Centre discriminating against U.P. in setting up of power projects in the State
Lucknow : December 20, 2007 The Uttar Pradesh Government has termed the news item published in a section of press regarding electrification of not even a single village, as misleading, false and baseless. The Uttar Pradesh Power Corporation Ltd. (U.P. P.C.L.) has made it evident that the villages of the State were being supplied power according to the 14-hour schedule. Besides, efforts were being made to set up all the power projects at the earliest, so that the same could be completed in a time-bound manner and the State’s power crises could be dealt. It may be recalled that the State Government has immediately demanded an additional supply of 1000 MW of power, but no additional allotment has been made so far. The power demand in rural and urban areas of the State was increasing continuously and presently there was a gap of 1500 MW in the demand and supply. According to the Energy Department of the State, the progress of the power units to be set up at Parichha, Harduaganj, Anpara “C” and “D” and Bara and Karchhana was being monitored every day, so that these projects could be completed in a time bound manner. Until these new projects are set up in the State, the Centre should provide additional power to the State, so that the farmers and the people of the rural areas faced no difficulty. It may be recalled that the State Government had requested the Centre to set up one Ultra Mega Power Project like other states in U.P. as well, so that the future power demands could be met easily. But, the Centre had not taken any decision in this regard so far. The Rajiv Gandhi Electrification Scheme has been implemented in 28,500 villages in the State. Out of which, electricity has become functional in more than eleven thousand villages so far. The distribution companies of the State have to complete the electrification work in the remaining 17,000 villages in this financial year, but the centre had not given even a single rupee to any distribution company under the Rajiv Gandhi Electrification Scheme for any work due to which the arrears to the tune of Rs. 550 crore had been pending to the working agencies and these agencies are being unable to complete the work in lieu of payment. Strict directives have been issued to the working agencies for completing the works in each village. It may be mentioned here that the Central Government is saying for immediate completion of electrification work on the one hand, while it is not making the amount of money available on the other hand. Power Grid Corporation, which is a corporation of Union Government, is getting the money directly in the eight districts of the State. In this way, the Centre is adopting the double standards in the State. The present Government has ensured the availability of electricity in about 7500 villages completing the unfinished works of previous government in last six months without getting money. The State Government was doing its best efforts for completing the Rural Electrification Scheme. The commitment of the Government was emphasised for the electrification of remaining villages, besides the implementation of Rajiv Gandhi Electrification Scheme during 11th Plan by U.P. Government in National Development Council. Despite the arrangement in the Central budget 2007-08, the money had not become available to U.P. As a result, the programmes are not getting the pace in the State. It may be noted that Government of India is constructing 8 ultra mega power projects of 4000 MW each, but not one of them has been proposed for Uttar Pradesh. Therefore, the involvement of the Central Government in power generation in U.P. is negligible as compared with other states. U.P. is facing discrimination due to the Center’s policy of establishing such projects in coal producing states. Ultra mega power projects are essential for the state because 50 to 60 percent of the electricity generated by them is allotted to the state where they are located. U.P.’s share from electricity generated by the N.T.P.C. project at Rihand is only 35 percent. The state is suffering due to this policy of discrimination. Government of India has allocated 4200 MW of electricity to U.P. from the central pool but against this, U.P. is getting only 3000 M.W. Consequently, the state Government is compelled to purchase electricity at Rs. 6 per unit from the grid and sometimes the requirement of electricity is not fulfilled from the grid. One of this, the financial position of power Corporation is adversely affected. The State Government has initiated action for generation of 10 thousand MW of electricity during the 11th Five Year plan through establishment of projects involving an investment of Rs. 50 thousand crore. In this, projects of private sector, public sector and joint sector are included. To rescue the state from electricity crisis, the state Government has allocated Rs 26 thousand crore to the power sector for the 11th Five Year Plan, which is four times more than the previous plan. For the current financial year, provision of Rs. 9200 crore has been made for the energy sector which is double than the previous year’s allocation for this sector. *******
