Dhanañjaanii Sutta: Dhanañjaani
The Pali title of this sutta is based on the PTS (Feer)
edition.
Thus have
I heard. At one time the Blessed One was staying near Raajagaha, in the Bamboo
Grove,[1]
at the Squirrels’ Feeding-Place. Now at that time the Brahman lady Dhanañjaani,
wife of a certain Brahman of the Bhaaradvaaja family, was a fervent supporter
of the Buddha, the Dhamma and the Sangha. And this lady, while serving the
Bhaaradvaaja Brahman with his dinner, came before him and burst out with this
triple inspired utterance: “Praise to the Blessed One, the Arahant, the
Fully Self-Enlightened One! Praise to the Dhamma! Praise to the Sangha!”
At these
words the Brahman said to her “Now then, now then! Every chance she gets
this wretched woman has to sing the praises of that shaveling recluse! Now,
woman, I’m going to tell that teacher of yours what I think of him!”
“Oh,
Brahman, I know of nobody in this world with its gods, Maaras and Brahmaas,
with its recluses and brahmans, whether they be divine or human, who could thus
rebuke the Blessed One, the Arahant, the Fully Self-Enlightened One. But go on,
Brahman, go and you will find out.”
Then the
Brahman, angry and displeased, went to see the Blessed One. After exchanging
greetings and compliments with the Blessed One in a friendly and courteous
manner, he sat down to one side. So seated, he addressed the Blessed One thus
in verse:
What must we slay to live in happiness? What must we slay
if we would weep no more? Is there any single thing of which, You’d approve the
killing, Gotama?
[The
Blessed One replied:]
By slaying wrath you’ll live in happiness Slaying wrath,
you’ll no more need to weep. Kill the poisoned root of anger, Brahman, Which
with sweetness leads to fevered rage.[2]
Killing this the Noble Ones commend: Slaying this, you’ll no more need to weep.
At these
words the Brahman said to the Blessed One: “Excellent, good Gotama,[3]
most excellent! It is, good Gotama, as if someone were to set up something that
had been knocked down, or to reveal what had been hidden, or to point out the
right path to a man who had got lost, or to bring an oil lamp into a dark place
so that those with eyes could see what was there — just so has the good Gotama
shown me the truth[4]
in various ways! I declare[5]
that I go to the Lord Gotama for refuge, to the Dhamma and to the Sangha of
monks, I wish to embrace the homeless life[6]
under the Lord Gotama, I wish to receive ordination.”[7]
So the Bhaaradvaaja
Brahman was received into the homeless life under the Blessed One, and received
ordination. And not so long after his ordination the Venerable Bhaaradvaaja,
remaining alone and secluded, heedful, ardent and resolute, quickly attained
that for which young men of good birth rightly go forth from home into the
homeless life, coming to realize for himself, in this present life, the
unsurpassed goal of the holy life, realizing that “birth is destroyed, the
holy life has been accomplished, what was to be done is done! There is no
further life in this world.”[8]
And that
Bhaaradvaaja became an Arahant.

The Hon’ble Chief Minister of Uttar Pradesh Ms.
Mayawati ji
has requested the Prime Minister Sri Manmohan
Singh through a
letter send today that in the light of countrywide
opposition of
hike in the prices of petro products it would be
apt to abolish the
Central Excise Tax being charged on diesel
currently and the
hike effected in the prices of diesel, kerosene
and LPG should be
withdrawn immediately.
In her letter, the Hon’ble Chief Minister ji said
that the Central Government effected hike in the prices of diesel, kerosene and
LPG from the mid-night of 24/25 June 2011. She said that it had resulted in the
rise of the prices of these products by Rs. 3 per litre (diesel), Rs. 2 per
litre (kerosene) and Rs. 50 per cylinder (LPG). She said that the consumer would
be further burdened by this increase and the hike in the price of diesel would
result in the rise in the prices of essential commodities of daily use as the
transportation cost of goods would increase. She said that the farmers would be
adversely hit by this hike and they would not be compensated for it. She said that
this hike would badly hit the already burdened poor and middle classes.
The Hon’ble Chief Minister ji, in her letter
written to the
Prime Minister, drew his attention towards the
statement of the
Union Petroleum Minister given at the time of
price hike. She
said that the Petroleum Minister said that the oil
companies
would face a deficit of Rs. 1,70,000 crore during
the year 2011-
12. The Central Government has claimed that by
decreasing the
taxes, the oil companies had been compensated by
Rs. 49,000
crore and through this price hike it had
compensated them by
Rs. 21,000 crore. She said that had the Central
Government
abolished the central excise tax on these products
then the Rs.
