance, the novice Aciravata told the
Lord the whole of the conversation he had with Prince Jayasena as far as it had
gone. When this had been said, the Lord spoke thus to the novice Aciravata:
“What is the good of that, Aggivessana? That
Prince Jayasena, living as he does in the midst of sense-pleasures, enjoying
sense-pleasures, being consumed by thoughts of sense-pleasures, burning with
the fever of sense-pleasures, eager in the search for sense-pleasures, should
know or see or attain or realize that which can be known by renunciation, seen
by renunciation, attained by renunciation, realized by renunciation — such a
situation does not exist. It is as if, Aggivessana, among elephants or horses
or oxen to be tamed, two elephants, two horses or two oxen are well tamed, well
trained, and two are not tamed, not trained. What do you think about this,
Aggivessana? Would these two elephants or horses or oxen that were to be tamed
and that were well tamed, well trained — would these on being tamed reach tamed
capacity, would they, being tamed, attain a tamed stage?”
“Yes,
revered sir.”
“But
those two elephants or horses or oxen that were to be tamed but that were
neither tamed nor trained — would these, not being tamed, attain a tamed stage
as do the two elephants or horses or oxen to be tamed that were well tamed,
well trained?”
“No,
revered sir.”
“Even
so, Aggivessana, that Prince Jayasena, living as he does in the midst of
sense-pleasures… should know or see or attain or realize that which can be
known and realized by renunciation — such a situation does not exist. It is as
if, Aggivessana, there were a great mountain slope near a village or a
market-town which two friends, coming hand in hand from that village or
market-town might approach; having approached the mountain slope one friend
might remain at the foot while the other might climb to the top. Then the
friend standing at the foot of the mountain slope might speak thus to the one
standing on the top: ‘My dear, what do you see as you stand on the top of the
mountain slope?’ He might reply: ‘As I stand on the top of the mountain slope
I, my dear, see delightful parks, delightful woods, delightful stretches of
level ground delightful ponds.’ But the other might speak thus: ‘This is
impossible, it cannot come to pass, my dear, that, as you stand on the top of
the mountain slope, you should see… delightful ponds.’ Then the friend who
had been standing on top of the mountain slope having come down to the foot and
taken his friend by the arm, making him climb to the top of the mountain slope
and giving him a moment in which to regain his breath, might speak to him thus:
‘Now, my dear, what is it that you see as you stand on the top of the mountain
slope?’ He might speak thus: ‘I, my dear, as I stand on the top of the mountain
slope, see delightful parks… delightful ponds.’ He might speak thus: ‘Just
now, my dear, we understood you to say: This is impossible, it cannot come to
pass that, as you stand on the top of the mountain slope, you should see
delightful… ponds. But now we understand you to say: ‘I, my dear, as I stand
on the top of the mountain slope, see delightful parks… delightful ponds.’ He
might speak thus: ‘That was because I, my dear, hemmed in by this great
mountain slope, could not see what was to be seen.’
“Even
so but to a still greater degree, Aggivessana, is Prince Jayasena hemmed in,
blocked, obstructed, enveloped by this mass of ignorance. Indeed, that Prince
Jayasena, living as he does in the midst of sense-pleasures, enjoying
sense-pleasures, being consumed by thoughts of sense-pleasures, eager in the
search for sense-pleasures, should know or see or attain or realize that which
can be known… seen… attained… realized by renunciation — such a situation
does not exist. Had these two similes occurred to you, Aggivessana, for Prince
Jayasena, Prince Jayasena naturally would have acted in the manner of one
having trust in you.”
“But
how could these two similes for Prince Jayasena have occurred to me, revered
sir, seeing that they are spontaneous, that is to say to the Lord, and have
never been heard before?”
“As,
Aggivessana, a noble anointed king addresses an elephant hunter saying; ‘You,
good elephant hunter, mount the king’s elephant and go into an elephant forest.
When you see a forest elephant, tie him to the neck of the king’s elephant.’
And, Aggivessana, the elephant hunter having answered: ‘Yes, sire,’ in assent
to the noble anointed king, mounts the king’s elephant and goes into an
elephant forest. Seeing a forest elephant, he ties him to the neck of the
king’s elephant. So the king’s elephant brings him out into the open. But,
Aggivessana, the forest elephant has this longing, that is to say for the
elephant forest. But in regard to him the elephant hunter tells the noble
anointed king that the forest elephant has got out into the open. The noble
anointed king then addresses an elephant tamer, saying: ‘Come you, good
elephant tamer, tame the forest elephant by subduing his forest ways, by
subduing his forest memories, and aspirations and by subduing his distress, his
fretting and fever for the forest, by making him pleased with the villages and
by accustoming him to human ways.’
“And,
Aggivessana, the elephant tamer, having answered ‘Yes, sire,’ in assent to the
noble anointed king, driving a great post into the ground ties the forest
elephant to it by his neck so as to subdue his forest ways… and accustom him
to human ways. Then the elephant tamer addresses him with such words as are
gentle, pleasing to the ear, affectionate, going to the heart, urbane, pleasant
to the manyfolk, liked by the manyfolk. And, Aggivessana, the forest elephant,
on being addressed with words that are gentle… liked by the manyfolk,
listens, lends ear and bends his mind to learning. Next the elephant tamer
supplies him with grass-fodder and water. When, Aggivessana, the forest
elephant has accepted the grass-fodder and water from the elephant tamer, it
occurs to the elephant tamer: ‘The king’s elephant will now live.’ Then the
elephant tamer makes him do a further task, saying: ‘Take up, put down.’ When,
Aggivessana the king’s elephant is obedient to the elephant tamer and acts on
his instructions to take up and put down, then the elephant tamer makes him do
a further task, saying: ‘Get up, sit down.’ When, Aggivessana, the king’s
elephant is obedient to the elephant tamer and acts on his instructions to get
up and sit down, then the elephant tamer makes him do a further task; known as
’standing your ground’: he ties a shield to the great beast’s trunk; a man
holding a lance is sitting on his neck, and men holding lances are standing
surrounding him on all sides; and the elephant tamer, holding a lance with a
long shaft, is standing in front. While he is doing the task of ’standing your
ground’ he does not move a fore-leg nor does he move a hind-leg, nor does he
move the forepart of his body, nor does he move the hindpart of his body, nor
does he move his head, nor does he move an ear, nor does he move a tusk, nor
does he move his tail, nor does he move his trunk. A king’s elephant is one who
endures blows of sword, axe, arrow, hatchet, and the resounding din of drum and
kettle-drum, conch and tam-tam, he is [like] purified gold purged of all its
dross and impurities, fit for a king, a royal possession and reckoned as a
kingly attribute.
“Even
so, Aggivessana, does a Tathagata arise here in the world, a perfected one,
fully Self-Awakened One, endowed with right knowledge and conduct, well-farer,
knower of the worlds, the matchless charioteer of men to be tamed, the Awakened
One, the Lord. He makes known this world with the devas, with Mara, with
Brahma, the creation with its recluses and brahmans, its devas and men,
having realized them by his own super-knowledge. He teachesdhamma which
is lovely at the beginning, lovely in the middle, lovely at the ending, with
the spirit and the letters; he proclaims the Brahma-faring,[3]
wholly fulfilled, quite purified. A householder or a householder’s son or one
born in another family hears that dhamma. Having heard thatdhamma
he gains faith in the Tathagata. Endowed with this faith that he has acquired,
he reflects in this way: ‘The household life is confined
and dusty, going forth is in the open; it is not easy for one who lives in
a house to fare the Brahma-faring wholly fulfilled, wholly pure, polished like
a conch-shell. Suppose now that I, having cut off hair and beard, having put on
saffron robes, should go forth from home into homelessness?’ After a time,
getting rid of his wealth, be it small or great, getting rid of his circle of
relations, be it small or great, having cut off his hair and beard, having put
on saffron robes, he goes forth from home into homelessness. To this extent,
Aggivessana, the ariyan disciple gets out into the open.
“But,
Aggivessana, devas and mankind have this longing, that is to say, for
the five strands of sense-pleasures. The Tathagata disciplines him further,
saying: ‘Come you, monk, be moral, live controlled by the control of the
Obligations, possessed of [right] behavior and posture, seeing danger in the
slightest faults; undertaking them, train yourself in the rules of training.’
“And
when, Aggivessana, the ariyan disciple is moral, lives controlled by the
control…, undertaking them, trains himself in the rules of training, then the
Tathagata disciplines him further, saying: ‘Come you, monk, be guarded as to
the doors of the sense-organs. Having seen a material shape with the eye…(as
above). Having cognized a mental state with the mind, be not entranced by
the general appearance, be not entranced by the detail. For if you dwell with
the organ of mind uncontrolled, covetousness and dejection, evil unskillful
states of mind, might flow in. So fare along with its control, guard the organ
of mind, achieve control over the organ of the mind.’
“And
when, Aggivessana, the ariyan disciple is guarded as to the doors of the
sense-organs, then the Tathagata disciplines him further, saying: ‘Come you,
monk, be moderate in eating…(as above)… abiding in comfort.’
“When,
Aggivessana, the ariyan disciple is moderate in eating, the Tathagata
disciplines him further, saying: ‘Come you, monk, abide intent on vigilance…(as
above)… you should cleanse the mind of obstructive mental states.
“And
when, Aggivessana, the ariyan disciple is intent on vigilance, then the
Tathagata disciplines him further, saying: ‘Come you, monk, be possessed of
mindfulness and clear consciousness. Be one who acts with clear
consciousness…(as above)… talking, silent.’
“And
when, Aggivessana, the ariyan disciple is possessed of mindfulness and clear
consciousness, then the Tathagata disciplines him further, saying: ‘Come you,
monk, choose a remote lodging in a forest, at the root of a tree, on a mountain
slope, in a wilderness, in a hill-cave, a cemetery, a forest haunt, in the open
or on a heap of straw.’ He chooses a remote lodging in the forest… or on a
heap of straw. Returning from alms-gathering, after the meal, he sits down
cross-legged, holding the back erect, having made mindfulness rise up in front
of him, he, by getting rid of coveting for the world, dwells with a mind devoid
of coveting, he purifies the mind of coveting. By getting rid of the taint of
ill-will, he dwells benevolent in mind, compassionate for the welfare of all
creatures and beings, he purifies the mind of the taint of ill-will. By getting
rid of sloth and torpor, he dwells devoid of sloth and torpor; perceiving the
light, mindful, clearly conscious, he purifies the mind of sloth and torpor. By
getting rid of restlessness and worry, he dwells calmly the mind subjectively
tranquilized, he purifies the mind of restlessness and worry. By getting rid of
doubt, he dwells doubt-crossed, unperplexed as to the states that are skillful,
he purifies the mind of doubt.
“He,
by getting rid of these five hindrances which are defilements of the mind and
weakening to intuitive wisdom, dwells contemplating the body in the body,
ardent, clearly conscious [of it], mindful [of it] so as to control the
covetousness and dejection in the world. He fares along contemplating the
feelings… the mind… the mental states in mental states, ardent, clearly
conscious [of them], mindful [of them] so as to control the covetousness and
dejection in the world.
“As,
Aggivessana, an elephant tamer, driving a great post into the ground, ties a
forest elephant to it by his neck so as to subdue his forest ways, so as to
subdue his forest aspirations, and so as to subdue his distress, his fretting
and fever for the forest, so as to make him pleased with villages and accustom
him to human ways — even so, Aggivessana, these four applications of
mindfulness are ties of the mind so as to subdue the ways of householders and
to subdue the aspirations of householders and to subdue the distress, the
fretting and fever of householders; they are for leading to the right path, for
realizing nibbana.
“The
Tathagata then disciplines him further, saying: ‘Come you, monk, fare along
contemplating the body in the body, but do not apply yourself to a train of
thought connected with the body; fare along contemplating the feelings in the
feelings… the mind in the mind… mental states in mental states, but do not
apply yourself to a train of thought connected with mental states.’
“He
by allaying initial thought and discursive thought, with the mind subjectively
tranquilized and fixed on one point, enters on and abides in the second
meditation[4]
which is devoid of initial and discursive thought, is born of concentration and
is rapturous and joyful. By the fading out of rapture, he dwells with
equanimity, attentive and clearly conscious, and experiences in his person that
joy of which the ariyans say: ‘Joyful lives he who has equanimity and is
mindful,’ and he enters and abides in the third meditation. By getting rid of
joy, by getting rid of anguish, by the going down of his former pleasures and
sorrows, he enters and abides in the fourth meditation which has neither
anguish nor joy, and which is entirely purified by equanimity and mindfulness.
“Then
with the mind composed thus, quite purified, quite clarified, without blemish,
without defilement, grown pliant and workable, fixed, immovable, he directs his
mind to the knowledge and recollection of former habitation: he remembers a
variety of former habitations, thus: one birth, two births, three… four…
five… ten… twenty… thirty… forty… fifty… a hundred… a thousand…
a hundred thousand births, and many an eon of integration and many an eon of
disintegration and many an eon of integration-disintegration: ‘Such a one was I
by name, having such a clan, such and such a color, so was I nourished, such
and such pleasant and painful experiences were mine, so did the span of life
end. Passing from this, I came to be in another state where such a one was I by
name, having such and such a clan, such and such a color, so was I nourished,
such and such pleasant and painful experiences were mine, so did the span of life
end. Passing from this, I arose here.’ Thus he remembers divers former
habitations in all their modes and details.
“Then
with the mind composed, quite purified, quite clarified, without blemish,
without defilement, grown pliant and workable, fixed, immovable, he directs his
mind to the knowledge of the passing hence and the arising of beings. With the
purified deva-vision surpassing that of men, he sees beings as they pass
hence or come to be; he comprehends that beings are mean, excellent, comely,
ugly, well-going, ill-going, according to the consequence of their deeds, the
he thinks: Indeed these worthy beings who were possessed of wrong conduct in
body, who were possessed of wrong conduct in speech, who were possessed of
wrong conduct of thought, scoffers at the ariyans, holding a wrong view,
incurring deeds consequent on a wrong view — these, at the breaking up of the
body after dying, have arisen in a sorrowful state, a bad bourn, the abyss,
Niraya hell. But these worthy beings who were possessed of good conduct in
body, who were possessed of good conduct in speech, who were possessed of good
conduct in thought, who did not scoff at the ariyans, holding a right view,
incurring deeds consequent on a right view — these, at the breaking up of the
body, after dying, have arisen in a good bourn, a heaven world.
“Then
with the mind composed… immovable, he directs his mind to the knowledge of
the destruction of the cankers.[5]
He understands as it really is: This is anguish,[6]
this is the arising of anguish, this is the stopping of anguish, this is the
course leading to the stopping of anguish. He understands as it really is:
These are the cankers, this is the arising of the cankers, this is the stopping
of the cankers, this is the course leading to the stopping of the cankers. Knowing
thus, seeing thus, his mind is freed from the canker of sense pleasures, is
freed from the canker of becoming, freed from the canker of ignorance. In
freedom the knowledge came to be: I am freed; and he comprehends: Destroyed is
birth, brought to a close is the Brahma-faring, done is what was to be done,
there is no more of being such or such.
“That
monk is able to endure heat, cold, hunger, thirst, the touch of mosquitoes,
gadflies, wind, sun and creeping things, abusive language and unwelcome modes of
speech: he has grown to bear bodily feelings which as they arise are painful,
acute, sharp, severe, wretched, miserable, deadly. Purged of all the dross and
impurities of attachment, aversion and confusion,[7]
he is worthy of oblations, offerings, respect and homage, an unsurpassed field
of merit in the world.
“If,
Aggivessana, a king’s elephant dies in old age, untamed, untrained, the king’s
old elephant that has died is reckoned as one that has died untamed: And so,
Aggivessana, of a king’s elephant that is middle-aged. And too, Aggivessana, if
a king’s elephant dies young, untamed, untrained, the king’s young elephant
that has died is reckoned as one that has died untamed. Even so, Aggivessana,
if a monk who is an elder dies with the cankers not destroyed, the monk who is
an elder that has died is reckoned as one that has died untamed. And so of a
monk of middle standing. And too, Aggivessana, if a newly ordained monk dies
with the cankers not destroyed, the newly ordained monk that has died is
reckoned as one that has died untamed. If, Aggivessana, a king’s elephant dies
in old age, well tamed, well trained, the king’s old elephant that has died is
reckoned as one that has died tamed. And so, Aggivessana of a king’s elephant
that is middle-aged. And too, Aggivessana, if a king’s elephant dies young,
well tamed, well trained, the king’s young elephant that has died is reckoned
as one that has died tamed. Even so, Aggivessana, if a monk who is an elder
dies with the cankers destroyed, the monk who is an elder that has died is
reckoned as one that has died tamed. And so, Aggivessana, of a monk of middle
standing. And too, Aggivessana, if a newly ordained monk dies with cankers
destroyed, the newly ordained monk that has died is reckoned as one that has
died tamed.”
Thus
spoke the Lord. Delighted, the novice Aciravata rejoiced in what the Lord had
said.