No action taken on CM’s requests made to Prime Minister
Lucknow : December 20, 2007 Certain opposition parties specially the Congress Party, by issuing statements in a section of press regarding the supply of the fertilisers to the farmers of the State, were trying to gain political mileage and malign the image of the Uttar Pradesh Government. Such statements were not only totally false and confusing, but also not confining to facts as well, because it was the responsibility of the Central Government to ensure the availability of the fertiliser and the State Government had to pass on the same to the farmers. But, when the Central Government was not making available the required quantity of the fertilisers as demanded by the State, then how come the farmers could be supplied the requisite amount of the same ? It may be recalled that a Zonal Conference is organised in Delhi at the start of the Rabi and Kharif seasons by the Government of India to discuss the state-wise requirements of the fertilisers. Thereafter, the targets are set and the Government of India plans their monthly supply to the States. The Government of India enjoys total control over the supply of the chemical fertilisers. The State Government just distributes the supply of fertilisers received by it. In this regard, it is worth mentioning, that the U.P. Chief Minister, Km. Mayawati during the meetings held in the month of May and July had requested the Prime Minister to ensure the supply of DAP according to the requirement of the State. The State Government had requested the Centre to provide 30 lakh M.T. of urea, 10.05 lakh M.T. of D.A.P., 6.5 lakh M.T. of N.P.K. and 1.50 lakh M.T. of M.O.P. by December 31, 2007 for the Rabi 2007-08, against which the U.P. Government must have received at least 8.6 lakh M.T. of D.A.P., 4.06 lakh M.T. of N.P.K. and 1.20 lakh M.T. of M.O.P. by December, 07. But, the fact is that the Central Government had provided only 7.35 lakh M.T. of D.A.P. to the State Government. It may be recalled that till date, the total stock of D.A.P. fertiliser made available to the State Government has been distributed to the farmers through co-operative and non-co-operative agencies. The State Government has also ensured that black marketing or hoarding of fertilisers made available by the Government of India does not take place and the farmers get the fertilisers on time and at correct price. For this, the Chief Minister has instructed the District Magistrates to ensure the availability of fertilisers to all the farmers on the basis of their jote-bahi. Additionally, raids should be conducted to check black marketing and hoarding. Teams of senior officers had been sent by the government to all the 70 districts for ensuring strict compliance of this instruction. It may be noted that for this drive during the current rabi season, 15,000 raids were conducted of the manufacturers, whole sellers and retailers of chemical fertiliser. In this drive 1463 samples of fertilisers were collected, licenses of 163 traders cancelled and F.I.Rs were lodged against 64 traders. Complete control on fertiliser distribution was also ensured. The situation also becomes clear from the fact that till December, 2007 Government of India should have made available at least eighty per cent of the State Government’s demand of 10.5 lakh metric tonnes of D.A.P. which is 8.60 lakh metric tonnes but only 7.35 lakh metric tonnes was made available to the State. This gap in demand and supply surely resulted in the problem faced by the farmers. Regarding poor availability of D.A.P. to the State by the Government of India, Chief Minister of the State had written a letter to the Prime Minister on 16th November 2007 in which he was informed that the short supply of D.A.P. to the State would adversely affect agriculture production. But the Union Government failed to respond to the Chief Minister’s request. The chief minister again wrote the letter on December 10, 2007 requesting for making available one lakh M.tone additional D.A.P. for the month of December. The Chief minister also sent the copy of the letter written to the Prime Minister to the Railway Minister, Mr. Laloo Prasad Yadav requesting for additional railway wagons. In the letter written to the