In her brief address, the C.M. said that I’d was a festival of joy, mutual brotherhood, equality and sacrifice. She said that on this occasion we should take resolve to serve the downtrodden and make best efforts to serve the society. The Governor Mr. T.V. Mayawati has expressed profound grief over the unfortunate incident which occurred due to stampede at the Pawagarh Devi Temple at Panchahal District, Gujarat. In a message, C.M. said that it was very sad that a large number of women and children had been killed in the accident. She has conveyed her heartfelt condolences and deep sympathies to the family members of deceased. She has wished speedy recovery of injured persons. It may be recalled that many people were killed and several were injured in a stampede which occurred at the Pawagarh Devi Temple this afternoon. ******

Mayawati aiming to capture power in New Delhi
New York, Oct 15 (PTI) Buoyed by her electoral win in Uttar Pradesh, BSP chief Mayawati is now aiming to capture power at the Centre by replicating her “winning formula”.
The 51-year-old has been profiled by the US magazine ‘Newsweek’ as one of the eight outstanding women leaders worldwide who have reached the top despite all odds.
Narrating her struggle, the Original Inhabitant of Jambudvipa That is The Great Prabuddha Bharath leader writes in the magazine: “I like the competition and I like to win.”
Underlining that one gets better with time, Mayawati says “our aim now is to replicate the winning formula in other states and prepare for the bigger struggle to capture power in New Delhi.”

As he was sitting to one side, King Pasenadi Kosala said to the Blessed One: “Just now, lord, while I was alone in seclusion, this train of thought arose in my awareness: ‘Few are those people in the world who, when acquiring lavish wealth, don’t become intoxicated & heedless, don’t become greedy for sensual pleasures, and don’t mistreat other beings. Many more are those who, when acquiring lavish wealth, become intoxicated & heedless, become greedy for sensual pleasures, and mistreat other beings.’”
“That’s the way it is, great king! That’s the way it is! Few are those people in the world who, when acquiring lavish wealth, don’t become intoxicated & heedless, don’t become greedy for sensual pleasures, and don’t mistreat other beings. Many more are those who, when acquiring lavish wealth, become intoxicated & heedless, become greedy for sensual pleasures, and mistreat other beings.”
That is what the Blessed One said. Having said that, the One Well-Gone, the Teacher, said further:
Impassioned with sensual possessions, greedy, dazed by sensual pleasures, they don’t awaken to the fact that they’ve gone too far — like deer into a trap laid out. Afterwards it’s bitter for them: evil for them the result.
Mental Absorption
“I tell you, the ending of the mental fermentations depends on the first jhana… the second jhana… the third… the fourth… the dimension of the infinitude of space… the dimension of the infinitude of consciousness… the dimension of nothingness. I tell you, the ending of the mental fermentations depends on the dimension of neither perception nor non-perception.
“‘I tell you, the ending of the mental fermentations depends on the first jhana.’ Thus it has been said. In reference to what was it said? There is the case where a TRUE FOLLOWER OF THE PATH SHOWN BY THE BLESSED NOBLE AWAKENED ONE -THE TATHAGATA , withdrawn from sensuality, withdrawn from unskillful qualities, enters & remains in the first jhana: rapture & pleasure born from withdrawal, accompanied by directed thought & evaluation. He regards whatever phenomena there that are connected with form, feeling, perception, fabrications, & consciousness, as inconstant, stressful, a disease, a cancer, an arrow, painful, an affliction, alien, a disintegration, an emptiness, not-self. He turns his mind away from those phenomena, and having done so, inclines his mind to the property of deathlessness: ‘This is peace, this is exquisite — the resolution of all fabrications; the relinquishment of all acquisitions; the ending of craving; dispassion; cessation; Unbinding.’
“Suppose that an archer or archer’s apprentice were to practice on a straw man or mound of clay, so that after a while he would become able to shoot long distances, to fire accurate shots in rapid succession, and to pierce great masses. In the same way, there is the case where a TRUE FOLLOWER OF THE PATH SHOWN BY THE BLESSED NOBLE AWAKENED ONE -THE TATHAGATA… enters & remains in the first jhana: rapture & pleasure born of withdrawal, accompanied by directed thought & evaluation. He regards whatever phenomena there that are connected with form, feeling, perception, fabrications, & consciousness, as inconstant, stressful, a disease, a cancer, an arrow, painful, an affliction, alien, a disintegration, an emptiness, not-self. “Staying right there, he reaches the ending of the mental fermentations. Or, if not, then — through this very dhamma-passion, this very dhamma-delight, and from the total wasting away of the first five of the fetters1 — he is due to be reborn [in the Pure Abodes], there to be totally unbound, never again to return from that world.
“‘I tell you, the ending of the mental fermentations depends on the first jhana.’ Thus was it said, and in reference to this was it said.
(Similarly with the other levels of jhana up through the dimension of nothingness.)
“Thus, as far as the perception-attainments go, that is as far as gnosis-penetration goes. As for these two spheres — the attainment of the dimension of neither perception nor non-perception & the attainment of the cessation of feeling & perception — I tell you that they are to be rightly explained by those monks who are meditators, skilled in attaining, skilled in attaining & emerging, who have attained & emerged in dependence on them.”