It is noteworthy that the section on the
Four Applications of Mindfulness (satipatthana) is here followed by the second
meditation (jhana) without mention of the first. This may either refer
to a meditator who, already previously, has attained to the first jhana,
or, which seems more probable, it is meant to indicate that the intensive
practice of Satipatthana which, through emphasis on bare observation, tends to
reduce discursive thought, and enables the meditator to enter directly into the
second jhana, which is free from initial and discursive thought(vitakka-vicara).
This latter explanation is favored by the facts that (1) in our text, the
practice of Satipatthana is preceded by the temporary abandonment of the five
Hindrances, which indicates a high degree of concentration approaching that of
the jhana; (2) in our text, the meditator is advised not to engage in
the thought about the body, feelings, etc. — that is, in discursive
thinking, which is still present in the first jhana. [Ed., The Wheel].

Danda Sutta: The Stick

At Savatthi. There the Blessed One said: “From
an inconstruable beginning comes transmigration. A beginning point is not
evident, though beings hindered by ignorance and fettered by craving are
transmigrating & wandering on. Just as a stick
thrown up in the air lands sometimes on its base, sometimes on its side,
sometimes on its tip; in the same way, beings hindered by ignorance and
fettered by craving, transmigrating & wandering on, sometimes go from this
world to another world, sometimes come from another world to this.
“Why
is that? From an inconstruable beginning comes transmigration. A beginning
point is not evident, though beings hindered by ignorance and fettered by
craving are transmigrating & wandering on. Long have you thus experienced
stress, experienced pain, experienced loss, swelling the cemeteries — enough to
become disenchanted with all fabricated things, enough to become dispassionate,
enough to be released.”

Kaladana Sutta: Seasonable Gifts
“There
are these five seasonable gifts. Which five? One gives to a newcomer. One gives
to one going away. One gives to one who is ill. One gives in time of famine.
One sets the first fruits of field & orchard in front of those who are
virtuous. These are the five seasonable gifts.”
In the proper season they give — those with discernment,
responsive, free from stinginess. Having been given in proper season, with

an abundance. Those who rejoice in that gift or give assistance, they, too,
have a share of the merit, and the offering isn’t depleted by that. So, with an
unhesitant mind, one should give where the gift bears great fruit. Merit is
what establishes living beings in the next life.

ji has expressed profound grief over the demise of former Chief Minister of

On the initiative of the Hon’ble Chief Minister of
Uttar Pradesh, Ms. Mayawati Ji, a farmer Panchayat, attended by their representatives
from every corner of the state, was held at the State Capital, Lucknow today,
in which a direct communication was established with the farmers to discuss in
detail their various problems and solve them. Problems of the farmers relating
to the departments like irrigation, power, agriculture and allied departments
such as horticulture, animal husbandry etc. were
discussed on the occasion. The most noticeable
outcome of the farmers Panchayat was that the Uttar Pradesh Government, after having
direct dialogue with the farmers formulated a farmer-friendly policy of land acquisition
in keeping with their constructive suggestions.
Hon’ble Chief Minister to hold discussions with

hold discussions with farmers’ representatives of
the State regarding
the needs, expectations and problems of the
farmers tomorrow on 02
June 2011.
Giving this information here today, the Spokesman
of the State
Government said that the Hon’ble Chief Minister
always remained
sensitive towards the problems of the farmers and
she considered that
proper solution of farmers’ problems could be
found only through the
direct talks with them. She is also in favour of
taking the decision with
the consent of farmers. Keeping this in view, the
Hon’ble Chief Minister
has invited farmers’ representatives for talks in
Lucknow.
The Spokesman said that discussions regarding the
farmers’
problems related to irrigation, electricity,
agriculture, horticulture,
animal husbandry etc. would be held in detail and
the officers present
at that time would immediately dispose of these
problems. Besides,
other problems raised by the farmers would also be
solved.
The Spokesman said that such Kisan Panchayat is
being held for
the first time on the initiative taken by the
Hon’ble Chief Minister. In
this Panchayat, discussions related to agriculture
and every land policy
would be held in detail.
The Spokesman said that the Hon’ble Chief Minister
is of firm
opinion that the farmers should get maximum
benefit in the cases of
land acquisition. Therefore, the policy announced
for land acquisition in
2010 is the most progressive policy in the
country. He said despite of
it, the Hon’ble Chief Minister decided for amendment
in the present
policy with a view to making it much better. The
Spokesman said that
the Hon’ble Chief Minister would give final
touches to this policy after
the discussions with the farmers’ representatives
and considering their
view point.
The Spokesman said that interests of the farmers
of the State
was the top most priority of the Hon’ble Chief
Minister, therefore
Government had taken various effective steps for
providing facilities to
them and development of agriculture. He said that
State Government
had always made efforts that interests of the
farmers could not be
overlooked at
any cost.
The Hon’ble Chief Minister also announced to
enforce the new land acquisition from today.
The Hon’ble Chief Minister gave a patient hearing
to the problems and the views echoed by farmers’ representatives and directed
the officers concerned on the spot to solve them. She reiterated that the
present State Government was fully alive to the farmers’ problems and their
solution adding that it had always been her Government’s endeavour to safeguard
their interests at all costs.
Announcing the new land acquisition policy of the
State today, the Hon’ble Chief Minister Ms. Mayawati ji emphatically said that
her
Government could follow the rules of agreement
pertaining to all
types of land acquisition. She optimistically said
that the State’s
land acquisition policy would prove more farmer
friendly than the
one proposed by the Central Government. She
demanded that the
Central Government should enforce a uniform land
acquisition policy
for the country on the pattern of the policy
announced by the State
Government.
The Hon’ble Chief Minister ji was addressing the
historic Panchayat of the farmers’ representatives called at her initiative at her
official residence here today to find solution to the land acquisition and other
problems of the farmers of the State.
Expressing her gratitude to the farmers’
representatives who came
on the invitation of the State Government, she
said that for sometime now the land acquisition led to the situation of confrontation
between the State Government and the farmers in one State or the other. This
situation forced State Governments to confront the resentment of the farmers
and sometimes these incidents created a law and order problem. She said that
her Government clearly believed that the farmers’ problems could be truly
solved only when the decisions were taken in consultation with the farmers
after direct dialogue with them.
The Hon’ble Chief Minister ji said that keeping
this in view, her Government held detailed discussion with the farmers’ representatives
on various aspects of land acquisition and sought their suggestions. The matter
was thoroughly discussed at the Government level too. She explained that for
the first time in country’s history, her Government formulated a unique and new
policy in respect of land acquisition in accordance with the suggestions of the
farmers’ representatives after direct dialogue with them adding the new policy
had also been enforced from today.
Dwelling at length on the new land acquisition
policy, the
Hon’ble Chief Minister ji said that this had been
divided into three
parts. She maintained that in the new policy
special attention had
been paid to the power projects being set up by
the big private
companies and for the development of the State and
other works,
as this was the main reason behind growing
resentment among the
farmers throughout the country. She lamented that
the preceding
opposition parties’ governments failed to take any
initiative to solve
this problem of the farmers. The opposition
leaders only attempted
to discredit the State Government for the problem
handed down
from the opposition parties’ Government due to
their failure to
address it.
The Hon’ble Chief Minister of Uttar Pradesh Ms. Mayawati ji
said that her government had taken remarkable
decision in
connection of such cases under which developer has
to
receive land for the project from identified land
directly with
the mutual consent of at least 70 per cent farmers
of the
village through a package. District administration
will only
play the role of facilitator in this process.
If 70 per cent farmers disagree, then project would be
reconsidered.
Under this package two alternatives would be available to
farmers. Either, they could take 16 per cent
developed
land, besides Rs. 23,000 annuity per acre for 33
years.
If farmers wish, they could get cash money as
compensation for some land out of 16 per cent
land.
Farmers would get developed land free of cost and no
stamp duty would be charged.
If agricultural land is purchased from anywhere in the state
within a year from the payment of cash
compensation, then
full concession would be given in stamp duty.
Action would be taken under section-6 for land acquisition
for the land of the farmers who are left out after
70 per
cent.
Referring to the second part of the new policy,
the Hon’ble
Chief Minister ji said that land acquisition would
be decided under
contract rules for fulfilment of basic needs of
people like highways
and canals. She said that the farmers whose land
would be acquired
for such projects would get all benefits of
Government’s
Rehabilitation and Resettlement policy.
If agricultural land is purchased from anywhere in the state
within a year from the payment of cash
compensation, then
full concession would be given in stamp duty.
Giving information regarding the third part of the
policy, the
Hon’ble Chief Minister ji said that some land is
being acquired for
Development Authorities, Industrial Development
Authorities etc.
for which master plan is made. Such type of land
would also be
taken under contract rules of the State Government
with mutual
consent.
She said that with a view to protecting the interests of the
farmers in this connection, her government had
taken the
decision to provide two alternatives to farmers in
exchange
of acquired land.
According to the first alternative, the compensation amount
would be decided under contract rules and in this
case the
concerning public enterprise would adopt liberal
approach.
Besides, all the benefits of Rehabilitation and
Resettlement
policy would be given to the affected farmers.
While under the second alternative 16 per cent developed
land would be given free of cost out of the total
acquired
area, besides annuity of Rs. 23,000 per acre for
33 years. If
farmers wish they could take cash compensation in
place of
some land out of 16 per cent land.
The Hon’ble Chief Minister ji said that concession
would be
given in stamp duty under the third part of the
policy in the same
manner like in the cases of land acquisition by
private sector.
The Hon’ble Chief Minister ji said that each
farmer whose land
would be acquired or transferred would be given
Rs. 23,000 annuity
per acre per year for 33 years. An increase of Rs.
800 would be
made per acre per year in this annuity, which
would be given in the
month of July every year. If any farmer did not
want to take
annuity, then he would be paid one-time amount of
Rs. 2,76,000
per acre as rehabilitation subsidy.
She said that if the land is acquired or
transferred for the
purpose of any company, then farmers would have
the alternative
of taking the shares of company equivalent to 25
per cent out of
one-time amount of rehabilitation subsidy.
She said that one member of the families becoming
completely landless owing to the land
acquisition/transfer for
private sector would be given employment in the
private sector
company according to his ability.
Such affected family, who would become marginal
farmer as a
result of land acquisition or transfer, would be
given one-time
financial assistance equal to minimum agriculture
wages of 500
days. Similarly, such affected family who would
become small
farmer would get one-time financial assistance
equal to the
minimum agriculture wages of 375 days.
She said that if the family affected from the
project would be
of agriculture labourer or non-agriculture
labourer category, then he
would be given one-time financial assistance of
minimum
agriculture wages of 625 days. Similarly, every
displaced family
would be paid additional one-time amount equal to
minimum
agriculture wages of 250 days.
Besides, the state government had made provision
that the
developer agency would construct one Kisan Bhavan each
in every
village affected by acquisition, through their own
expenses. She
said that the developer agency would run at least
one model school
upto class 8 level along with sports ground within
the project area.
The developer would be responsible for the
construction of the
building of the school.
The Hon’ble Chief Minister ji said that if less
than 70 per cent
of the farmers gave their consent then the private
sector project
would be reconsidered. She said that her
government, along with
ensuring the implementation of various
arrangements benefiting
farmers affected by acquisition, had also ensured
that their
participation in development was equal.
Hon’ble Chief Minister ji said that certain
elements had created
confusion that the lands of the farmers were
acquired at lower rates
and were later sold at higher rates. She said that
50 per cent of the
acquired land was being used for community
facilities like roads,
parks, green belts etc. Thus, the historic
arrangement of returning
16 per cent of the total acquired land to the
farmers after
developing it free of cost would certainly benefit
the farmers.
The Hon’ble Chief Minister ji said that the M.P.s
of her party
would push for the implementation of the policy
announced today
during the monsoon session of the Parliament so
that this policy
could be implemented at the national level. She
regretted that some
opposition parties, instead of pressurising the
Central Government
to formulate land acquisition law, were indulging
in petty politics in
Uttar Pradesh. She said that her government would
not allow them
to do so. She said that everybody knew that the
opposition parties
did not have any issue that’s why they were trying
to provoke the
farmers.
The Hon’ble Chief Minister ji said that the
unfortunate
incidents that took place in Bhatta Parsaul
recently were the latest
example of it. She said that there was no
connection between the
compensation provided to the farmers of Bhatta
Parsaul and the
incident that occurred there. She said that the
untoward happenings
that occurred there were instigated by the
opposition parties and it
was their nefarious design. She assured the farmer
representatives
of Bhatta Parsaul that the state government would
compensate the
farmers who had suffered losses during the
incident that took place
there. She emphasised that her government would
not allow
anybody to vitiate the law & order of the
state in the name of the
farmers and it would take stringent action against
those trying to do
so. The government would take action within the
ambit of law, she
warned.
The Hon’ble Chief Minister ji said that on behalf
of the
government and her party she had written several
letters to ‘the
Central Government requesting’ to formulate a
farmer friendly
comprehensive national policy on land acquisition,
but to no avail.
Therefore, her party had now decided that this
issue would be
raised in the Parliament in the next monsoon
session. She said that
if the Congress led UPA Government did not
formulate any policy on
land acquisition during the monsoon session, then
the BSP would
lay siege (gherao) of the Parliament. She said that the praising of
the land acquisition policy of the Haryana
Government by the
Congress party was motivated by politics. She
reiterated that the
present land acquisition policy of her government
was most
lucrative policy of the country which would ensure
a lot of benefits
for the farmers.
The Hon’ble Chief Minister ji said that her party
believed that
the farmers always wanted development, but they
also wanted that
they were not rendered jobless and homeless
because of it and
their future became totally bleak. She said that
keeping this in view
her government had decided to implement this
historic land
acquisition policy to protect the interests of the
farmers being
affected by land acquisition.