Railway Minister, the C.M. said that D.A.P. was available from the eastern coast of India at Mundra and Vishakhapattanam. In case of availability of wagon, D.A.P. could be sent to Uttar Pradesh from the eastern coast but the government of India did not pay any heed on the request of Chief Minister. It may be mentioned here that the U.P. Agriculture Minister Chaudhary Laxmi Narayan had made the request for ensuring the availability of D.A.P. in a letter written to the Union Minister for Chemicals and Fertilizer on September 10, 2007 informing the Government of India that if fertilizer supply was not made timely, then the implementation of action plan of State Government for Rabi 2007-08 would face difficulty. No action was taken by the Government of India in this regard. The Minister for Agriculture again wrote the letter on October 15 to the Union Minister for Chemicals and Fertilizers requesting for the supply of D.A.P. but no action was taken in this connection. Therefore, no step was taken in the state on the letter being sent to the Minister for Chemicals and Fertilizers. In this way, the Central Government was guilty for the crisis of fertilizers in the state. In this situation, how can be the state Government is responsible for the problem of farmers due to the crisis of D.A.P. It is clear that such type of statements are being given for getting the political mileage which is a conspiracy for creating bad image of the state Government. ******
State Government committed to the interests of the sugarcane farmers
Lucknow : December 20, 2007 The Uttar Pradesh Government has decided to file SLP in the Supreme Court against the hon’ble Allahabad High Court’s decision of cancelling the State advisory price for sugarcane for the crushing season 2006-07. The State Government is fully committed to the interests of the cane farmers. The State Government was making all possible efforts to ensure that the cane growers got the adequate and remunerative price of their produce on the one hand, while on the other it was also ensuring that the sugar mills continued to function in a smooth manner. The Sugar and Cane Development Department of the State has initiated the action for S.L.P. in this connection. The cane prices fixed for the crushing season of 2006-07 were beneficial for the farmers. It may be recalled that Allahabad High Court in its decision on the writ petitions of the Basti Sugar Mills and others, had cancelled the State Advisory Price declared for cane farmers for the year 2006-07 by the State Government. The State Government had immediately called the meeting of Sugar Mill owners / and their representatives requesting them for making the payment of total arrears like earlier. The Government is committed for the immediate payment of arrears of cane farmers and the representatives of mill owners had assured for the cooperation to the Government. *********

BANGALORE: The former Minister P.G.R. Sindhia has said that he has joined the Bahujan Samaj Party (BSP) without aspiration for any position in the party and that he would desist from using the partyโs platform for criticising the Janata Dal (Secular) leaders and the previous government.
Addressing presspersons, Mr. Sindhia said he would formally join the BSP at a rally at the Palace Grounds here on Sunday which would be attended by Uttar Pradesh Chief Minister and BSP supremo Mayawati. About five lakh people from all districts are expected to participate in the rally, he said.
The former Minister, who held various portfolios in several governments in the past, said the Janata Dal was a divided house and the party had faced many splits since the early 1990s. He would not utilise the BSPโs platform to criticise leaders of the Janata Dal (Secular) and the Congress. Since the Congress support base has been declining and the people dislike the BJPโs communal agenda, the BSP would emerge as a major political force in the coming days, Mr. Sindhia said.
The former MLA from Kanakapura said after serving in the Janata Parivar for 35 years, he had decided to join the BSP to strengthen the voice of Dalits, backward classes and the poor belonging to upper castes. He accepted the BSPโs ideology and decided to work to strengthen the party as a loyal party worker under the leadership of Ms. Mayawati. โThe Uttar Pradesh Chief Minister should become Prime Minister in the larger interest of the country,โ Mr. Sindhia said.
He said several leaders would join the BSP in the coming days. Though he had friends in the Congress, he was not interested to join that party for several reasons, Mr. Sindhia claimed.
State BSP president B. Gopal said the party would not enter into an electoral tie-up with any party and would contest elections on its own.