21,000 crore deficit would have been compensated
and the need
to hike the prices of these products would not
have risen.
Questioning the need of increase in the oil
prices, the
Hon’ble Chief Minister ji said that Union
Petroleum Minister,
during his press conference mentioned that the
crude prices had
risen to 113 American dollars. She said that when
the EGOM
met to decide hike in the petroleum prices, the
crude prices in
the international market were coming down during
the past few
months. A day before the meeting, when the EGOM
had been
discussing hike in the prices of petro products,
the prices of
crude had registered 5 per cent decline. Yet, the
EGOM decided
to increase prices, which does not seem logical.
Hon’ble Ms. Mayawati ji in her letter has also
referred that
UPA Government, from the financial year of 2005-06
to 2010-
11, had given a concession of more than Rs. 31
lakh crore to
corporate world. She said that during the year of
2010-11 about
Rs. 4.61 lakh crore concessions in taxes had been
given to
corporate world, while Rs. 21000 crore would be
gained from
the increase in prices of diesel, cooking gas and
kerosene oil on
24 June 2011. She said that in this way common man
was
suffering from the burden of price hike in place
of corporate
world which was being benefited. This is not
proper and
appropriate in view of financial management.
Hon’ble Ms.
Mayawati ji in her letter has also apprised the
Prime Minister
that in the union budget of 2011-12, the Central
Government
had shown Rs. 1,44,914 crore as Receipt Budget,
which has not
been realised. She said that if the Central
Government could
realise some of the amount by its efforts, then
the poor and
middle class consumers could be saved from the
burden of oil
companies’ losses.
Hon’ble Ms. Mayawati ji said that Central
Government had
also appealed to the State Governments through the
newspapers while increasing the prices that the same could control this price
hike by reducing the taxes at their own level.
In this connection, she has drawn the attention of
the Prime
Minister that the State Government has already
taken effective
steps in this direction by reducing the rate of
tax from 21 per
cent to 17.23 per cent when the Central Government
had raised
the prices of petroleum products in the financial
year of 2008-09
and completely finished 04 per cent tax on domestic
LPG. She
said that owing to this reduction in the taxes of
both these
commodities, the State Government was suffering
from the
burden of Rs. 1000 crore yearly loss at present.
Hon’ble Ms. Mayawati ji said that whenever the
U.P.
Government demanded any package from the Centre
for the
development of the State in view of lack of
financial resources, it
was being rejected or insufficient package was
given. She said
that owing to reduction in Central sales taxes,
the State
Government suffered revenue loss in 2007-08,
2008-09 and
2009-10 and it requested for the subsidy of Rs.
2500 crore from
the Centre, but the Central Government had given
only Rs.
118.87 crore grant. She said that in other States,
especially
Congress ruled States claims had been accepted by
Central
Government as demanded by them. Similarly, the
amount of
subsidy is not being given to the State Government
for various
Central Projects like — backward class scholarship
and central
road fund etc. Besides, the Central Government is
not providing
funds for the upkeep of national highways and the
assistance
being provided under Pradhan Mantri Gramin Sadak
Yojana was
also not being released. Likewise, the prices of
bitumen had also
increased by one and a half times and the State
Government
was bearing it.
The Hon’ble Chief Minister ji pointed out in her
letter that
the tax rate on diesel in U.P. was lesser than the
states of
Maharashtra, Madhya Pradesh, Tamil Nadu, Andhra
Pradesh,
Kerala, Uttarakhand, Gujarat, Bihar, Jharkhand,
Rajasthan and
Karnataka etc. She said that in this light there
was no scope for
the State
Government to further decrease the tax rate on diesel.

The Hon’ble Chief Minister of Uttar Pradesh said
that after the
completion of session of the legislature in
August, she would conduct
surprise inspections to check progress of
development and law and
order of the State and if any shortcoming was
detected then action
against senior officers along with junior level
officers would also be
initiated. She said that the shortcomings detected
during her surprise
inspections undertaken during the months of
February and March this
year would also be tested during her forthcoming
inspections. She
said that the senior officers of the Government
would also inspect the
steps taken to remove these shortcomings.
With a view to streamlining the law and order and
development
of the State, the Hon’ble Chief Minister ji
announced to divide the
entire State into three zones and appointed
separate senior officers
to monitor development and law and order in these
zones. She said
that every zone had 06 divisions. These senior
officers had been
asked to spend 06 days of every month in their
respective zones and
devote full time and review development and law
and order on the
parameters fixed by the Government. They would
have to provide
report to the Government as well. Detailed guidelines
were being
issued in this regard.