Siha Sutta: To General Siha (On Generosity)
I have
heard that on one occasion the Blessed One was staying near Vesali,
in the Great Forest, at the Gabled Pavilion. Then General Siha
went to the Blessed One and, on arrival, having bowed down to him, sat to one
side. As he was sitting there he said to the Blessed One: “Is it possible,
lord, to point out a fruit of generosity visible in the here & now?”
“It
is possible, Siha. One who gives, who is a master of giving, is dear &
charming to people at large. And the fact that who is generous, a master of
giving, is dear & charming to people at large: this is a fruit of
generosity visible in the here & now.
“Furthermore,
good people, people of integrity, admire one who gives, who is a master of
giving. And the fact that good people, people of integrity, admire one who
gives, who is a master of giving: this, too, is a fruit of generosity visible
in the here & now.
“Furthermore,
the fine reputation of one who gives, who is a master of giving, is spread far
& wide. And the fact that the fine reputation of one who gives, who is a
master of giving, is spread far & wide: this, too, is a fruit of generosity
visible in the here & now.
“Furthermore,
when one who gives, who is a master of giving, approaches any assembly of
people — noble warriors, brahmans, householders, or contemplatives — he/she
does so confidently & without embarrassment. And the fact that when one who
gives, who is a master of giving, approaches any assembly of people — noble
warriors, brahmans, householders, or contemplatives — he/she does so
confidently & without embarrassment: this, too, is a fruit of generosity
visible in the here & now.
“Furthermore,
at the break-up of the body, after death, one who gives, who is a master of
giving, reappears in a good destination, the heavenly world. And the fact that
at the break-up of the body, after death, one who gives, who is a master of
giving, reappears in a good destination, the heavenly world: this is a fruit of
generosity in the next life.”
When this
was said, General Siha said to the Blessed One: “As for the four fruits of
generosity visible in the here & now that have been pointed out by the
Blessed One, it’s not the case that I go by conviction in the Blessed One with
regard to them. I know them, too. I am one who gives, a master of giving, dear
& charming to people at large. I am one who gives, a master of giving; good
people, people of integrity, admire me. I am one who gives, a master of giving,
and my fine reputation is spread far & wide: ‘Siha is generous, a doer, a
supporter of the Sangha.’ I am one who gives, a master of giving, and when I
approach any assembly of people — noble warriors, brahmans, householders, or
contemplatives — I do so confidently & without embarrassment.
“But
when the Blessed One says to me, ‘At the break-up of the body, after death, one
who gives, who is a master of giving, reappears in a good destination, the
heavenly world,’ that I do not know. That is where I go by conviction in the
Blessed One.”
“So
it is, Siha. So it is. At the break-up of the body, after death, one who gives,
who is a master of giving, reappears in a good destination, the heavenly
world.”
One who gives is dear. People at large admire him. He
gains honor. His status grows. He enters an assembly unembarrassed. He is
confident — the man unmiserly. Therefore the wise give gifts. Seeking bliss,
they would subdue the stain of miserliness. Established in the three-fold
heavenly world, they enjoy themselves long in fellowship with the devas. Having
made the opportunity for themselves, having done what is skillful, then when
they fall from here they fare on, self-radiant, in Nandana.[1]
There they delight, enjoy, are joyful, replete with the five sensuality
strands. Having followed the words of the sage who is Such, they enjoy
themselves in heaven — disciples of the One Well-gone.

Sappurisadana Sutta: A Person of Integrity’s Gifts
“These
five are a person of integrity’s gifts. Which five? A person of integrity gives
a gift with a sense of conviction. A person of integrity gives a gift
attentively. A person of integrity gives a gift in season. A person of
integrity gives a gift with an empathetic heart. A person of integrity gives a
gift without adversely affecting himself or others.
“Having
given a gift with a sense of conviction, he — wherever the result of that gift
ripens — is rich, with much wealth, with many possessions. And he is
well-built, handsome, extremely inspiring, endowed with a lotus-like complexion.
“Having
given a gift attentively, he — wherever the result of that gift ripens — is
rich, with much wealth, with many possessions. And his children, wives, slaves,
servants, and workers listen carefully to him, lend him their ears, and serve
him with understanding hearts.
“Having
given a gift in season, he — wherever the result of that gift ripens — is rich,
with much wealth, with many possessions. And his goals are fulfilled in season.
“Having
given a gift with an empathetic heart, he — wherever the result of that gift
ripens — is rich, with much wealth, with many possessions. And his mind
inclines to the enjoyment of the five strings of lavish sensuality.
“Having
given a gift without adversely affecting himself or others, he — wherever the
result of that gift ripens — is rich, with much wealth, with many possessions.
And not from anywhere does destruction come to his property — whether from
fire, from water, from kings, from thieves, or from hateful heirs.
“These
five are a person of integrity’s gifts.”
Aputtaka Sutta: Heirless (1)
At
Savatthi. Then King Pasenadi Kosala went to the Blessed
One in the middle of the day and, on arrival, having bowed down to the Blessed
One, sat to one side. As he was sitting there the Blessed One said to him,
“Well now, great king, where are you coming from in the middle of the
day?”
“Just
now, lord, a money-lending householder died in Savatthi. I have come from
conveying his heirless fortune to the royal palace: eight million in silver, to
say nothing of the gold. But even though he was a money-lending householder,
his enjoyment of food was like this: he ate broken rice & pickle brine. His
enjoyment of clothing was like this: he wore three lengths of hempen cloth. His
enjoyment of a vehicle was like this: he rode in a dilapidated little cart with
an awning of leaves.”
“That’s
the way it is, great king. That’s the way it is. When a person of no integrity
acquires lavish wealth, he doesn’t provide for his own pleasure &
satisfaction, nor for the pleasure & satisfaction of his parents, nor for
the pleasure & satisfaction of his wife & children; nor for the
pleasure & satisfaction of his slaves, servants, & assistants; nor for
the pleasure & satisfaction of his friends. He doesn’t institute for
priests & contemplatives offerings of supreme aim, heavenly, resulting in
happiness, leading to heaven. When his wealth isn’t properly put to use, kings
make off with it, or thieves make off with it, or fire burns it, or water
sweeps it away, or hateful heirs make off with it. Thus his wealth, not
properly put to use, goes to waste and not to any good use.
“Just as with a pond in a place haunted by non-human beings, with
clear water, cool water, fresh water, clean, with good fords, delightful: No
people would draw water from it or drink it or bathe in it or apply it to their
needs. And so that water, not properly put to use, would go to waste and not to
any good use. In the same way, when a person of no integrity acquires lavish
wealth… his wealth, not properly put to use, goes to waste and not to any
good use.
“But
when a person of integrity acquires lavish wealth, he provides for his own
pleasure & satisfaction, for the pleasure & satisfaction of his
parents, the pleasure & satisfaction of his wife & children; the
pleasure & satisfaction of his slaves, servants, & assistants; and the
pleasure & satisfaction of his friends. He institutes for priests &
contemplatives offerings of supreme aim, heavenly, resulting in happiness,
leading to heaven. When his wealth is properly put to use, kings don’t make off
with it, thieves don’t make off with it, fire doesn’t burn it, water doesn’t
sweep it away, and hateful heirs don’t make off with it. Thus his wealth,
properly put to use, goes to a good use and not to waste.
“Just as with a pond not far from a town or village, with clear
water, cool water, fresh water, clean, with good fords, delightful. People
would draw water from it or drink it or bathe in it or apply it to their needs.
And so that water, properly put to use, would go to a good use and not to
waste. In the same way, when a person of integrity acquires lavish wealth…
his wealth, properly put to use, goes to a good use and not to waste.”
That is
what the Blessed One said. Having said that, the One Well-Gone, the Teacher,
said further:
Like water in a haunted place that, without being
imbibed, dries up: such is the wealth acquired by a worthless person who
neither enjoys it himself nor gives. But one enlightened
& knowing, on acquiring wealth, enjoys it & performs his duties. He, a
bull among men, having supported his kin, without blame goes to the land of
heaven.
Aputtaka Sutta: Heirless (2)
Translator’s note: It might come
as something of a surprise that the Buddha, in this discourse, seems to speak
favorably of the lavish enjoyment of sensual pleasures. Taken in light of his
teachings in AN 5.41, his remarks here are less surprising.
There he points out that the enjoyment of pleasure is one of the legitimate
rewards of wealth, although the proper enjoyment of wealth doesn’t end there.
In this discourse, he speaks of a man who, because of his past kamma, couldn’t
even enjoy sensual pleasures. This is a useful discourse for illustrating the
point that the Buddha’s ultimate rejection of sensual pleasure is not that of a
man who was too aversive or stingy to enjoy them. Rather, he rejects them because
he was capable of enjoying them but realized that this sort of enjoyment was
not the path to true happiness.
As for
the moneylender mentioned in this discourse, even though his inability to enjoy
his wealth can be traced to attitudes in the past, his unwillingness to make
merit in this lifetime is not the fault of his past kamma. People are always
free to choose to practice the Dhamma at any time. In his case, he chose not
to. Thus he got no legitimate use out of his wealth at all.
At
Savatthi. Then King Pasenadi Kosala went to the Blessed One in the middle of
the day and, on arrival, having bowed down to the Blessed One, sat to one side.
As he was sitting there the Blessed One said to him, “Well now, great
king, where are you coming from in the middle of the day?”
“Just
now, lord, a money-lending householder died in Savatthi. I have come from
conveying his heirless fortune to the royal palace: ten million in silver, to
say nothing of the gold. But even though he was a money-lending householder,
his enjoyment of food was like this: he ate broken rice & pickle brine. His
enjoyment of clothing was like this: he wore three lengths of hempen cloth. His
enjoyment of a vehicle was like this: he rode in a dilapidated little cart with
an awning of leaves.”
“That’s
the way it is, great king. That’s the way it is. Once in the past that
money-lending householder provided alms for the Private Buddha named Tagarasikhi. Saying [to his servant], ‘Give alms to the
contemplative,’ he got up from his seat and left. After giving, though, he felt
regret: ‘It would have been better if my slaves or servants had eaten those
alms.’ And he also murdered his brother’s only heir for the sake of his
fortune. Now, the result of his action in having provided alms for the Private
Buddha named Tagarasikhi was that he appeared seven times in a good
destination, the heavenly world. And through the remaining result of that
action he acted as money-lender seven times in this very same Savatthi. But the
result of his action in feeling regret after giving [those] alms — ‘It would
have been better if my slaves or servants had eaten those alms’ — was that his
mind didn’t lend itself to the lavish enjoyment of food, didn’t lend itself to
the lavish enjoyment of clothing, didn’t lend itself to the lavish enjoyment of
a vehicle, didn’t lend itself to the lavish enjoyment of the five strings of
sensuality. The result of his action in having murdered his
brother’s only heir for the sake of his fortune was that he boiled in hell for
many years, many hundreds of years, many thousands of years, many
hundred-thousands of years. And through the remaining result of that action he
has left this seventh heirless fortune to the royal treasury.
“Now,
because of the wasting away of that money-lending householder’s old merit and
his non-accumulation of new merit, he is today boiling in the Great
Roruva hell.”
“So
he has reappeared in the Great Roruva hell, lord?”
“Yes,
great king. He has reappeared in the Great Roruva hell.”
That is
what the Blessed One said. Having said that, the One Well-Gone, the Teacher,
said further:
Grain, wealth, silver, gold, or whatever other belongings
you have; slaves, servants, errand-runners, & any dependents: you must go
without taking any of them; you must leave all of them behind. What
you do with body, speech, or mind: that is yours; taking that you go;
that’s your follower, like a shadow that never leaves. Thus you
should do what is fine as a stash for the next life. Acts of merit are the
support for beings in their after-death world.
Bangalore: Uttar Pradesh Chief Minister Mayawati has
condemned the police action against Baba Ramdev and his supporters “in
the strongest terms” and asked the Supreme Court to order a probe as
“justice cannot be expected from the Centre” in the issue.
Mayawati termed the crackdown at the Ramlila Maidan as “inhuman”,
“undemocratic” and “condemnable”. “Our party condemns this in the
strongest terms”, she said at the beginning of her speech at the
day-long conference of BSP’s Karnataka office-bearers here.
Mayawati made what she termed as a request through the media to the
Supreme Court, to take “special note” of the developments and issue
directions for an independent and separate probe into the issue by the
National Human Rights Commission, the National Commission for Women and
the National SC/ST Commission.
“In addition, our party requests the honourable Supreme Court to
order a judicial enquiry, or whichever probe it deems necessary”,
Mayawati said, adding, heavy punishment should be given to the guilty so
that such “goondaism” is not unleashed on anybody sitting in dharna in
any part of the country.
She said the BSP was seeking the apex court’s intervention because
“whatever happened” at the Ramlila Maidan was at the direction of the
Central Government, from which “justice cannot now be expected” in this
case.