Rs. 65,000 crore investment proposed in power generation sector : CM
New Delhi : December 19, 2007 The State Agriculture Minister Chaudhary Laxmi Narayan presented the statement of the Uttar Pradesh Chief Minister Km. Mayawati at the 54th meeting of the National Development Council held here today. The Chief Minister, in her statement, while underlining the commitment of the State Government, said that a target of 10 per cent growth rate had been set up for U.P. under the 11th Five Year Plan, which was higher than the national target of nine per cent. The State Government had accorded top priority to the development of basic infrastructure facilities to achieve this growth rate target, she pointed out. Km. Mayawati has said that the agriculture growth rate had been almost doubled to four per cent at the national level while the same for the U.P. had been fixed at 5.7 per cent even though U.P. was a agriculture dominated state. Likewise, the approximate growth rate target for manufacturing has been set at 11.5 per cent and a target of 12.4 per cent has been fixed for service sector. Km. Mayawati said that an investment of almost Rs. 8 lakh crore would be required to achieve this target of growth rate in the State. The C.M. said that a special package of approximately Rs. 80,000 crore had been demanded from the Centre for the development of infrastructure facilities in the State and for the development of Bundelkhand and Purvanchal areas. Emphasising the need of infrastructure development, the C.M. said that a 1000 km long expressway would be constructed from Noida to Ballia. This expressway would contribute as an industrial corridor for the economic development of the backward areas of the eastern U.P. She further said that the cities would be saturated with 16 main programmes under the Manywar Shri Kanshiramji Shahri Samagra Vikas Yojna so that basic facilities could be provided in the cities. Km. Mayawati said that Rs. 65,000 crore would be invested in the power generation sector, which in turn would generate 10,500 MW of additional power. Elaborating upon the issue of poverty and employment, she said that the target of bringing down the number of people subsisting below the poverty line to 15 per cent still remained to be achieved and 125 lakh new employments would be created during the 11th Five Year Plan period. According to the Chief Ministerโs statement the requirements and policies of the State regarding the issues like agriculture, irrigation, power, I.T., trade, industry, medical and health, education and technical education, rural development, insurance and banking were also put forth at the meeting. She said that all the sections of the society were being provided equal opportunities and facilities by the State Government. She also apprised of the proposal through which the eligibility age for the old age pension being provided by the State Government under the National Social Assistance Programme would be lowered to 60 years from the present age of 65 years. The proposal also suggests increasing the minimum amount of the pension to Rs. 400. Banda, the concerning family had entered into a legal adoption agreement for their children. The media had presented the news by distorting facts. The D.M. Banda Mr. Umesh Kumar Mittal has said that the news item, being shown by one national news channel and published by some newspapers that Govind, who is a resident of local Kailashpuri, had sold his two sons to save his wife and children from hunger, was totally false and baseless. According to the letter sent by the D.M. to the Government, the father of the children Govind had said that he had not sold his both the sons, instead he had given his son Shankar to one Maiyadin Patel for better education and upbringing, and his other son Chandan had also been adopted by Raja Bhaiya Gupta. Geeta, who is the wife of Govind, in her statement, said that she had four sons and one daughter and she got food everyday and the family was not facing hunger. Her younger son Chandan (Amit) had been adopted by Raja Bhaiya. The D.M. also informed that the local ward corporator Shri Ramasare Gupta, who was present on the spot during the investigations, said that the children had been given for adoption so that they could get better upbringing, they had not been sold as reported. Ashokaโs statue found near Gulbarga
HYDERABAD: The Archaeological Survey of India (ASI), during excavations at Sannithi near Gulbarga, stumbled upon a 5-foot high statue of Emperor Ashoka made out of soft stone in grey colour.
Raya Ashoka
At the foot of the statue, Ashokaโs name was found inscribed as โRaya Ashokaโ in Brahmi script in Prakrut.
According to D. Jithedra Das, Superintending Archaeologist, Hyderabad Circle, the statue is the only source available anywhere in the world to give an idea of how Ashoka looked like.
Frescos
Images of Ashoka are claimed to have been found at Sanchi and Sarnath, but they are one or two inches in size on frescos depicted as part of Jataka and Buddha stories on the structures of Stupas.
Buried deep
The Archaeological Survey of India has been undertaking excavations at Sannithi for over 10 years now. A Buddhist stupa was found buried deep here.
The Ashoka statue unearthed was found in two pieces.
They have since been cemented and preserved.