The Hon’ble Chief Minister ji was addressing a
State-level
development and law and order review meeting held
at the Tilak Hall
Secretariat here today.
Giving strict orders to check atrocities on women
and girls, the
Hon’ble Chief Minister ji said that the FIR of
incidents taking place
with women, irrespective of their class and
community, should be
filed immediately and the guilty should be
arrested. Besides, she said
that if the case was complicated then a maximum of
10 days should
be taken to solve it and the guilty should be
punished. Referring to
the incidents happening with women and girls, she
said that if a
criminal was not traceable within 10 days then
legal action should be
initiated as per the rules and if needed his
property should be
attached as well.
The Hon’ble Chief Minister ji said that if a
police officer or an
employee was found conniving with the criminals to
manipulate the
incident and implicated innocent people falsely
then the guilty should
be immediately suspended. If the misdeed of the
police personnel
was proven then he should be dismissed from the
service. Besides, if
the incident was of serious nature, then the
police officer/personnel
should be sent to jail under serious sections.
Similar punitive action
should be adopted against doctors protecting
criminals in the
incidents occurring with women.
Giving detailed directions to the officers
regarding the incidents
taking place with women and girls, the Hon’ble
Chief Minister ji said
that a one month long special drive should be
launched at thana-level
in all the districts from 1 July 2011. She
directed all the DMs to hold
a meeting on the HQs of their respective districts
on June 29 at
10:00 a.m. She directed that the DM, SP/SSP/DIG,
all Dy. SPs, all
thana in-charges, SDM and CMO should attend this
meeting.
All the thana in-charges of the State should prepare list of
antisocial/
inhuman elements/persons with dubious character,
which were
involved in mischievous activities by launching a
special drive from 1
July to 31 July 2011. After preparing list, the thana in-charges
should
call these people to thana separately and
ask them to mend their
ways. They should also be warned to behave
properly with women. If
they don’t mend their ways, then they should be
asked to submit
personal bond and if they still indulge in
anti-social activities then
tough legal action should be initiated against
them. Besides, thana
in-charges should conduct surprise day and night
patrolling of the
areas where such people resided.
The Hon’ble Chief Minister ji said that to draw
information
relating to the criminals harassing women, other
professional
criminals, goondas, ruffians and mafias, five
non-political SC,
backward caste, Muslim and upper caste people
active in social
circles having good reputation should be cordially
invited to thana by
the thana in-charge every month. They would discuss the list
of antisocial elements and draw information whether there was any
improvement in their activities. Besides, they
should also get
information regarding elements trying to disturb
the communal
harmony of the area. Likewise, the police circle
officers would hold
similar meetings with five non-political reputed
persons at the tehsillevels and the SSPs would hold similar meetings at the
district-level every month to cross check the action taken in every police
station
and get feedback about the activities of the
criminals. Directing the
officers to deploy police force on public places
frequented by women,
she said that the district and tehsil-level police
officers should keep
an eye on the police patrolling.
The Hon’ble Chief Minister ji said that if the
incidents with
women and girls still occurred in any area, then
action would be
taken against the thana in-charge of that area along with the guilty.
If the lodging of FIR was delayed and efforts were
made to shield the
accused, then the suspension of thana in-charge
should be initiated.
She said that if the case was serious then legal
action should be
initiated against him and he should be dismissed
from the services
and sent to jail under serious sections.
The Hon’ble Chief Minister ji said that if the
police personnel
were found guilty in the crimes against women then
they should be
dismissed from the services as per the rules and
sent to jail as well.
The Dy. SPs of those police circles where the
crime against women
showed upward trend, would be given adverse
entries and their
promotion would be put on hold and if needed they
would be
demoted as well. Likewise, if incidents against
women and girls
showed rise in a district then similar action
would be taken against
the DM/SP/SSP/DIG.
Giving directives the Hon’ble Chief Minister ji
said that all the
Dy. SPs would review the incidents taking place
with women and
other crimes at the thana-level and
submit its report at the monthly
review meeting to be held at the district-level,
which would be
attended by district-level officers of police, DM
and all the SDMs.
Thereafter, the district-level officers of police
would send report to
the Government, where month-wise and district-wise
thorough
review of the report would be undertaken. She
directed the police
and administrative officers of the field to
maintain better relationship
with the media and to inform the media persons
about the latest
condition and action taken in any incident
occurred in their area.
The Hon’ble Chief Minister ji directed the
officers to launch a
drive to check occurrence of other crimes as well.