Uttar Pradesh, Chief
Minister Mayawati has announced that all future land transactions will be
clinched directly between the farmers and the private developers by adopting a
“consensual approach.”
“The role of the
government now would be that of a facilitator only, limited to issuing a
notification under Section 4 of the Land Acquisition Act, 1894,” the Chief
Minister said while announcing the new Land Acquisition Policy of the State on
Thursday.
This is the second such
policy to be announced by the Mayawati regime in the last nine months; the
earlier policy was declared on September 3, 2010.
The new policy will be
implemented with prospective effect and will not apply to the acquisition of
land made under the earlier policy. The announcement of the new policy followed
a “kisan panchayat” addressed by the Chief Minister. The panchayat was attended
by farmers’ representatives from the Bharatiya Kisan Union, including its
general secretary Rakesh Tikait, and those from Tappal and Bhatta and Parsaul.
Talks with farmers
Ms. Mayawati said the new
policy had been framed after elaborate discussions with the farmers’
representatives. “The new policy will be implemented with prospective effect,
but any further suggestions made by the farmers will be added by issuing
separate GOs,” Ms. Mayawati told reporters. Describing the new policy declared
by her on Thursday, Ms. Mayawati claimed it would be better than the
“proposed land acquisition policy of the UPA government.”
She said the land acquisition policy would be raised by the Bahujan
Samaj Party (BSP) in the monsoon session of the Lok Sabha and if the Centre’s
policy was not announced the BSP would gherao Parliament.
The State’s new Land
Acquisition Policy has been divided into three parts. The first part deals with
the direct transfer of land from farmers to private developers, with the State
(district administration) playing the role of facilitator. The policy states
that the land acquisition package will be prepared only after the terms and
conditions have been approved by 70 per cent of the farmers whose land is to be
acquired for the project. If 70 per cent of the farmers do not agree, the
project proposal will be reconsidered.
The farmers have been
given the option of taking 16 per cent of the land developed for the project
along with annuity at the rate of Rs. 23,000 per acre for 33 years. The farmers
can also opt for cash component in lieu of a portion of the 16 per cent
developed land. The annuity rate has been increased from Rs. 20,000 to Rs.
23,000 per acre with an annual increase of Rs. 800 per acre. Farmers who wish
to forego annuity will be entitled to a rehabilitation grant at the rate of Rs.2.76
lakh per acre. The rehabilitation grant in the September 2010 policy was at the
rate of Rs. 2.40 lakh per acre.
According to the second
part of the policy, those farmers whose agricultural land has been acquired for
building State highways and canals will be entitled to all the benefits
accruing under the Relief and Rehabilitation Policy, 2010 of the State. Apart
from the rehabilitation grant, 25 per cent shares of the developer company will
be allotted to the farmer and one member of each farmer’s family will be given
a job in the company.
In the third part of the
policy where land has been acquired by the development authorities under the
master plan, the deal will be executed only abiding by the terms of agreement
through a consensual approach.
The rural areas of the
State will be assured of 14 hours of power supply from July 1. The district
magistrates have been directed to conduct meetings with farmers on the 22nd of
every month to discuss their problems.
These directives were
issued by Ms. Mayawati at the conclusion of the ‘kisan panchayat’ here.
The Chief Minister also
announced that the entire cost of damage to farmers’ property at Bhatta-Parsaul
villages in Greater Noida in the wake of the violence on May 7 would be borne
by the State government.

well-built, handsome, extremely inspiring, endowed with a lotus-like complexion.

Pradesh, Chief Minister Mayawati has announced that all future land
transactions will be clinched directly between the farmers and the private
developers by adopting a “consensual approach.”
“The
role of the government now would be that of a facilitator only, limited to
issuing a notification under Section 4 of the Land Acquisition Act, 1894,” the
Chief Minister said while announcing the new Land Acquisition Policy of the
State on Thursday.
This
is the second such policy to be announced by the Mayawati regime in the last
nine months; the earlier policy was declared on September 3, 2010.
The
new policy will be implemented with prospective effect and will not apply to
the acquisition of land made under the earlier policy. The announcement of the
new policy followed a “kisan panchayat” addressed by the Chief Minister. The
panchayat was attended by farmers’ representatives from the Bharatiya Kisan
Union, including its general secretary Rakesh Tikait, and those from Tappal and
Bhatta and Parsaul.
Talks with farmers
Ms.
Mayawati said the new policy had been framed after elaborate discussions with
the farmers’ representatives. “The new policy will be implemented with
prospective effect, but any further suggestions made by the farmers will be
added by issuing separate GOs,” Ms. Mayawati told reporters. Describing the new
policy declared by her on Thursday, Ms. Mayawati claimed it
would be better than the “proposed land acquisition policy of the UPA government.”
She said the land acquisition policy would be raised by
the Bahujan Samaj Party (BSP) in the monsoon session of the Lok Sabha and if
the Centre’s policy was not announced the BSP would gherao Parliament.
The
State’s new Land Acquisition Policy has been divided into three parts. The
first part deals with the direct transfer of land from farmers to private
developers, with the State (district administration) playing the role of
facilitator. The policy states that the land acquisition package will be
prepared only after the terms and conditions have been approved by 70 per cent
of the farmers whose land is to be acquired for the project. If 70 per cent of
the farmers do not agree, the project proposal will be reconsidered.
The
farmers have been given the option of taking 16 per cent of the land developed
for the project along with annuity at the rate of Rs. 23,000 per acre for 33
years. The farmers can also opt for cash component in lieu of a portion of the
16 per cent developed land. The annuity rate has been increased from Rs. 20,000
to Rs. 23,000 per acre with an annual increase of Rs. 800 per acre. Farmers who
wish to forego annuity will be entitled to a rehabilitation grant at the rate
of Rs.2.76 lakh per acre. The rehabilitation grant in the September 2010 policy
was at the rate of Rs. 2.40 lakh per acre.
According
to the second part of the policy, those farmers whose agricultural land has
been acquired for building State highways and canals will be entitled to all
the benefits accruing under the Relief and Rehabilitation Policy, 2010 of the
State. Apart from the rehabilitation grant, 25 per cent shares of the developer
company will be allotted to the farmer and one member of each farmer’s family
will be given a job in the company.
In
the third part of the policy where land has been acquired by the development
authorities under the master plan, the deal will be executed only abiding by
the terms of agreement through a consensual approach.
The
rural areas of the State will be assured of 14 hours of power supply from July
1. The district magistrates have been directed to conduct meetings with farmers
on the 22nd of every month to discuss their problems.

directives were issued by Ms. Mayawati at the conclusion of the ‘kisan
panchayat’ here.
The
Chief Minister also announced that the entire cost of damage to farmers’
property at Bhatta-Parsaul villages in Greater Noida in the wake of the
violence on May 7 would be borne by the State government.

Dabba Sutta: About Dabba Mallaputta (1)
I have
heard that on one occasion the Blessed One was staying nearSavatthi,
in Jeta’s Grove, Anathapindika’s monastery. Then Ven.
Dabba Mallaputta went to the Blessed One and, on arrival, having bowed down
to him, sat to one side. As he was sitting there he said to the Blessed One:
“Now is the time for my total Unbinding, O One-Well-Gone!”
“Then
do, Dabba, what you think it is now time to do.”
Then Ven.
Dabba Mallaputta, rising from his seat, bowed down to the Blessed One and,
circling him on the right, rose up into the air and sat cross-legged in the
sky, in space. Entering the fire property and emerging from it, he was totally
unbound. Now, when Dabba Mallaputta rose up into the air and, sitting
cross-legged in the sky, in space, entered the fire property and then emerged
from it and was totally unbound, his body burned and was consumed so that
neither ashes nor soot could be discerned. Just as when
ghee or oil is burned and consumed, neither ashes nor soot can be discerned, in
the same way, when Dabba Mallaputta rose up into the air and, sitting
cross-legged in the sky, in space, entered the fire property and then emerged
from it and was totally unbound, his body burned and was consumed so that
neither ashes nor soot could be discerned.
Then, on
realizing the significance of that, the Blessed One on that occasion exclaimed:
The body disintegrated, perception ceased, pain &
rapture were entirely consumed, fabrications were stilled: consciousness has
come to its end.