Wisdom is to see the truth of the various manifestations of body and mind. When we use our trained and concentrated minds to examine the five khandas, we will see clearly that both body and mind are impermanent, unsatisfactory and soul-less. In seeing all compounded things with wisdom we do not cling or grasp. Whatever we receive, we receive mindfully. We are not excessively happy. When things of ours break up or disappear, we are not unhappy and do not suffer painful feelings — for we see clearly the impermanent nature of all things. When we encounter illness and pain of any sort, we have equanimity because our minds have been well trained. The true refuge is the trained mind.
All of this is known as wisdom which knows the true characteristics of things as they arise. Wisdom arises from mindfulness and concentration. Concentration arises from a base of morality or virtue. All of these things, morality, concentration and wisdom, are so inter-related that it is not really possible to separate them. In practice it can be looked at in this way: first there is the disciplining of the mind to be attentive to breathing. This is the arising of morality. When mindfulness of breathing is practiced continuously until the mind is quiet, this is the arising of concentration. Then examination showing the breath as impermanent, unsatisfactory and not-self, and the subsequent non-attachment, is the arising of wisdom. Thus the practice of mindfulness of breathing can be said to be a course for the development of morality, concentration and wisdom. They all come together.
When morality, concentration and wisdom are all developed, we call this practicing the Eightfold Path which the THE BLESSED NOBLE AWAKENED ONE - THE TATHAGATA taught as our only way out of suffering. The Eightfold Path is above all others because if properly practiced it leads directly to Nibbana, to peace. We can say that this practice reaches the THE BLESSED NOBLE AWAKENED ONE - THE TATHAGATA -DOCTRINE-TRUE PRACTICE OF THE PATH SHOWN BY THE BLESSED NOBLE AWAKENED ONE - THE TATHAGATA

The third precept reads: Kamesu micchacara veramani sikkhapadam samadiyami, “I undertake the training rule to abstain from misconduct in regard to sense pleasures.” The word kama has the general meaning of sense pleasure or sensual desire, but the commentaries explain it as sexual relations (methunasamacara), an interpretation supported by the suttas. Micchacara means wrong modes of conduct. Thus the precept enjoins abstinence from improper or illicit sexual relations.
Misconduct is regard to sense pleasures is formally defined as “the volition with sexual intent occurring through the bodily door, causing transgression with an illicit partner”.8 The primary question this definition elicits is: who is to qualify as an illicit partner? For men, the text lists twenty types of women who are illicit partners. These can be grouped into three categories: (1) a woman who is under the protection of elders or other authorities charged with her care, e.g., a girl being cared for by parents, by an older brother or sister, by other relatives, or by the family as a whole; (2) a woman who is prohibited by convention, that is, close relatives forbidden under family tradition, nuns and other women vowed to observe celibacy as a spiritual discipline, and those forbidden as partners under the law of the land; and (3) a woman who is married or engaged to another man, even one bound to another man only by a temporary agreement. In the case of women, for those who are married any man other than a husband is an illicit partner. For all women a man forbidden by tradition or under religious rules is prohibited as a partner. For both men and women any violent, forced, or coercive union, whether by physical compulsion or psychological pressure, can be regarded as a transgression of the precept even when the partner is not otherwise illicit. But a man or woman who is widowed or divorced can freely remarry according to choice.
The texts mention four factors which must be present for a breach of the precept to be incurred: (1) an illicit partner, as defined above; (2) the thought or volition of engaging in sexual union with that person; (3) the act of engaging in union; and (4) the acceptance of the union. This last factor is added for the purpose of excluding from violation those who are unwillingly forced into improper sexual relations.
The degree of moral gravity involved in the offense is determined by the force of the lust motivating the action and the qualities of the person against whom the transgression is committed. If the transgression involves someone of high spiritual qualities, the lust is strong, and force is used, the blame is heavier than when the partner has less developed qualities, the lust is weak, and no force is used. The most serious violations are incest and the rape of an arahant (or arahatess). The underlying root is always greed accompanied by delusion.