She directed the
officers to launch a drive against professional
criminals and maintain
peace. She asked the officers to keep an eye on
the activities of
elements trying to disturb the communal harmony of
the areas.
The Hon’ble Chief Minister ji directed the
divisional
commissioners and the DMs to attend to the
requirements of the
people on priority basis. They should focus on
drinking water supply,
power, roads, PDS, land acquisition, de-silting of
nullahs, ponds and
canals. She said that proper implementation of Dr.
Ambedkar Gram
Sabha Vikas Yojana and Manyawar Sri Kanshiram ji
Shahri Samagra
Vikas Yojana should also be ensured. Besides, the
patta land under
illegal possession should be freed and provided to
the patta holders.
She also directed that black marketing of
essential commodities and
adulteration of food articles should be checked.
Besides, distribution
of various pensions and scholarships should also
be monitored. She
also asked them to check the quality of important
Government
schemes and very important Government construction
works of
public interest. Directing the officers to dispose
of complaints
received during tehsil and thana diwas and to remain available in
their offices during the office time, she said
that stringent action
would be initiated against those found guilty.
The Hon’ble Chief Minister ji directed the
Government level
senior officers looking after development and law
and order to
perform their duties with honesty and dedication.
She asked them to
review the progress of their departmental works
and take tough legal
action against officers/employees showing laxity
and maligning the
image of the Government. She said that tough
action should be
initiated against the officers/employees indulging
in corruption or
found guilty of misconduct. She said that inquiry
should be set-up
against such officers/employees and action should
be taken against
them. She said that her Government had given full
liberty to the
officers to work without any pressure and within
the jurisdiction of
law.

Under the directives of the Hon’ble Chief Minister
of Uttar Pradesh
Ms. Mayawati ji, a team of senior officers led by
the Chief Secretary, Mr.
Anoop Mishra, held detailed discussions with the
Central Planning
Commission at a high level meeting at New Delhi
today, regarding the
plan size of the State for the year 2011-12.
Resources over Rs. 47000
crore have been estimated by the State Government
to finance its
schemes. It was pleaded by the State Government
that the demands
made under various programmes were appropriate and
there was a
possibility of increase in its own resources as
well. The Planning
Commission, after detailed discussions, approved
Rs.47000 crore
Annual Plan for Uttar Pradesh for the year 2011-12
at the meeting.
The Hon’ble Chief Minister ji said that the State
Government had
been demanding resources from time to time.
Besides, special package
had been demanded for Poorvanchal and Bundelkhand,
but the
Government of India had not taken any decision in
this regard so far.
She said that despite that the State had been
conducting various
welfare and development programmes for the
development of these
areas through its own resources. She said that had
the Central
Government extended its cooperation in these
efforts of the State
Government then the picture would have been
different. Besides, she
also demanded that the Centre should also declare
all the development
blocks of Mirzapur, Sonbhadra and Bundelkhand
regions as DPAP blocks.
Hon’ble Chief Minister ji made it clear that
during the 10th Five
Year Plan the average growth rate of the State had
risen from 5.2 per
cent to 7 per cent during the past four years. The
average expenditure
against the sanctioned schemes was about 98 per
cent. She said that
the State Government had made special efforts for
the welfare and
uplift of SC/ST, dalits and neglected sections.
Giving example, she said
that during the 10th Five Year Plan only 13.4 per cent of the SC/ST subplan was
utilised, but owing to the serious efforts of her Government
and increase in these schemes effected every year
it had risen to 21.6
per cent during year 2010-11. She said that owing
to these efforts of
the State Government an excess outlay of Rs. 1100
crore had been
sanctioned for the SC/ST sub-plan if compared to
last year. It was also
pleaded that the compulsion of the 2002 BPL list
in the destitute
pension and disabled pension should be done away
with to benefit more
and more people. She also demanded that the
Central share of Rs. 2553
crore payable under JNNURM for the year 2011-12
should be released
immediately for urban development.
Hon’ble Chief Minister ji said that timely
availability of Phosphetic
fertilisers was needed to encourage the
agricultural production and to
expand irrigation facilities in Poorvanchal, Saryu
Canal Project should be declared a national project. She said that 323 CHCs,
700 PHCs and
6829 health sub-centres should be sanctioned
immediately under the
National Rural Health Mission, so that the
expansion of health facilities
could be ensured in rural areas. She said that an
additional amount of
Rs. 300 crore should be sanctioned for the housing
of the weaker
sections living in rural areas for the next year.