I have

exchanged courteous greetings with him. After this exchange of friendly
greetings & courtesies, he sat to one side. As he was sitting there he said
to the Blessed One: “Now then, does Master Gotama claim, ‘I have awakened
to the unexcelled right self-awakening’?”
“If,
great king, one speaking rightly could say of anyone, ‘He has awakened to the
unexcelled right self-awakening,’ one could rightly say that of me. For I,
great king, have awakened to the unexcelled right self-awakening.”
“But
Master Gotama, those priests & contemplatives each with his group, each
with his community, each the teacher of his group, an honored leader,
well-regarded by people at large — i.e., Purana Kassapa, MakkhaliGosala, Ajita Kesakambalin, Pakudha Kaccayana, SañjayaBelatthaputta,
and the Nigantha Nathaputta: even they, when I asked them
whether they claimed to have awakened to the unexcelled right self-awakening,
didn’t make that claim. So who is Master Gotama to do so when he is still young
& newly gone-forth?”
“There
are these four things, great king, that shouldn’t be
despised & disparaged for being young. Which four? A noble warrior, great
king, shouldn’t be despised & disparaged for being young. A snake… A
fire… And a monk shouldn’t be despised & disparaged for being young.
These are the four things that shouldn’t be despised & disparaged for being
young.”
That is
what the Blessed One said. Having said that, the One Well-Gone, the Teacher,
said further:
You shouldn’t look down on — for being young — a noble
warrior of consummate birth, a high-born prince of great status. A person
shouldn’t disparage him. For it’s possible that this lord of human beings, this
noble warrior, will gain the throne and, angered at that disparagement, come
down harshly with his royal might. So, guarding your life, avoid him. You
shouldn’t look down on — for being young — a serpent you meet in village or
wilderness: A person shouldn’t disparage it. As that potent snake slithers
along with vibrant colors, it may someday burn the fool, whether woman or man.
So, guarding your life, avoid it. You shouldn’t look down on — for being young
— a blaze that feeds on many things, a flame with its blackened trail: A person
shouldn’t disparage it. For if it gains sustenance, becoming a great mass of
flame, it may someday burn the fool, whether woman or man. So, guarding your
life, avoid it. When a fire burns down a forest — that flame with its blackened
trail — the shoots there take birth once more with the passage of days &
nights. But if a monk, his virtue consummate, burns you with his potency,[1]
you won’t acquire sons or cattle nor will your heirs enjoy wealth. They become
barren, heir-less, like palm tree stumps. So a person who’s wise, out of regard
for his own good, should always show due respect for a serpent, a fire, a noble
warrior with high status, & a monk, his virtue consummate.
When this
was said, King Pasenadi Kosala said to the Blessed One: “Magnificent,
lord! Magnificent! Just as if he were to place upright what was overturned, to
reveal what was hidden, to show the way to one who was lost, or to carry a lamp
into the dark so that those with eyes could see forms, in the same way has the
Blessed One — through many lines of reasoning — made the Dhamma clear. I go to
the Blessed One for refuge, to the Dhamma, and to the Community of monks. May
the Blessed One remember me as a lay follower who has gone to him for refuge,
from this day forward, for life.”

distraction; to be free from calamity, misfortune, harmful influences and
obstructions; not to seek the Truth outside of ourselves, so we may instantly
enter the right way; to be unattached to all thoughts that we may reach the
perfectly clear bright mind of Prajna and have immediate enlightenment on the
Great Matter. Thereby we receive the transmission of the deep wisdom of the
Buddhas to save all sentient beings who suffer in the round of birth and death.
In this way we offer our gratitude for the compassion of the Buddhas and the
Patriarchs. Our further prayer is not to be extremely ill or to be suffering at
the time of departure, to know its coming seven days ahead so that we can quiet
the mind to abandon the body and be unattached to all things at the last moment
wherein we return to the Original Mind in the realm of no birth and no death
and merge infinitely into the whole universe to manifest as all things in their
True Nature and with the great wisdom of the Buddhas to awaken all beings to
the Buddha Mind. We offer this to all Buddhas and Bodhisattva-Mahasattvas of
the past, present, and future in the ten quarters and to the Maha Prajna
Paramita.

Cunda Sutta: About Cunda
On one
occasion the Blessed One was staying near Savatthi in
Jeta’s Grove, Anathapindika’s monastery. Now at that time Ven. Sariputta was staying among the Magadhans
in Nalaka village — diseased, in pain, severely ill. Cunda the novice was his attendant. Then, because of that
illness, Ven. Sariputta attained total Unbinding.
So Cunda
the novice, taking Ven. Sariputta’s bowl & robes, went to Ven.
Ananda in Jeta’s Grove, Anathapindika’s monastery, near Savatthi, and on
arrival, having bowed down to him, sat to one side. As he was sitting there he
said to Ven. Ananda: “Venerable sir, Ven. Sariputta has attained total
Unbinding. Here are his bowl & robes.”
“Cunda,
my friend, this news is reason for seeing the Blessed One. Come, let’s go to
the Blessed One and report this matter to him.”
“Yes,
venerable sir,” Cunda the novice replied.
So Ven.
Ananda & Cunda the novice went to the Blessed One and, on arrival, having
bowed down to him, sat to one side. As they were sitting there, Ven. Ananda
said to him, “Lord, just now Cunda the novice said to me, ‘Venerable sir,
Ven. Sariputta has attained total Unbinding. Here are his bowl & robes.’ It
was as if my body were drugged, I lost my bearings, things weren’t clear to me,
on hearing that Ven. Sariputta had attained total Unbinding.”
“But,
Ananda, when he attained total Unbinding, did Sariputta take the aggregate of
virtue along with him? Did he take the aggregate of concentration… discernment…
release… the aggregate of knowledge & vision of release along with
him?”
“No,
lord, when he attained total Unbinding, Ven. Sariputta didn’t take the
aggregate of virtue… concentration… discernment… release… the aggregate
of knowledge & vision of release along with him. It’s just that he was my
instructor & counselor, one who exhorted, urged, roused, & encouraged
me. He was tireless in teaching the Dhamma, a help to his companions in the
holy life. We miss the nourishment of his Dhamma, the wealth of his Dhamma, his
help in the Dhamma.”
“But,
Ananda, haven’t I already taught you the state of growing different with regard
to all things dear & appealing, the state of becoming separate, the state
of becoming otherwise? What else is there to expect? It’s impossible that one
could forbid anything born, existent, fabricated, & subject to
disintegration from disintegrating.
“Just as if the largest limb were to fall off of a great tree
composed of heartwood, standing firm; in the same way, Sariputta has attained
total Unbinding from this great community of monks composed of heartwood,
standing firm. What else is there to expect? It’s impossible that one could
forbid anything born, existent, fabricated, & subject to disintegration
from disintegrating.
“Therefore,
Ananda, each of you should remain with your self as an island,
your self as your refuge, without anything else as a refuge. Remain with the
Dhamma as an island, the Dhamma as your refuge, without anything else as a
refuge. And how does a monk remain with his self as an island, his self as his
refuge, without anything else as a refuge? How does he remain with the Dhamma
as an island, the Dhamma as his refuge, without anything else as a refuge?
There is the case where a monk remains focused on the body in & of itself —
ardent, alert, & mindful — putting aside greed & distress with
reference to the world. He remains focused on feelings… mind… mental
qualities in & of themselves — ardent, alert, & mindful — putting aside
greed & distress with reference to the world. This is how a monk remains
with his self as an island, his self as his refuge, without anything else as a
refuge, with the Dhamma as an island, the Dhamma as his refuge, without
anything else as a refuge. For those who — now or after I am gone — remain with
their self as an island, their self as their refuge, without anything else as a
refuge, with the Dhamma as an island, the Dhamma as their refuge, without
anything else as a refuge, they will be the highest of the monks who desire
training.”

Mayawati abandons the takeover of agricultural land
Lucknow, May 26 (IANS) Stung by
the violent protests in Bhatta-Parsaul village in Greater Noida, the Mayawati
government has decided to abandon the takeover of agricultural land for
installation of the world’s tallest Buddha statue in Kushinagar district, about
250 km from here.
The district administration will
soon denotify some 527 acres of the 697 acres that were proposed to be acquired
for the purpose.
About 273 acres of land has
already been acquired and a large part of it was formally handed over to Japan-based Maitreya Foundation, which was to
undertake the project.
Maitreya Foundation had drawn up
a blueprint to erect a 500-feet-high statue of sitting Buddha – that would be
his tallest in the world.
While the entire estimated cost
of the project of about $195 million was to be borne by the Japanese
foundation, the state government agreed to provide land for it.
The acquisition involved about
2,800 farmers, of whom only about 600 had readily handed over their land.
Encouraged by the farmers
movements against acquisition of land in Noida, Greater Noida and other parts
of western Uttar Pradesh, the
farmers in this part of the state also formed a Bhumi Bachao Sangharsh Samiti
(save the land action committee) to raise their voice against the acquisition
of land for the Maitreya project.

Udupi: Nearly 2,000 Scheduled Castes returned back to Buddhism at a function organised
by the Karnataka Baudha Maha Sabha, and Karnataka DSS (Ambedkar Vada) here on Tuesday.
The initiation of the SCs into Buddhism took place under the
guidance of Buddhist monks Manorakhit Bhanteji, Lobsana, and Tenguru.
The initiation function was held as part of 2,600th birth anniversary
celebrations of Gautama Buddha.
The SCs came in a procession from the Ambedkar Bhavan to Sri
Narayanaguru Sabha Bhavan, where the initiation function was held.
Chief convener of the Samiti Mavalli Shankar told press persons that
Buddhism taught compassionate living. The teachings of Buddha kept
people away from bad desires. It was a known fact that priests
following the Vedic religion had driven out Buddhism from the country.
But the architect of Constitution B.R. Ambedkar was among those
responsible for the revival of Buddhism in the country, he said.
‘Needless statement’
On the comment of Vishwesha Tirtha of Pejawar Math that Buddhism had
little to offer to SC/STs, Mr. Shankar said he did not object to their
thoughts as they were free to express themselves in a democracy. The
swamiji should realize that by giving “Vaishnava Deekshe”, the lot of
SCs could not be improved. There had not been any change in the
lives of SC/STs in 60 years after Independence. Hinduism stood on the
basic premise of caste. The heads of maths did not want to remove
casteism as they feared that this would destroy Hinduism. “If Pejawar
seer wants, let him embrace Buddhism, but we will not accept his
Deekshe”, Mr. Shankar said.

Kantappa Alangar, Bellubbi Nandakur, office-bearers of the samiti
Rohitaksha, Byadarahalli Prakash, Sundar Master, Kempanna Kamble,

Puttur, May 21: SCs from nearby villagers held a protest programme
at Kadaba in the taluk on Friday May 20, in protest against the
failure of the revenue department to drive away encroachers from 20
acres of government land located in Aittoor and Nekkiladi villages,
which have been earmarked for distribution among the SCs. The
revenue department, which swung into action in the evening, announced
that it had wrested back government land from six of the encroachers.
The protest was led by D S S (Ambedkar). The protestors said that six persons
from Aittoor and three from Nekkiladivillage had encroached upon 20 acres of
government land, and theincessant demand for their eviction over the years had
not been met by
the department. They demanded steps against the taluk tahsildar for his failure
to take back the encroached land and hand the same over to the SCs. The
protestors also accused MLA Angara, who got elected from Sullia, a constituency
reserved for scheduled communities, of becoming a puppet in the hands of upper classes
of the society and rich people, and thereby ignoring the interests of the SCs.
When deputy tahsildar, Vishwanath Poojary, approached the protestors
and assured them to convey their grievances to higher officials, the
protestors refused to budge.

NEW DELHI, India — Jaspreet Singh, a young student from a caste once
considered “untouchable” by other Hindus, was in his last year of
medical school when his life began to fall apart.
A talented student, and his family’s brightest hope for clawing their
way into the middle class, he was stunned to find that he had failed
community medicine, one of his easiest subjects. But he was even more
devastated by the alleged reason: His professor was determined to
flunk him because of his caste.
Like most students from the Scheduled castes, Singh had suffered the sly
digs and subtle slights of his classmates in silence for years at the
Government Medical College (Chandigarh). His professor’s alleged claim
that he would never allow Singh to get there was the last straw.
Singh hung himself from the ceiling fan in the bathroom in the college
library, writing in his suicide note that he could no longer bear the
insults and discrimination he’d endured from two fellow students and
his community medicine professor, Dr. N.K. Goel. (All three have been
charged with abetting Singh’s suicide, which is a crime under the
Indian penal code, but no ruling has been issued and the accused
maintain that they are innocent).
“The college says he couldn’t cope with the coursework, but he did
fine in all his other subjects,” said Jaspreet’s sister, Balwinder
Kaur. “In surgery he got 80 percent marks.”