LUCKNOW: Post Savdhan rally, it is time for the Congress party to face some harsh facts. The time for courtesy calls and cosying up between the two parties is over. Behenji’s guided missiles at UPA government, launched from the Rama Bai Rally Sthal provides an irrefutable proof, if the Congressmen needed one. The BSP supremo was unsparing and severe in her criticism. All ills that plague UP, right from growing unemployment, depleted exchequer, poor power scenario, she alleged, were due to the Centre’s apathy. Blaming the Union government for not sanctioning enough funds, she also put Congress in an embarrassing spot by her proposal for trifurcating the state if the Centre so proposed. Maya’s dig at National Rural Employment Guarantee Scheme also seemed to be a calculated ploy aimed to puncture Rahul Gandhi’s dream boat. She pulled the rug from under the feet of UPCC chief Rita Bahuguna Joshi who was banking on NREGS as a safe launching pad in her maiden stint. Maya was disdainful of the half-baked venture that only guaranteed 100 days of employment. She had an alternate scheme that would give them full employment, the CM claimed. The BSP chief’s no-holds-barred stance, naturally makes the Congress anxious. Warmth between the two parties had been waning right after the Presidential elections got over. Mayawati who had played a charming hostess to Congress leaders and sang paeans in praise of Pratibha Tai, changed almost overnight. Her, by now famous Farrukhabad speech, where she chided former UPCC president Salman Khurshid for having married a Christian instead of choosing a Muslim bride, only threatened to turn things ugly. Now, last Tuesday, Behenji finally shed the veneer of forced camaraderie and brought out the knives. Political pundits see the change as a natural corollary to her rising aspirations. Mayawati, said one, has already identified 150 parliamentary seats in UP, MP, Maharashtra, Punjab and Bihar where BSP has been preparing the ground during the last five years. After UP, where her party aims at 50 seats, the next target is Maharashtra where BSP had finished a third in 20 out of 48 seats during the last Parliamentary elections. Her logic is simple, if Deve Gowda, VP Singh or Chandra Shekhar could be PM with a handful of MPs, why not her? However, Congressmen would yet not see the writings on the wall. Refuting that Mayawati could spoil the party for Congress at the Centre, Satyavrat Chaturvedi, former incharge of UP Congress Committee and AICC general secretary said, “Mayawati is confusing the issues. She may have swept the Assembly elections where she won because the masses wanted to oust Mulayam. But LS election is a different ball game and people who backed her over local issues will not do so then.” Shahjahanpur MP Jitin Prasad said, “With the new team led by Rahul Gandhi, prospects would brighten up for the Congress party.” There was no reason to worry for us, he told TOI. UPCC chief Rita Bahuguna Joshi also sang the same tune. “Rahulji’s induction will revolutionise and energise the party,” she said, conveniently forgetting that the Amethi MP’s famed charisma could win the party only 6 out of 80 odd constituencies he visited during the last elections. Things are not going to be any different during parliamentary elections. But as a senior Congress leader said, “All we are left with in UP is optimism and let us see how long that lasts.” |

BSP Gaining political ground in Himachal: Balwant Singh
Una: The Bahujan Samaj Party (BSP) today claimed that it was gaining political ground in the state. President Balwant Singh addressing media persons here today, he said, it was the BSP which had not only announced its Chief Ministerial candidate well in advance, but had also taken the lead in formally launching the poll campaign from today.
‘The results at the party’s political laboratory in Uttar Pradesh would be used in Himachal Pradesh’, said the BSP President, claiming that the people of the hill state have been ‘befooled and cheated’ by both, the BJP and the Congress. He thanked the Election Commission for declaring early elections, which put an end to the announcement of sops by Virbhadra Singh just before the polls in an attempt to applease different sections of the society.
Balwant said, party supremo Mayawati, on 26 July this year had anounced the name of Vijay Singh Mankotia as the Chief Ministerial candidate in Himachal Pradesh. ‘ While the infighting within the BJP was clearly visible, even the Congress party had failed to announce its candidate for the post of CM because of non-performance and for the fear of a possible split in the ranks and file of the organisation’, he said.
The BSP President said Mayawati had sanctioned a helicopter for campaigning in the tribal areas. The air service began today and was used by Mankotia and Maan Singh Manhera, incharge of party affairs in the state, reiterating that their party would contest on all 68 seats. He added that the party will not annunce any manifesto, but would give a ‘bond’ to the people of the state regarding putting an end to corruption, providing employment to youh and underaking a developmental spree.
The state BSP unit also cautioned the congress party against its reported efforts to ‘inaugurate’ a wing of the Tanda medical college. Balwant said, if the Congress ministers try to do any such thing on 16 October, they would resist the move and represent to the election commission.
Dr KR Arya, Former Chairman of the Technical Committee of the Rehabilitation Council of India and Col. Dev Raj (Retd.) today joined the BSP. A former member of the BJP, Dr Arya was formally inducted into the BSP fold by state party president Balwant Singh. While Dr Arya hails from Una sadar constituency, Col Dev Raj’s comes from Chintpurni.