She said that it was 60
per cent more if compare to last year. Besides,
she also demanded to
sanction necessary amount for implementing cattle
insurance scheme in
all the districts of the State.
Hon’ble Chief Minister ji said that special
Central aid should be
sanctioned for feeder-separation to ensure
uninterrupted power supply
for the agricultural purposes and to ensure power
supply in rural areas
also. She said that the State Government had made
arrangement of
about 4259 MWs of additional power generation to
ensure 24 hour
power supply in the State and additional projects
worth about 31000
MW capacity had been included under the 12th Plan.
She said that the
Government of India was not providing coal for the
power projects,
even though the State Government had been making
serious efforts.
Since, Uttar Pradesh was far away from the sea
shore; therefore the
import of coal would be a very costly affair as
far as transportation was
concerned. Therefore, the Centre should provide
coal to U.P. on priority
basis for its power projects. She said that
electrification of 127000
bastis still had to be undertaken. So, the Centre
should sanction
necessary amount to complete electrification of
these bastis on priority
basis by year 2012.
The Hon’ble Chief Minister said that owing to the
steps taken by
the State Government to encourage private sector,
proposals worth Rs.
1.72 lakh crore had come to the State Government,
out of which
projects worth Rs. 71628 crore had been taken up
and works on these
projects started. Besides, bidding of projects
worth Rs. 46722 crore
have started and projects worth Rs. 53000 crore
were in pipeline.
The Hon’ble Chief Minister emphasised for
transparency in
allotment of resources for development works and
ban on releasing the
amount for important schemes in discretionary
manner. She said that
State was not getting required financial
assistance for flagship
programmes and important schemes of the Centre. For
example,
National Irrigation Projects have been sanctioned
for other States, but
not even a single project had been taken up as the
National Project for
agricultural based large State like Uttar Pradesh.
More than that, the
recommendations of Central Water Commission for
releasing the
amount for the projects were not being followed.
The subsidy amount
sanctioned against the expenditure in last years
had not been given in
AIBP scheme. Only a simple package had been
sanctioned by the Centre
for Bundelkhand area considering it as a drought
affected area, but
benefits for drought affected area had not been
made available, so far.
The State was not being given the sanctioned grant
90 per cent like
other States.
The Hon’ble Chief Minister said that priority had
been given to
agriculture and agriculture allied sectors in the
State and good results
had come out. She said that several steps had been
taken up by the
State Government to double the income of the
farmers. She said that
agriculture growth rate of the State is more than
the average growth
rate of the Country. It became possible because
the Government had
adopted the crop-wise strategy and special
attention was given to seed
production and transposition. Besides,
arrangements for soil testing,
green fertiliser, bio-fertiliser, new technique,
effective water
management, distribution of credit cards to all
the farmers had been
made in Purvanchal and Bundelkhand to increase
agriculture production
like in other areas of the State.
The Hon’ble Chief Minister said that all bastis
having the
population of more than 1000 persons had been
connected to link roads
by the proper utilisation of resources of the
State. She said that it was
unfortunate that the people of the State was
suffering owing to this
effort of the State Government, because the
Central Government was
not giving sanction to connect the bastis having
the population of less
than 1000 persons with link roads under Prime
Minister Road Village
Scheme. She said about 2400 bastis coming under this
category had
not been connected to link roads, so far.
Similarly, required financial
assistance had not been given for roads in CRF and
more than Rs. 450
crore still required from the Centre.
The Hon’ble Chief Minister ji said that census
data of 2011 proved
that more persons had become literate in the State
than the average
number of Country. Women literacy rate in the
State increased 17.04
per cent, while the average literacy rate remained
11.79 per cent of the
Country in the last decade. Men literacy rate was
increased two times in
the State in comparison to the average rate of
literacy of the Country.
She said despite of the necessary provision of
financial assistance under Secondary Education Campaign, the Centre was not
giving financial assistance to private schools so far. She said that more than
85 per cent schools of the State belonged to private sector, out of which
maximum schools were aided schools.
The Hon’ble Chief Minister ji said that basic
facilities like - CC road,
Education, Health etc were being provided to
people under Dr.
Ambedkar Village Development Scheme in SC
dominated villages. More
than 10,000 villages had been saturated in the
State, so far and 2480
villages would be covered under this scheme in
2011-12. She said that
under Uttar Pradesh Mukhyamantri Mahamaya Garib
Arthik Madad
Yojana, state Government was providing financial
assistance of Rs. 400
per month through its own resources to those BPL
families, who were
not included in BPL list of 2002 and had not been
benefited by any
pension or
public distribution system scheme.