Sadly, cases like Jaspreet’s are all too common, according to the
Insight Foundation, a group of young SCs who are working to
eliminate discrimination in India’s higher education system.
No official effort has been made to determine how many of the more
than 16,000 school and college students who have killed themselves
over the past four years hail from India’s historically oppressed
castes, and only one study, covering only the All India Institute of
Medical Sciences, has investigated discrimination on campus.
But the Insight Foundation believes that a disproportionate number of
the students committing suicides are SCs, and its members allege
that caste discrimination, a dirty secret, is ubiquitous at India’s
top universities — even as the government works to expand access to
higher education with quotas, or reservations, for historically
oppressed groups.
“The problem which we face in elite institutions is much worse,” said
Anoop Kumar, the Insight Foundation’s national coordinator, and a
SC himself. “These elite institutions are considered to be very
prestigious, and the SC students who enter there are thought to be
intruding into that space through reservations — they don’t deserve to
be there, this is such a competitive place, this is such a meritorious
place, and these guys have come through quota. So the hatred and
hostility is much more.”
Scheduled Castes (SC) allege discrimination
MADURAI: SCs of Karadipatti near Tirupparankundram in Madurai have
alleged that they are not allowed to use the common water tank in the
village cemetery and, if used, they are subjected to verbal abuse and
discrimination.
Jeyaneedhi, Charanraj, Virumaandi of Ambedkar Street in Karadipatti
submitted a petition to the Collector here on Monday on the alleged
practices of discrimination against them by caste Hindus in the
village.
One of the alleged victims, Jayaneedhi, said that there were two
cemeteries in the village for caste Hindus and SCs respectively.
But there was only one water tank located near the cemetery of the
caste Hindus and whenever the SCs tried to use it they were either
prevented or abused.
On May 19, three SC youngsters, who went to take bath, were
intercepted by a group of caste Hindus stating that the tank was meant
for them and not for SCs. However, the SC youth defied them and
took bath. But they were repeatedly abused for two days.
Rahul in Blunderland
Just a few months ago, Rahul Gandhi,
scion of
India’s famed Nehru-Gandhi political dynasty, was widely tipped as a
future prime minister — the only question was when he would take over
the job.
Now his appeal appears to be fading amid a stumbling performance in
his campaign to be champion of the nation’s poor and a string of
corruption scandals that have rocked the ruling Congress party to
which he belongs.
Gandhi, 41, drew headlines last week when he accused police in India’s
most populous state Uttar Pradesh of mass killings of farmers who had
been demonstrating for greater compensation for land sales to the
state.
Gandhi, son of Congress party chief Sonia Gandhi, described “a large
70-foot (21-metre pile of) ashes with dead bodies inside,” adding,
“We
can give you pictures” following clashes between farmers and state
police.
“There are quite severe atrocities taking place there. People have
been killed,” he said. “People are being murdered.”
Days later, Congress was forced into an embarrassing retreat with
Uttar Pradesh forensic officials calling the allegations nonsense and
saying preliminary tests showed the ashes were made up of “molten
synthetic” and “cowdung ash”.
“Common sense” should have told Gandhi “there is some distance
between
an inflamed accusation made by agitators and reality,” noted veteran
commentator M.J. Akbar.
The incident, along with the poor performances of many of his
handpicked candidates in recent state elections, raised fresh
questions about whether Gandhi is prime ministerial material.
“Rahul in Blunderland,” said The Hindu newspaper in an editorial,
commenting that the “predilection” of Congress’s crown prince
“to
shoot from the hip is proving to be a challenge for the party.”
Since India’s independence from Britain in 1947, power in Congress has
threaded from Gandhi’s great-grandfather Jawaharlal Nehru, India’s
first prime minister, to his grandmother Indira Gandhi, shot dead by
Sikh assassins, and then in dynastic succession to his father Rajiv,
slain by a suicide bomber.
It now rests with his Italian-born mother Sonia, seen as India’s most
influential politician. She has carefully managed her son’s career,
making sure he has had time to carry out his aim of learning politics
“brick by brick”.
Prime Minister Manmohan Singh, 78, a Gandhi loyalist picked by Sonia
to lead the government, is seen as keeping the premier’s seat warm for
Rahul.
But Gandhi’s record has been lacklustre. He is not a natural orator
He has never dealt with such thorny issues as Pakistan or the economy,
preferring to be a grassroots activist embracing populist causes.
“Rahul does not have the fire in the belly… for ruling the nation,”
wrote Aditya Sinha, editor of Mumbai’s DNA newspaper, in a recent
column.
Many pundits are betting that Gandhi will not be running to be prime
minister in 2014 when the next national elections are due, he added.
Corruption scandals, including a telecom scam , S-Band, alleged to have cost
more than $40 billion and last year’s graft-plagued Commonwealth Games,
Gandhi, who never has stated outright he wants to lead India, has said
becoming premier is not the only “job” in the world and there
“are
many other jobs a person can do.”
But Congress billboards drill home the message he is the chosen
successor, showing the elderly Singh, proud mother Sonia — and in
front a handsome Rahul, poised to take the reins.
However, “with the gloss wearing out, Rahul Gandhi’s political flight
seems to be sputtering on the tarmac before a take-off.”
Exploited Scheduled Caste (SC) Girls Produce Garments in India for European and US Markets

- Companies Have Taken Steps, But Exploitation Remains Widespread
Big garment brands and retailers have their products made under
exploitative and unhealthy conditions by girls in Tamil Nadu, South
India. The girls, mostly younger than 18 and from a SC (’untouchables’)
background are employed under the Sumangali Scheme. In its worst form,
this employment scheme stands for bonded labour, as described in
‘Captured by Cotton’, a report published today by the Centre for
Research on Multinational Corporation (SOMO) and the India Committee
of the Netherlands (ICN). The report features case studies of four
large manufacturers. These enterprises produce for Bestseller (e.g.
Only, Jack & Jones), C&A, GAP, Diesel, Inditex (e.g. Zara), Marks &
Spencer, Primark, Tommy Hilfiger, and many other European and US
garment companies. A number of companies have undertaken steps towards
the elimination of the Sumangali Scheme, but abusive labour practices
remain widespread.
Sumangali girls
The Sumangali girls are recruited with the promise of a decent wage,
comfortable accommodation, and, the biggest attraction, a considerable
sum of money upon completion of their three-year contract. This lump
sum, varying between 400 and 800 euros, may be used to pay for a
dowry. The reality stands in sharp contrast to the alluring promises:
wages below the legally set minimum, excessive overwork , non-payment
of overtime work, restricted freedom of movement, lack of privacy, no
possibility to lodge complaints or get redress, unhealthy and unsafe
working conditions, etc. This situation fits the definition of ‘worst
forms of child labour’ as laid down by the International Labour
Organisation (ILO) for children up to 18 years old. This is a clear
breach of international labour standards and Indian labour law.
The promised sum is not a bonus, but is made up of withheld wages. In
a number of documented cases girls have not received the lump sum they
were entitled to, despite having completed the contractual three year
period.
The girls’ freedom of action is severely restricted with guards
keeping a constant eye on them. They are compulsory accommodated in
basic dormitories, often within the compound of the factory. This also
means workers hardly have a chance to get in touch with trade unions
or advocacy groups.

burning at both ends, covered with excrement in the middle — is used as fuel
neither in a village nor in the wilderness: I tell you that this is a simile
for the individual who practices neither for his/her own benefit nor for that
of others. The individual who practices for the benefit of others but not for
his/her own is the higher & more refined of these two. The individual who
practices for his/her own benefit but not for that of others is the highest
& most refined of these three. The individual who practices for his/her own
benefit and for that of others is, of these four, the foremost, the chief, the
most outstanding, the highest, & supreme. Just as
from a cow comes milk; from milk, curds; from curds, butter; from butter, ghee;
from ghee, the skimmings of ghee; and of these, the skimmings of ghee are
reckoned the foremost — in the same way, of these four, the individual who
practices for his/her own benefit and for that of others is the foremost, the
chief, the most outstanding, the highest, & supreme.

are the four types of individuals to be found existing in the world.”

promoting his own good. Of these two individuals the latter is superior. Monks,

promoting the good of another. Of these three individuals he is superior.

promoting another’s good. Of these four individuals he is the foremost, the
chief, the principal, the best and the supreme.

to the bamboo acrobat; and climbing up the bamboo pole she stood on the
master’s shoulders. So then the bamboo acrobat said this to his assistant
Medakathalika: “You look after me, my dear Medakathalika, and I’ll look
after you. Thus with us looking after one another, guarding one another, we’ll
show off our craft, receive some payment, and safely climb down the bamboo
pole.” This being said, the assistant Medakathalika said this to the
bamboo acrobat: “That will not do at all, master! You look after yourself,
master, and I will look after myself. Thus with each of us looking after
ourselves, guarding ourselves, we’ll show off our craft, receive some payment,
and safely climb down from the bamboo pole. That’s the right way to do
it!”

“I will look after myself,” so should you, monks, practice the
establishment of mindfulness. You should (also) practice the establishment of
mindfulness (by saying) “I will look after others.” Looking after

And how does one look after others by looking after oneself? By practicing
(mindfulness), by developing (it), by doing (it) a lot. And how does one look
after oneself by looking after others? By patience, by non-harming, by loving
kindness, by caring (for others). (Thus) looking after oneself, one looks after
others; and looking after others, one looks after oneself.

these four types of individuals are to be found

consciousness lands and grows, there is the production of renewed becoming in
the future. When there is the production of renewed becoming in the future,
there is future birth, aging & death, sorrow, lamentation, pain, distress,
& despair. Such is the origination of this entire mass of suffering &
stress.
“If
one doesn’t intend and doesn’t arrange, but one still obsesses [about something],
this is a support for the stationing of consciousness. There being a support,
there is a landing of consciousness. When that consciousness lands and grows,
there is the production of renewed becoming in the future. When there is the
production of renewed becoming in the future, there is future birth, aging
& death, sorrow, lamentation, pain, distress, & despair. Such [too] is

Channa Sutta: To Channa
Translator’s note: Passages in
the Vinaya show that Ven. Channa — apparently, Prince Siddhattha’s horseman on
the night of his Great Renunciation — was proud and obdurate. After becoming a
monk, he was unwilling to accept instruction from any of the other monks. (See
the origin stories to Sanghadisesa 12 and Pacittiya 12.) DN 16 tells of how
the Buddha, on the night of his parinibbana, imposed the brahma-punishment on
him: he was to be left to his own ways without anyone to teach or correct him.
According to Cv.XI, news of this punishment so shocked Ven. Channa that he
fainted. He then went off into seclusion and practiced diligently to the point
of attaining arahantship. As Ven. Ananda later told him, his attainment
nullified the punishment. This sutta tells a different version of Channa’s
change of heart.
On one
occasion many elder monks were staying near Varanasi in
the Deer Park at Isipatana. Then in the late afternoon
Ven. Channa left his seclusion and, taking his key, went from dwelling to
dwelling, saying to the elder monks, “May the venerable elders exhort me,
may the venerable elders teach me, may the venerable elders give me a Dhamma
talk so that I might see the Dhamma.”
When this
was said, the elder monks said to Ven. Channa, “Form, friend Channa, is inconstant.
Feeling is inconstant. Perception is inconstant. Fabrications are inconstant.
Consciousness is inconstant. Form is not-self. Feeling is not-self. Perception
is not-self. Fabrications are not-self. Consciousness is not-self. All
fabrications are inconstant. All phenomena are not-self.”
Then the
thought occurred to Ven. Channa, “I, too, think that form is inconstant,
feeling is inconstant, perception is inconstant, fabrications are inconstant,
consciousness is inconstant; form is not-self, feeling is not-self, perception
is not-self, fabrications are not-self, consciousness is not-self; all
fabrications are inconstant; all phenomena are not-self. But still my mind does
not leap up, grow confident, steadfast, & released[1] in the resolution of all fabrications, the
relinquishing of all acquisitions, the ending of craving, dispassion,
cessation, Unbinding. Instead, agitation & clinging arise, and my intellect
pulls back, thinking, ‘But who, then, is my self?’ But this thought doesn’t
occur to one who sees the Dhamma. So who might teach me the Dhamma so that I
might see the Dhamma?”
Then the
thought occurred to Ven. Channa, “This Ven. Ananda is
staying at Kosambi in Ghosita’s Park. He has been praised by the Teacher and is
esteemed by his knowledgeable fellows in the holy life. He is capable of
teaching me the Dhamma so that I might see the Dhamma, and I have sudden trust
in him. Why don’t I go to Ven. Ananda?”
So,
setting his lodgings in order and carrying his robes & bowl, Ven. Channa
went to Kosambi to where Ven. Ananda was staying in Ghosita’s Park. On arrival,
he exchanged courteous greetings with the Ven. Ananda. After an exchange of
friendly greetings & courtesies, he sat to one side. As he was sitting
there, he [told Ven. Ananda what had happened and added], “May Ven. Ananda
exhort me, may Ven. Ananda teach me, may Ven. Ananda give me a Dhamma talk so
that I might see the Dhamma.”
“Even
this much makes me feel gratified & satisfied with Ven. Channa, that he
opens up & breaks down his stubbornness. So lend ear, friend Channa. You
are capable of understanding the Dhamma.”
Then a
sudden great rapture & joy welled up in Ven. Channa at the thought,
“So I am capable of understanding the Dhamma!”
“Face-to-face
with the Blessed One have I heard this, friend Channa. Face-to-face with him
have I learned the exhortation he gave to the bhikkhuKaccayanagotta:[2]
‘By & large, Kaccayana, this world is supported by[3]
a polarity, that of existence & non-existence. But when one sees the
origination of the world as it actually is with right discernment,
“non-existence” with reference to the world does not occur to one.
When one sees the cessation of the world as it actually is with right
discernment, “existence” with reference to the world does not occur
to one.
“‘By
& large, Kaccayana, this world is in bondage to attachments, clingings
(sustenances), & biases. But one such as this does not get involved with or
cling to these attachments, clingings, fixations of awareness, biases, or
obsessions; nor is he resolved on “my self.” He has no uncertainty or
doubt that, when there is arising, only stress is arising; and that when there
is passing away, stress is passing away. In this, one’s knowledge is
independent of others. It is to this extent, Kaccayana, that there is right
view.
“‘”Everything
exists”: That is one extreme. “Everything doesn’t exist”: That
is a second extreme. Avoiding these two extremes, the Tathagata teaches the
Dhamma via the middle: From ignorance as a requisite condition come fabrications.
From fabrications as a requisite condition comes consciousness. From
consciousness as a requisite condition comes name-&-form. From
name-&-form as a requisite condition come the six sense media. From the six
sense media as a requisite condition comes contact. From contact as a requisite
condition comes feeling. From feeling as a requisite condition comes craving.
From craving as a requisite condition comes clinging/sustenance. From
clinging/sustenance as a requisite condition comes becoming. From becoming as a
requisite condition comes birth. From birth as a requisite condition, then
aging & death, sorrow, lamentation, pain, distress, & despair come into
play. Such is the origination of this entire mass of stress & suffering.
“‘Now
from the remainderless fading & cessation of that very ignorance comes the
cessation of fabrications. From the cessation of fabrications comes the
cessation of consciousness. From the cessation of consciousness comes the
cessation of name-&-form. From the cessation of name-&-form comes the
cessation of the six sense media. From the cessation of the six sense media
comes the cessation of contact. From the cessation of contact comes the
cessation of feeling. From the cessation of feeling comes the cessation of
craving. From the cessation of craving comes the cessation of
clinging/sustenance. From the cessation of clinging/sustenance comes the
cessation of becoming. From the cessation of becoming comes the cessation of
birth. From the cessation of birth, then aging & death, sorrow,
lamentation, pain, distress, & despair all cease. Such is the cessation of
this entire mass of stress & suffering.’
“That’s
how it is, friend Ananda, for those who have friends in the holy life like Ven.
Ananda — sympathetic, helpful, exhorting, & teaching. Just now, for me,
listening to Ven. Ananda’s Dhamma-teaching, has the Dhamma been
penetrated.”

Chappana Sutta: The Six Animals
“Suppose that a man, wounded and festering, were to go
into a swampy jungle. Its sharp-bladed grasses would pierce his feet; its
thorns would scratch his festering sores. And so, from that cause, he would
experience an even greater measure of pain and unhappiness. In the same way,
there is the case where a certain monk, having gone to a village or to the
wilderness, meets up with someone who upbraids him: ‘This venerable one, acting
in this way, undertaking practices in this way, is a thorn of impurity in this
village.’ Knowing this person to be a thorn, one should understand restraint
and lack of restraint.
“And
what is lack of restraint? There is the case where a monk, seeing a form with
the eye, is obsessed with pleasing forms, is repelled by unpleasing forms, and
remains with body-mindfulness unestablished, with limited awareness. He does
not discern, as it actually is present, the awareness-release, the
discernment-release where any evil, unskillful mental qualities that have
arisen utterly cease without remainder.
“Hearing
a sound with the ear…
“Smelling
an aroma with the nose…
“Tasting
a flavor with the tongue…
“Touching
a tactile sensation with the body…
“Cognizing
an idea with the intellect, he is obsessed with pleasing ideas, is repelled by
unpleasing ideas, and remains with body-mindfulness unestablished, with limited
awareness. He does not discern, as it actually is present, the
awareness-release, the discernment-release where any evil, unskillful mental
qualities that have arisen utterly cease without remainder.
“Just
as if a person, catching six animals of different ranges, of different
habitats, were to bind them with a strong rope. Catching a snake, he would bind
it with a strong rope. Catching a crocodile… a bird… a dog… a hyena… a
monkey, he would bind it with a strong rope. Binding them all with a strong
rope, and tying a knot in the middle, he would set chase to them.
“Then
those six animals, of different ranges, of different habitats, would each pull
toward its own range & habitat. The snake would pull, thinking, ‘I’ll go
into the anthill.’ The crocodile would pull, thinking, ‘I’ll go into the
water.’ The bird would pull, thinking, ‘I’ll fly up into the air.’ The dog
would pull, thinking, ‘I’ll go into the village.’ The hyena would pull,
thinking, ‘I’ll go into the charnel ground.’ The monkey would pull, thinking,
‘I’ll go into the forest.’ And when these six animals became internally
exhausted, they would submit, they would surrender, they would come under the
sway of whichever among them was the strongest. In the same way, when a monk
whose mindfulness immersed in the body is undeveloped & unpursued, the eye
pulls toward pleasing forms, while unpleasing forms are repellent. The ear
pulls toward pleasing sounds… The nose pulls toward pleasing aromas… The
tongue pulls toward pleasing flavors… The body pulls toward pleasing tactile
sensations… The intellect pulls toward pleasing ideas, while unpleasing ideas
are repellent. This, monks, is lack of restraint.
“And what is restraint? There is the
case where a monk, seeing a form with the eye, is not obsessed with pleasing
forms, is not repelled by unpleasing forms, and remains with body-mindfulness

you should train yourselves: ‘We will develop mindfulness immersed in the body.
We will pursue it, hand it the reins and take it as a basis, give it a
grounding. We will steady it, consolidate it, and set about it properly.’
That’s how you should train yourselves.”

class 1 to 8,
establishment of ‘bhagidari bhavan’ at Lucknow and Agra,
including
Training institutes at Aligarh and Rae Bareli to coach SC/ST
youth for
recruitment to high-level services like I.A.S and P.C.S;
recruitment in
Government posts through a drive to clear the backlog; for the
first time
Reservation in contracts upto Rs.25 lakh for SC/ST, so far,
contracts worth
Rs.1,623 crore allotted; about 4 lakh S/C families allotted more
Than 3,500 hectares of land.; 16 Mahamaya Polytechnics for
Information
Technology set up for these categories of students;
regularisation of

computerisation of the entire procedure of scholarship unders
the
backward classes Welfare department; more than 50 lakh students
(girls
and boys) benefites by scholarships under the scheme of aid to
the poor
families of backward classes on account of marriage and illness
about
Rs.50 crore spent every year; apart from increasing the “creamy layer”
annual income limit of these classes from Rs.3 lakh Rs.5lakh,
about
Rs.250 crore spent to reimburse the admission fees of students
studying
in post matric classes
3. In the matter of Religious Minorities especially the Muslim
community,
mention may be made of the establishment of Manyawar Shri
Kanshiram
Ji Urdu, Arabic-Persian University; inclusion of 10 new
Arabic-Persian
Madrasas in the grant-in-aid list; as much as 486.73 crore
approx, on
account of scholarships to 1,28,35,824 minority students (girls
and boys);
elegibilty income limit for scholarships increased to Rs.1 lakh
in respect of
minority students; grant of Rs. 3,745 lakh for the marriage of
37,445
daughters from minority BPL families; reimbursement of fees
amounting
to Rs.2,049 lakh of 49,166 post matric students; construction of
well-
equipped “Haj
Houses” at
Ghaziabad and Lucknow for the convenience of
the Hajis; “direct Haj
flight” from Varanasi to Jeddah;
abolition of the
pre-condition of police verification in the appointment of “Mutawallis”;
arrangement of advance coaching to prepare for competitive
recruitment
examinations; the amount of grant for Uttar Pradesh Urdu Academy
more
than doubled to Rs.3 crore; establishment of 58 government secondary
schools in
minority-dominated areas of 22 selected districts as well as
formation of a commission to provide the atatus of minority
institution to
‘taleemi idaar’ (educational institutions) besides, the
distribution of
Manyawar Shri Kanshiram Ji Handloom Weavers awards.
4. “Disabled” – establishment of ‘Uttar Pradeesh Dr. Shakuntala Misra
Rehabilation University’ at a cost of Rs.400 crore to provide quality
education to the differently-abled students; with 1% reservation
for the
visually impaired and 2% other disabled, so far, 677 and
1320fair shops
allotted, respectively; disabled pension rate increased to
Rs.300 per
month from Rs.150- the total number of disabled pensioners
during
2009-10 increased to 708077.
5. Several welfare schemes implemented for
Sarv-Samaj “women” also,
notable being amendment of the zamindari kanoon to ensure
equitable
share of women in patriarchal landed property; the amount of
dole for
destitute women increased to Rs.300 per month from Rs.150 apart
from
construction of shelter homes etc for them in Mathurs and
Vrindavan;
“alertness and sensitivity” on the part of government has resulted in
Considerable “decline” of criminal cases against “women”.
NOTE-II- In addition, many significant and historic steps wre taken

Farmers, labourers, lawyers, employees, traders and people engaged

2. Savitribai Phule Shiksha Madad Yojna benefitted a total of 6,86,953 girl
students, so far, with Rs.15,000 and a bicycle given to class 10 students and
an additional assistance of Rs.10,000 on promotion to class 12.
3. Mahamaya Gharib Balika Ashirwad Yojna provides for Rs.1lakh to be given to the
girl child immediately on birth, which has benefitted about 3,25,000 girl
children.
4. Dr. Ambedkar Gram Sabha Samagra Vikas Yojna benefitted abount 5,598 gram
sabhas.
5. Manyawar Shri Kanshiram Ji Sheri Gharib Awas
Yojna provides for free
housing facilities, benefiting about 1lakh families.
6. Sarvjan Hitay Gharib Awas (Slum Area) Maliqana
Haq Yojna
benefited about 7,232 families.
7. BPL card-holders of Sarv-samaj and
beneficiaries of Mahamaya Gharib Arthik Madad Yojna being provided free of charge legal aid
by government lawyers to plead their cases in courts.

17. The maximum sickness allowance increased
from Rs.2,000 to 5,000 in the case of S/S and those eligible from the general
category.
18. The amount of grant-in-aid doubled in the
event of marriage/sickness in Bundelkhand.
19. As many as 897 child development projects
onder operation.
20. Daily wages of “labourers/wage earners” of unorganised sector increased to Rs.100
from Rs.58.
21. More than 18 lakh government employees in
the state provided benefit of the sixth pay commission, causing an additional
financial burden of Rs.21,000 crore.
22. As many as 35,000 daily wage employees,
appointed till 29 June, 1991 regularised.
23. Generation of 10,586 lakh man days in the
rural areas at a cost of Rs. 16,995 crore.
24. Self-employment made available to 13.58
lakh families with a grant of Rs.800 crore.
25. Recruitment of 1.9 lakh ‘safai-workers
(Aroghya Rakshaks)” in the state in one go besides, 88,000 primary school
teachers, 5,000 Urdu teachers and massive recruitment in other departments
together with employment opportunities provided to “lakhs” of people in non-governmental sectors as well.
26. Infrastructural Development: construction of 165 Km long, 6-lane
Yamuna express-way at a cost of Rs. 9,935 crore between Noida and Agra.
27. Rs.30,000
crore –construction project of 1,047 Km long, 8-lane entry controlled
express-way from Greater Noida to Ballia.
28. Costing Rs. 8,911 crore, 148-km long
Sanauta-Purkazi Express-way project along the upper Ganga canal bank.
29. In the Taj city, Agra, construction of a
20.5 km long 6-lane ring road at a cost of Rs.1,100 crore.
30. Delhi-Noida-Greater Noida Metro Rail Link,

31. PPP process activated to establish ab
international airport at Kushinagar for the development of Buddhist circuit.
32. Energy development; with an amount of Rs. 28,796 crore
incurred by the government led by the Hon’ble Chief Minister Ms. Mayawati Ji, a
“new trust” born among the general public to meet
its electricity needs, during its four-year term,; the government seriously
engaged at the ground level about its promise to offer 24-hourelectricity by
2014, Begining of about 30,000 MW new projects. Investment of Rs. 1,20,000
crore. In the field of transmission, thye largest ever investment of Rs.10,000
crore through PPP in the country.
33. Road construction – construction/reconstruction of more than
50,000 km long roads with an expenditure of about Rs.9000 crore.
34. About 13,000 km long CC roads and KC
drains constructed in 5,480 gram sabhas/villages at a cost of Rs. 3,569 crore.
35. Construction of 319 bridges at a cost of
Rs.1,369 crore as well as 16 over-bridges, entailinf an expenditure of Rs.363
crore.
36. Irrigation – Strengthening of irrigation works/activities at a cost of
Rs.22,097 crore.
37. Additional irrigation capacity of about 1.5
lakh hectares generated with the construction of 2,975 tube wells.
38. Tail-feeding of more than 9,000 canals ensured.
39. Irrigation arrangement of 32 lakh hectares
of land.
40. Agriculture and Allied services – about Rs. 19,50 crore spent in the last
four years.

schools and 4,654 new primary schools established

52. As many as 41 new government
polytechnics set up.
53. In Gautambuddha Nagar, a second technical

55. Medical and Health services – About 22,000 crore (Rs 22,190 crore) spent
in the last four years.
56. Decision to operate medical colleges in
Kannauj, Jalaun and Saharanpur districts as wellas a para-medical college in
Jhansi.
57. Decision to open state of the art super
specialty 500-bed hospital with participation of private sector, costing around
140-150 crore each in Lucknow, Agra, Jalaun, Bijnur, Azamgarh, Ambedkar Nagar.
And Saharanpur.
58. For the first time in the country a
separate unani directorate established by Uttar Pradesh.
59. Urban Development – About Rs.13,156 crore spent on account of
housing and urban development as wellas Rs. 4,090 crore spent on hygene and
cleanliness schemes.
60. Projects worth about Rs.8,000 crore
completed in Kanpur, Lucknow, Agra, Varanasi, Meerut, Allahabad and Mathura on
development of urban infrastructural facilities and providing housing to the
poor besides, fulfilling their basic needs.
61. Provision of about Rs.1,000 crore for
drinking water projects in 7 metropolitan towns. Completion of projects of
Rs.400 crore in other 37 towns and plying of 1,310 modern buses started.
62. Implementation of solid waste management
schemes in 26 cities.
In additionto the above, the government has, through other
departments , taken several important and notable decisions, a detailed account
of which is given in a government published listing its achievements of four
years.
In order to see for herself the ground reality of the activities
stated in the booklet, the Hon’ble Chief Minister, Ms Mayawati Ji, from 1st
February, 2011 to 2nd March 2011 i.e., for full one month, made
surprise inspections to take stock of law and order situation and creime
control in all the 72 districts, together with development and public welfare
activities, with strict action taken against authorities, if anything wanting
was detected. Necessary directions and guidance for improvement were also
given.
In a nutshell, the four years of the Uttar Pradesh Chief
Minister Hon’ble Ms Mayawati Ji led government has been “ highly promising and the best” in the area of “development and public welfare”.

Important and Historic Initiative for Law
& Order and Crime Control
1. Since the formation of the present
government in Uttar Pradesh, on 13 May, 2007 till date, an Unprecedented
environment of “peace and order and communal harmony, free from injustice,
crime and fear” has been created by giving “top priority” to “law-order and
crime control” for which several important decisions had to be taken with iron
resolve at the different levels e.g:
2. Rigorous and effective action taken
against more than 1 lakh known notorious criminals/Mafiosi.
3. 1.707 notorious criminals detained under
the most stringent “National Security Act (NSA)”.
4. Strict action taken under th “Gangster
Act” against about 40,000 professional offenders.
5. A total of 8.013 notorious delequents,
carrying reward on their heads, were arrested, including those “carrying on the
head a reward” upto Rs.5 lakh.
6. Another 374 notorious criminals carrying
reward, between Rs.50,000 – Rs. 5,00,000 were “killed” by the police in self
defence.
7. Also, thousands of anti-social elements/goondas
and white-collar criminals were sent to their right place i.e. behind the bars
in the “jail”.
8. For the first in the state, action was
also taken against “ influencial people and those occupying high positions”
found guilty of breaching the law, establishing the motto “all wequal before
the law” under which several ministers, ex-ministers, MPs and legislators were
proceeded against leagally with due strictness.
9. “Historic action” continues, without let
or hinderance, against arrant criminals and Mafiosi to “confisticat their
ill-gotten wealth” in order to break the economic backbone. Property worth more
than Rs. 443 crore forfeited so far.
10. Elimination of fierce dacoits – synonymous
of terror, Rs. 5 lakh rewardee bandit chief Shivakumar alias Dadua, Ambika
Patel i.e. Thokia, Mussafir Yadav, carrying a reward of Rs.2lakh from Bihar
atate and Santosh alias Kittu Gupta with a reward of Rs. 1.5 lakh besides,
several other offenders carrying rewards between Rs. 1 lakh and Rs. 50,000 were
killed by police in encounters inself-defence.
11. In the terrorist attack on CRPF group
centre at Rampur by 4 terrorists of HUJI – Harqat UI Jehad Al Islami as wellas
an active member of Khalistan Zindabad Force (KZF) together with ISI agents
were also apprehended.
12. Noor Baksh, a shooter belonging to the
gang of international criminal, Dawood Ibrahim was shot daed while trying to
escape from police custody.
13. To secure justice to prosecuted people
under the previous government, 10,000 cases filed through a “special campaign”
and action taken against 31,136 persons. “Legal” action also initiated against
those trying to register “fake” reports.
14. The area of ‘jungle raj’, goonda tax,
‘mafia rule’ and ‘anarchy’ inherited in legacy, ends, entirely due to the
“missionary and struggling” efforts of Hon’ble Chief Ninister Ms. Mayawati JI.
People, coming out of the suffocating “jungle raj”, breathing in, today, the
wiff of fresh air of the “rule of law by law”.
15. The result of such strict action was that
an environment of “ communal harmony” continued to exist and no untoward
incident occurred in the whole of the state, in light of the court decision on
the very sensitive Ram Janmbhoomi/Babri Masjid “case”. The peaceful conditions
prevailed in Uttar Pradesh, there was calm and quiet in other states of the
country as well.
16. So also Common Wealth Games 2010,
three-tier panchayat elections, Mahakumbh fair, Haridwar-2010, Allahabad Magh
Mela-2011 passed off peacefully. Lok Sabha-2009 general elections were also
conducted without violence, with peace and impartiality.
17. In order to ensure “justice” to the
general public and create “trust” towards the law and order system in them,
strict instructions issued to record the First Information Report (FIR) in the
thanas from victimized persons without the slightest difficulties.
18. Instructions to all district, division and
tehsil level authorities to be available to the people, as a must in their
offices from 10 to 12 in thye morning.
19. Observance of “thana divwas” on every 1st
and 3rd Saturdsy of the month with the object of taking effective
action against victimization of poor people of the sarv-samaj.
20. As a result of these special efforts made
by the government, remarkable “decline“ in the rate of all kinds of crime
against “SC/ST” in the state. Eqally notable has been the percentage of
disposal of crime enquiries which stands at 92.
21. Appointment of a special public
prosecutor” for prosecution of cases under the SC/ST Prevention of Atrocities
Act.
22. “Considerable reduction” in incidence of
all crimes against “women” in the state.
23. The percentage of action was 94.1, last
year against those accused of crime against “women” and 91.9 of cases disposed
of, which is a “record” in itself. Consequently, the rate of crime against
women in Uttar Pradesh is much less than even the national average.
24. The effort to secure “justice” in every
matter and at every level to every
segment of the society and the sarv-samaj, the poor people, farmers, labourers,
businessmen, lawyers, service-class and non-service-class people as also students
in accordance with the policy of “Sarvajan Hitay Sarvajan Sukhay”.
25. Together with the arrest of more than two
dozen hard core naxalites, a strategy of
“tatal development (samagra vikas)” in identified areas adopted in order
to deal with the “naxal” problem so that a feeling of trust towards the
administration in kindled in the public psyche in the affected areas and they
do not go astray. Efforts to provide the various basic amenities under Dr.
Ambedkar gram sabha yojns to the 423 naxal affected villages.
26. Many important and historic decisions
taken to establish “rule of the law by law” in the state in order to “modernize and strengthen to make
the police administration alert and vigilant”.
27. More than double the increase in police
budget with about Rs. 7,740 crore sanctioned. For the first time in Uttar
Pradesh a service manual for different sections of the police force
promulgated.
28. Formation of “Uttar Pradesh Police
Recruitment Board” for transparency in view of complaints of corruption in
police recruitment.
29. In a “historic” decision about 2.04 lakh
new posts for policemen created, in one stroke. Already 35,000 constables
selected in a transparent procedure – a step which has been praised at the
national also.
30. Constitution of two new zones Viz.
“Poorvanchal and western Uttar Pradesh” to further strengthen the “Special Task
Force (STF)”.
31. “National Capital Police Zone” formed for
effective control over law and order and crime control in western Uttar
Pradesh.
32. Establishment of “women police stations
(mahila Thana)” in all districts together with “mahila helpline”, “family
planning Centre” and “mahila sahayta prakoshtha” at the state level.
33. “Anti-Terrorist Squad (ATS)” set up in
November, 2007 itself.
34. “SIT” constituted to investigate serious
economic offences.
35. For proper security and up keep of the
newly constructed sites/memorials etc
formation of “Uttar Pradesh Police Special Zone Security Battalian” under which
1,233 new posts created.
36. “state level committee constituted” inder
the chairmanship of Director General, police to prevent circulation of
“counterfeit / fake currency notes”.
37. Sevearl proposals for necessary
cooperation pending with the centre about inclusion of naxal-affected districts
into “focus” districts under the “integrated development plan” for development
of the local surroundings and modernization of the police.
Apart from these, many more important steps were taken, a
detailed account of which is given in a booklet published by the government,
highlighting its achievements during the last four years.
In brief, to get the correct feel of ground realities, the
Hon’ble Chief minisre Ms. Mayawati Ji herself made surprise inspections of
“Law-order and crime control:, for one full month i.e. from 1 February – 2
March, 2011, visiting police stations in all the 72 districts in the state,
taking strong action against authorities found wanting in performance and
issuing guidelines for improvement.

Cetana Sutta: Intention
Staying
at Savatthi… [the Blessed One said,] “What one intends, what one
arranges, and what one obsesses about:[1]
This is a support for the stationing of consciousness. There being a support,
there is a landing [or: an establishing] of consciousness. When that
consciousness lands and grows, there is the production of renewed becoming in
the future. When there is the production of renewed becoming in the future,
there is future birth, aging & death, sorrow, lamentation, pain, distress,
& despair. Such is the origination of this entire mass of suffering &
stress.
“If
one doesn’t intend and doesn’t arrange, but one still obsesses [about
something], this is a support for the stationing of consciousness. There being
a support, there is a landing of consciousness. When that consciousness lands
and grows, there is the production of renewed becoming in the future. When
there is the production of renewed becoming in the future, there is future birth,
aging & death, sorrow, lamentation, pain, distress, & despair. Such
[too] is the origination of this entire mass of suffering & stress.
“But

On one occasion the Blessed One was staying at Jeta’s Grove, Anathapindika’s monastery. There he addressed the monks, “Monks!”
“Yes, lord,” the monks responded to him.
The Blessed One said, “Monks, once the devas & asuras were arrayed for battle. Then Sakka, the chief of the devas, addressed the devas of the Thirty-three: ‘If, dear sirs, when the devas have gone into battle, there should arise fear, terror, or horripilation, then on that occasion you should catch sight of the top of my standard. For when you have caught sight of the top of my standard, whatever fear, terror, or horripilation there is will be abandoned.
“‘If you can’t catch sight of the top of my standard, then you should catch sight of the top of the deva-king Pajapati’s standard. For when you have caught sight of the top of the deva-king Pajapati’s standard, whatever fear, terror, or horripilation there is will be abandoned.
“‘If you can’t catch sight of the top of the deva-king Pajapati’s standard, then you should catch sight of the top of the deva-king Varuna’s standard. For when For when you have caught sight of the top of the deva-king Varuna’s standard, whatever fear, terror, or horripilation there is will be abandoned.
“‘If you can’t catch sight of the top of the deva-king Varuna’s standard, then you should catch sight of the top of the deva-king Isana’s standard. For when you have caught sight of the top of the deva-king Isana’s standard, whatever fear, terror, or horripilation there is will be abandoned.’
“But, monks, when the top of the deva-chief Sakka’s standard is caught sight of, or when the top of the deva-king Pajapati’s standard is caught sight of, or when the top of the deva-king Varuna’s standard is caught sight of, or when the top of the deva-king Isana’s standard is caught sight of, whatever fear, terror, or horripilation there is may be abandoned or maynot be abandoned. Why is that? Because Sakka the chief of the devas is not devoid of passion, not devoid of aversion, not devoid of delusion. He feels fear, feels terror, feels dread. He runs away.
“But I tell you this: If — when you have gone into the wilderness, to the shade of a tree, or to an empty building — there should arise fear, terror, or horripilation, then on that occasion you should recollect me: ‘Indeed, the Blessed One is worthy & rightly self-awakened, consummate in knowledge & conduct, well-gone, an expert with regard to the world, unexcelled as a trainer for those people fit to be tamed, the Teacher of divine & human beings, awakened, blessed.’ For when you have recollected me, whatever fear, terror, or horripilation there is will be abandoned.
“If you can’t recollect me, then you should recollect the Dhamma: ‘The Dhamma is well-expounded by the Blessed One, to be seen here & now, timeless, inviting verification, pertinent, to be realized by the wise for themselves.’ For when you have recollected the Dhamma, whatever fear, terror, or horripilation there is will be abandoned.
“If you can’t recollect the Dhamma, then you should recollect the Sangha: ‘The Sangha of the Blessed One’s disciples who have practiced well… who have practiced straight-forwardly… who have practiced methodically… who have practiced masterfully — in other words, the four types of noble disciples when taken as pairs, the eight when taken as individual types [1] — they are the Sangha of the Blessed One’s disciples: worthy of gifts, worthy of hospitality, worthy of offerings, worthy of respect, the unexcelled field of merit for the world.’ For when you have recollected the Sangha, whatever fear, terror, or horripilation where is will be abandoned. Why is that? Because the Tathagata — worthy & rightly self-awakened — is devoid of passion, devoid of aversion, devoid of delusion. He feels no fear, feels no terror, feels no dread. He doesn’t run away.”
That is what the Blessed One said. Having said that, the One-well-gone, the Teacher, further said this:
